Abstract

Breach of contract and unlawful acts are recurring issues within business sectors, especially affecting micro, small, and medium enterprises (MSMEs). Despite legal avenues available, many MSME actors hesitate to seek judicial remedies due to perceptions of lengthy, costly, and ineffective litigation. To address this, the Community Service Team of Universitas Negeri Surabaya conducted a socialization program introducing the Small Claims Court mechanism. This initiative aimed to provide MSME actors with an alternative legal resolution that is faster, simpler, and more cost-effective. The program focused on disputes commonly faced by MSMEs, such as contract breaches and torts, which are usually resolved informally. Through workshops in Girisekar Village, participants gained knowledge of legal procedures and the state-guaranteed legal aid available for MSMEs. Most had never encountered the small claims mechanism prior to the program. The activity not only raised awareness but also reduced stigma against litigation by simplifying the concept of access to justice. Additionally, recommendations were given to local governments, particularly village officials, to create supportive policies and legal assistance for MSMEs. The initiative successfully fostered legal empowerment and encouraged a more just legal culture among small business communities.

Abstract

For Nglanggeran Village, becoming an international tourist destination presents economic opportunities as well as challenges, including cultural commodification, environmental degradation, and erosion of local identity. This study aims to enhance the community's understanding of ecotourism management by optimizing the use of Village-Owned Enterprise (BUMDes) funds. Methods employed include socialization activities, participatory workshops, and pre- and post-test evaluations to assess knowledge improvement. The results demonstrate a substantial increase in local awareness of the sustainable utilization of Bumdes funds for tourism development. To this end, it is recommended that continuous mentoring, periodic monitoring, and legal literacy initiatives be implemented to ensure transparent, accountable, and sustainable management of eco-tourism in Nglanggeran

Abstract

 Organizing local sports events, such as inter-village tournaments, carries significant potential to stimulate both social and economic growth. However, this potential is often hindered by limited knowledge of legal requirements and inadequate event management. Poorly managed activities may expose organizers to legal challenges, including permit violations, liability for participant or spectator injuries, and disputes over sponsorship arrangements. This community-driven initiative seeks to strengthen the legal and managerial competencies of local groups in hosting participatory sports events. The program emphasizes structured training and mentorship, focusing on licensing procedures, drafting agreements with sponsors and third parties, and managing legal risks effectively. Through this effort, communities are expected to develop the capacity to manage events in a professional, transparent, and accountable manner. In the long run, inter-village competitions can serve as safe and sustainable platforms that make a tangible contribution to community well-being. The outcomes indicate a substantial improvement in community awareness regarding the legal and administrative aspects of event organization.

Abstract

Although online gambling is often seen as a common urban issue, it has increasingly spread to rural areas with the expansion of digital infrastructure. Girisekar Village in Panggang District, Gunungkidul Regency, is one such area at risk. This highlights the urgent need for comprehensive prevention efforts to reduce online gambling vulnerability. These efforts involved a legal counseling workshop aimed at enhancing public understanding of the law to prevent online gambling. The workshop covered topics such as: (1) Overview of Online Gambling; (2) Trends in Indonesian Online Gambling Cases; (3) Negative Effects of Online Gambling; (4) Legal Penalties for Online Gambling; and (5) Family and Community Strategies for Prevention. The content was delivered systematically, supported by visual aids. Pre-test and post-test results showed a significant improvement in the community’s legal awareness regarding online gambling. Additionally, this activity fostered increased community participation in prevention efforts, serving as valuable social capital to create an environment free from online gambling.

Abstract

Indonesia has extensive and strategic forest areas, but managing them remains challenging, mainly due to limited community knowledge of forestry laws. This community service program was conducted in Girisekar Village, Gunungkidul, to improve legal and ecological awareness through legal counseling focused on village and community forest management. The approach used was legal counseling with a juridical-empirical method, involving 25 participants from diverse social backgrounds. The pre-test results showed that most participants were unfamiliar with the latest forestry regulations, the status of customary forests, or the requirement to register community forests. However, they had a basic understanding of technical management through social forestry groups. After the counseling session, the post-test indicated a significant increase in knowledge about community forest management (from 50% to 73%) and the rights and obligations of managers (from 35% to 80%). While understanding of statutory regulations remained unchanged, the activity successfully facilitated important dialogue between the community and resource persons and also strengthened ecological awareness. This activity significantly advances legal development by promoting practical understanding and community involvement in sustainable forest governance. The recommendation is to maintain ongoing, structured legal counseling programs and to enhance village institutions so they can efficiently manage, store, and market forest products. Therefore, legal counseling is not just a temporary activity but a strategic tool for fostering an adaptive, just, and community-focused legal culture.

Abstract

Micro, Small and Medium Enterprises (MSMEs) play a strategic role in the Indonesian economy, contributing more than 60% to the Gross Domestic Product (GDP) and employing around 97% of the national workforce. However, the lack of understanding among MSME entrepreneurs and workers regarding labour regulations often leads to violations of workers' rights, such as fair wages, social security, and occupational health and safety protection. This Community Service Programme (PKM) aims to improve the legal literacy and awareness of MSME entrepreneurs in Girisekar Village, Gunungkidul, through the dissemination of information on workers' rights as stipulated in laws and regulations. The implementation methods include pre-tests, legal counselling, and post-tests to measure the effectiveness of the activities. The expected results are an increase in MSME actors' understanding of their legal obligations and the creation of fairer and more productive working relationships. Thus, this programme is expected to support the sustainability of businesses and the welfare of workers in the MSME sector.

Abstract

Waqf is an Islamic philanthropic activity that has a strategic function in various instruments. Gunungkidul regency, located in the Special Region of Yogyakarta, is one of the regions that has received an award as a waqf city in Indonesia, but the potential does not necessarily mean that all communities can optimally utilize waqf assets.  The purpose of community service activities in Jetis village is to provide education and better understanding to the community regarding the provisions, concepts, and potential of waqf, as well as the implementation of Islamic values in social and economic activities. The method used is educational in the form of socialization using a participatory approach. From this study, it was found that public awareness of the importance of productive waqf asset management as economic added value is quite good, but there is still a lack of understanding about the sustainable utilization of waqf assets. Through the dissemination of information on strengthening the potential of waqf, it is hoped that the community will be able to improve their understanding of the regulations governing waqf management in Indonesia, and that the community will be able to actively participate in the utilization of waqf assets, until achieving economic independence.

Abstract

Village forest management in Indonesia often faces challenges related to legal certainty, benefit distribution, and environmental sustainability. Giri Sekar Village, Panggang District, Gunungkidul Regency, is an area with community forest potential but also ecological vulnerability due to its karst landscape. Through the Community Service (PkM) program, a team of academics conducted a socialization program on the drafting of forest management agreements, fulfilling the academic obligations of the Tri Dharma of Higher Education. This socialization program aimed to improve community legal understanding, strengthen citizen participation, and foster community understanding of the contents of the draft agreement, which can serve as a legal basis for forest management. Through group discussions, outreach, and training, this activity successfully raised community legal awareness and created participatory agreement instruments. This contributed to improving community legal understanding and providing legal instruments that support sustainable forest governance.

Abstract

The legal literacy strengthening program for the governance of BUMDes Kalurahan Nglanggeran aims to enhance the legal capacity of BUMDes managers so they can perform institutional functions in an accountable, professional, and regulation-compliant manner. The methods employed include the Legal Literacy Approach and Participatory Action Research (PAR), involving active participation from BUMDes managers, village government, and local community through pre-test, post-test, focus group discussions, problem identification, and legal drafting sessions. The results indicate a significant improvement in legal understanding, demonstrated by a post-test score increase of more than 25% and active participation exceeding 80% of participants. These achievements affirm that legal literacy is not merely a transfer of knowledge but serves as a legal empowerment instrument that strengthens BUMDes governance as a legitimate and autonomous legal entity. Legal literacy thus becomes a fundamental pillar to prevent maladministration, enhance accountability, and ensure the sustainability of village enterprises based on the principles of good governance. The main recommendation of this program is the need for continuous legal assistance and collaborative efforts between village authorities, universities, and local stakeholders to establish an adaptive and progressive legal ecosystem toward an independent village.

Abstract

MSMEs play a vital role in the rural economy but often lack the legal awareness to protect their intellectual property. This community service initiative addressed the limited understanding of branding and collective trademark registration among MSMEs in Nglanggeran Village, Gunung Kidul, a key barrier to their market competitiveness. Using a participatory approach—through observation, focus group discussions, and interviews with MSME actors and village officials—the program provided outreach and capacity-building on the strategic importance of collective trademarks. Findings revealed that although MSMEs recognized branding's value, none had registered a collective trademark, citing limited information, financial constraints, and technical complexity as main barriers. The activity significantly increased participants’ understanding of the legal protection and economic benefits of collective trademarks and clarified distinctions between individual and collective marks. This awareness is a fundamental step toward legal empowerment. We recommend that local government and relevant institutions provide structured mentoring to facilitate registration. Strengthening MSMEs through collective trademarks is crucial for enhancing product differentiation, preventing unfair competition, and promoting sustainable local economic development.
