Abstract

This paper discusses the role of paradiplomacy in implementing the World Maritime Axis policy in the field of tourism in the digital economy era. With the method of qualitative analysis the writer finds that paradiplomasi plays an active role in the effort to realize the implementation of the World Maritime Axis which is the domain of President Jokowi. Paradiplomasi conducts international cooperation in the form of sister city to promote national tourism which is certainly the leader of the Indonesian sector in the state budget revenues. This then becomes ediplomacy for local governments and becomes a benchmark in creating e-government and ends in good governance in regional economic development in line with national economy. That is why, hopefully this study is able to become a prescription and become a reference in building an integrated state with the 4.0 era 4.0.

Abstract

This paper describes the paradiplomacy of the Jember Regency. This paper shows that the Jember Regency’s paradiplomacy through city diplomacy can act as an actor who can cooperate with countries such as Japan and Canada in various fields in order to be a safe and comfortable regency. In doing so, the local government seeks to create international connections through sister cities and smart cities. This effort is a strategy to enter the digital era, which demands more innovative and creative regions. Jember Regency uses a conservative type of paradiplomacy which in line with the Ministry of Foreign Affairs as the foreign relations coordinator. Thus, the relationship built is in the form of a joint coordinator formula and parallel harmony between the capital city and the local government. In addition, educational cooperation was conducted by the University of Jember as a form of soft power to introduce many foreigners’ artistic identity, values, and local culture.

Abstract

Gamelan Dadali adalah satu-satunya kelompok gamelan di Rusia yang dibina langsung oleh KBRI di Moskow. Grup ini memiliki peran penting karena telah banyak mempromosikan budaya Indonesia di Rusia dan Belarus. Anggotanya terdiri dari warga Rusia yang terampil dalam memainkan gamelan dan menjadi sinden. Penelitian ini menggunakan metode deskriptif-analisis dengan sumber data sekunder yang diperoleh melalui buku, artikel, berita, dan situs web. Sedangkan objek penelitian yang digunakan adalah grup Gamelan Dadali yang telah memperkenalkan budaya Indonesia melalui wayang kulit, memadukan gamelan dengan yoga, hingga penggunaan gamelan untuk mengiringi acara pagelaran busana. Respons positif dari masyarakat Rusia menunjukkan pentingnya budaya dalam memperkuat hubungan antarbangsa. Sehingga dengan adanya pertukaran budaya, kedua negara dapat memperoleh manfaat serta meningkatkan hubungan diplomatik yang telah terjalin. Tujuannya adalah untuk menciptakan kesan yang positif di Rusia dan meningkatkan eksistensi Indonesia di tingkat internasional. Hasil penelitian menunjukkan bahwa berbagai pihak terlibat dalam melaksanakan diplomasi budaya Indonesia di Rusia. Diantaranya yaitu pemerintah, individu, ataupun masyarakat. Pemanfaatan media seperti laman web resmi, Youtube dan Instagram telah memperluas jangkauan penonton

Abstract

This research aims to explain Indonesian sub-state diplomacy as a style of contemporary Indonesian diplomacy to achieve national interests. Currently, national interests are not only carried out in a monopolistic manner by the state. However, sub-state actors are also involved as actors who support Indonesian diplomacy in the contemporary era. This article uses a qualitative methodology based on case studies. This research uses data collection techniques of observation, interviews and literature. This research shows that cooperation between regions, namely Australia represented by New South Wales and Indonesia represented by DKI Jakarta, has the potential for good cooperation. This is based on the excellent relations between the two countries plus sister city cooperation between the two capital regions to support the implementation of cooperation. The cooperation carried out in the tourism sector is a collaboration between two regions which is very profitable in the tourism economic sector. Because both regions are areas that have the same character, namely maritime areas. This cooperation must be based on collaboration at the country level using the joint comparative foreign policy method. This means that the regional government supports national cooperation which is implemented in the form of sister city cooperation.

Looking at the contribution of Indonesia's leadership in the region that has been built for a long time, it can be seen, among others, through Indonesia's prominent role in the Southwest Pacific region through the Southwest Pacific Dialogue (SwPd). Seeing how Indonesia became the initiator at that time can be the basis for Indonesia's leadership in the Southwest Pacific region today. This paper aims to find out how Indonesia's geopolitically oriented foreign policy under the leadership of President Jokowi is further examined in the southwest Pacific region. The theory used in this study is poliheuristic theory. The research method used is a qualitative paradigm with descriptive analysis and secondary data collection techniques from various relevant references. The results show that under President Jokowi's leadership, a reorientation of Indonesia's foreign policy in the Southwest Pacific region is crucial. This is based on the orientation of Indonesia's national interests, especially securing and ensuring that the political and security fields become the top priorities in foreign policy.

Abstract

This activity aims to explain and disseminate the consequences and circulation of illegal narcotics circulation and the role of youth. This activity also explains the factors that cause massive illegal narcotics trafficking in Indonesia. This activity was carried out at the Cilandak Branch of the Aisyah Orphanage Foundation in South Jakarta from May to November 2019. This activity took the form of socialization and discussion with the orphanage children and orphanage administrators. This activity involves lecturers and practitioners. This research describes the consequences of narcotics' excessive trafficking from various scientific perspectives such as social, political, legal, cultural, and economic. The result obtained is that children from orphanages are vulnerable to illegal drug trafficking. Life experience before entering an orphanage is a vulnerability for them to be contaminated. Thus, the researchers provided the orphanage children with the knowledge and formed a unit of anti-narcotics officers who functioned as informants in the event of irregularities in the illegal distribution of narcotics. Hopefully, this program can be expanded and increase the knowledge of many people so that narcotics will no longer threaten Indonesian society's stability and security.

Abstract

This paper examines the role of women in addressing the spread of COVID-19 in Indonesia, employing a qualitative methodology through a case study approach. Data were collected using literature review techniques, serving as a source of secondary data. The findings indicate that key female figures—specifically the Minister of Women’s Empowerment and Child Protection (PPPA), the Minister of Social Affairs, and the Governor of East Java—played critical roles as regulators, implementers, and evaluators. As regulators, they contributed to the formulation of laws and policies; as implementers, they monitored policy enforcement and actions in the field; and as evaluators, they assessed the operational effectiveness of these policies to ensure targeted and efficient outcomes. Theoretically, these women exemplify the application of feminist values in governance, using their legitimate authority to advocate for inclusive and gender-sensitive responses to the pandemic. Their dual identities as state officials and women—who often bear the brunt of health crises—position them uniquely to understand the lived experiences of women and children. Moreover, women, particularly in the domestic sphere, serve as primary managers in preventing their households from becoming new clusters of COVID-19 transmission. When women are involved in policy-making and implementation, they are better positioned to shape interventions that directly address the needs of vulnerable populations.

Abstract

Indonesia has many types of coffee that can be exported abroad. Coffee is one of Indonesia's export products that can enter Kazakhstan, a country similar to Indonesia. Both are countries with a Muslim majority. This multicultural country in Central Asia has experienced increasing growth in coffee shops since 2019-2020. Central Asia is a target for Indonesia's economic diplomacy because it has the potential to increase exports and investment. Kazakhstan's strategic position as a trade and business center in Central Asia means that this country will re-export coffee to surrounding countries, namely Kyrgyzstan, Uzbekistan, and Mongolia. Researchers are interested in seeing how Indonesia’s coffee diplomacy strategy improves bilateral relations between Indonesia and Kazakhstan because there has been no research on Indonesia’s coffee diplomacy with Kazakhstan. The research was conducted using qualitative research methods, such as collecting primary data through interviews and observations and secondary data through literature reviews from articles, journals, books, video documentation, and publication documentation. Researchers have observed Kazakhstan and see that Indonesian coffee products are attractive and suitable for foreigners and local Kazakhs. The Embassy of the Republic of Indonesia in Astana promotes coffee by displaying Indonesian coffee products at the Indonesian Cultural Center and displaying or bringing coffee products to various state events, approaching or lobbying the market or distributors, and establishing agreements in terms of policy.

Abstract

This research aims to explain Indonesia's diplomacy to make Bahasa Indonesia an official language at UNESCO. This research was conducted because Indonesian is one of the languages with the largest number of speakers in the world. In addition, Indonesian is also a form of Indonesia's soft power to the world. This research applied the concept of language as power and diplomacy theory for analysis, utilizing a literature review approach. The results of this study show that Indonesian diplomacy is carried out through shutle diplomacy and total diplomacy, by mobilizing all components of the nation as well as sustainable actions in accordance with the mandate of the Ministry of Education and Culture Regulation. So that all elements of the nation have a duty to do this through various ways. One of them is done through educational channels such as BIPA, or cooperative institutions with governments in various countries to study Indonesia comprehensively. This BIPA phenomenon is the first step to learning about Indonesia holistically. Indonesian diplomacy is also successful because various countries have used Indonesian as part of communication in addition to the official language, for example Vietnam, Canada, Poland, Australia etc.
