Abstract

The Human Development Index (HDI) is a key indicator in measuring the quality of human resources, with education as one of its main pillars. Public policy in the education sector aims to improve quality, access, and equity, yet its success largely depends on effective implementation at the ground level. In this context, educational supervision plays a strategic role as a bridge between national policies and practices at the school level. This study uses a qualitative approach with a case study method to examine the contribution of supervision to the effectiveness of education policy implementation oriented toward improving HDI. The findings indicate that supervision functions not only as a control mechanism but also as a means of continuous assistance and evaluation. Through supervision, implementation barriers can be identified and addressed contextually. Additionally, supervision enhances the professional capacity of teachers and school principals, strengthens school management, and builds educators’ confidence in adopting new policies. Collaborative and sustained supervision proves effective in improving the quality of learning and educational outcomes. However, the implementation of supervision still faces challenges, such as a limited number of supervisors, insufficient training, and inadequate budget support. Therefore, strengthening the supervision system is crucial to support the success of education policy and the sustainable improvement of HDI.

Abstract

The increase of the legal marriage age to 19 triggered a surge in marriage dispensations in Bondowoso Regency (1,045 rulings in 2020). However, a significant 41.89 % decline occurred in 2023 and 2024 after the implementation of a collaborative policy that required psychological and medical assessments. The effectiveness of this reduction in dispensations demonstrates the success ofcollaborative governance, but it also highlights the need to integrate traditional religious leaders and other local actors into an inclusive collaboration model to deconstruct cultural norms and reinforce holistic prevention of child marriage. This study is crucial for examining contextual collaboration through a Collaborative Governance approach in Bondowoso Regency to curb child marriage. It explores the collaborative roles of local government, religious leaders, and community figures in preventing and addressing child marriage. Grounded in qualitative phenomenology, the research focuses on two villages each from five subdistricts of Bondowoso (Maesan, Wringin, Sumberwringin, Tapen, and Curahdami). Data were collected through initialmapping FGDs, in-depth interviews, observation, and documentation, and then analyzed using an interactive model. The study’s findings are as follows: 1) Implementation of the Marriage Dispensation Policy and Its Impact on Child Marriage Rates in Bondowoso Regency; 2) Persistence of Child Marriage Practices Following the Reduction in Dispensations in Bondowoso Regency; 3) A Collaborative Governance Model for the Prevention and Handling of Child Marriage; 4) Optimization of Best Practices in Child Marriage Prevention; and 5) Supporting Factors for the Persistence of Child Marriage in Bondowoso. Efforts to reduce child marriage in Bondowoso require the integration of formal policy, cultural approaches, and socio-economic empowerment. Inclusive multi-stakeholder collaboration is key to bridging the gap between regulation and social practice.

Abstract

The rapid advancement of Artificial Intelligence (AI) has sparked extensive discourse on machine consciousness, typically framed within neurocognitive and representational paradigms. However, such approaches often neglect the ontological and spiritual dimensions of consciousness. This study aims to reassess the concept of machine consciousness through the lens of Sufi epistemology, focusing on ma‘rifah as the core of human spiritual awareness. Employing a Systematic Literature Review(SLR) based on the PRISMA framework, 35 articles published between 2013 and 2025 were thematically analyzed using the Watase application. The findings reveal a predominance of reductionist perspectives that equate consciousness with algorithmicprocesses, while disregarding metaphysical aspects and transcendental values. From the Sufi perspective, consciousness is viewed as an emanation of the soul (ruh), not merely a product of cognition. Sufi ethical values such as tawakkul, ikhlas, and ihsan are proposed as an alternative ethical framework in AI development to ensure alignment with human dignity and spirituality. This study concludes that AI may simulate consciousness but cannot possess true conscious existence. It recommends the integration of Sufi values into a value-aligned AI framework as a pathway toward a dignified and transcendental digital civilization.

Abstract

This study aims to provide a descriptive explanation, analytical insight, and interpretive understanding of the following issues: (1) the role of conscious human resource management (HRM) in fostering institutional peace within an increasingly multicultural society; (2) the implementation of value-based HRM approaches that integrate spiritual awareness and intercultural principles within multicultural Islamic educational institutions; and (3) the internalization of multicultural Islamic values such as tawassuth (moderation), tasamuh (tolerance), ta’aruf (mutual understanding), and ta’awun (mutual assistance) in HRM practices. Positioned within the framework of multicultural Islamic education, this research employed a qualitative case study design. Data were collected through semi-structured interviews, participatory observation, and documentation, and were analyzed using datacondensation, data display, and conclusion drawing. The findings reveal that conscious HRM contributes to the enhancement of self-awareness, emotional intelligence, and inclusive interpersonal relationships, thereby cultivating a peaceful organizationalculture. These findings enrich the concept of value-based HRM rooted in spirituality and offer policy insights, particularly in the development of institutional education and training policies based on multicultural and Islamic spiritual values. Accordingly, thisstudy provides practical contributions not only to educational institutions and local communities but also to policymakers in designing HRM training models that support transformative, sustainable, and responsive peacebuilding in the context of Indonesia’s multicultural society

Abstract

This article examines global strategies aimed at achieving equitable and quality access to higher, technical, and vocational education (HTVE) within the framework of the 2030 Sustainable Development Goals. Using a qualitative, literature-based approach, the study explores inclusive policies, innovative financing mechanisms, cross-sectoral collaborations, and the role of technology in expanding learning opportunities, particularly for marginalized groups. The findings reveal that a multidimensionalstrategy one that includes structural reform, industry engagement, and digital transformation is essential to address persistent disparities across diverse national contexts. The paper emphasizes that increasing access must be balanced with improvements in educational quality and relevance so that HTVE can meaningfully contribute to sustainable social and economic development. These insights offer valuable input for formulating more responsive and equity-driven global education policies.

Abstract

This study discusses public policy strategies in spurring inclusive and sustainable national economic growth amidst the dynamics of globalization and technological disruption. The research position emphasizes the importance of the role of governmentintervention through fiscal, monetary, sectoral, and digitalization policies to support economic growth while addressing social inequality. The method used is qualitative descriptive with a literature study approach to evaluate policy effectiveness andformulate evidence-based recommendations. The results of the study show that synergy between the central and regional governments, strengthening MSME innovation, and accelerating digital infrastructure development contribute significantly to increasing investment, exports, expanding employment opportunities, and macroeconomic stability. Policies that are designed strategically, integrated, and responsive are key to creating a national economic ecosystem that is fair, resilient, and adaptive to global change

Abstract

This paper explores the intersection between Islamic educational philosophy and contemporary efforts to ensure equitable and quality primary and secondary education. Drawing on classical sources such as the Qur’an, Hadith, and seminal worksby scholars like Al-Ghazali and Ibn Khaldun, the study articulates an Islamic vision of education that balances faith, intellect, and moral character. Through qualitative library-based research and thematic analysis, the paper examines how Islamic valuessuch as justice (‘adl), knowledge (‘ilm), and holistic development (tarbiyah) can complement global educational goals, particularly those outlined in SDG 4. The findings reveal that the Islamic approach offers both normative insights and practical strategies for addressing systemic inequities, fostering inclusive learning environments, and developing ethically grounded learners who are also globally competent. Rather than positioning itself in opposition to modern educational standards, the Islamic perspective enriches them by embedding purpose, ethics, and community responsibility into the learning process. This study contributes toeducational theory by offering a culturally rooted yet universally relevant model that bridges spiritual development with academic and global excellence

Abstract

This study aims to: (1) determine the differences in students' mathematics learning outcomes between using the Montessori method and using the conventional method;(2) determine the differences in students' mathematics learning motivationbetween using the Montessori method and the conventional method. This study is a quantitative experimental study, with a pretest-posttest control group design. The population in this study were students of class III MI Al-Ikhsan, with a total of 46students. Meanwhile, the determination of the sample in this study used a saturated sample, which means that the samples used in the study were all members of the population. The study was conducted in April-May 2024. The data collection processin this study used tests and questionnaires. The data analysis techniques used were normality tests, homogeneity tests, and independent sample t-tests using SPSS. The results of this study are: (1) based on the results of the Independent Sample t-testof learning outcomes, the Sig. (2-tailed) value is (0.001 <0.05), this means that there are differences in the mathematics learning outcomes of students of class III MI AlIkhsan who use the Montessori method and students who use the conventional method; (2) Based on the results of the independent sample t-test for learning motivation, the Sig.(2-tailed) value is (0.000<0.05), this means that there is a difference in the motivation to learn mathematics between class III students at MI Al-Ikhsan who use the Montessori method and students who use the conventional method.

Abstract

Eco-friendly awareness of the environment was declared ten years ago globally, but has challenges in its implementation across all sectors, including education. This condition is caused by society’s habits that have not been developed generally, aswell as students in madrassa ibtidaiyah, even though the central and local governments have written several policies. This research aims to describe a study about the concept of Sustainable Development Goals on madrassa ibtidaiyahpolicies as a way to enhance eco-friendly education for the environment. The research method uses a mixed method with a complex mixed methods design through a triangulation strategy analysis. The research results show that the SDGsconcept implementation on madrassa ibtidaiyah policies is enhanced from three goals: quality education, gender equality, and reduced inequality. These three goals stated in Pancasila Student Profile policies (P5) on the Dimension of Commitmentto Religious Faith, Reference toward God Almighty, and Strong Moral Character; Rahmatan lil ‘Alamin Student Profile on the Dimension of Sustainable Living, Local Wisdom, Unity in Diversity, Pancasila Democracy, Equity, and Tolerance; also GreenSchool with indicators on Environmentally Sustainable Policy, EnvironmentallyBased Curriculum Implementation, Participatory Environment-Based Activities, and Environmentally Friendly Support Facilities Management.

Abstract

Education that is conducted in schools alone is insufficient to filter morality; it also requires collaboration and support from educational institutions outside of schools, such as Islamic boarding schools. Based on this, the purpose of this study is to talk about the methods used to learn the Book of Akhlaq Lil Ba during the academic year 2024–2025 at Madrasah Aliyah An-Nur HA Rambindam, Rambipuji, Jember Regency, using the filter of moral mechanism development. This study employed a qualitative field study approach that uses descriptive interpretation, descriptive methodologies, and observation and documentation studies as well as interviewing approaches to gather data. The study's findings are: Moral development is achieved by the following learning processes: a) learning kitab bandongan; b) classical lectures; c) crossing; d) oral exams; and e) habituation. 2) Adequate learning materials, a welcoming school setting, parental support, and community support in the Rambigundam Village area are all variables that aid in the learning process. 3) The absence of a madrasah guardrail, the existence of students who disobey, the lack of socialization of madrasah laws, and the presence of students who do not complete the allotted tasks are the impeding factors in the book Akhlak lil Banin. 4) To address the challenges in the educational process, the madrasah explains to the parents of the santri why the rules are being implemented at the school, conducts regular checks on the students' records twice a month, and works with the conselor, teaching teacher, and community to discipline any students who behave disrespectfully.
