Abstract

Kayangan Crossing Port is organized and managed by PT. ASDP Indonesia Ferry (Persero), this crossing port serves 1 track with 23 Ro-Ro type ships (roll on - roll off) in operation. The high level of demand for crossing services, encourages the government to pay attention to all components related to crossing transportation, such as safety aspects that are one of the important components in crossing transportation. Including life safety equipment on board the ship as a form of anticipation in the event of an emergency. The method used in this study was carried out by comparing the existing state with the expected circumstances under the International Safety Of Life at Sea (SOLAS) Regulation of 1974 Chapter III amendment year 2014. The author tried to analyze the problems that will later be drawn to be a solution or solution to the problem in an effort to increase supervision of the number and condition of passenger safety equipment on board ships operating at the pontoon dock at Gilimanuk Crossing Port of Bali Province.

Abstract

Tanjung Kalian Port which is managed by PT. ASDP Indonesia Ferry (Persero) Bangka Branch is one of the ports that handles ferry transportation in West Bangka Regency. The route at Tanjung Kalian Harbor is the Tanjung Kalian-Tanjung Api-api route. The purpose of this study was to determine the level of suitability of crossing transportation services above KMP. Kuala Batee II which is in accordance with existing regulations and what aspects must be improved on passenger services, vehicle loading services and ship operating services to comply with the minimum service standards of ferry transportation based on the Regulation of the Minister of Transportation of the Republic of Indonesia. This study uses primary data and secondary data in data acquisition, primary data in the form of observation and documentation methods, while secondary data in the form of institutional and literature. In analyzing the data using the method of analysis of the level of conformity and the Classification of Minimum Service Standards for Ferry Transport. After conducting research and data analysis on the survey results, it can be concluded that KMP. Kuala Batee II has not been able to provide maximum service to service users and Kuala Batee II has not been able to meet ship service speed standards. Therefore it is necessary to improve and add facilities and services so that KMP. Kuala Batee II can meet the minimum service standards for ferry transportation.

Abstract

The Padangbai Ferry Port is located in Padangbai Village, Karangasem Regency. This port serves crossings between districts/cities, namely the Padangbai-Nusa Penida cross and between provinces, namely the Padangbai-Lembar cross. As a port that operates 24 hours with 13 trips/day, the current schedule arrangement is very important. Based on the results of a survey conducted by the author, there is a mismatch of the schedule compiled by the Land Transportation Management Center (BPTD) with its implementation, namely the ship's departure time with the existing schedule is not appropriate because the ship is waiting for a full load to depart. To be able to maximize the ship's load, it needs to be supported by a ship schedule that is in accordance with the implementation of the current health protocol in order to create a balance between the number of ships and the existing shipload. Data collection was carried out using the observation method. The data that must be collected are passenger and vehicle productivity, ship characteristics and ship operational time. Institutional methods and library data are taken from the Regional BPTD. XII Province of Bali & NTB. The analysis is carried out by evaluating schedules that are not in accordance with field conditions, and making an appropriate schedule so that no ships still have to wait for passenger and vehicle loads.

Abstract

Kuala Tungkal Ferry Port is a Ferry Port that serves inter-island crossings between provinces. The Kuala Tungkal Ferry Port is managed by the West Tanjung Jabung Regency Transportation Service. In the transportation system, security and safety are highly favored as a form of good service delivery. However, the loading of vehicles on ships operating at the Kuala Tungkal Ferry Port is not in accordance with the standards set out in the Regulation of the Minister of Transportation Number 115 of 2016 concerning Procedures for Transporting Vehicles on Ships and Regulation of the Minister of Transportation Number 30 of 2016 concerning Obligations to Bind Vehicles. This study aims to determine the existing conditions for the transportation of vehicles on the Satria Pratama Crossing Motor Ship in accordance with the Regulation of the Minister of Transportation Number 115 of 2016, implementing vehicle binding obligations according to Ministerial Regulation Number 30 of 2016 and evaluating the needs of vehicle binding officers needed to improve the transportation system. aboard the Satria Pratama Ferry Motor Ship. The research methodology used is observation, survey and documentation. Then to analyze this, it is guided by the Regulation of the Minister of Transportation Number 115 of 2016 and the Regulation of the Minister of Transportation Number 30 of 2016. The results of this study are that the existing condition of the procedure for transporting vehicles on the Satria Pratama Crossing Motor Ship is still not in accordance with the Regulation of the Minister of Transportation Number 115 of 2016, the obligation to tie up vehicles on the Satria Pratama Ferry Motor Vessel is still not in accordance with the Regulation of the Minister of Transportation Number 30 of 2016 and the need for an ideal vehicle binding officer is 2 vehicle binding officers.

Abstract

Traffic management at the port is very important to create order, regularity, and smooth or comfortable activities in the harbor transport through the implementation of a zoning system and traffic management in accordance with applicable regulations. However, the implementation of zoning is still not optimal because there are still hawkers around the port and the occurrence of crossings between vehicles which makes service users uncomfortable and the flow pattern at the port is not smooth so that it can cause congestion. The method in this research is descriptive qualitative with several approaches in obtaining data as reference and comparison material to describe the state of the object under study in accordance with the situation and conditions when the research was conducted. Based on the analysis results obtained, the zoning system has not been implemented in accordance with the Regulation of the Minister of Transportation Number 29 of 2016 concerning Fertilization of Ferry Ports and there are still crossings between vehicles that will enter and leave the ship. From the results of the analysis, it is necessary to rearrange traffic management and apply the zoning system in accordance with applicable regulations.

Abstract

Based on the results of the analysis, it is known that the problem at the Bakauheni Ferry Port is a decrease in productivity, especially passenger productivity due to the Covid-19 pandemic that entered Indonesia in March 2020. The limitation on the number of passengers from the total load capacity has caused the services provided so far to have to undergo many adjustments. in meeting the adaptation of new habits to prevent the spread of Covid-19. In the context of optimizing crossing services on the Merak - Bakauheni crossing during the Covid-19 pandemic, it is necessary to make efforts, including evaluating the schedule for fleet needs and the frequency of departures on the route. So that the implementation of the planned schedule can be carried out properly and there is a balance between the facilities that serve and the service users during the Covid-19 pandemic, it is necessary to reduce the number of ships operating according to current conditions so that they can achieve the ideal ship frequency according to the ship's load capacity. Based on this analysis, it can be concluded that the loading capacity of passengers and vehicles has decreased which affects the frequency of ships and the ideal number of ships to operate. The ideal number of ships is 22 ships/day at the regular dock and 5 ships/day at the executive dock with a ship frequency of 174 trips/day at the regular dock and 45 trips/day at the executive dock.

Abstract

The Air Putih Ferry Port is one of the ports in Bengkalis Regency, Riau Province which serves the Air Putih – Sungai Selari route. The Air Putih Ferry Port is very important to support economic development in Bengkalis Regency. The port for carrying out crossing transportation activities is expected to provide safe, orderly, and smooth services. Currently, the sterilization and management of passenger and vehicle traffic have not been implemented properly. At the Air Putih Ferry Port itself, passengers and vehicles buy tickets at the same counter. The delivery person/pick up is free to enter the pier. In addition, there is also a crossing at the entrance to the ferry port. The method used to analyze the existing problems in the analysis of sterilization at the Air Putih Ferry Port, analysis of traffic management, and analysis of facilities that can support the application of sterilization and management of passenger and vehicle traffic at the Air Putih Ferry Port. Based on this analysis, it can be concluded that the sterilization of the ferry port has not been implemented so that the management of passenger and vehicle traffic has not been orderly and orderly. In addition, the supporting facilities for sterilization and management of passenger and vehicle traffic at the Air Putih Ferry Port are considered still not optimal in their use. To create an orderly and safe ferry port, what can be done is to implement the sterilization of the ferry port and the management of passenger and vehicle traffic at the Air Putih Ferry Port and to support the sterilization and management of passenger and vehicle traffic, it is necessary to optimize supporting facilities such as signs, markers, as well as officers who play a role in the security and order of the ferry port.

Abstract

The Kuala Tungkal Ferry Port is located in Tungkal I Village, Tungkal Ilir District, Tanjung Jabung Barat Regency, Jambi Province. Kuala Tungkal Ferry Port is a ferry port organized by the Department of Transportation of West Tanjung Jabung Regency. The Kuala Tungkal Ferry Port serves two routes, namely the pioneering Kuala Tungkal - Dabo Singkep route and the Kuala Tungkal - Telaga Punggur commercial route. Based on the results of the survey in the field, it was found that several services for service users had not been carried out properly, such as the unavailability of evacuation route instructions, evacuation gathering points and emergency telephone numbers, unavailability of port plans/layouts, inappropriate breastfeeding mother room facilities and passenger lane facilities. (gangway) pedestrians and vehicles that have not been separated. This study uses the Customer Statisfaction Index method to determine the level of overall service use satisfaction by looking at the level of importance of service facility instruments, Gap Performance - Importance to determine the gap between service user expectations and perceived service quality and Importance Performance Analysis Quadrant Mapping for to find out the attributes that are the main priorities for improving service quality. Based on the results of the analysis of the Customer Statisfaction Index, the satisfaction index of service users is 69.74% and is included in the satisfied category. Based on the results of the Gap Performance-Importance analysis, the highest gap value is (-1.32) on the attribute of a telephone number sticker for complaints of security disturbances so that passengers can submit complaints about security at the port. Based on the results of the Importance Performance Analysis Quadrant Mapping analysis, there are 7 attributes that are in quadrant I as the main priority for improvement so that the level of satisfaction of service users can increase.

Abstract

Bandar Sri Junjungan Port is a port that manages the Dumai - Tanjung Kapal track. This commercial trajectory connects between districts, namely Dumai City and Bengkalis Regency. In its daily activities, this port serves crossings as many as 8 trips / day with a crossing time of 45minutes. Based on the analysis conducted using survey data and also using several sources of legal foundation and theoretical foundation for zoning system improvement activities in this port, determination of land facilities, the determination of traffic flow patterns, and analysis of the placement of existing officers and signs, to provide improved service of service users because the growth rate of passengers is increasing. From the analysis can be concluded that the zoning system at Bandar Sri Junjungan Crossing Port, has not been implemented based on PM No. 29 of 2016 on Sterilization of Crossing Ports and SK.242 of 2010 on Port Traffic Management.

Abstract

The Sape Ferry Port is managed by PT ASDP FERRY (PERSERO) as a port operator that provides facilities to support operational activities at the Sape Ferry Port. Apart from the port of PT. ASDP Indonesia Ferry (Persero) is also a ship operator providing ferry boats serving the Sape - Labuan Bajo commercial route and the Sape - Waingapu Commercial route with 2 (two) ro-ro types of ferry units. However, the Sape Crossing Port still does there are basic landland facilities that are still lacking to non-existent, which can hinder port operations. Based on the results of the analysis, it can be seen that the Sape Crossing Port has not provided a deafroom that has an adequate area and seats for the waiting room so that many passengers sit on the floor while waiting for a ship whose trip is only once a day, there is no weigh bridge, and has a gangway that has not yet connected. to the deck of the ship so that the passengers and the vehicle still enter the same lane, namely the ship ramp door. Therefore, it is necessary to have a review and additions to some of the facilities that are lacking or even non-existent at the Port of Sape. This is done to improve the existing services at the Sape Ferry Port. Improvements to main land facilities, such as repairing the waiting room, adding weigh bridges, and adding a gangway that connects from the previous gangway to the ship's deck, were carried out to smoothen port operations so that passengers can experience the excellent service provided by the port.
