Abstract

Tujuan penelitian untuk mendeskripsikan secara mendalam tentang perencanaan supervisi PPAI Kota Jayapura dalam peningkatan kompetensi guru madrasah. Jenis penelitian ini adalah penelitian lapangan bersifat deskriptif kualitatif. Pendekatan penelitian menggunakan pendekatan teologis normatif, yuridis normatif, pedagosis, sosiologis. Sumber data primer penelitian ini adalah 43 informan di Kota Jayapura yaitu; 1 orang Kepala Kantor Kementerian Agama Kota Jayapura, 1 orang Kepala Seksi Pendidikan Islam, 1 orang Pengawas PAI, 1 orang kepala Balai Diklat Keagamaan Provinsi Papua, 1 orang petugas di LPMP (Lembaga Penjaminan Mutu Pendidikan) Provinsi Papua, 19 orang Kepala Madrasah, dan 19 guru PAI yang dijadikan sasaran pengamatan serta laporan pengawas. Metode pengumpulan data menggunakan observasi, wawancara, dokumenasi dan penelusuran referensi. Instrumen utama penelitian ini adalah peneliti sendiri, buku catatan, HP sebagai alat perekam dan alat photo. Teknik pengolahan data menggunakan model analisis Miles and Huberman (pengumpulan data, reduksi data, penyajian data, penarikan kesimpulan). Pengujian keabsahan data dalam penelitian ini menggunakan triangulasi sumber, triangulasi teknik, dan triangulasi waktu. Hasil penelitian menunjukkan bahwa PPAI Kota Jayapura telah melakukan 9 indikator perencanaan supervisi. Perencanaan supervisi bersifat umum. Belum didapati penjelasan rinci tentang data-data evaluasi supervisi guru-guru madrasah tahun sebelumnya (2016/2017). Hal ini menimbulkan ketidak jelasan rencana supervisi yang dilakukan PPAI terhadap masing-masing guru madrasah tahun pelajaran 2017/2018.

Abstract

ISLAMIC EDUCATION SUPERVISION: INTEGRATING THE CONCEPT OF HISBAH WITH TRANSFORMATIONAL LEADERSHIP THEORY This research and journal aim to analyze the implementation of Islamic education supervision by integrating the concept of hisbah and transformational leadership theory at MI Darul Ulum Tambakrejo, Sidoarjo. The research employs a qualitative approach with a case study design. Data for this study were collected through in-depth interviews, observation, and documentation, involving the school principal and teachers as the primary sources of information. This research indicates that the educational supervision at MI Darul Ulum is not only evaluative in nature but also focuses on guidance based on Islamic values such as amr ma’ruf nahi munkar (enjoining what is right and forbidding what is wrong), justice, and exemplary conduct (keteladanan). The school principal plays the role of a muhasib with a function of moral supervision, as well as a transformational leader who motivates and inspires teachers. The implemented transformative Islamic supervision contributes to the enhancement of teachers' professionalism and spirituality. However, some constraints were found, such as limited time and initial resistance to the supervision's early implementation. This supervision model has the potential to become an ideal approach for Islamic educational institutions in strengthening overall learning quality.

Abstract

This study aims to examine the integration of data-driven approaches with the principle of shura in Islamic education management using a Systematic Literature Review (SLR) based on the PRISMA 2020 protocol. A total of 27 selected articles from reputable databases such as Scopus, Web of Science, and SINTA (2020–2025) were analyzed. The findings indicate a significant shift from administrative digitalization toward advanced data analytics and intelligent algorithms in decision-making processes. However, the dominance of technological approaches risks neglecting ethical, spiritual, and value-based dimensions inherent in Islamic education. Therefore, this study emphasizes the integration of Islamic epistemology, including bayani, burhani, and irfani, in decision-making. The concept of shura acts as a collective validation mechanism for data analysis results, ensuring that decisions are not purely algorithmic. This study proposes the Data-Driven Shura (DDS) model as an integrative framework combining data analytics with Islamic values to support holistic decision-making. The contribution lies in bridging modern technology with Islamic ethical principles in educational management.
