This study examines the performance of the Civil Servant Police Unit (Satpol PP) in Bandung City in controlling street vendors (PKL). The issue focuses on the high rate of public order violations by PKL despite existing regulations. This qualitative descriptive research utilized in-depth interviews for data collection. The findings reveal that the effectiveness of Satpol PP's performance can be assessed through three approaches: goal-oriented, resource-based, and stakeholder-focused. The goal-oriented approach indicates the achievement of a Public Order Index of 6.90 in 2024, aligning with the vision of a livable city. The resource-based approach highlights the efficient management of funding, amounting to IDR 28.8 billion, and human resources predominantly from Grade II. Meanwhile, a public perception survey rated the performance as "orderly," with a satisfaction ratio of 0.71. Recommendations include enhancing human resource training, strengthening regulations, and adopting technology for real-time monitoring of PKL activities. Emphasis on collaboration between local government, community, and other stakeholders is crucial for sustaining effectiveness. This study underscores the importance of a comprehensive approach to improving public services and supporting Bandung City's vision as a livable city.

This research examines the organizational agility of the Secretariat General of the Ministry of Maritime Affairs and Fisheries (SETJEN KKP) following Indonesia's bureaucratic reform, which mandated structural simplification, position equalization, and team-based work systems to enhance public sector responsiveness. Against the backdrop of rapid technological advancements and the VUCA (volatility, uncertainty, complexity, ambiguity) environment, the research evaluates SETJEN KKP's alignment with Wolter Aghina’s agile framework across five dimensions: Strategy, Structure, Processes, People, and Technology. Using a qualitative descriptive approach, the study collected primary data through interviews and observations, supplemented by secondary data from regulations, reports, and documents. Findings indicate progress in agility, particularly through structural simplification and digital adoption (e.g., Electronic-Based Government Systems). However, challenges persist, including budget inflexibility, limited functional position mobility, and cultural resistance to change. The study highlights the need for optimized coordination, process innovation, and dynamic human resource development to realize agile transformation fully. Theoretically, it contributes to public administration literature on bureaucratic reform; practically, it offers policymakers insights into refining agile implementation in Indonesia’s public sector.

Efforts to improve the quality of public services are essential to ensure the fulfillment of basic rights of the community, including in the health sector, which is one of the key indicators in building superior and competitive human resources. This study aims to analyze the quality of health services for pregnant women at Akhmad Berahim Hospital, Tana Tidung Regency through five dimensions of SERVQUA: tangible, reliability, responsiveness, assurance, and empathy. The research method used is qualitative descriptive with data collection techniques through observation, interviews and documentation. Interviews were conducted with informants who have the power of knowledge regarding the research objectives. Meanwhile, the data analysis techniques used are data reduction, data presentation, and conclusion drawn. The results of the analysis show that the service is quite good, with adequate physical facilities, professional medical personnel, and affordable cost policies. However, several challenges need to be overcome, such as the limited number of medical personnel, especially specialist doctors, and the need to improve facilities, including air conditioning and medical equipment for the diagnosis of complications. The reliability and assurance dimensions show positive achievements through the implementation of good SOPs, service time efficiency, and the competence of medical personnel that create a sense of security for patients. Responsiveness can be seen from clear service information, although it still needs improvement to meet complex patient needs. The empathetic attitude of medical staff and the free milk program help increase patient satisfaction and create positive relationships

This study examines the effectiveness of Legal Metrology policy implementation in traditional markets, using Citeko Market in Purwakarta Regency, Indonesia, as a case study. It addresses issues of inaccurate weighing practices that disadvantage consumers and erode market trust. Employing a qualitative descriptive method, data was collected through interviews, field observations, and document analysis. Analysis was conducted using Winter’s (1990) policy implementation model, covering five dimensions: policy content, organizational coordination, management mechanisms, bureaucratic behaviour, and target group responses. The findings reveal weak inter-agency collaboration, inadequate daily oversight, and technical vulnerabilities in digital weighing instruments. Despite the existence of formal regulations and routine inspections, persistent gaps hinder consistent enforcement and consumer protection. The study concludes that implementation is only partially effective and recommends strengthening institutional coordination, increasing supervisory capacity, and enhancing public awareness to ensure fair trade and rebuild consumer trust.

Penelitian ini bertujuan untuk mengetahui peran pengawasan terhadap mutu pendidikan di Kabupaten Tana Tidung, Kecamatan Sesayap Hilir. Penelitian ini menggunakan metode penelitian kualitatif deskriptif dengan teknik pengumpulan data melalui observasi, dokumentasi, dan wawancara dengan informan terpilih, yaitu Kepala Dinas Pendidikan, Koordinator Pengawas Pendidikan, Pengawas Pembina, Kepala Sekolah, Kepala Bidang Pembinaan Pendidikan Dasar, Seksi Kurikulum, Komite Sekolah, dan Guru. Konsep peran pengawasan dalam penelitian ini adalah fungsi utama dan tugas pengawas sekolah dalam meningkatkan mutu pendidikan di Kabupaten Tana Tidung, Kecamatan Sesayap Hilir. Analisis data dalam penelitian ini menggunakan tiga alur kegiatan, yaitu reduksi data, penyajian data, dan penarikan kesimpulan (verifikasi). Hasil penelitian menunjukkan bahwa penggunaan metode pengawasan dalam meningkatkan mutu pendidikan di SMPN Tana Tidung sangat penting, di mana pengawasan aspek manajerial dan akademik dilakukan oleh pengawas sekolah melalui koordinasi dengan koordinator pengawas dan kepala sekolah. Bentuk pengawasan manajerial mencakup aspek administrasi sekolah yang dilaksanakan secara berkala, sedangkan pengawasan aspek akademik mencakup kelengkapan perangkat pembelajaran yang digunakan guru. Pengawasan ini menjadi hal penting dalam upaya peningkatan mutu pendidikan. Faktor pendukung peran pengawasan dalam meningkatkan mutu pendidikan di SMPN Tana Tidung Kecamatan Sesayap Hilir antara lain adanya respon positif dari pihak sekolah setiap kali pengawas melakukan kunjungan, terutama dari kepala sekolah.

This study is aimed at examining scientific literatures written by international authors focusing on disaster management agency topic that are related to public policy from the first paper published in 1995 to 2022 using bibliometric study employing a database from Scopus. To visualize the results, this study utilizes VOSviewer version 1.6.17. The results showed that this topic emerged in Thailand which focused on roles of local level disaster management agency in carrying out rehabilitation and reconstruction activities in district level. However, Federal Emergency Management Agency, or the United States Disaster Management Agency, was considered to be the most researched disaster management agency. Besides, open-access social science articles dominated the type of publications in this research area. Moreover, the United States and its authors were perceived as the most productive and influential country and authors. Meanwhile, the United Kingdom was recognized as the most influential sources title with Journal Disasters served the most productive and influential source title. Besides, the affiliation among Austria, Nigeria, South Africa, and the United States were acknowledged as the most productive and influential affiliations. The analysis also indicated that this topic developed and strongly connected to disaster and disaster management research areas. Considering the comprehensive nature of bibliometric analysis, this study may help scholars get a broad view of the relevant issues, while at the same time identifying reputable publications worth studying for reference.

Badan Usaha Milik Desa (BUMDes) merupakan suatu lembaga skala desa yang didirikan atas dasar pemenuhan kebutuhan masyarakat, pemecahan masalah, dan pemanfaatan potensi. Pada proses pengelolaannya, seringkali ditemukan tantangan seperti pengaturan organisasi, menemukan dan mengembangkan potensi desa, serta promosi. Penelitian ini bertujuan untuk mendeskripsikan kemampuan BUMDes dalam pemanfaatkan potensi desa di Desa Bayongbong Kabupaten Garut. Fokus penelitian ini mengacu pada komponen yang dikemukakan oleh Horton (2003), bahwa kapasitas organisasi dapat dinilai melalui dua komponen, yaitu: Komponen Resources yang terdiri dari staff members dan infrastructure, technology, and financial resources serta Komponen Management yang terdiri dari strategic leadership, program and process management, dan networking and linkages. Metode penelitian yang digunakan yaitu kualitatif dengan teknik pengumpulan data meliputi obervasi, analisis dokumen, dan wawancara kepada Pemerintah Desa, pengelola BUMDes, dan masyarakat Desa Bayongbong. Hasil penelitian menunjukkan bahwa kapasitas BUMDes Karya Mekar dalam memanfaatkan potensi desa masih belum optimal. Penilaian sumber daya menunjukkan keterbatasan, khususnya yang berkaitan dengan sumber daya manusia, infrastruktur, dan manajemen program usaha. Selain itu, kemampuan pengelolaan BUMDes juga perlu ditingkatkan terutama pada bidang perencanaan, pelaksanaan program, dan manajemen risiko. Penelitian ini menyimpulkan bahwa diperlukan upaya konkrit untuk meningkatkan kapasitas BUMDes agar mampu berjalan secara optimal, khususnya dalam pemanfaatan potensi desa.

This research aims to analyze the effectiveness of the early childhood education operational assistance fund in improving early childhood education in Tana Tidung Regency. This research employs a qualitative research method, which is a method used to study natural conditions where the researcher acts as the key instrument. The data generated is descriptive in nature, and data analysis is conducted inductively. The data obtained in this study utilize data collection techniques such as in-depth interviews, observations, and documentation. The effectiveness of the early childhood education operational assistance fund implemented by the Department of Education and Culture in Tana Tidung Regency analyzed through three factors (Goal Attainment, Integration, and Adaptation), is generally underway, but not fully effective. This can be evidenced in terms of goal achievement, where fund distribution is on target and timely, and in terms of procedures and benefits, where it effectively alleviates the burden of education expenses. Concerning the factor of integration, which involves processes of socialization, clarity of information, synchronization of activities, transparency, and accountability in the utilization of the School Operational Assistance fund, there are still weaknesses in terms of synchronization between schools and the department regarding the importance of openness and transparency in school financial management. Regarding the adaptability factor, analyzed through the ability to respond to changes, the availability of infrastructure and the utilization of technology in the School Operational Assistance fund is not yet fully effective. This can be observed in terms of human resources' proficiency in information technology and the inadequacy of infrastructure.

This study aims to analyze how and to what extent the quality of service and facilities influence the satisfaction of inpatients at Malinau Hospital on the satisfaction of inpatients at Malinau Hospital, partially and simultaneously. The type of research used is a quantitative approach with a cross sectional study design with the aim of describing and analyzing whether there is a relationship between the independent variable and the dependent variable. The population in this study, the number of inpatient visits from June to October 2023 was 1,152, with a research sample of 92 respondents. Data collection techniques used questionnaires, interviews and documentation studies. The data analysis technique uses SPSS version 25. The results of the research obtained a multiple linear regression equation Y = 5.119 + 0.064 significant impact on the satisfaction of inpatients at Malinau District Hospital. The simultaneous test (F test) shows that the quality of services and facilities have a significant effect on the satisfaction of inpatients at Malinau Hospital simultaneously. The partial coefficient of determination (R2) shows that the variables (X1), (X2) are able to explain the variable (Y) by 55.0%. Meanwhile, the remaining 45.0% is explained by other variables not identified in this study.
