Abstract

Law Number 11 of 2020 concerning Job Creation in its preparation uses the Omnibus Law method which covers ten policy areas, namely: improving the investment ecosystem and business activities; employment; convenience, protection and empowerment of cooperatives and SMEs; ease of doing business; research and innovation support; land acquisition; economic area; central government investment and acceleration of national strategic projects; implementation of government administration; and imposition of sanctions. Since the beginning of the Omnibus Law "Cipta Kerja" has attracted public attention, especially in the employment cluster because it is considered to bring harm to workers. As a result, trade/labor unions rejected the existence of this Job Creation Law and held large-scale demonstrations in a number of areas.

Abstract

Penelitian ini bertujuan untuk melihat dan mengetahui sejauh mana kapasitas pemerintah Desa dalam memerintah. Kapasitas memerintah merupakan hal yang sangat krusial dalam konteks pemerintah desa saat ini, seiring dengan perubahan pengaturan tentang desa melalui regulasi Undang-Undang No. 6 Tahun 2014 tentang Desa. Undang-Undang ini memberi kesempatan emas bagi desa-desa di Indonesia untuk menjadi lebih maju dan sejahtera, menata pemerintahan desa dengan segala potensi lokal bersama dengan masyarakat. Penelitian ini berfokus pada kapasitas pemerintah Desa Melikan, Kecamatan Wedi, Kabupaten Klaten. Penelitian ini menggunakan jenis penelitian deskriptif kualitatif. Data primer yang diperoleh secara langsung dari informan melalui teknik wawancara. Data sekunder yang diperoleh dari studi kepustakaan yang berupa buku, peraturan perundang-undangan, dokumen-dokumen resmi, dan laporan ilmiah yang berhubungan dengan permasalahan yang diteliti. Hasil penelitian ini menunjukkan bahwa Kapasitas Memerintah Pemerintah Desa Melikan belum maksimal dalam mengatur pemerintahannya. Dalam membuat peraturan desa yang menjadi tugas pokok dan fungsi Badan Permusyawaratan Desa dan pada pengelolaan potensi lokal desa dimana Pemerintah Desa Melikan sebagai Pelaksana Pemerintahan belum dapat menjalankan roda pemerintahan secara maksimal dengan masyarakat untuk mengelola potensi lokal yaitu kekayaan wisata budaya gerabah. Apabila hal tersebut dikelola oleh desa dengan baik maka potensi lokal desa tersebut akan dapat mensejahterakan masyarakat desa Melikan.

Abstract

The research aims to determine Digital-Based Public Service Innovations in the Communication and Informatics Office in Maluku. The data analysis used to answer the problems in this study is a qualitative descriptive analysis. Qualitative analysis with a descriptive approach. These results indicate that the Maluku government has utilized the E-government service through a website in by the communication and informatics service, namely the Maluku SIMANTAP Online E-PPID Service. E-gov services really need critical factors to ensure the success of an innovation, including; Supporting factors for the implementation of e-government-based public service innovations are: Facilities and infrastructure that support electronic-based services, positive community response by welcoming electronic-based services, support from the local government, and the leaders themselves who support application program innovations, sources Human Resources (HR). While the inhibiting factor experienced during the implementation of this e-government-based service innovation was the 'budget'.

Abstract

This research is a quantitative type of research. Aims to determine the influence of Work Motivation and Organizational Climate on Employee Work Performance at the Maluku Provincial Education Quality Assurance Center. The sample in this study was 44 respondent. The data collection techniques used are observations, questionnaires using multiple linear regression analysis models and classical assumption tests. The results of this study showed that the influence of work motivation on employee work performance partially contributed effectively by 53.1%. The influence of the organizational climate on work performance partially contributed effectively by 43.3%. Simultaneously, work motivation and organizational climate contributed effectively 28.7% to employee work performance and 71.3% were influenced by other variables that were not studied by researchers.

Abstract

This research is a descriptive qualitative research. It aims to analyze the effectiveness of supervision of the management of the Arumbai Fish Landing Place by the Ambon City Fisheries Service.This research was conducted at Arumbai Fish Auction Place. Primary data collection is conducted through interviews with a number of informants who are considered to have insight and knowledge, which is complete regarding data and information related to the problems encountered in the study so as to be able to provide precise and accurate information during the research process.The results showed that the effectiveness of supervision of the management of the Arumbai Fish Auction Place has not been running optimally and needs to be improved to support the effectiveness of the Fish Auction Place so that it can run in accordance with its functions and objectives. This can be seen from the indicators of the supervision process based on the place of implementation. These indicators are then influenced by supporting factors and inhibiting factors that affect the effectiveness of supervision of the management of the Arumbai Fish Auction Site by the Ambon City Fisheries Service.

Abstract

This research is a qualitative descriptive research. Aims to analyze and explain the Analysis of Health Service Performance of Medical Personnel at Puskesmas Air Besar, Batu Merah Village, Sirimau District, Ambon City, Maluku Province. Informants in this study amounted to 6 people. Data collection techniques used are observation, interviews and documentation and analysis techniques using the interactive analysis model from Miles and Huberman, namely conducting data reduction, presenting data and drawing conclusions. The results of this study indicate that the Analysis of Health Service Performance of Medical Personnel at the Air Besar Health Center, Batu Merah Village, Sirimau District, Ambon City, Maluku Province, is effective but not optimal. The five indicators are influenced by the quality factors of health service performance at the community health center (Puskesmas).

Abstract

This study aims to determine the Competency Analysis of State Civil Servants (ASN) at the Regional Secretariat of Central Bengkulu Regency. This research is a qualitative research presented descriptively. There were 6 informants in this study consisting of: 3 key informants and 3 main informants. Data were collected through interviews, observation and documentation The data analysis techniques used were data reduction, data presentation, and drawing conclusions. Based on the results of the research and discussion, it is known that the Competence of Employees at the Regional Secretariat Office of Central Bengkulu Regency has been sufficiently implemented. This can be seen from the several indicators discussed previously, namely: 1. Motive, motivation is carried out in ASN work performance, namely in several ways, including the planning stage, which the stage is taken in an effort to set the expected performance targets for employees and what competencies are expected by the regional secretariat for each employee. 2. Traits, ASN employees have good competence, namely having eight managerial competencies, namely integrity, cooperation, communication, result orientation, public service, self and other development, managing change, and decision making, these must be possessed by ASN to have good competence. 3. Self-Image, employee self-confidence, namely strengthening employee mentality, always motivating employees to hone skills and skills, and being able to control emotions, so that the work given can be completed properly and on time. 4. Social Role, Each employee carries out their respective responsibilities at work, but sometimes there are some employees who are less responsible for their work, many of whom complete their tasks beyond the specified limits. 5. Skill, ASN employees determine procedures for carrying out tasks by complying with Standard Operating Procedures, in which SOPs are guidelines relating to procedures that must be carried out.

Abstract

This study aims to analyze the situational leadership style of the principal at urimesing A3 Ambon Christian elementary school. Effective leadership with adaptive and flexible skills is considered as one of the ways that efforts to lead the organization can be done with situational leadership. Underlying the situational leadership of the principal is the intensity of teaching, direction, social support, concern for the preparation and maturity of teachers and education personnel (Mawardi, 2017). Indicators of situational leadership style mentioned in Diwiyani & Sarino's research (2018) are as follows; telling, selling, pascipate and delegate. From the above symptoms, one of the factors that can influence and support the actions of a teacher is the leadership ability of the leader. So the author wants to conduct research on the situational leadership style of the principal at Urimesing Christian Elementary School A3 Ambon. The research subjects were 4 teachers and the principal. In this study there are four indicators: 1.instruction, 2.consultation, 3.participation, 4.delegation. So based on the results of the Leadership Style Survey conducted by the situational leadership style of the principal at the A3 Ambon urimesing Christian elementary school and the indicators were successful.

Abstract

This research is a study that uses qualitative methods aimed at analyzing the performance of School Administration employees at SMP Negeri 3, Huamual District, West Seram Regency. This research was conducted at the SMP Negeri 3, Huamual District, West Seram Regency. Primary data collection was conducted through interviews with a number of informants who were directly involved in the employee performance process. The results of this study describe that the quality of performance of School Administration employees at SMP Negeri 3, Huamual District in West Seram Regency is generally categorized as not good, this is evidenced by the main tasks of the school administration which are not carried out optimally because the facilities / infrastructure at SMP Negeri 3, Huamual District, West Seram Regency are not adequate so that it affects employee performance.
