Abstract

The high unemployment rate in Bekasi Regency indicates that labor market information services are not yet optimal, which is influenced by low vacancy reporting from companies, information gaps between job seekers and employers, and an increasing workforce. This study aims to analyze the strategies of the Bekasi Regency Manpower Office in managing labor market information services, assess the effectiveness of their implementation, and identify supporting and inhibiting factors. This study uses a qualitative approach with a case study type, data obtained through observation, interviews, and documentation studies, then analyzed using pattern matching techniques. Through a social constructivism paradigm, this study attempts to explore how the meaning, practices, and strategies of services are formed through social interactions between stakeholders. The results show that the Manpower Office's strategies have been developed in line with national and regional policies, with a focus on integrating manual and digital services. However, implementation is still hampered by limited human resources, a lack of cross-sector collaboration, and low digital literacy among job seekers. Innovations such as PasKerSquad and the use of the SIP-Kerja application have expanded the reach of information, although they have not been able to overcome bureaucratic barriers and low vacancy reporting from the industrial sector. This finding emphasizes the importance of an integrated, collaboration-based strategy to improve the effectiveness of labor market information services in Bekasi Regency

Abstract

Program pencegahan stunting merupakan upaya strategis untuk mengurangi angka stunting dengan memastikan anak-anak mendapatkan asupan gizi yang cukup. Penelitian ini bertujuan untuk mengetahui dan menganalisis mengenai efektivitas program pencegahan stunting di Desa Jayasampurna berdasarkan empat dimensi efektivitas program menurut Budiani (2007), yaitu ketepatan sasaran program, sosialisasi program, pencapaian tujuan program dan pemantauan program. Metode yang digunakan dalam penelitian ini adalah kualitatif dengan pendekatan deskriptif, yang mengumpulkan data melalui wawancara, observasi dan studi dokumentasi. Hasil penelitian menunjukkan bahwa dimensi Ketepatan sasaran program pencegahan stunting di Desa Jayasampurna belum sepenuhnya optimal. Meskipun mekanisme penetapan sasaran telah dilakukan berdasarkan hasil pemeriksaan posyandu dan kriteria anak stunting, tingkat partisipasi orang tua yang rendah serta penolakan terhadap status stunting menjadi hambatan dalam validitas data sasaran dan efektivitas intervensi. Dimensi sosialisasi program pencegahan stunting di Desa Jayasampurna telah terlaksana secara efektif melalui kegiatan rembuk stunting yang bersifat partisipatif dan sistematis. Dimensi pencapaian tujuan program belum sepenuhnya optimal karena menghadapi tantangan pada proses menurunkan angka stunting di Desa Jayasampurna yaitu terjadinya faktor urbanisasi atau kepadatan penduduk. Pelaksanaan pemantauan program stunting di Desa Jayasampurna belum mencerminkan sistem pengawasan yang komprehensif karena masih terbatas pada pelaksana teknis tanpa melibatkan peran pengawasan legislatif desa seperti BPD.

Abstract

This paper discusses the communication strategies employed by Kalibaru Village, Cilincing Subdistrict, in addressing slum areas. Slum areas in Kalibaru Village are one of the serious problems that impact the quality of life of the community. This research is important to determine the effectiveness of the communication strategies implemented by the local government in improving environmental cleanliness and health. The purpose of this study is to identify the communication strategies implemented by Kalibaru Village and assess their impact on changes in community behavior. This research has broad relevance in terms of social and government policy because the problem of slums reflects social inequality in terms of facilities and infrastructure. This study uses a qualitative approach with a descriptive method, based on Harold Lasswell's communication theory. Data collection techniques were carried out through direct interviews with relevant sources and field observations. Using these methods, the researcher was able to gain an in-depth understanding of the slum area improvement program. The results of the study revealed that although some communities began to understand the importance of waste management and took action to improve cleanliness, overall awareness was still low due to internal factors such as habits and a lack of understanding about waste management. The conclusion of this study is that the communication strategies implemented are quite effective for some communities, but they still need to be improved through more consistent education and active community participation. Based on the research results, it is recommended that the Cilincing Subdistrict improve its participatory communication approach through direct face-to-face interactions and expand the use of digital media.
