Abstract

Dalam menghadapi pandemi Covid-19, tindakan pemerintah sangat diperlukan agar penyebaran wabah Covid-19 tidak mengancam kelangsungan hidup bangsa terutama keselamatan warga negara. Pemerintah Indonesia telah berusaha mengatasi virus corona melalui tindakan pencegahan dan mitigasi, termasuk membentuk satuan Gugus Tugas Percepatan Penanganan Covid-19. Namun upaya pemerintah tersebut belum menunjukkan hasil yang menenteramkan masyarakat. Tulisan ini bertujuan untuk menganalis pelibatan kementerian/lembaga dalam penanganan situasi krisis akibat pandemi Covid-19 sebagai usaha menjaga dan melindungi keselamatan bangsa di tinjau dari strategi pertahanan nirmiliter. Metode penelitian secara kualitatif dengan pendekatan studi kasus dalam menganalisis fokus substansi baik informasi dan data diperoleh dari sumber terbuka meliputi media massa, media elektronik, literatur dan sumber terbuka lainnya. Secara umum komponen utama dalam pertahanan nirmiliter dalam hal ini kementerian/lembagabeserta pemerintah daerah telah memperkuat pemerintah dalam penanggulangan pandemi Covid-19, Gugus Tugas Percepatan Penanganan Covid-19 sebagai pusat operasi pertahahan nirmiliter secara strategis menjalin komando pengendalian dengan kementerian/lembaga dan pemerintah daerah. Namun demikian, persepsi masyarakat terhadap pemerintah dalam penanganan Covid-19 belum mendapat respons yang positif. Apabila dilihat dari perspektif pertahanan nirmiliter, faktor yang menjadi penghambat dalam proses penanganan Covid-19 adalah terjadi ambiguitas dalam memandang ancaman Covid-19 sebagai ancaman non militer. Ada yang berpandangan biasa saja terhadap situasi yang berkembang dan ada yang menilai sebagai hal yang sangat prioritas untukditangani. Karena adanya ambiguitas tersebut menimbulkan tidak sinerginya pemerintah dan masyarakat dalam penanganan pandemi Covid-19.

Abstract

AbstractThe Indo-Pacific region in recent decades has become the center of world security political constellations. The Indo-Pacific region has a strategic environment in terms of economic, social, political and security that attracts the attention of various international actors. Various countries and international organizations began to direct their foreign policies towards this region. ASEAN wants this region to be safe and stable in order to create a good regional environment for the economic growth of ASEA countries. Meanwhile, Japan also wants this region to be safe and stable, especially to maintain the sovereignty of its country and smooth sea trade and shipping routes for the distribution of energy imports from various countries. Therefore, the synergy of the two actors to create a safe and peaceful Indo-Pacific region is important. This study uses qualitative methods and a case study research design. The data were obtained through interviews and literature studies to be further analysed using theoretical approaches including Regional Security Complex Theory (RSCT), synergy theory, and defence diplomacy. The output obtained is the realization of the synergy of the ASEAN Outlook on Indo-Pacific with Free and Open Indo-Pacific Japan which supports the creation of a safe and stable Indo-Pacific region.Keywords: Sinergy, ASEAN, ASEAN Outlook on Indo-Pacific, Japan, Free and Open Indo-Pacific, Defence Diplomacy, Indo-Pacific    AbstrakKawasan Indo-Pasifik beberapa dekade belakangan ini menjadi pusat konstalasi politik keamanan dunia. Kawasan Indo-Pasifik memiliki lingkungan strategis baik dari segi ekonomi, sosial, politik, dan keamanan yang menarik perhatian berbagai aktor internasional. Berbagai negara dan organisasi internasional mulai mengarahkan kebijakan luar negerinya terhadap kawasan ini. ASEAN menginginkan kawasan ini aman dan stabil demi menciptakan lingkungan kawasan yang baik bagi pertumbuhan ekonomi negara-negara ASEAN. Sedangkan Jepang juga menginginkan kawasan ini aman dan stabil terutama menjaga kedaulatan negaranya dan kelancaran jalur perdagangan dan pelayaran laut untuk distribusi impor energi dari berbagai negara. Oleh karena itu sinergi kedua aktor untuk menciptakan kawasan Indo-Pasifik yang aman dan damai merupakan hal yang penting. Penelitian ini menggunakan metode kualitatif dan desain penelitian studi kasus. Data-data diperoleh melalui wawancara dan studi kepustakaan untuk selanjutnya dianalisis dengan menggunakan pendekatan teori-teori antara lain Regional Security Complex Theory (RSCT), teori sinergi, dan teori diplomasi pertahanan. Abstract

Given its strategic position between the Indian and Pacific Oceans, Indonesia has a very significant strategic interest and role in shaping the ASEAN Region. The proximity of Indonesia's position to one of the main conflict flashpoints in the ASEAN Region, namely the South China Sea (LCS), makes Indonesia vulnerable to spillover effects arising from various possible incidents and conflicts in the region. To safeguard its interests, Indonesia must be able to play its strategic role in ensuring a stable, safe and peaceful ASEAN Region during conflicts of interest of other countries in the region. To advance Indonesia's national interests in the region, diplomatic steps taken by Indonesia must be complemented and supported by strategic steps in the defense sector. Indonesia has long adhered to the Total People's Defense and Security System (the Universal People's Defense and Security System, hereinafter referred to as Sishankamrata) as the basis of its national defense policy. Sishankamrata contains core values ​​and principles that guide the formulation and implementation of Indonesia's national defense policy. Sishankamrata is embodied in the doctrine, strategy, and posture of Indonesia's national defense As a strategic defense concept, Sishankamrata must remain relevant and suitable to deal with a volatile, uncertain, complex, and ambiguous strategic environment (VUCA), while at the same time contributing to the advancement of Indonesia's national interests.

Abstract

Abstract In the eastern part of the Republic of Indonesia, Papua has still considered a land of political and socio-economic conflict despite the richness of gold and uniqueness. Since the integration of Papua into Indonesia, the conflict still occurred and led to the separatism issue. Many have perceptions that there is a foreign state actor behind the issue. The role of the Indonesian government to overcome the conflicts in Papua is still questionable. In addition, the US with Freeport seems to be another issue that possibly has a linkage to several problems that occurred in the land. According to that perception, by taking a literature study, the writing will briefly explore Indonesia's role in dealing with the conflict and the US interest in Papua. Abstract

This research paper explores the intricate relationship between Sudan and Russia, focusing on the factors that have led to Russian military involvement in Sudan. The study begins by emphasizing the significance of Sudan in the international arena and examines both domestic and international influences that shape Sudan's foreign policy. This research also discusses the internal environment of Sudan, highlighting how domestic political dynamics and economic challenges have created a context conducive to foreign military involvement. The role of external actors, particularly Russia, is examined in detail. The paper outlines Russia's strategic interests in Sudan, including military cooperation and resource acquisition, and how these interests align with Sudan's foreign policy objectives. The analysis includes a discussion of the broader geopolitical implications of Russia's involvement in the region. The study concludes by synthesizing the findings, reiterating the complex interplay between domestic and international factors that have facilitated Russian military presence in Sudan. It emphasizes the need for a nuanced understanding of these dynamics to comprehend the future trajectory of Sudan's foreign policy and military relations.

Abstract

This study aims to analyze the role and challenges in the implementation of the technical functions of the Ministry of Defense in the regions, as well as its contribution to a strong national defense system. In the context of Law Number 3 of 2002 concerning National Defense, this study highlights the importance of synergy between the central and regional governments in managing national defense. Through the literature study method, this study examines various regulations, the role of regional governments, the involvement of TNI units, and the use of technology in supporting regional defense strategies. The results of the study indicate that although there are supportive policies, there are still significant challenges in implementation in the field, including less than optimal coordination between the center and regions, and limited facilities and infrastructure. This study concludes that the integration of formulating regional defense strategies in collaboration between Ministry of Defense, TNI and regional governments is very important to realize a strong, adaptive and resilient national defense system in facing various threats.

Abstract

The most maritime security threats are identified in the Sulu Sea and Sulawesi Sea, especially in the border waters between the Southern Philippines (Basilan, Tawi-Tawi, Sulu), Sabah (East Malaysia), and North Kalimantan and North Sulawesi (Indonesia). This region is known to be vulnerable due to the difficulty of open sea surveillance, dense trade routes, and the presence of armed groups such as Abu Sayyaf who exploit security gaps. This study aims to analyze the Scenario Forecasting on the Sustainability of TCA Indomalphi in Suppressing Armed Robbery at Sea (2025–2045). The approach used combines quantitative ARIMA and ARIMA-ML models, as well as five main indices from the ISC ReCAAP data, namely the Incident Frequency Index (IFI), Violence Severity Index (VSI), Crew Impact Index (CII), Coverage Index (CI), and Resilience Index (RI). This analysis is strengthened by resilience theory, Regional Security Complex Theory (RSCT), and international regime theory to develop three TCA sustainability scenarios. The results of the study indicate three main scenarios. The baseline scenario predicts a decline in CKTS from 53.4 (2030) to 25.0 (2045), indicating stable effectiveness with moderate technological support. The optimistic scenario, Full Digital Maritime Integration, depicts the implementation of AI technology, 24/7 drones, community participation, and budget increases, resulting in a CKTS of 18.5 in 2045. Meanwhile, the pessimistic scenario due to South China Sea conflicts and budget cuts shows the CKTS soaring to 61.2, approaching critical conditions. These results underscore the importance of technology integration, policy continuity, and institutional resilience in maintaining regional maritime security.

Abstract

It has been more than a year since Russia launched a military operation against Ukraine in February 2022. Russia’s military operation is still on-going as Ukraine fights vigorously. Russia is among the most powerful countries in the world by military and experts argue that Kremlin hugely underestimates Ukraine’s resistance. It is notable that Ukraine has been forging a partnership with the North Atlantic Treaty Organization (NATO) since 1991 because they perceive Russia as their common enemy. The fact that Ukraine has managed to be undefeated by Russia so far opens the possibility that their partnership, which manifests for example in the form of long-term military training and education, has helped Ukraine to build its defense capacity the country required to deal with present security challenges. The research finds that NATO-Ukraine collaboration in enhancing Ukraine's defense capabilities has positive impacts on building Ukraine’s readiness in dealing with its security issues, although geopolitical complexities, internal dynamics, and resource constraints exist as challenges Ukraine needs to overcome to continue enhance its defence capacity.

Abstract

Indonesia is a maritime country that has a vast sea area, most of Indonesia's territory consists of waters and the rest of the land. Indonesia's vast waters are directly bordered by ten neighboring countries, namely: India, Singapore, Malaysia, Thailand, Vietnam, Philippines, Palau, Australia, Timor Leste and Papua New Guinea. This of course often causes problems where the condition of sea areas that do not have boundary markers such as land boundaries is often violated by other countries, including claims made by other countries against Indonesia's marine territory, especially the Exclusive Economic Zone (EEZ) area, one of the conflicts that arose related to the struggle for marine territory was the conflict between Indonesia and Vietnam. This research uses a qualitative analysis research method, which prioritizes data collection through interviews and a comprehensive literature study. With this, the territorial issues between Indonesia and Vietnam will be comprehensively described so that the role of Defense Diplomacy can be seen in the process of resolving EEZ disputes.
