Abstract

This study examines the relationship between inflation dynamics, economic policy responses, and local political stability in three countries with differing institutional contexts, Turkey, Malaysia, and Indonesia, over the period 2020– 2025. The research is grounded in a comparative descriptive-analytic ap- proach, enabling a systematic assessment of how inflationary pressures in- teract with political and institutional arrangements at the sub-national level. Methodologically, the study utilizes official macroeconomic statistics comple- mented by secondary sources, including economic policy reports, working papers, and peer-reviewed literature produced by international institutions such as the IMF, World Bank, and OECD. The Qualitative analysis is further supported by NVivo 14, which is used to examine policy discourse patterns and visualize comparative trends across countries. The findings demonstrate that inflation extends beyond its conventional role as a macroeconomic vari- able and exerts a direct influence on socio-political dynamics and local politi- cal stability. Turkey exhibits pronounced inflation volatility driven by uncon- ventional monetary policies under strong political influence, which has inten- sified social tensions and weakened local stability. In contrast, Malaysia has maintained relatively moderate inflation through prudent monetary manage- ment and targeted subsidy policies, supporting social stability despite changes in national leadership. Indonesia represents an intermediate case, where co- ordinated monetary and fiscal interventions are deployed to contain inflation and sustain social resilience amid an ongoing political transition. It addresses a critical gap in existing research on economic pressures and socio-political resilience at the sub-national level.

Abstract

This article aims to investigate and examine the relevance of Western civil society theory within non-Western civil society discourse and practice, particularly in the context of civil society in Indonesia. In Western civil society theory, there is an argument that dichotomizes the relationship between civil society and the state, asserting that civil society is a socially constructed institution that exists outside the involvement and domain of the state. Based on this dichotomy, civil society must possess the characteristics of autonomy, independence, and self-generating capacity. This article tests these propositions by using the Indonesian Forum for the Environment (WALHI) and the Indonesian Legal Aid Foundation (YLBHI) as case studies. To achieve this research objective, this study was conducted through in-depth interviews with activists, key figures, and former activists, as well as literature studies using official documents and related publications on WALHI and YLBHI. The findings reveal that applying Western civil society theory in Indonesia requires theoretical revision and modification, including the redefinition of civil society as a social group that may be established solely by society, or jointly by society and the state, with discourse and practical domains shaped by dynamic interactions with the state domain. As a result of this redefinition, it is found that, of the civil society criteria emphasized in Western theory, Indonesian civil society has successfully manifested the characteristic of autonomy, while still striving to realize the characteristics of independence and self-generating capacity. This condition is influenced by the intense interaction between accommodative state policies, international institutional involvement, and the participation of the communities they advocate for, all of which shape the dynamics of civil society’s growth and development in Indonesia.

Abstract

The smart city initiative in Jambi City exemplifies the opportunities and challenges of digital transformation in local governance. This study develops a framework for smart governance transformation in Jambi City, focusing on two critical components: the dynamic managerial capabilities of municipal staff and aligning digital application architecture with Smart Governance (SG) principles. Using a mixed-methods approach, we quantitatively assessed the influence of managerial capabilities and technology adoption factors on smart governance outcomes. We employed the Technology Adoption Model (TAM) and the Technology–Organization–Environment (TOE) framework to guide this assessment. We then qualitatively validated the results through interviews, focus group discussions, and document analysis. The study found that dynamic managerial capabilities have a stronger impact on smart governance outcomes than technology factors alone. Stakeholders who embraced innovation and integrated digital tools achieved better service quality, efficiency, and citizen participation (â H” 0.5, p < 0.01). This was compared to the moderate effect of application usability and alignment (â H” 0.3, p < 0.05). Although user-friendly “Quick Win” apps improved services, their potential was limited by low organizational readiness and poor integration. Qualitative evidence confirmed that leadership support and staff empowerment were crucial to success. These findings demonstrate the importance of pairing technology with human capacity and collaborative governance. The study proposes a design framework that combines capacity building with application architecture refinements to institutionalize smart governance principles.

Abstract

This study critically examines media representations of former Philippine President Rodrigo Duterte’s arrest and prosecution for crimes against humanity before the International Criminal Court (ICC), situating the analysis within the broader framework of sustainable governance and the United Nations Sustainable Development Goal 16 (Peace, Justice, and Strong Institutions). Employing Critical Discourse Analysis (CDA) through Fairclough’s Three-Dimensional Model and van Dijk’s Ideological Square, the research investigates competing narratives, ideological framings, and linguistic strategies in selected international and Philippine news media. Findings reveal polarized portrayals: international outlets often depict Duterte as a strongman finally facing justice, while some local media frame him as a political victim and nationalist martyr. These divergences reflect deeper tensions between global legal norms and domestic political rivalries, notably the Marcos–Duterte feud, which influences perceptions of the ICC’s legitimacy. By foregrounding the media’s role as active discursive agents rather than neutral conveyors of information, the study underscores how narrative framing shapes public trust in governance, the rule of law, and accountability mechanisms. The insights extend beyond transitional justice in post-authoritarian contexts, offering implications for sustainable governance frameworks that uphold human rights, protect civic space, and strengthen institutions—principles that are also critical to advancing environmental governance, addressing environmental justice, and safeguarding defenders of both human and ecological rights.

Abstract

This study seeks to determine whether the lowland rice farmers of Iligan City are socially sustainable by looking at their lived experiences, their engage- ment with local policy-making, and the government’s support towards them. The study used a qualitative research design employing a case study method on three farmers’ associations in the city. Purposive sampling is utilized for selecting the respondents, whereby the rice farmers and the relevant local government officials, and CSOs have undergone KIIs. In contrast, the officers of the cited farmers’ associations: TUFA, SUFA, and ZRFWA, underwent FGDs. Thematic analysis is then utilized to treat the data. The inquiry into the farm- ers’ lived experiences revealed the human cost of ineffective government support, where laws fail to translate into sufficient tangible benefits for the farmers, and sentiments reflecting eroded trust and isolationism inevitably arise when they feel unheard. With politicking and resource constraints crip- pling their policy influence, stringent eligibility criteria for government support hindering them from getting any; and reactive, short-term solutions failing to address their susceptibility to climate change— the farmers’ welfare is, there- fore, trapped in a cycle of ayuda or governmental temporary reliefs. The study found that the local government policies have demonstrably failed to achieve social sustainability for the lowland rice farmers.

Abstract

This study surveys the role of continuing education in bridging the digital skills gap within the Nigerian public sector and its implications on national development. The study relied on the descriptive research design and exclusively on secondary data wihile adopting the Diffusion Inovation Theory as it theoretical framework. Findings from the study reveasls that the level of digital proficiency among government workers remains dismal, with significant disparities across ministries, departments, and agencies (MDAs), and between federal, state, and local levels. While basic ICT literacy, such as word processing and email, is fairly widespread, advanced competencies in areas like data analytics, cybersecurity, and e-governance are notably lacking. This deficiency undermines the effectiveness of e-government platforms and public service delivery. Although several initiatives, including NITDA’s Digital Literacy Programme and OHCSF’s e-Learning Platform, have made contributions to digital skills in public sector. However, challenges such as inadequate funding, poor infrastructure, outdated curricula, weak policy coordination, and low motivation impede progress. The study recommends targeted interventions by agencies including OHCSF, NITDA, FMCIDE, PSIN, SERVICOM, and civil service commissions to institutionalize continuing education, modernize training content, enhance awareness, increase investment in ICT, and strengthen accountability frameworks as strategic priorities for national development.

Abstract

The advancement of information technology has simplified various tasks, mainly through easier mobile internet access, driven by the rise of social media platforms. Social media serves as both a virtual interaction tool and a promotional medium, including for online shopping applications, which have contributed to the growth of e-commerce in Indonesia. At Telkom University Surabaya, hydroponic and aquaponic activities have started harvesting, requiring a platform to market these products. TUS MART, an online shopping platform developed by Telkom University Surabaya, facilitates consumer access to shop anytime and anywhere. In its prototype stage, TUS MART's usability is being tested using the WebQual Concept. TUS Mart supports environmentally sustainable practices by facilitating the distribution of locally grown products using hydroponic and aquaponic farming methods. Through this approach, TUS Mart helps reduce the carbon footprint of the supply chain and promotes the consumption of healthier, more sustainable products. The study employs the Importance Performance Analysis (IPA) and Potential Gain in Customer Value (PGCV) methods to assess and prioritize improvements. The PGCV index identifies key attributes for service quality enhancement. Prioritized improvements include variable E4 in the Entertainment dimension (minimizing excessive ads), E3 in the Entertainment dimension (attractive text forms), W7 in the Web Appearance dimension (engaging content composition), and W6 in the Web Appearance dimension (attention-grabbing colors). These findings provide actionable insights for optimizing TUS MART's service quality.

Abstract

This study aims to analyze how e-government interoperability contributes to promoting effective e-governance through a case study of the Super Mantab Application implementation in Musi Rawas Regency, Indonesia. Interoperability in this context refers to the capability of various government systems and institutions to exchange, integrate, and utilize data, information, and public services seamlessly. The research employs a qualitative descriptive approach with a single-case study design. Primary data were collected through in-depth interviews with officials from the Department of Communication and Informatics, technical staff, and application users, while secondary data were obtained from policy documents and literature related to the Electronic-Based Government System (SPBE). Data were analyzed using NVivo 12 Plus software through coding, matrix coding query, and project map techniques to identify relationships among actors and key implementation factors. The findings reveal that the level of interoperability among government institutions in Musi Rawas Regency remains at an early stage, with limited data integration and institutional coordination. The most dominant factors influencing implementation success are communication effectiveness and the disposition of policy implementers, whereas bureaucratic structure and resource capacity remain the main challenges. Other obstacles include low public digital literacy, uneven network infrastructure, and regional regulations that are not yet aligned with national SPBE policies. Nevertheless, the Super Mantab Application has contributed to expanding access to digital public services and promoting local MSMEs. The study concludes that the success of interoperability depends not only on technological readiness but also on interagency coordination, leadership commitment, and citizen participation. Therefore, strengthening human resource capacity, promoting adaptive bureaucratic reform, and establishing regional policies that standardize interoperability are essential strategies to accelerate the transformation toward transparent, participatory, and sustainable e-governance.

Abstract

Does fiscal reporting transparency help make Indonesia's Village Fund (DD) more effective in driving local economic growth? We test this core question using a Second Generation Fiscal Federalism framework, arguing that development success depends not on transfer volume, but on governance quality that mitigates agency problems between Central Government and Village Heads. Methodology: Using two-way fixed-effects regression on 704,150 village-year observations (2015–2024), we measure local economic growth via satellite Night-Time Light (NTL) data and transparency via IndoGovBERT analysis of 312,000 village financial reports. Key Finding: Transparency plays a decisive role in Village Fund effectiveness. A one-standard-deviation increase in transparency amplifies NTL growth responsiveness to fund allocation by 14.2% (β = 0.142; p < 0.001). This confirms that improving governance can unlock substantial development gains. Primary Contribution: This research provides large-scale empirical evidence that governance quality, measured objectively through machine learning, substantially enhances fiscal transfer effectiveness. We document a quantifiable 14.2% efficiency dividend from improved transparency, validating SGFF theory. Policy Implication: Results support integrating IndoGovBERT transparency scoring into Siskeudes platforms and implementing conditional transfer mechanisms linking disbursement to accountability performance, particularly urgent given the 2024 Village Head tenure extension.

Abstract

ABSTRACT This study examines the implementation of citizen-centric governance within local digital transformation by analyzing the Electronic-Based Government System (EBGS), nationally known as Sistem Pemerintahan Berbasis Elektronik (SPBE), in Banyuwangi Regency, Indonesia. While previous studies on digital government have largely focused on technical readiness, system integration, and performance indices, this research emphasizes the importance of citizen experience, participation, and public value creation. Adopting a qualitative case study approach, the study explores how citizen-centric principles are institutionalized in digital public service delivery. Data were collected through in-depth semi-structured interviews with key government officials and citizens, non-participant observation of digital service practices, and analysis of policy documents, official reports, and digital governance evaluations. The findings reveal that Banyuwangi’s digital transformation is supported by strong data transparency, hybrid participation mechanisms combining digital and non-digital channels, responsive public service delivery, and collaborative co-production between government and citizens. These practices foster interactive governance characterized by two-way communication, adaptive service design, and contextual responsiveness to citizens’ capacities and needs. The interaction between transparency, participation, and responsiveness generates value co-creation in the form of individual benefits, social cohesion, and increased political legitimacy. This study demonstrates that successful local digital transformation is not solely determined by technological sophistication or administrative performance, but by the extent to which digital governance embeds citizen-centric values into institutional practices. The research contributes to digital governance literature by empirically integrating citizen-centric governance, co-production, and public value perspectives within a developing country context. ABSTRAK Studi ini meneliti implementasi tata kelola yang berpusat pada warga dalam transformasi digital lokal dengan menganalisis Sistem Pemerintahan Berbasis Elektronik (SPBE) di Kabupaten Banyuwangi, Indonesia. Sementara studi-studi sebelumnya tentang pemerintahan digital sebagian besar berfokus pada kesiapan teknis, integrasi sistem, dan indeks kinerja, penelitian ini menekankan pentingnya pengalaman warga, partisipasi, dan penciptaan nilai publik. Dengan mengadopsi pendekatan studi kasus kualitatif, studi ini mengeksplorasi bagaimana prinsip-prinsip yang berpusat pada warga diinstitusionalisasikan dalam penyampaian layanan publik digital. Data dikumpulkan melalui wawancara semi-terstruktur mendalam dengan pejabat pemerintah dan warga kunci, observasi non-partisipan terhadap praktik layanan digital, dan analisis dokumen kebijakan, laporan resmi, dan evaluasi tata kelola digital. Temuan menunjukkan bahwa transformasi digital Banyuwangi didukung oleh transparansi data yang kuat, mekanisme partisipasi hibrida yang menggabungkan saluran digital dan non-digital, penyampaian layanan publik yang responsif, dan produksi bersama yang kolaboratif antara pemerintah dan warga. Praktik-praktik ini mendorong tata kelola interaktif yang dicirikan oleh komunikasi dua arah, desain layanan adaptif, dan responsivitas kontekstual terhadap kapasitas dan kebutuhan warga. Interaksi antara transparansi, partisipasi, dan daya tanggap menghasilkan penciptaan nilai bersama dalam bentuk manfaat individu, kohesi sosial, dan peningkatan legitimasi politik. Studi ini menunjukkan bahwa transformasi digital lokal yang sukses tidak hanya ditentukan oleh kecanggihan teknologi atau kinerja administratif, tetapi juga oleh sejauh mana tata kelola digital menanamkan nilai-nilai yang berpusat pada warga negara ke dalam praktik kelembagaan. Penelitian ini berkontribusi pada literatur tata kelola digital dengan secara empiris mengintegrasikan tata kelola yang berpusat pada warga negara, produksi bersama, dan perspektif nilai publik dalam konteks negara berkembang.
