Jambura Journal Civic Education (jacedu, E-ISSN 2798-4818 and P-ISSN 2808-2249) is a peer-reviewed journal published by Civic Education Study Program, Faculty Social Sciences, Universitas Negeri Gorontalo. Jacedu provides open access to the principle that research published in this journal is freely available to the public to support the exchange of knowledge globally. Jacedu published two issue articles per year namely July and December. Jacedu provides a place for academics, researchers, and practitioners to publish social sciences articles. Abstract

This study aims to evaluate the extent to which the National Legislation Program (Prolegnas) Priority is able to achieve the legislative formation targets in terms of both quantity and quality for the period 2015 to 2029. As a planning instrument for national legislation, Prolegnas is expected to serve as a foundation for creating a legal system that is harmonious, effective, and responsive to the needs of society. However, in practice, the implementation of Prolegnas often falls short of expectations. This research employs a normative legal method with statutory and conceptual approaches, and the data are analyzed using a descriptive qualitative technique. The data sources include official Prolegnas documents, legislative performance reports, and relevant academic studies. The findings indicate that the success rate of the Priority Prolegnas in recent legislative periods has ranged only between 13% and 20% of the established targets. This reflects a discrepancy between planning and legislative realization. Several key inhibiting factors include sectoral egos among legislative and executive institutions, low public participation in the legislative process, weak synchronization and harmonization of regulations, and a lack of post-enactment evaluation of legislation. The study concludes that there is a pressing need for more realistic and measurable legislative planning, stronger public engagement, and improved legal substance quality. Prolegnas should not only focus on the quantity of legislation but also prioritize the quality of regulations in order to produce fair, relevant, and effective laws that respond to the dynamic needs of society.

Abstract

This study aims to describe and examine the implementation of the Pancasila student profile strengthening project through Muhammadiyah Advancing Talent activities at SMP Muhammadiyah 8 Batu. The purpose of this study is to implement a project to strengthen the profile of Pancasila students through the activities of Muhammadiyah Advancing Talent at SMP Muhammadiyah 8 Batu. The method used in this study is a qualitative approach with a descriptive type, data collection techniques through observation, interviews and documentation. The results of the study show that the form of implementation of the Pancasila student profile strengthening project is packaged through the Muhammadiyah Advancing Talent activity which contains local wisdom with the theme "From M8 to Batu City and Indonesia". These activities provide opportunities for students to develop their potential and creativity.

Abstract

This study aims to describe and analyse the implementation of character education in Catholic Seminary High School Kakaskasen Tomohon. This educational institution is a school for prospective priests that not only emphasises academic aspects, but also the formation of students' personality and spirituality through character education that is integrated in all school activities and boarding life. This research uses a descriptive qualitative approach with data collection techniques through observation, in-depth interviews, and documentation. The results showed that character education in Kakaskasen Catholic Seminary High School is implemented consistently through various indicators, including discipline, responsibility, simplicity and togetherness, integration of character values in learning, liturgical activities and spirituality, dormitory system, social activities, and personal example from educators and coaches. These values are formed through structured daily routines, community activities, value-based learning, and regular religious reinforcement. Evaluation of character education is carried out continuously through daily observations, monthly evaluation meetings between coaches, students' personal reflections, and personality reports every semester. The main strategies applied in character education in this school include exemplary behaviour, daily reflection and religious reinforcement. This finding strengthens the social learning and value clarification theories that place exemplary and internalisation of values in daily activities as the key to character building. This research is expected to be a reference for both religious and public schools in designing effective character education.

Abstract

This research aims to analyse how global citizenship can be realised through social responsibility in the digital era by emphasising the importance of digital literacy as a basic skill that supports global citizens' awareness and participation. The method used is a qualitative approach through literature study, by reviewing various scientific literature, articles, and current reports relevant to the themes of globalisation, global citizenship, and digital literacy. The results show that strong digital literacy not only improves an individual's ability to access and evaluate information, but also strengthens ethical awareness and the ability to participate in global issues critically and responsibly. Individuals with good digital literacy tend to be more sensitive to issues such as climate change, social inequality and human rights, and are able to contribute positively through digital media. It is concluded that global citizenship demands the integration of digital skills and social values, and the need for a transformative educational approach in instilling global awareness. The recommendation from this research is the importance of developing an educational curriculum that combines digital literacy and global citizenship education, in order to form a generation that is not only technologically proficient, but also characterised, critical and responsible as global citizens.

Abstract

The Papaya Village Government annually collects population data to identify its community's socio-economic needs. From the results of preliminary observations, it was found that in Popaya Village, there are 20 female heads of families who are included as socio-economically vulnerable women and have the responsibility to fulfill the needs of their families. This study aims to determine the dynamics of the socio-economic life of female heads of households in Popaya Village, Dengilo Sub-district, Pohuwato Regency, and the impacts of being a female head of household. The qualitative research method is a method used to research natural object conditions. The results showed that the dynamics of the socio-economic life of women's family heads in Popaya Village are diverse. Regarding role changes, women's family heads must carry out dual roles: breadwinners and homemakers. Meanwhile, in terms of changes in thinking patterns, it can be seen that after becoming the head of the household, the female head of the room must try to think about generating income to meet family needs, whether it is becoming a farm laborer, cleaning houses and schools, or establishing micro, small, and medium enterprises. Being the head of the family significantly impacts the lives of women heads of households; it is difficult to get a job, and economic limitations are caused by low education and age, causing women heads of families to live in economic limitations.

Abstract

This research was conducted to find out about the position of transsexual marriage according to state law and the legal consequences of transsexual marriage in Indonesian civil law. This research is a doctrinal/normative legal research. The types of approaches used are statute, case, and conceptual approaches. Based on this research, it is concluded that marriages conducted by transsexuals are declared valid because they have obtained a court decision regarding changes in gender status and have changed population administration data at the Population and Civil Registration Office (Disdukcapil) so that they can marry legally according to the provisions of positive law in Indonesia. So, it has legal consequences for legal relations between husband and wife, the formation of marital property, the position and status of children, and inheritance relations.

Abstract

This research is motivated by the needs and challenges of secondary school students learning civics in school. So far, Civic learning is still considered a saturated subject area, which has an impact on students' learning motivation and learning outcomes. Through Augmented Reality-based learning media can promote students' global diversity insights, the learning atmosphere is more fun and meaningful. This research is more about the development of augmented reality media designs to promote the understanding of global diversity insights and their impact on students' learning atmosphere. The results showed that the development of AR-based PELAJAR learning media received a percentage of 92.3%, which was included in the "very feasible" category. The benefits of the Augmented Reality learning media are expected to enhance the student's understanding of global diversity and to have an impact on the learning atmosphere in terms of interest and motivation to learn, curiosity and collaboration among the students in Gorontalo. The expected outcome of the research is to provide a reference and prototype for the development of Augmented Reality-based learning media that can be applied to Civics and Social Studies subjects in Junior High School.

Abstract

This study aims to develop a cultural and civic literacy programme design in Madrasah Ibtidaiyah using Thiagarajan's 4D tool development model, which includes four stages: defining, designing, developing and disseminating. The problem formulations studied include (1) how to design the development of cultural literacy and citizenship of Madrasahs in MIM Unggulan Kota Gorontalo and (2) the feasibility of the developed programme design. Data were obtained through interviews, documentation and validation by experts. The results showed that the design of the cultural and civic literacy programme consists of three main aspects, namely habits (habituation), institutions, and integration in learning. The programme was validated by experts and declared feasible to be implemented at MIM Unggulan Gorontalo City. The implementation of this programme is expected to increase the sense of nationalism, form reasonable and responsible student characters, encourage creativity, and strengthen national unity. This research contributes to the development of cultural and civic literacy education, especially at the basic education level.

Abstract

This study aims to analyse the implementation of the Pancasila Student Profile (P5) strengthening project with the theme 'Sustainable Lifestyle' to apply environmental love in the Merdeka Belajar Curriculum at SMP Negeri 1 Bulawa. The Merdeka Belajar curriculum implemented in this school aims to develop 21st-century competencies through a learning approach that focuses on students' interests and talents. P5 is part of this curriculum which is expected to shape the character of students in accordance with the values of Pancasila. One of the themes chosen for P5 implementation is 'Sustainable Lifestyle', which aims to raise students' awareness of the importance of protecting the environment and managing waste. This research used a qualitative method with a case study approach at SMP Negeri 1 Bulawa. Data was collected through observation, interviews with the principal, teachers and students, and documentation related to the implementation of the P5 project. The results showed that although procedurally, the P5 project has been implemented substantially, the implementation has not fully achieved the expected goals. Some of the problems found during the implementation of the project include the lack of student awareness of the importance of waste management, low student participation in providing creative ideas, and the existence of behaviours that do not reflect an environmentally friendly attitude, such as littering.

Abstract

Understanding and applying democratic values is one part of overcoming intolerant and discriminatory attitudes among students. The proposed solutions include strengthening extracurricular programs, active learning in the classroom, student participation in decision-making, integration of moral values in the curriculum, and regular program evaluation. This research examines the process of fostering democratic values for students at school. This study is a case study with a qualitative approach to gain an in-depth understanding of the phenomenon. Data were collected through interviews with 16 Civics teachers and 16 students and then analyzed using data reduction, data display, and verification. The results showed that fostering democratic values was not only carried out through extracurricular activities or learning in the classroom. But it is also organized with a co-curricular activity approach integrated into the Pancasila Student Profile Strengthening Project (P5). This includes simulating elections, changing the Osis chairperson, and distributing roles in class, such as class leader. In addition, the process of fostering democratic values also involves extracurricular activities such as Paskibra, PASCAL, Scouts, sports (such as futsal), debates, theatre, the annual ‘Realistig' event, dance studio, Rohis, law ambassador forum, spiritual activities (tahfidz), PIK-R, and PMR.
