Abstract

This research aims to find out and analyze the performance of government officials regarding e-government-based public complaint services in Bogor City in implementing the SiBadra application in the Bogor City Communication and Information Service. This research uses a descriptive method with a qualitative approach. The research results show that: 1) In terms of productivity, Bogor City Diskominfo, as the person responsible, already has standard operating procedures. If there is still no response, the mayor will immediately take action against the OPD. Because Sibadra itself has been regulated in the guardianship and has become a Bogor City Government program. 2) The quality of service at Sibadra has been quite good, and we are always trying to make improvements. Sibadra itself has a WhatsApp service, so it could be easier. There is no longer any reason for people not to use this service. Apart from that, it takes up to 2x24 hours to produce a public report. 3). Sibadra's services continue to improve from year to year; this includes transparency of Sibadra website reports, to see reports that have been received and resolved. 4). From the side of the Sibadra team itself, there has been cooperation; the form of cooperation itself is in the form of solving problems or complaints from the community.Keywords: Apparatus Performance, E-Government, Community Complaints, SiBadra Application, Bogor City.

Abstract

Fragility of Indonesia's economic fundamentals prompted the government to build the economic structure taking into account the existence of Micro, Small and Medium Enterprises (MSMEs). This sector has proven to provide substantial employment and provides opportunities for SMEs to develop in society. MSME's existence can not be doubted because it proved able to survive and become a engine of economy, especially after the economic crisis. On the other hand, SMEs also face many problems, namely limited working capital, human resources are low, and less cakapnya mastery of science and technology (Sudaryanto and Hanim, 2002). Another obstacle faced by SMEs are the links with business prospects are less clear and the planning vision and mission that has not been steady. Provision of market information and networks, ease of access to funding and capacity building assistance and information technology are a strategy to improve the competitiveness of SMEs in Indonesia. It is therefore necessary synergy between all parties, especially the government and microfinance institutions.

Abstract

Pelayanan publik merupakan pengabdian yang dilakukan oleh pemerintah bagi masyarakat. Dimana keduanya untuk saling keterkaitan dalam kepentingan kenegaraan. Instansi pemerintah yang telah memulai penyelenggaraan pelayanan prima berbasis e-government adalah Dinas kependudukan dan Catatan Sipil Kabupaten Garut melalui inovasi pelayanan berbasis website. Hadirnya website dinas dilatarbelakangi oleh perkembangan serta pemanfaatan teknologi yang semakin pesat guna menjadi solusi keluhan masyarakat dalam pelayanan. Penelitian ini menggunakan metode deskriptif pendekatan kualitatif dengan menggunakan data sekunder. Penelitian ini bertujuan untuk mengetahui bagaimana jenis inovasi pelayanan publik di Dinas Kependudukan dan Catatan Sipil Kabupaten Garut. Temuan penelitian menunjukkan bahwa dinas kependudukan dan catatan sipil Kabupaten Garut telah menerapkan Inovasi dalam Pelayanan publik melalui berbagai fitur yang tersedia dalam website. Dengan adanya berbagai inovasi ini diharapkan Dinas Kependudukan dan Pencatatan Sipil Kabupaten Garut ini menjadikan pelayanan yang optimal untuk masyarakat. Hasil dari penelitian ini adalah Terdapat kekurangan dalam layanan berbasis online ini seperti lamanya waktu yang dibutuhkan untuk menerima KTP yang tidak ditentukan, dan website sering mengalami gangguan karena tingginya volume pengajuan masyarakat, namun pihak dinas kependudukan dan catatan sipil Pemkab Garut sendiri membatasi layanan online sehingga mempersulit masyarakat untuk melakukan layanan. Untuk memberikan pelayanan dan fasilitas yang sama dengan masyarakat, maka perlu diinformasikan kepada masyarakat tentang keberadaan website ini, yang akan membutuhkan pengembangan lebih lanjut.

Abstract

Implementasi dari aktivitas pengelola dana desa mengindikasikan manajemen yang akuntabel dan transparan. Dana desa adalah bagian dari belanja pemerintah pusat dalam rangka mempercepat peningkatan kesejahteraan masyarakat di perdesaan. Penelitian ini dalam pemecahan permasalahan akan menggunakan pendekatan perspektif interpretif dengan metode studi kasus. Data dalam penelitian diperoleh dari aparatur desa yaitu kepala desa serta penduduk desa cikalong. Tujuan dari penelitian ini sendiri melihat bagaimana implementasi pengelolaan keuangan dana desa Cikalong. Apakah dalam penerapan peraturan ini terdapat hambatan dalam proses pengelolaan keuangan yang dihadapi oleh aparatur desa setempat, serta apakah proses pendampingan penyusunan laporan keuangan bagi aparatur desa berjalan dengan baik dan efektif. Yang memfokuskan pada implementasi teori Grindle yang mengungkapkan bahwa implementasi kebijakan sesungguhnya, bukanlah sekedar mekanisme penjabaran keputusan politik ke dalam prosedur- prosedur rutin lewat saluran-saluran birokrasi yang berkaitan, melainkan lebih dari itu, implementasi kebujakan terkait juga dengan masalah konflik, keputusan dan siapa yang memperoleh apa dari suatu kebijakan oleh sebab itu, implementasi kebijakan merupakan aspek yang paling penting dari keseluruhan proses kebijakan, dan bahkan mungkin jauh lebih penting dari pada pembuatan kebijakan itu sendiri.

Abstract

This study examines community participation in Babelan Kota Village Development. The problem that the researcher wants to examine is how the role of the community and community involvement in village development to find out the extent of cooperation between the government and the community in an effort to advance their region. This research uses qualitative research methods where the research conducted is descriptive. The results of this research were obtained directly from the field with adjusted theory according to Mulyadi (2009: 26-49), namely: from various aspects of planning, implementation, utilization, evaluation/supervision. From the results of research that the people of Babelan City Village participated in village development but not all people actively participated in providing ideas or suggestions, there was a miscommunication. The inhibiting factor is not only from the participation of the community but also from natural factors in Babelan Kota Village that are not supportive.

Abstract

The E-Dukcapil Karawang application is designed to make it easier for the public to access population administration services quickly, transparently and free of fraudulent charges (extortion). However, its implementation in Tegalwaru Village still faces various challenges. This research aims to measure the effectiveness of the application in providing optimal public services and identify the obstacles faced in community use. Using qualitative methods with a phenomenological approach, this research collects data through interviews, observation and documentation. The research results show that low digital literacy and minimal socialization are the main obstacles, which ultimately open up opportunities for extortion. Apart from that, it is considered that village officials do not fully understand the operation of the E-Dukcapil application, so they are unable to provide adequate assistance to the community. Therefore, it is necessary to increase outreach, intensify training for village officials, and provide technical assistance services to ensure that this application can be utilized optimally.

Abstract

Penelitian ini bertujuan guna mengidentifikasi pemasaran pariwisata oleh Dinas Pariwisata dan Kebudayaan Kabupaten Karawang. Adapun data-data dikumpulkan berdasarkan observasi; wawancara dan juga dokumentasi kemudian dilakukan analisis dengan menggunakan pendekatan kualitatif secara deskriptif. Teknik analisis data pada penelitian ini terdiri atas reduksi data, penyajian data dan verifikasi. Hasil penelitian menunjukkan pemasaran pariwisata oleh Dinas Pariwisata dan Kebudayaan Kabupaten Karawang belum sepenuhnya efektif hal tersebut terlihat dari segi Analisis Lingkungan, Formulasi strategi, Implementasi strategi serta Evaluasi pemasaran pariwisata yang terbilang masih ditemukan kendala-kendala dalam memasarkan pariwisata di Kabupaten Karawang. Hasil penelitian ini diharapkan sebagai bahan acuan oleh Instansi terkait agar dapat meningkatkan pemasaran pariwisata di Kabupaten Karawang dikemudian hari.Kata kunci: Strategi, Pemasaran, Pariwisata

Abstract

This study aims to evaluate the implementation of the revitalization program of Pasar Induk Cibitung by applying Kadarman’s (2001) control theory, which includes three essential functions: setting standards, measuring performance, and correcting deviations. The research addresses emerging problems in the cooperation between the regional government and private partner, particularly delays in project completion and public service delivery. A qualitative descriptive method was used, involving in-depth interviews, documentation review, and literature analysis. The study reveals that the set standards in physical development, service management, and trader accommodation have not been met. Performance measurements indicate inconsistencies in target achievements and low satisfaction among market users. Moreover, the lack of responsive corrective actions has prolonged unresolved issues, leading to operational stagnation and declining stakeholder trust. The findings underscore the importance of effective supervision mechanisms and institutional commitment to ensure the revitalization goals serve the public interest. This study contributes to improving project oversight practices and informing policy development in the context of public-private partnerships.

Abstract

This research aims to identify the factors that contribute to the effectiveness of public service innovation within the BOTRAM (Collaborate to Serve) program at the Bekasi Regency Population and Civil Registration Office. The analysis is based on Doley's theory, which includes various indicators such as leadership, strategy, performance, empowerment, group dynamics, innovation, learning, and communication that align with the factors facilitating successful service innovation. The key question guiding this research is: What factors influence the effectiveness of public service innovation in the BOTRAM (Collaborate to Serve) initiative at the Bekasi Regency Population and Civil Registration Office? This study employs a qualitative research approach. It features primary respondents from the Bekasi Regency Population and Civil Registration Office as well as residents of Bekasi Regency who utilize the services. Data for this study is gathered through interviews and direct observations as primary sources, while secondary data is obtained from documentation and other relevant materials. The analysis findings indicate that public service innovation via BOTRAM (Collaborate to Serve) has been largely successful, though not to its fullest potential. Challenges persist, particularly with some individuals lacking a complete understanding of service time standards and community engagement not reaching desired levels.

Abstract

The implementation of Bekasi Regency Regional Regulation Number 12 of 2011 concerning the Spatial and Regional Planning for 2011–2031 faces fundamental challenges, particularly regarding the weak control over the conversion of agricultural land into industrial and residential areas. This condition reflects a gap between the spatial planning that has been formally designed and the realities of its execution in the field. In addition, cross-sectoral coordination has not been optimal, monitoring and supervision remain limited, and community participation in maintaining the sustainability of sustainable food agricultural land (LP2B) is relatively low. This study aims to analyze the implementation of Bekasi Regency Regional Regulation Number 12 of 2011 concerning the Spatial and Regional Planning for the period 2011–2031, with particular focus on the protection of Sustainable Food Agricultural Land (LP2B). Employing a qualitative approach with a case study method, this research adopts the Adaptive Implementation Theory, encompassing four key dimensions: flexibility, interaction and communication, monitoring and evaluation, and community participation. The findings reveal that policy implementation is hindered by structural and cultural barriers, including weak intersectoral coordination, limited public participation, and inadequate oversight of spatial violations. The novelty of this research lies in the application of adaptive implementation theory within the regional spatial planning context and its contribution to formulating strategies for institutional capacity-building and improved policy enforcement. This study highlights the urgency of integrating spatial planning with agricultural land protection to ensure sustainable regional development.
