Abstract

The transition from authoritarianism to democracy is often assumed to lead to improved human rights protection, including a reduction in gender-based violence (GBV). Bosnia and Herzegovina, as a post-conflict country that adopted a democratic system through the Dayton Agreement in 1995, continues to struggle with establishing inclusive and sustainable peace. This study aims to examine whether the advancement of democracy in Bosnia has contributed to the decline of GBV from 1995 to 2024. Using a quantitative correlational approach and secondary data, the research analyzes the relationship between democratic development—measured through six rule of law indicators—and trends in GBV. The findings indicate that there is no causal relationship between the increase in democracy and the decrease in GBV. In fact, GBV in Bosnia has increased over the past three decades, despite a relatively stable democracy index. This suggests that procedural democracy does not automatically translate into protection for women, especially in the absence of substantial institutional and social reform. The study highlights the need to assess democratic quality more holistically, particularly in post-conflict settings, to ensure justice and protection for vulnerable groups. These findings also contribute to the broader discussion on the limitations of Democratic Peace Theory in addressing issues of domestic and gender-based violence.

Abstract

This study analyzes the convergence of Sharia principles within the Financial Services Authority (OJK) regulatory framework and its impact on the transformation of Islamic financing law in Indonesia. Pursuant to Law No. 21 of 2011 on the Financial Services Authority and Law No. 4 of 2023 on the Development and Strengthening of the Financial Sector (P2SK), OJK is mandated to ensure that all Islamic financial institutions operate in compliance with Sharia principles. However, implementation remains suboptimal, both in terms of regulatory products and practical application. Using a qualitative empirical juridical approach, this study combines normative analysis of statutory regulations, OJK circulars (POJK and SEOJK), and DSN-MUI fatwas with field interviews conducted at the OJK Regional Office in Cirebon. In line with Antonios E. Platsas’s theory of legal convergence, the study finds that OJK’s regulatory approach reflects a multimodal integration of top-down legal harmonization and institutional adaptation of Sharia ethics. Nonetheless, convergence in practice remains largely formalistic, as many regulations still prioritize prudential and administrative compliance over substantive realization of maqāṣid al-sharī‘ah. Strengthening coordination between OJK and the Sharia Supervisory Board (DPS) is therefore essential to align regulatory governance with Sharia’s moral objectives of justice, partnership, and sustainability within Indonesia’s national financial system.

Abstract

This study aims to determine how the development of civil servant resources at the Palu City Regional Human Resources Development Personnel Agency. The type of research used is descriptive qualitative. The type of data uses primary data and secondary data. Data collection techniques, carried out through observation, interviews, and documentation. The informant drawing technique uses purposive. Data analysis used is the Miles, Huberman and Saldana model, namely data collection, data presentation, data condensation and conclusion drawing. Based on the results of the research that has been done, there are recommendations that can be given to improve the effectiveness of civil servant resource development at the Palu City Regional Human Resources Development Personnel Agency. These recommendations are compiled by considering field findings on the dimensions of training, education, and development according to Nadler's theory (1990), Increasing the Frequency and Equity of Training needs to increase the number of technical training and technical guidance every year, with an even distribution to all ASN so that each employee has the same opportunity to develop skills, Preparation of More Relevant Training Materials Training materials should be compiled based on job needs analysis (training needs analysis) so that the training output directly impacts performance improvement according to each employee's duties. Expanding Access to Formal and Non-Formal Education: Regional governments are expected to increase budgetary and policy support for civil servants (ASN) to participate in further studies, seminars, and workshops, so that strategic competency development can be equitably distributed. Strengthening the Career Development System: Talent pools, job rotations, and leadership development programs need to be expanded to encompass more employees, so that they are not solely focused on specific individuals but provide equal opportunities for all potential ASN. Measurable Post-Program Evaluation at the Civil Service Agency: Human Resource Development needs to establish a post-training, education, and development evaluation mechanism, both in terms of performance and employee behavioral changes, to ensure that implemented programs truly deliver the desired impact.

Abstract

This research examines community participation in sustainable development in West Java, Central Java, and East Java Provinces, Indonesia, which aims to integrate sustainable development goals into policies and activities at the village level. Although the Sustainable Development Goals (SDGs) program has been implemented, citizen participation remains minimal. The research method uses a qualitative approach with data collection techniques through field research, participatory observation, literature research, and in-depth interviews with community leaders and relevant stakeholders. The main findings show that community groups play an active role in physical development and enhance local capacity in resource management, with significant support for the sustainability of SDG programs at the village level. The complexity of economic, social, and cultural factors has influenced their participation, as well as its implications for achieving sustainable development goals. This research contributes to a deeper understanding of the role of community societies in the context of village development, with implications for the development of more inclusive and sustainable policies in the future.

Abstract

This study aims to analyze in-depth the capacity of local governments to implement the national agenda through the implementation of the National Medium-Term Development Plan (RPJMN) in North Sumatra Province. Local government capacity is a key aspect in determining the effectiveness of national policy implementation at the local level, as regions play the primary role in realizing development targets set by the central government. The research approach used a qualitative method with a case study design, which allows researchers to understand the phenomenon comprehensively and contextually. Data were collected through in-depth interviews with officials from the Regional Development Planning Agency (Bappeda), organizational bureaus, and several related regional agencies. In addition, an analysis of regional planning documents, performance reports, and the results of monitoring and evaluation of the RPJMN implementation was conducted. The results of the study indicate that the capacity of local governments to implement the RPJMN in North Sumatra Province still faces structural and cultural challenges. The main challenges include limited competent human resources in the planning field, weak coordination across sectors and levels of government, and limitations in the use of data and information technology for evidence-based planning. However, there are also indications of increasing institutional capacity through apparatus training programs, the implementation of regional development information systems, and strengthening coordination mechanisms between the central and regional governments. The North Sumatra Provincial Government has also attempted to harmonize the RPJMD and RPJMN to ensure that regional development policies align with the national development direction. These findings confirm that the successful implementation of the RPJMN is determined not only by administrative and technocratic factors, but also by the adaptive and collaborative capabilities of local governments in responding to central government policies. Local government capacity must be understood as a combination of human resource competency, institutional capacity, and the ability to build networks with various stakeholders. This research provides a theoretical contribution to the study of public administration, particularly in the context of decentralization and the implementation of national policies in the regions. Practically, the results of this study recommend the need for a strategy to strengthen institutional capacity based on effective, participatory, and adaptive governance to change. Thus, North Sumatra Province can serve as an example of a more synchronized, measurable, and sustainable implementation of the national agenda.

Abstract

Women and children are vulnerable to gender-based violence (GBV) rooted in patriarchal culture and spatial injustice against women and children. This study aims to explain the forms of GBV experienced by women and children in emergency situations and post-earthquake disasters in Donggala Regency, Central Sulawesi. This study uses a qualitative approach with in-depth interviews with survivors, volunteers, and victim advocates. Data are analyzed thematically with a feminist perspective to understand the power relations and social structures that influence GBV. The study found four main forms of GBV, namely: (1) sexual violence consisting of rape including incest, peeping, and forced kissing; (2) physical violence, namely beatings and physical aggression; (3) psychological violence, namely intimidation, stigma, and ostracism; and (4) economic violence, namely neglect of wives and children, forced work, and shifting gender roles. It is concluded that sexual violence is the most dominant form and has serious impacts, such as prolonged trauma and the loss of educational opportunities for victims. The post-disaster situation exacerbates the vulnerability of women and children as objects of violence. These findings recommend gender-sensitive disaster management policies, the provision of safe spaces, and strengthening legal protection mechanisms to prevent and address GBV in crisis situations.

Abstract

This study will analyze the Indonesia-Japan maritime cooperation in the construction of the Patimban Port. This cooperation, which is considered very important to support the progress of Indonesia's national port sector, also supports efforts to guarantee the security of Indonesia's maritime areas. The cooperation in the infrastructure sector between Indonesia and Japan through the Japan International Cooperation Agency (JICA) is building the Patimban Port in Subang, West Java, so that it can later become infrastructure supporting the consolidation of Indonesian ports, as is the case with the Tanjung Priok Main Port. This is to answer the problems faced by Indonesian ports, which in terms of infrastructure are still not ready and not sufficient to accommodate cargo related to the demands for the development of the growth of the flow of goods and services through sea ports which continues to increase. With the existence of the Indonesia-Japan project in the Patimban Port, it is hoped that it will support the national port system that can be well consolidated, as a unified sea freight shipping flow that can support each other to expedite the delivery of goods effectively and efficiently. So, with the existing progress, it will not only support the improvement of the quality of national ports and improve the economy. But is also realizing maritime security that is more well-managed by looking at the prospect of ports as an important sector in Indonesia's capability as a maritime country.

Abstract

Port development projects are widely expected to generate employment opportunities for local communities, yet employment participation in infrastructure development is often shaped by the structure of governance relationships that organize recruitment, workforce preparation, and institutional coordination. This study aims to examine the relationship between collaborative governance arrangements and employment access within a port development system using the collaborative governance framework of Ansell and Gash as the analytical lens. The research adopts a qualitative governance approach with a case study design to analyze institutional relationships and workforce participation mechanisms in port development. Data were collected through interviews, field observations, and document analysis involving stakeholders responsible for governance coordination and employment management. Data analysis was conducted using thematic coding techniques in NVivo 15, including open coding and axial coding, followed by cluster similarity analysis to identify relationships among governance dimensions. Network analysis was subsequently performed using Gephi 0.10.1 to visualize the correlation among actors and the distribution of coordination roles within the governance system. Data validity was ensured through triangulation across interviews, observations, and institutional documents, as well as consistency checks in coding and network mapping procedures. The findings indicate that employment access is closely associated with structured governance relationships in which institutional coordination, workforce readiness, and recruitment procedures operate through formal administrative systems dominated by institutional actors. The study concludes that collaborative governance provides a coordinated mechanism for managing workforce participation in infrastructure development, yet variations in institutional connectivity and stakeholder participation may result in uneven employment access among local communities. This research contributes to the field of governance and infrastructure development by demonstrating how the integration of qualitative coding analysis and network-based visualization can be used to examine the relationship between governance structures and employment participation in large-scale development contexts.

Abstract

This study investigates foreign cultural values in a textbook used in an English Literature Study Program at a private university in Indonesia, focusing on the potential conflicts with Indonesian cultural norms and the perceptions of the lecturer and students towards them. The data were collected through documentation, semi-structured interviews with one lecturer and nine students, as well as a focus group discussion. The result of the analysis reveals several categories of foreign cultural values that contrast with Indonesian norms, including social relations and lifestyle (e.g., open dating and party culture), politeness and norms (e.g., revealing clothing), everyday habits (e.g., gambling), religious references (e.g., Taoism), and worldview (e.g., direct expressions of hatred). Nevertheless, although these contents sometimes contradict Indonesian local values, the respondents acknowledged their value in enhancing their vocabulary, idiomatic competence, and contextual language understanding. The lecturer and students highlighted the importance of clarification and discussion to compare the differences between the target language culture and local culture, with the lecturer playing a crucial role in encouraging reflection. It was also found that the students demonstrated cultural filtering in accepting or rejecting foreign values based on several aspects, including religions, social norms, and family values. The study outlines that foreign cultural values in EFL materials should not be viewed as threats but as opportunities for cross-cultural understanding.

Abstract

This study positions narcotics as an emerging non-traditional threat within the CBRNE framework due to its chemical nature and its impact on public health and national resilience. Drug abuse in Indonesia has evolved into a multidimensional threat that not only disrupts social stability but also weakens public health resilience. This study aims to analyze the role of military health within its service and health support functions based on existing regulations, particularly its contribution to combating drug threats as a form of non-military threat endangering young generations and national defense. Using a descriptive qualitative method with data analysis conducted through NVivo 12. The findings reveal that regulation based military health support has a positive impact in reducing drug abuse and trafficking while strengthening both public health resilience and national defense. However, the involvement of military health in cross sectoral collaboration remains limited, despite its proven capability and resilience in managing health crises, as demonstrated during the Covid-19 pandemic.: This study emphasizes the need to strengthen the role of military health in drug control through formal cooperation mechanisms, such as a Memorandum of Understanding (MoU) with the leading sectors Badan Narkotika Nasional, the Kepolisian Negra Republik Indonesia, and Kementerian Kesehatan to ensure clear synergy, avoid overlapping authority, and establish an integrated and sustainable national health defense system. However, the study identifies a gap in formal institutional integration, which limits the optimization of military health roles
