Abstract

Village-Owned Enterprises (BUMDes) are established as a manifestation of the government's commitment to fostering self-reliance and bolstering the local economy. However, it is evident that not all BUMDes have effectively initiated and executed commercial endeavors, thus failing to yield desired economic outcomes. This underscores suboptimal implementation of coaching and development initiatives. This research uses a qualitative method with a case study approach. For this reason, the research location was determined in Sumedang Regency with a case sample of 4 (four) BUMDes in different sub-districts which represent BUMDes qualifications, namely pioneer, beginner, developing and advanced. Data was collected through interview techniques, observation and documentation and then analyzed qualitatively. The formulation of BUMDes development and development strategies is carried out through SWOT analysis. The research findings indicate that the reasons for the inactivity and lack of development among many BUMDes in Sumedang Regency include: (1) low human resource capacity; (2) weak legal aspects; (3) insufficient institutional relationships; (4) the formation of BUMDes often driven by formalistic reasons; and (5) limited marketing networks. Effective strategies for BUMDes development should encompass: (1) human development through enhancing human resource capacities; (2) enterprise development through promoting village potential, facilitating cooperation and partnerships, strengthening marketing networks via digital marketing; (3) environmental development through mapping natural resource-based village enterprises; and (4) institutional development through optimizing the implementation of regulations concerning villages and BUMDes, collaboration in nurturing and developing BUMDes, facilitating BUMDes legality, reinforcing village consultations, and strengthening institutional relationships of BUMDes.

Abstract

The study investigates the community's response to PTSL (One Stop Integrated Land Service) at the Madiun City Land Office, with the assistance of stakeholders, serving as a reflective tool for enhancing the quality of land services. Discrepancies in previous research findings regarding public perceptions of public service quality highlight the necessity for further exploration. Focused on understanding the perceptions of PTSL participants in Madiun City, particularly as 2021 marks the final year of PTSL implementation in the area, the research employs a mixed-methods approach. Findings reveal a prevailing lack of public awareness regarding the PTSL service process in Madiun City, alongside inaccurate assumptions regarding the services provided by the Land Office. Consequently, efforts to disseminate accurate information to the public are deemed imperative.

Abstract

Qualitative research from this type of single instrumental case study is aimed at providing an alternative analytical framework regarding the discourse on developing human resource competencies for state civil servants, which specifically focuses on employees at the Center for Rehabilitation and Social Protection-Sentra Gau Mabaji in Gowa Regency, South Sulawesi. We use Critical Realism as a philosophical basis and an interpretative method modified from contemporary social studies, combined with theoretical eclecticism to allow for a more dynamic analysis. The purposive sampling technique was used with certain practical and methodological considerations to select only subjects who were relevant to the research objectives as respondents. The interviews were then conducted in depth and semi-structured by focusing on three aspects: Knowledge, Utilizing the coding conducted earlier, Skills and Attitudes are identified as dimensions of competency, forming a conceptual framework to steer the analysis. The outcomes present a phenomenological depiction that elucidates diverse perspectives among state civil servants concerning the development of human resource competencies. This exploration encompasses the aspects of knowledge, skills, and attitude, examining their interrelation with the individuals' status, duties, and functions as employees in the rehabilitation and social protection service.

Abstract

This research discusses the urgency of establishing a Social Welfare Center (Puskesos) in Cirebon City as a response to the ineffectiveness of the social welfare service system faced by the community, even though a Community Social Worker (PSM) unit has been formed which functions as a partner of the Cirebon City Social Service (Dinsos). The research method uses a qualitative approach, namely collecting data through observation, Focus Group Discussion (FGD), and literature review. The informants in this research were PSM and Social Service officers in the field of social protection and security services. The research results show that in Cirebon City, there has not been a Social Health Center that functions as a center for information and data, providing services and an integrated referral system to the community. So PSM, whose function is to help implement social welfare services, cannot play their role effectively. This shows the urgency of establishing a Community Health Center as a forum for social welfare services at the sub-district level. Implementation of services in the Social Health Center uses an Integrated Service and Referral System, namely providing social welfare services collaboratively with the community in dealing with problems and developing existing social welfare potential. So that shared responsibility is created, not only involving the government but the private sector and society.

Abstract

The phenomenon of harbolnas is still an interesting issue to discuss. Harbolnas is an annual activity jointly initiated by six major e-commerce companies in Indonesia since December 12, 2012, which is National Online Shopping Day in Indonesia. The development of online shopping media is in line with the increasing consumptive nature in society, especially for women who are targeted. This can make "shopping freak" consumptive behavior even more so. The subject of this study is housewives who have a role in "financial management" but have a consumptive attitude during harbolnas. This is because the goods offered are cheaper and more practical when shopping with the services that are presented more easily in the online shop, encouraging housewives to make it an alternative place to shop. The theory used is the Theory of Rational Choice (James S. Coleman). Data collection is carried out by conducting interviews, observations, and literature studies to analyze several documents (articles) and literature related to existing issues as a basic basis for researchers to formulate existing reality. The results of this study show that the causes of consumptive behavior are influenced by internal and external factors. It is known that internal factors from 1) the Encouragement of Needs and Motivation (Self-Will), 2) Interest Only (Purchase Impulsively), 3) the Harbolnas discount program, 4) the existence of free shipping, and 5) the existence of advertisements on television or social media when Harbolnas. External factors that influence are 1) Reference Groups (Friendship), 2) groups in shopping (Shopping Groups), and 3) Family.

The results of the research show that Sociopolitical polarization is caused by various interrelated factors and has a broad impact on the social and political structure of society. Effective mitigation strategies include education and media literacy, dialogue and reconciliation, changes in political policies and practices, and regulation of technology and media. However, significant challenges such as resistance to change, the complexity of social identities, and global dynamics require a holistic and sustainable approach.
