Abstract

This study aimed to explore the role of political education and public policy internalization in improving the political intelligence of first-time voters at SMAN 2 Tejakula, SMAN 1 Sukasada, and SMAN 1 Singaraja, Bali. The method used in this study was a qualitative approach, within a case study paradigm. The case study in this research was conducted through interviews, FGDs, and observations to examine the role of political education in enhancing political intelligence and the public policy dimension among first-time voters at SMAN 2 Tejakula, SMAN 1 Sukasada, and SMAN 1 Singaraja. Empirical findings indicated that first-time voters were still at a moderate level of political intelligence and social policy sensitivity and were not yet able to connect this knowledge to a critical evaluation of candidates or policies. The high participation of first-time voters in elections was crucial for the advancement of democracy, making a good understanding of the political system and the electoral process essential for students. Political education is a primary instrument in addressing the low level of political experience, the lack of political interest, and the challenges of spreading false information that first-time voters frequently face.

Abstract

Public service reform in sensitive sectors like immigration requires a balance between sovereignty control and service excellence. This study aims to develop an effective reform model by synthesizing three strategic pillars: Good Governance (GG), the Integrity Zone (IZ) program, and Digitalization. Utilizing a qualitative policy synthesis and thematic analysis of institutional data (LKjIP 2024) and longitudinal records (2018-2024), the research evaluates the implementation trajectory of 103 immigration units in Indonesia. The findings reveal a "Compliance-Performance Gap," where structural certification under the IZ program does not always result in a total cultural mindset shift. However, digitalization emerges as a critical "technical enforcer" that locks integrity into the system by eliminating face-to-face discretion. The study proposes an Integrated Reform Model where GG provides the normative foundation, IZ provides the structural mandate, and Digitalization acts as the technical engine. This synergy ensures that the dual mandate of immigration—securing borders while facilitating public welfare—is achieved through transparent, accountable, and non-discretionary processes. The model provides a strategic blueprint for other public institutions facing complex bureaucratic challenges in emerging economies.

Abstract

Rapid urban growth creates major challenges in city park management. This study aimed to: (1) evaluate current maintenance effectiveness at Sukabumi City parks, (2) identify key operational constraints, and (3) develop improvement recommendations. By applying a qualitative approach with Siringoringo’s optimization framework, data were collected through observations, interviews, and documentation with officials from the Parks Section. Results indicated a maintenance effectiveness of 88-92%, yet the organization faced significant challenges: a staff deficit (24 officers for extensive coverage), outdated equipment (a skylift from 2003), and a limited budget (approximately 600-800 million rupiah annually). Current strategies include specialized staff training, easy-to-maintain plants, and diverse funding sources through Corporate Social Responsibility partnerships. The study recommends comprehensive improvements, such as hiring more staff, equipment modernization, and standardized procedures to achieve optimal city park management. The positive correlation between budget allocation and maintenance effectiveness confirms the importance of adequate resource distribution for sustainable urban parks.
