Abstract

Perjalanan konflik yang ada di Republik Demokratik Kongo tidak selalu berjalan baik, selama beberapa decade konflik-konflik telah terjadi dan mengakar di masayrakat sipil sehingga tetap menemukan cara untuk terus tumbuh dan berkembang. Merujuk kepada tahun 2015, konflik masih terjadi di Republik Demokratik Kongo dengan permasalahan utama yaing mempunyai aktor utama mantan Presiden Joseph Kabila melawan beberapa kelompok bersenjata yang mempunyai tujuan masing-masing dan telah tersebar di penjuru negeri. Semenjak konflik berlangsung, Perserikatan Bangsa-bangsa dengan Dewan Keamanannya yang mempunyai sub-organisasi yang bernama UN Peacekeeping telah menerjunkan satuan tugasnya yang bernama Monusco. Satuan tugas ini mempunyai misi utama untuk membangun perdamaian di Kongo dengam menjalankan program yang dinamakan DDR yaitu Disarmament, Demobilization and Reintegration program. Melihat sejarah pelaksanaan program ini, telah dilaksanakan program ini dalam DDR I dan DDR II yang telah dilaksanakan pada tahun 1998 dan 2004 guna menyelesaikan konflik yang ada, sehingga pada tahun 2015 Monusco dimandatkan untuk melaksanakan program DDR III kembali guna membantu pemerintah Kongo menyelesaikan perang sipil yang belum pernah tuntas ini. Penelitian ini bertujuan untuk mengenalisa serta mendeksripsikan peran – peran Monusco dalam pelaksanaan program DDR dengan berbagai temuan, data serta fakta yang ada di lapangan guna menyelesaikan masalah utamanya.

Abstract

Laut Sulu dan Laut Sulawesi merupakan perairan penting bagi Indonesia dan juga negara tetangga yang berbatasan langsung yaitu Malaysia dan Filipina karena merupakan pintu masuk transportasi perdagangan internasional ke laut Pasifik. Kejahatan Lintas Negara kerap kali terjadi di wilayah ini membawa dampak negative terhadap negara-negara yang berbatasan langsung terlebih khusus masyarakat pesisir. Penelitian ini akan membahas mengenai peran Diplomasi Pertahanan Indonesia dalam upaya mengamankan Laut Sulu dan Sulawesi dari ancaman Kejahatan Lintas Negara. Penelitian ini menggunakan metode penelitian analisis kualitatif, yang mana mengedepankan pengumpulan data melalui metode wawancara dan studi kepustakan yang komprehensif. Dengan ini, akan dapat dipetakan bagaimana upaya Diplomasi Pertahanan yang diambil Indonesia dalam upaya menekan terjadinya Kejahatan Lintas Negara di Laut Sulu dan Laut Sulawesi.

Abstract

The issue of cyber resilience is a growing global concern, as it reflects a country's ability to prepare for, absorb, recover from, and adapt to cyber threats and attacks. Weak cyber resilience can intensify the rise of digital crimes, making nations more vulnerable to disruption. This study aims to explore and analyse the development of cyber resilience research from 2000 to 2024 through a bibliometric approach. Data was collected from three major academic databases, Scopus, OpenAlex, and Google Scholar which are using relevant keywords such as cyber resilience, cyber security, cybercrime, and cyber defence. VOSviewer software was utilized to create network visualizations that map the connections between authors, research topics, institutions, countries, and keywords. The findings reveal a significant increase in scholarly publications over the years, indicating a growing global interest in this domain. Key research areas such as Cyber-Physical Systems (CPS), cyber resilience strategies, and social technologies have shown notable development. Furthermore, the focus of research has gradually shifted from purely technical aspects to more interdisciplinary themes involving public policy, international relations, risk governance, and the social sciences. The COVID-19 pandemic served as a turning point, amplifying research on societal impacts, remote work vulnerabilities, and risk communication. This evolution emphasizes the need for a holistic and integrated research agenda. The study concludes that international cooperation among scholars and institutions is crucial to strengthen cyber resilience. Future research directions should emphasize multidisciplinary and multimodal approaches to navigate the increasingly complex and interconnected landscape of cyber resilience, particularly in emerging domains such as social media governance, digital democracy, and AI-driven security.

Abstract

The 2022 Russia-Ukraine conflict triggered significant disruptions to global food stability. As wheat producers accounting for 34.1% of the world's supply, the conflict caused prices to surge to $1400 per ton in March 2022, up from a previous average of $800–$900 per ton. The most severe impact was felt in the heavily import-dependent Middle East and North Africa (MENA) region, affecting countries such as Somalia (100%), Egypt (84%), and Sudan (75%).This research utilizes Root Cause Analysis (RCA) based on a literature review to identify the root causes of the crisis. The findings point to three primary factors: export restrictions (the Black Sea blockade), damage to agricultural infrastructure, and a reduction in human resources. Recommended solutions include diversifying food sources, establishing strategic reserves, and strengthening domestic food security. These findings underscore the need for a structural approach, rather than merely short-term mitigation, in confronting global food crises.

Abstract

Stakeholder collaboration through community participation and other sectors is an important element of sustainability in regional development. One form of community participation that is increasingly popular is collaborative management with a good governance approach.
