Abstract

This research aims to analyze the productivity of zakat, infak, and ?adaqah (ZIS) in empowering the Muslim community’s economy; assess the effectiveness of its productive management; and examine it through the lens of al-Ma?la?ah al-Mursalah. This study employs a qualitative method with a descriptive–interpretative case study approach conducted at four mosques in Medan City, namely Asy-Syafi‘iyah Mosque, Al-Hidayah Mosque, Haji Maraset Mosque, and Nurul Islam Mosque. The findings reveal that productively managed ZIS can transform from a consumptive-charitable pattern into a sustainable socio-economic investment through the development of community-based enterprises, Islamic cooperatives, and mosque business units. From the perspective of al-Ma?la?ah al-Mursalah, this management model reflects a concrete form of public benefit in terms of ?if? al-m?l (protection of wealth), as it delivers socio-economic utility without contradicting the principles of Sharia. This study offers a theoretical contribution by integrating the concept of al-Ma?la?ah al-Mursalah into mosque-based Islamic philanthropy practices, as well as practical implications for advancing professional and empowerment-oriented governance of communal religious funds.

Abstract

This research was carried out with the aim of describing the planning and implementation process of the program in accelerated students to create outstanding students and describe student achievements after joining the acceleration program. This research uses a qualitative method with a case study approach that goes through the stages of interview, observation, and documentation. Parties directly involved such as the deputy head of the madrasah for curriculum, the program implementation team, and students became resource persons in the research. The results show that the implementation of the acceleration program carried out by the school to create outstanding students is still in the process of development. The school evaluates and changes every year in the implementation of the program to adapt it to the needs of students and solve problems that arise. So that the implementation of the acceleration program can optimize student achievement in the academic and non-academic fields. The academic achievements of students look quite good judging from the results of the report card and the number of student graduations. In the last 1 year, accelerated student graduation is the entire student enrolled in the program. However, for non-academic achievements, students are still not prominent because the school does not focus on them too much. Students are free to choose where to develop their interests and talents based on the extracurricular programs provided by the school

Abstract

This study aims to analyze the influence of employe turnover factors on work effectiveness thru risk management at BPJS Ketenagakerjaan. The factors studied include job satisfaction, compensation, workload, role ambiguity, and relationships with supervisors. This research uses a quantitative approach with the Structural Equation Modeling Partial Least Square (SEM-PLS) method and Bow Tie Analysis. The sample consisted of 251 active BPJS Ketenagakerjaan employes selected using purposive sampling technique. The data collection instrument uses a Likert scale-based questionnaire. Validity and reliability were tested thru outer loading, construct reliability, and AVE, as well as discriminant validity thru HTMT and the Fornell-Larcker Criterion. The results show that all five turnover factors significantly affect work effectiveness, both directly and thru risk management. The variables of job satisfaction (? = 0.379, p = 0.000) and relationship with superiors (? = 0.173, p = 0.016) have a significant positive influence. Conversely, workload (? = -0.149, p = 0.000) and role ambiguity (? = -0.117, p = 0.000) have a negative influence. Risk control was also proven to be a significant mediator. The R² value of 0.778 for work effectiveness indicates the model's strong predictive ability. This research integrates the SEM-PLS approach with Bow Tie Analysis in the context of public organizations, and provides an empirical contribution to turnover risk control strategies to improve work effectiveness.

Abstract

This study examines the persistence of Javanese hegemony within the state’s “Indonesia-Centric” tourism narrative, as reflected in the Anugerah Desa Wisata Indonesia (ADWI) 2024 promotional videos on the official Kemenparekraf YouTube channel. Using a mixed-method approach combining quantitative content analysis and semiotic narrative interpretation, this research identifies significant spatial and representational imbalances between Javanese and Non-Javanese destinations. This research analyzes a total of 50 promotional videos (N=50). Quantitative findings reveal that Javanese destinations received 65% of total promotional airtime, with an average duration of 7.22 minutes per video, compared to only 4.57 minutes for Non-Javanese regions. Qualitative analysis further shows that Javanese villages are portrayed through narratives of modernity, accessibility, and managerial excellence framing them as normative and strategic models of success. Conversely, Non-Javanese destinations are represented through exoticized imagery emphasizing remoteness and cultural spectacle, perpetuating the “Othering” discourse. These findings demonstrate a symbolic contradiction between the Indonesia Centric development mandate and the digital execution of tourism branding, where cultural hegemony persists despite decentralization efforts. The study proposes the implementation of an Equity in Promotional Investment (EPI) framework to ensure spatial representational justice and promote genuine inclusivity in Indonesia’s tourism communication strategy.

Abstract

Forest and land fires (karhutla) in East Tanjung Jabung Regency, Jambi Province, remain a serious problem despite being regulated by Law Number 32 of 2009 concerning Environmental Protection and Management and the Forestry Law. This research aims to analyze the implementation of law enforcement against perpetrators of forest and land fires and to identify the obstacles faced by the East Tanjung Jabung Police. The method used is empirical legal with a sociological, legislative, and conceptual approach, thru interviews, observation, and literature study. The data was analyzed descriptively and qualitatively to describe the suitability between legal norms and their implementation in the field. The research results show that law enforcement has proceeded according to procedure, but still focuses on individual perpetrators, while corporations are rarely penalized. The main obstacles include limited evidence, weak inter-agency coordination, a shortage of environmental investigators, and low public legal awareness. The application of the principle of strict liability is also not yet optimal. This research concludes that the effectiveness of forest and land fire law enforcement requires strengthening cross-sectoral coordination, increasing the capacity of law enforcement officers, and providing legal education to the public in order to achieve firm and just law enforcement.

Abstract

Bapereih is a competition between traditional gandang tasa groups in Pariaman. The scoring system records musical and non-musical errors made by the players. Musical errors include incorrect rhythm patterns, uncoordinated beats, and incorrect songs; non-musical errors include players not playing in unison, drumsticks/drummers falling, drum strings breaking or slipping, and drum skins tearing. This study aims to discuss the scoring system and criteria for bapereih gandang tasa in Pariaman. Data collection was carried out through careful observation and documentation of gandang tasa performances during bapereih, as well as interviews with performers and gandang tasa elders. Musical and non-musical errors were accumulated, with the lowest number of negative points determining the winner. Bapereih has become a distinct style with its own system and criteria in gandang tasa competitions in Pariaman. Bapereih serves as a model for preserving gandang tasa art and culture by maintaining the songs and playing techniques.

Abstract

This study examined the urgency of reforming Indonesia’s military justice system in accordance with the principle of Nemo Est Supra Leges, which asserts that no individual stands above the law. The research aimed to analyze the normative disharmony between Article 9 of Law No. 31 of 1997 on Military Courts and Article 65 of Law No. 34 of 2004 on the Indonesian National Armed Forces, as well as to evaluate the application of the Nemo Est Supra Leges principle in the case involving the shooting of a car rental business owner by members of the Indonesian Navy. The study employed a normative juridical method with statutory, case, and conceptual approaches. The findings revealed that the inconsistency between the two legal provisions resulted in overlapping jurisdictions and weakened the principle of equality before the law within the national judicial system. Moreover, the implementation of the Nemo Est Supra Leges principle had not been fully realized. The study concluded that reforming the military justice system is imperative to ensure fair, transparent, and accountable law enforcement in alignment with the rule of law in a democratic state.

Abstract

Indonesia’s coastal governance is characterized by jurisdictional overlaps and normative inconsistencies, which undermine the legal framework sustaining the seaweed sector within the Blue Economy paradigm. Employing a normative-doctrinal method, this study adopts the principle of legal certainty in coastal spatial planning and evaluates the scope of regional governments’ competence in integrating local wisdom into marine resource regulation. The analysis reveals that the centralization of authority under Law No. 6 of 2023 generates normative disharmony with Law No. 23 of 2014, thereby restricting provincial administrative jurisdiction over maritime affairs. This recentralization engenders regulatory dualism, overlapping licensing regimes, and weakens legal safeguards for coastal communities. In contrast, regional governments advance sustainable governance by institutionalizing local wisdom through participatory and empowerment-based mechanisms, which reconcile ecological imperatives with economic objectives. The study concludes that regulatory harmonization and juridical recognition of local wisdom are essential for equitable and sustainable marine development.

Abstract

This study aims to analyze the influence of perceived usefulness, perceived ease of use, and attitude on the decision to use PayLater in North Sumatra, with willingness to use as an intervening variable. Data was obtained from 100 respondents thru a survey and analyzed using path analysis with SPSS 25 based on the Technology Acceptance Model (TAM) framework. The research results show that perceived usefulness and ease of use do not significantly affect the intention to use, while attitude has a significant positive effect. In the usage decision model, perceived usefulness has no significant effect, perceived ease of use has a significant negative effect, and attitude and intention to use have a significant positive effect. Mediation analysis shows that intention to use does not mediate the influence of perceived usefulness and ease of use, but partially mediates the influence of attitude on usage decision. This finding confirms that a positive attitude toward PayLater strengthens the intention and actual decision to use it, and reinforces the TAM concept, which emphasizes the importance of affective and behavioral intention factors over cognitive factors.

Abstract

This study examines the phenomenon of the growing use of online loans in Medan City within the context of the digital economy, viewed from the perspective of Islamic economics. The rapid expansion of application-based lending services has generated various social and economic impacts, particularly in fostering consumerist behavior and creating discrepancies with Islamic financial principles. The objectives of this research are: (1) to identify the factors that drive people to use online loans, (2) to analyze the economic and social effects arising from their use, and (3) to evaluate the conformity of online lending practices with the principles of Islamic economics. This research employs a qualitative descriptive approach, with data collected through in-depth interviews, non-participant observations, and documentation involving 6-10 users of online lending services in Medan City. Data analysis was conducted inductively by interpreting the meanings and experiences of users in light of maq??id al-syari’ah principles. The results reveal that easy access, fast processes, and urgent financial needs are the main factors encouraging people to use online loans. However, high interest rates, late payment penalties, and unethical debt collection methods have caused significant economic and social pressures. From the perspective of Islamic economics, such practices contain elements of riba (usury), gharar (uncertainty), and zulm (injustice), which contradict the Islamic values of fairness, balance, and blessing. This study contributes empirically to strengthening Islamic financial literacy and encourages the development of fintech regulations that align with Islamic ethical values.
