Abstract

Penelitian ini bertujuan untuk mendeskripsikan bagaimana peran P2TP2A dalam pendampingan perempuan dan anak korban Kekerasan Dalam Rumah Tangga di Kota Cimahi. Latar belakang penelitian ini didasari dari fenomena bahwa tindak kekerasan terhadap perempuan dan anak dalam rumah tangga merupakan suatu masalah sosial yang sangat serius, namun kurang mendapat tanggapan dan perhatian dari pemerintah, masyarakat dan juga para penegak hukum karena tindak kekerasan pada perempuan dan anak dianggap suatu hal yang wajar disebabkan hak suami sebagai pemimpin dan kepala keluarga dan terjadi dalam wadah perkawinan yang legal. Sehingga perempuan dan anak sebagai korban kekerasan terbesar, memendam dan merasakan berbagai bentuk kekerasan baik fisik maupun psikis yang dialaminya dalam rumah tangga. Penelitian ini menggunakan pendekatan deskriptif kualitatif yang diperoleh melalui studi pustaka, observasi dan wawancara yang mendalam. Dari analisis hasil temuan penelitian menunjukkan bahwa; a) dalam pelaksanaan pendampingan adanya mekanisme pelaporan dari korban terhadap P2TP2A; b) adanya pelaksanaan pendampingan secara psikologis bagi korban. Faktor penghambat adalah LK3 lebih dominan dibandingkan P2TP2A dalam memberikan pendampingan serta terbatasnya sumber dana untuk operasional dari P2TP2A dan juga karakteristik korban dan penyebab KDRT yang tidak sama. Sedangkan factor pendukung adalah adanya keberanian dari korban untuk melapor dan adanya koordinasi dengan komponen-komponen yang lain dan tergabung dalam tim P2TP2A.

Abstract

Sentralisasi dan desentralisasi adalah dua istilah yang tidak lagi asing di telinga kita saat ini. Dalam praktik kehidupan berbangsa dan bernegara, sentralisasi dan desentralisasi adalah sebuah kontium. Karena tidak ada sebuah negara yang secara penuh hanya menggunakan azas sentralisasi saja dalam penyelenggaraan pemerintahannya. Sebaliknya juga tidak mungkin penyelenggaraan pemerintahan hanya didasarkan pada azas desentralisasi saja. Sentralisasi adalah memusatkan seluruh wewenang kepada sejumlah kecil manajer atau yang berada di posisi puncak pada suatu struktur organisasi. Sentralisasi banyak digunakan pada pemerintahan lama di Indonesia sebelum adanya otonomi daerah. Sedangkan desentralisasi dapat diartikan sebagai pengalihan tanggung jawab, kewenangan, dan sumber-sumber daya (dana, manusia dan lain-lain) dari pemerintah pusat ke pemerintah daerah. Berubahnya sentralisasi menjadi desentralisasi membawa perubahan dalam sistem pemerintahan diantaranya Pilkada langsung dan Pemilu Presiden. Meskipun dirasa sebagai perubahan ke arah positif tetap saja timbul nada pesimis dan pandangan negatif dari berbagai kalangan tentang pelaksanaan pilkada di Indonesia tidak meniadakan arti pentingnya institusi ini dalam konsolidasi demokrasi di era desentralisasi ini.

Abstract

In Sukamulya Village, Baregbeg Subdistrict, Ciamis Regency, at present there are several private sectors that are involved in determining the success of development in the village, the private sector was involved in an effort to accelerate rural development. The research itself was conducted in 2018 in the village of Sukamulya, Baregbeg district, Ciamis Regency. The method used in the study is a qualitative method through literature studies, field observations and very in-depth interviews with Sukamulya villagers. The involvement of private sector at Sukamulya Village make a big change in sukamulya village which had previously been underdeveloped is now a fairly developed village among rural villages in the sub-district. Baregbeg ciamis district, beside that can reduce unemployment there. So from the research we can know that the involvement of Private Sector determines the successful of develompment programme.

Abstract

Dewasa ini, kerjasama keamanan bilateral dianggap tidak cukup untuk menangani peningkatan interdependensi regional dan lingkup ketidakpastian keamanan di Asia tenggara. Hal ini membawa pada terciptanya proposal promosi multirateral. Pada akhirnya ASEAN memutuskan untuk membentuk ARF (ASEAN Regional Forum) sebagai bentuk multirateralisasi dikarenakan beberapa motivasi seperti, regional mengalami perubahan lingkungan yang akan menekan negara-negara ASEAN untuk mempertanyakan keamanan regionalnya. Oleh karena itu dibutuhkan suatu kerjasama multirateral di dalam asosiasi untuk menangani masalah keamanan. Motivasi lain yang menguatkan ASEAN membentuk ARF adalah keinginan anggotanya untuk lepas dari ikatan ketergantungan terhadap Cina, Jepang, dan Amerika. Demikian juga dengan terbentuknya ASC tidak dimaksudkan untuk menggagas suatu pakta pertahanan atau aliansi militer seperti NATO. ASC dibentuk dengan tujuan untuk memperkuat kapasitas nasional dan regional guna memberantas terorisme dan kejahatan lintas batas lainnya. Berkaitan dengan hal tersebut, dewasa ini, kerjasama keamanan bilateral dianggap tidak cukup untuk menangani peningkatan interdependensi regional dan lingkup ketidakpastian keamanan di Asia tenggara. Hal ini membawa pada terciptanya proposal promosi multirateral. Pada akhirnya ASEAN memutuskan untuk membentuk ARF (ASEAN Regional Forum) sebagai bentuk multirateralisasi dikarenakan beberapa motivasi seperti, regional mengalami perubahan lingkungan yang akan menekan negara-negara ASEAN untuk mempertanyakan keamanan regionalnya. Abstract

Economic development in order to improve the welfare of the people in the Indonesia-Timor Leste border region has a very important role in the development of the Indonesian border region in general. Belu Regency is a district directly adjacent to Timor Leste and is the main entrance to the border area between Indonesia and Timor Leste. Belu Regency saves a lot of natural wealth such as agriculture, plantations, animal husbandry, and tourism, but the utilization of its potential is not optimal. This is due to the low level of education, skills, experience, knowledge and motivation possessed by the community in exploring and developing the potential of their area. In addition, security factors and violations of law in border areas also hinder the implementation of development. So efforts are needed to overcome these problems such as education and training by the central government together with local governments by involving the community so that the community is more empowered. The involvement of the TNI/Polri in cooperation with the Timor Leste security forces to address security issues at the border.

Abstract

The Employee Value Proposition (EVP) represents the perceived overall deal between employer and employee. The employer offers the employee and expects contributions from the employee in return. The inducements and contributions consist of mutual obligations and promises. Inducements typically concern career progression, organisational support, fair and transparent performance management and more tangible things such as pay and holiday entitlements. Contributions related to working hours, being an employer advocate within and outside the organisation, bringing skills, enthusiasm and entrepreneurship to productive work. Importantly, within the overall deal, nested deals are operating at different organisation levels, such as the tailored, workable arrangements forged between the team leader and team members. These reflect opportunities available for employees to shape their work experience. Top-performing companies create a sustainable EVP and total rewards strategy based on the needs, demographics and preferences of their workforce. Employee value Proposition refers to the rewards and benefits an employee receives in return for his performance at the organisation's workplace. The characteristics of the EVP need to be reflected in the corporate and employer brands. This paper takes reviews the concept of employee value proposition along with the business significance of human resource management.

Abstract

Penelitian ini membahas bagaimana peran LK3 Kota Cimahi dalam pemberdayaan perempuan korban KDRT. Penelitian ini dilatarbelakangi oleh fenomena kekerasan yang terjadi pada perempuan yang biasanya dilakukan oleh mereka yang dianggap lebih kuat. Bentuk-bentuk kekerasan adalah fisik dan psikis. Banyak korban tidak berani angkat bicara karena menganggapnya sebagai masalah rumah tangga dan aib keluarga sehingga diperlukan peran lembaga atau organisasi yang dapat memberdayakan perempuan korban KDRT. Kajian dari penelitian ini adalah untuk melihat bagaimana LK3 dalam menjalankan perannya untuk memberdayakan perempuan korban kekerasan dalam rumah tangga. Penelitian ini menggunakan metode kualitatif yang menghasilkan data deskriptif yang diperoleh melalui studi kepustakaan, observasi dan wawancara mendalam dengan informan. Informan dalam penelitian ini antara lain pegawai LK3, masyarakat dan juga perempuan korban KDRT yang dianggap mampu memberikan informasi yang valid.

Abstract

Living as street children is not a pleasant choice, because they are in conditions with no clear future, and their existence often becomes a "problem" for many parties, families, communities and the state. According to the 1945 Constitution, "abandoned children are cared for by country". By the Minister of Social Affairs Regulation Number 08 of 2012 Article 1 paragraph (8) concerning the Implementation of social welfare is a directed, integrated and sustainable effort carried out by the Government, regional government and the community in the form of social services to meet the basic needs of every citizen. which includes social rehabilitation, social security, social empowerment, and social protection. This study aims to obtain a comprehensive picture of how Dinsosnangkis City of Bandung's efforts to deal with street children. This research uses a descriptive qualitative approach. The results showed that in the context of policy content and the implementation of human and financial resources, it is very influential on the achievement of policy objectives and resource factors, especially financial, in this case, the budget becomes an obstacle in the implementation of Dinsonsnangkis policy in dealing with street children in Bandung City.

Abstract

Implementing e-government has become an important strategy in increasing public transparency in the digital era. This research aims to analyze the role of e-government in increasing public transparency in the Bandung Regency Government. Using a descriptive qualitative approach, data was collected through in-depth interviews with government officials, public service users, as well as observations of official websites and e-government applications used in Bandung Regency. The research results show that the implementation of e-government in Bandung Regency has succeeded in increasing access to public information, speeding up administrative services, and increasing local government accountability. However, there are a number of obstacles faced, such as limited technological infrastructure and human resource capacity. The implications of this research indicate that strengthening information technology systems and increasing human resource capacity through intensive training is necessary to optimize the implementation of e-government in supporting public transparency. This research makes a significant contribution to understanding the relationship between e-government and transparency at the local government level, as well as offering relevant policy recommendations.

Abstract

The role of the Cimahi City Regional Government is very important in organizing Technical guidance and all stages of the 2024 General Election in the Cimahi City General Election Commissions working area. Apart from budgeting, regional governments are also responsible for ensuring that elections in their working areas run smoothly. One important part of the preparation for holding elections is the existence of technical guidance activities for all Voting Organizing Group members who work in Cimahi City. This is to ensure that all election organizing officers are ready to carry out their roles and functions. The purpose of this research is to understand and find out about the implementation of Technical Guidance for Voting Organizing Group Members in Cimahi City. The method used in this research is a qualitative research method with an observation approach. The observation approach in research is a scientific method in research in an effort to record and directly observe the phenomena that occur in Cimahi City during preparations for the 2024 General Election in Cimahi City. The research results show that the Cimahi City Government has made maximum efforts to ensure that the 2024 General Election runs smoothly. One of the efforts to ensure that the elections run smoothly is through the implementation of technical guidance for Voting Organizing Group members as the spearhead in organizing the 2024 elections. In developing knowledge, this research can contribute to adding scientific treasures and references within the scope of Government or Public Administration Science related to the implementation Election.
