Abstract

Background: Silo mentality has emerged as a significant obstacle in the bureaucratic reform process in Indonesia. This paper aims to investigate the underlying causes, adverse effects, and potential solutions to address silo mentality within the context of bureaucratic reform in government organizations.The study employs a qualitative approach, conducting a comprehensive review of relevant literature and analyzing the phenomenon of silo mentality in government organizations. Methods: The research draws upon various scholarly articles, government reports, and case studies to gain insights into the dynamics of silo mentality and its impact on bureaucratic reform efforts. Findings: The findings reveal that silo mentality stems from a range of factors, including leadership issues, lack of effective communication channels, and a focus on individual goals rather than organizational objectives. The presence of hierarchical structures and a lack of transparency in information sharing across different divisions contribute to the formation of silos. The impacts of silo mentality are far-reaching, resulting in reduced productivity, decreased employee morale, and diminished customer satisfaction. Conclusion: To overcome these challenges, the paper proposes several strategies. These include ensuring employee vision convergence, achieving common goals collectively, providing motivation and incentives, precise execution, and fostering collaboration among departments. The bureaucratic reform in Indonesia aims to establish a competent, professional, and integrity-driven bureaucracy that is free from corruption and serves the public effectively. However, the presence of a silo mentality hinders the realization of these goals by creating barriers to communication, collaboration, and innovation. Future research should focus on developing practical frameworks and tools to facilitate the implementation of the proposed strategies for breaking down silos and promoting a collaborative work environment within government organizations undergoing bureaucratic reform. Empirical studies examining the effectiveness of these strategies in real-world settings would provide valuable insights into their applicability and potential for success. Additionally, exploring the role of technology in enabling seamless communication and collaboration across departments could offer new avenues for addressing silo mentality in the digital age. Novelty/Originality of this Study: The novelty of the 'silo mentality' phenomenon within the context of bureaucratic reform in Indonesia, identifying its causes, impacts, and proposing strategies to overcome it in order to achieve effective governance.

Abstract

This study aims to analyze the implementation of the Free Nutritious Meal Program (MBG) in underdeveloped regions, with a case study conducted in Merauke Regency, South Papua Province. The main focus is to examine to what extent the policy reflects the principles of social justice, particularly for vulnerable groups such as students from low-income families, indigenous communities, and those living in remote areas. This research adopts a descriptive qualitative approach using in-depth interviews, participatory observation, and document analysis. The findings reveal that the MBG program has positively contributed to student attendance, improved nutritional intake, and alleviated household economic burdens. However, disparities in access, logistical challenges, and resource limitations remain significant obstacles. From  social justice, the program has yet to fully meet the difference principle, as students in the most disadvantaged areas face the greatest barriers to access. Likewise, through the lens of capability approach, institutional limitations and a lack of community engagement hinder the program’s effective utilization. The study concludes that while MBG is a progressive public policy initiative, improvements are needed in implementation design, inter-agency coordination, and local-based approaches. Recommendations include strengthening logistics, promoting local food diversification, and establishing participatory evaluation mechanisms to ensure the program’s sustainability and equity.

Abstract

Kekerasan kepada perempuan dan anak sudah pada kondisi yang memprihatinkan. Catatan Tahunan Komnas Perempuan periode 2012 – 2021 (10 tahun) menunjukkan terdapat 49.762 laporan kasus kekerasan seksual. Januari-November 2022 telah menerima 3.014 kasus kekerasan berbasis gender terhadap perempuan, termasuk 860 kasus kekerasan seksual di ranah publik/komunitas dan 899 kasus di ranah personal. Menilik jumlah yang meningkat dari waktu ke waktu, pemerintah menerbitkan Undang-Undang Nomor 12 Tahun 2012 tentang Tindak Pidana Kekerasan Seksual (UU TPKS) yang memuat enam elemen kunci penghapusan kekerasan seksual. Upaya penegakan hukum melalui UUPTKS tidak dapat dilakukan sendiri, kehadiran stakeholder dalam penanganan kasus ini memberi kontribusi bagi pengurangan kekerasan. Kehadiran Jariangan Perlindungan Perempuandan anak (JPPA) menjadi alternatif dalam penanagan kekerasan terhadap perempuan dan anak. Tujuan pemberdayaan ini adalah untuk menguatkan peran-peran stakeholder yang bergabung dalam JPPA dalam menfasilitrasi penanganan korban. Pemberdayaan ini untuk menjawab permasalahan tentang sejahun mana peran-peran JPPPA dalam pencegahan dan perlindungan perempuan dan anak yang mengalami kasus kekerasan.

Abstract

The manufacturing industry plays a pivotal role in promoting workplace equality for employees with disabilities. This paper explores the historical context, current trends, and challenges faced by disabled workers in the manufacturing sector. Through a comprehensive literature review and empirical research, including surveys, interviews, and case studies, the study identifies significant barriers to inclusion, such as physical inaccessibility, attitudinal prejudices, and inadequate policies. It also highlights best practices and policies that manufacturing companies can adopt to foster an inclusive environment. These include inclusive hiring practices, workplace accommodations, and training programs to raise awareness and sensitivity among employees. The research showcases successful implementations of inclusive practices in various manufacturing companies, emphasizing the economic and social benefits of such initiatives. Increased productivity, innovation, and improved workplace morale are among the noted advantages. The paper concludes with recommendations for enhancing inclusion in the manufacturing industry and suggests future research directions to continue advancing equality for disabled workers. By addressing these challenges and adopting best practices, the manufacturing industry can set a benchmark for other sectors, demonstrating that inclusivity is not only a moral imperative but also a driver of business success.

Abstract

This study aims to analyze the structural, cultural, and institutional barriers affecting women's political representation in Indonesia and to formulate strategic recommendations to strengthen the effectiveness of affirmative action policies. Although a 30% quota policy for women's representation on legislative candidate lists has been implemented, this achievement generally only serves as an administrative requirement and does not guarantee substantive opportunities in the political process. The study uses a qualitative descriptive approach based on secondary data obtained from official government documents, international organization reports, statistical publications, and previous research. The analysis shows that structural barriers manifest themselves in the placement of the majority of female legislative candidates on less strategic ticket numbers, resulting in low electability, and significant disparities in access to campaign funding between male and female candidates. Cultural barriers include entrenched gender stereotypes, reflected in surveys showing that only around 35% of the public supports female political leadership. Institutional barriers are also evident in the low representation of women in the executive and judicial branches, with only one female governor and one female constitutional judge currently serving. Based on these findings, the study recommends several strategic steps, including strengthening substantive affirmative action policies through regulating legislative candidate ticket numbers, providing equal affirmative action campaign funding, implementing career acceleration schemes for women in public office, implementing programs to strengthen women's political capacity, and promoting gender literacy campaigns to change public perceptions. This study emphasizes that the success of affirmative action policies cannot simply rely on quota regulations, but requires multi-level interventions that include legislative reform, improvements to political recruitment mechanisms, and transformation of social values. These integrated efforts are expected to encourage a sustainable increase in women's political representation and achieve gender equality in the Indonesian political system.

Abstract

This research aims to analyze the optimization of digital marketing in increasing the competitiveness of Bank Jateng, formulate the main challenges in the implementation of digital-based public service innovations, and develop an integration strategy between digital marketing and public service innovation to strengthen the role of Bank Jateng in regional economic development. The research method used was descriptive qualitative with data collection techniques through interviews with 11 informants and distribution of questionnaires to 96 respondents. The results of the study show that digital marketing optimization is able to increase competitiveness through integrated strategies between divisions, increasing content creativity, and strengthening analytics systems for performance evaluation. However, the main challenges faced include the digital capability gap and the need to improve the quality of responsive services. The implementation of digital innovation is multidimensional, including internal coordination that is not optimal, limited product diversification, digital service gaps, and data management that has not been integrated. The strategy of integrating digital marketing and public services requires a holistic approach through organizational capacity building, financial performance optimization, market reach expansion, and continuous innovation. Collaboration between divisions and strong leadership is key in supporting financial inclusion and regional economic growth. This research provides strategic recommendations for Bank Jateng in facing the increasingly dynamic competition of the banking industry in the digital era.

Abstract

The purpose of this research is to analyze the innovation in emergency health services through the implementation of the Ambulans Hebat program in Semarang City, to analyze the challenges and obstacles faced in the implementation of the Ambulans Hebat service, and to analyze the quality of emergency health services provided by Ambulans Hebat. This research is descriptive qualitative in nature, using interview techniques with 9 informants and a questionnaire with 96 respondents. The results of this research show that the Ambulans Hebat program in Semarang City demonstrates innovation through digital technology (GPS, applications) that enhances response and coordination, an integrated command center for efficient information flow, and medical personnel training, although it requires better data integration, signal strengthening, and broader training; however, challenges such as limited fleet and medical personnel, weak inter-agency coordination, and traffic impacts necessitate additional units, integrated systems, and infrastructure innovations; quality evaluation indicates a 15-minute response time, high patient satisfaction, and successful initial handling, but requires route optimization, expanded satisfaction surveys, and additional technical training.

Abstract

Government procurement of goods and services is a crucial instrument in achieving transparent, efficient, and accountable governance. One of the key innovations introduced is the e-Catalogue system, an electronic procurement platform provided by the National Public Procurement Agency (LKPP). This study aims to evaluate the implementation of the e-Catalogue in sports equipment procurement at the Youth and Sports Office (Dispora) of Semarang City, focusing on its mechanisms, supporting and inhibiting factors, and its impact on procurement governance. This research employed a descriptive qualitative approach, involving eight informants consisting of structural officials and suppliers. The findings indicate that, in general, the implementation of the e-Catalogue has been effective, particularly in terms of time efficiency, price transparency, and accountability enhancement. However, several challenges remain, including the lack of formal policy dissemination, limited digital literacy among some staff, insufficient internet infrastructure, and unstructured inter-unit coordination. Based on these findings, the study recommends several strategic measures: (1) establishing a permanent inter-unit coordination team, (2) strengthening human resource capacity through continuous training, (3) developing a digital dashboard for real-time monitoring, (4) providing limited public access to procurement reports, and (5) fostering partnerships with suppliers through technical forums and routine evaluations. These measures are expected to optimize the implementation of the e-Catalogue and serve as a best practice model for other local government institutions.

Abstract

As cities grow and diversify, public institutions play a vital role in urban planning, particularly in climate adaptation, infrastructure improvement, and community welfare.  In Indonesia, the Public Satisfaction Index (Indeks Kepuasan Masyarakat—IKM) provides a standardized tool to capture citizens’ perceptions of service quality, thereby influencing policy formulation, resource allocation, and strategies for service improvement. This study aims to provide the government with insights into the relevance of IKM to the quality of public services, particularly in terms of infrastructure and facilities. The research employs a quantitative approach with a descriptive analysis to provide a detailed and comprehensive description of the research population.  The research data utilises IKM measurements in accordance with Regulation 14/2017 of the Minister of Administrative and Bureaucratic Reform, as well as field observations, particularly in relation to infrastructure and facilities. The IKM survey covered 156 public service units with more than 3,000 respondents, while field observations were conducted on 25 purposively selected units. Observational parameters included building condition, service room quality, toilet facilities, completeness of supporting infrastructure, and accessibility for vulnerable groups such as persons with disabilities, the elderly, women, and children.  The results of this research show that there is a relationship between the value of IKM and the quality of facilities and infrastructure in the city of Surakarta. Several aspects, such as the availability and completeness of facilities and infrastructure, especially for people with special needs, have a direct impact on the public satisfaction index.

Abstract

Kegiatan Penyusunan Kajian Kesiapan Masyarakat Dalam Pelaksanaan Smart City Fokus pada Smart Living, Smart Environment, Smart Banding Kota Surakarta merupakan serangkaian kegiatan dalam rangka mningkatkan kualitas pelaksanaan rencana pembangunan Smart City di Kota Surakarta. Sebagaimana tertuang didalam dokumen Masterplan Solo Smart City, Visi pengembangan Smart City Kota Surakarta “Solo Smart City : Smart Culture dan Smart Urban Services”, untuk mewujudkan visi tersebut dicapai melalui enam misi yang berkaitan dengan Misi RPJMD Kota Surakarta periode 2016-2021 yang mensyaratkan tanda keberhasilan Smart City, yaitu: Smart Environment, Smart Society, Smart Economy, Smart Governance, Smart Branding, dan Smart Living. Dalam mewujudkan Visi dan 6 Misi Smart City tersebut, Pemerintah Kota Surakarta telah merancang rencana pembangunan Smart City baik jangka pendek, jangka menengah mapun jangka panjang yang dituangkan kedalam Masterplan Solo Smart City. Selanjutnya guna mengetahui kesiapan masyarakat dalam implementasi pembangunan Smart City, perlu dilakukan Kajian Kesiapan Masyarakat Dalam Pelaksanaan Smart City dengan fokus pada Smart Living, Smart Environment, Smart Banding.
