Abstract

This study examines the role of the executing prosecutor in optimizing the enforcement of additional criminal sanctions in the form of compensation payments imposed on convicted corruption offenders. The execution process involves asset tracing, asset seizure, public auction of confiscated property, asset impoverishment, and the imposition of substitute imprisonment when compensation cannot be recovered. A legal issue arises when a convicted person has completed the substitute imprisonment sentence but still has an unpaid compensation obligation, which is subsequently recorded as a state receivable. As long as the receivable remains outstanding, it continues to be reported in the execution records of the Prosecutor’s Office of the Republic of Indonesia and creates administrative burdens. This research employs a normative juridical method using statutory, case, and conceptual approaches. Data were collected through documentary research and analyzed using qualitative descriptive analysis. The findings indicate that the execution of compensation payments is based on the Supreme Court Regulation of the Republic of Indonesia Number 5 of 2014 and the Attorney General’s regulations governing corruption law enforcement. The amount of compensation corresponds to the financial loss suffered by the state, calculated using either the net loss or total loss method. Therefore, this study recommends establishing a legal mechanism for writing off uncollectible state receivables to ensure legal certainty, reduce administrative burdens, and improve the effectiveness of executing corruption judgments.

Abstract

This study evaluates the effectiveness of ferotrap application in controlling Oryctes rhinoceros in plasma and core areas of Brahma Bina Bakti Plantation, Muaro Jambi Regency, Jambi Province. The research was conducted from December 2025 to February 2026 using a descriptive quantitative method. Data were collected through direct observation of 10 ferotrap units in each location over 12 weeks. The parameters observed included the number of trapped O. rhinoceros, attack intensity, percentage of attacked plants, and level of plant damage. The results showed that ferotrap caught 308 O. rhinoceros in the plasma area and 420 in the core area. The highest attack intensity in plasma occurred in the third week (37.2%), while in the core area it occurred in the eighth week (41.2%). The percentage of attacked plants ranged from 40% to 80% in both locations. The damage level was predominantly at scores 0-2 (mild damage). Statistical analysis using Independent Sample t-test showed no significant difference between the number of catches in plasma and core areas (p-value = 0.271 > 0.05). These findings indicate that ferotrap is effective as a monitoring tool and can be used as a component of integrated pest management in oil palm plantations.

Abstract

This study examines the contribution of the United Development Party (PPP) in strengthening its electability among the people of Deli Serdang Regency. The research is important because political competition requires parties to continuously adapt their ideas, strategies, and programs to the changing needs of society. The study aims to analyze how PPP enhances its electability through political ideas, ideological values, and community-oriented strategies. A qualitative case study approach was employed. Data were collected through direct observation, in-depth interviews with party leaders, members, and local community representatives, as well as document analysis of party publications and related materials. The findings show that PPP strengthens its public appeal by promoting moderate Islamic values, supporting community economic empowerment, and emphasizing its historical role and ideological identity. The party also improves its electability through effective political communication, particularly by utilizing social media platforms and strengthening grassroots organizational networks. These strategies enable PPP to communicate its vision and programs more effectively while building closer relationships with voters. The study concludes that ideological strength alone is insufficient to increase electability. Political ideas must be translated into practical programs that respond to community needs and expectations. Therefore, political parties should continuously innovate, adapt to social and political changes, and strengthen public engagement to maintain trust, expand voter support, and improve long-term electoral performance.

Abstract

This research examines legal protection for directors of Regional-Owned Enterprises (BUMD) through the application of the Business Judgment Rule (BJR) in the context of liability for corporate losses often associated with corruption offenses. This study aims to analyze the legal framework governing BJR in BUMD governance in Indonesia, examine director liability for corporate losses from the BJR perspective, and formulate a regulatory reform model to provide legal certainty and protection for BUMD directors. This research employs a normative juridical method using statutory, conceptual, and case approaches, supported by primary, secondary, and tertiary legal materials obtained through literature review and interviews. The findings indicate that BJR application is essential to distinguish between legitimate business risks and criminal offenses. Therefore, regulatory reform is necessary to clearly incorporate BJR principles such as good faith, due care, and rational business judgment as the basis for legal protection of BUMD directors. Such regulation is expected to enhance legal certainty, prevent criminalization of business decisions, and strengthen sound and professional governance of regional enterprises.

Abstract

Teachers' professional competence is essential for improving learning quality; however, school supervision is often focused on administrative compliance rather than continuous instructional improvement. This study aimed to analyze the implementation of clinical supervision through the pre-observation, classroom observation, and post-observation stages in enhancing teachers' professional competence at SMA Negeri 1 Rembang. A qualitative approach with a case study design was employed. The participants consisted of the principal as the supervisor and teachers who participated in clinical supervision, selected using purposive sampling. Data were collected through observations, in-depth interviews, and documentation and analyzed using the interactive model of Miles, Huberman, and Saldaña. The findings indicate that the pre-observation stage established collaborative agreements on the supervision focus, the classroom observation stage generated objective evidence of instructional practices as the basis for feedback, and the post-observation stage encouraged teachers to reflect on and continuously improve their teaching practices. The study concludes that the effectiveness of clinical supervision depends on the integration of its three stages through a collaborative and reflective process. The novelty of this study lies in identifying the specific contribution of each stage of clinical supervision in strengthening teachers' professional competence as a sustainable professional development model.

Abstract

This study aims to analyze educational financing management based on management functions, including planning, budgeting, accounting, auditing, and reporting, at the primary school level. Effective financial management is essential to ensure transparency, accountability, and optimal utilization of educational resources in supporting school programs. This study employed a qualitative approach with a descriptive research design. The research was conducted at SD Negeri Purwoyoso 04 Semarang in 2026. Data were collected through in-depth interviews, observations, and document analysis involving the principal, school treasurer, and teachers involved in school program management. Data were analyzed using the interactive model of Miles, Huberman, and Saldaña, consisting of data reduction, data display, and conclusion drawing. Data validity was ensured through source and technique triangulation. The results indicate that educational financing management has been implemented systematically through five interconnected functions. The planning function is carried out through participatory preparation of the School Activity and Budget Plan (RKAS). Budgeting is implemented based on school priorities, while accounting is conducted through systematic financial recording. Auditing is performed through internal and external supervision mechanisms, and reporting is conducted periodically as a form of accountability. This study provides a comprehensive perspective on school financing management by integrating five financial management functions into a unified analytical framework. The findings imply that strengthening financial management capacity among school leaders and financial administrators is necessary to improve transparency, accountability, and effectiveness in educational financing.

Abstract

This study estimates green efficiency in the manufacturing sector across six provinces on Java Island and identifies benchmarks for environmentally friendly industrial governance. A quantitative descriptive approach was applied using an input-oriented Slack-Based Measure Data Envelopment Analysis (SBM-DEA) model with Variable Returns to Scale (VRS). The study covers Banten, DKI Jakarta, West Java, Central Java, DI Yogyakarta, and East Java during 2018–2022. Inputs include capital, labor, and fossil energy consumption, while outputs consist of industrial GDP (desirable) and CO₂ emissions (undesirable). Secondary data were obtained from Statistics Indonesia (BPS) and the Ministry of Energy and Mineral Resources (ESDM). The results show that Banten, DKI Jakarta, West Java, and DI Yogyakarta consistently achieved full green efficiency (score = 1.0000). In contrast, Central Java (average 0.8556) and East Java (average 0.7034) remained inefficient due to excessive emissions and inefficient energy use. Benchmark analysis indicates that Central Java reached temporary efficiency during the pandemic but declined in 2022. Meanwhile, East Java shifted its efficiency benchmark from DI Yogyakarta to DKI Jakarta and West Java, reflecting a transition toward lower-carbon industrial practices.
