Abstract

This paper discusses the consideration of the formulation of Indonesia's foreign policy and diplomacy in the digital era in the economic and social fields. This study uses a qualitative paradigm with a descriptive analysis type. This research uses a case study method with secondary data collection techniques taken from various relevant references such as books, journals and reports and others. So this research uses a research library. The author uses poly-acoustic theory and foreign policy formulations in the digital era. Hasilyang found that the formulation of foreign policy in the digital era contains the question of why it is oriented towards promoting foreign policy, What, is oriented towards policy support in the digital era, who, namely the government, companies and society. Then the question where, in the country and region. And how about through politheuistic. The analysis found that the formulation of Indonesia's foreign policy and diplomacy has two considerations, namely cognitive cognition and rational calculation. Thus, it is concluded that Indonesia's interests in the economic and social fields have a great opportunity to make Indonesia a transforming country in the digital era.

Abstract

This research answers how Indonesia's economic diplomacy strategy is in the G20 global economic forum. This research uses a qualitative approach, literature study and the concept of economic diplomacy to analyze the data. The results show that Indonesia's diplomacy strategy which is implemented through the national strategic plan in the G20 forum forms a pattern of economic diplomacy regarding trade, commerce and finance. The novelty of this research is to prove the character of Indonesia's economic diplomacy in the G20 forum as a country that is in an evolving cluster. External economic management and policies through coordination between ministries; trade promotion which is an integration of political and economic efforts; the Ministry of Foreign Affairs to actively promote investment, particularly through the ambassador and BKPM. The role and diplomacy of Indonesia's economy is a commitment to maintaining national, regional and international economic stability as a form of national and international interests.

Abstract

The transformation of governance from centralized to decentralized opens the role of local governments to contribute in advancing national interests. The birth of the Regional Autonomy Law as a legal framework for local governments to pursue development goals by looking at a number of potentials they have. The role of local governments is not only becoming a local actor but also an international actor known as ‘paradiplomacy’. The example of paradiplomacy in international relations is initiating cooperation on foreign investment to attract foreign investors. Makassar is one city that has been implementing paradiplomacy to create a smart city in order to achive good governance characterized by integrity, accountability, and transparent. Therefore, due to the rapid progress of the information technology every single town and district as well as province should create IT-based smart city to create a public service that is more efficient and innovative. Keywords: Transformation of governance, paradiplomacy, investment, international relations, smart city, information technology

Abstract

This article aims to explain the study of paradiplomacy in the unitary state. With the case study of Indonesia, the author explains the role of paradiplomacy and the potential of proto-diplomacy in a unitary state like Indonesia. This article uses a qualitative method with a case study method with research data sources, journal articles, books, reports and other relevant sources. The results found that the role of paradiplomacy in Indonesia is still conservative because it still follows the boundaries that have been set. Post-reform the role of paradiplomacy is very stretched, especially in big cities such as Jakarta, Bandung, Surabaya, which already have strategic partners abroad. This role opens up opportunities for cooperation in economic, social, cultural, educational and other fields that are needed by para-diplomacy. The role of paradiplomacy has been stated in various regulations as the basic foundation for moving in search of strategic partners abroad. Although it has a positive impact, it turns out that there is potential for proto-diplomacy in Indonesia. This is especially the case for areas that have a history of popular movement for regional independence. This movement has the potential to lead to disintegration. However, it can be muted if each party can reduce ego and commitment to build together.

Abstract

This study aims to explain the relationship of public expression and interpretation to the meaning of State Defense in the digital era. This study used quantitative methods to a number of respondents who were selected. This study took a sample of social media as a medium to capture the National Defense of the Digital Public. The results found that about more than 3 percent of the people expected to be a role of State Defense in governance. Then about more than 8 percent who rated State Defense as a negative activity and there were about more than 58 percent who chose neutral. Thus State Defense is still expected as an adhesive element of the nation to rebuild sovereign, justice and prosperous governance

Abstract

Indonesia dan Australia adalah dua negara bertetangga dengan hubungan bilateral yang dinamis. Pada tahun 2018, keduanya sepakat untuk meningkatkan kemitraan melalui Indonesia-Australia Comprehensive Strategic Partnership (IA-CSP). Melalui IA-CSP, kedua negara berkomitmen untuk meningkatkan kerja sama pada sektor-sektor strategis dan saling menjaga stabilitas keamanan kedua negara dan kawasan Indo-Pasifik. Akan tetapi, pada tahun 2021 Australia justru membangun aliansi pertahanan bersama Amerika Serikat dan Inggris dengan nama AUKUS. Tujuan utama pembentukan aliansi pertahanan AUKUS ini adalah peningkatan kapabilitas militer Australia melalui pengadaan kapal selam bertenaga nuklir. Kondisi ini tentu bertentangan dengan pilar-pilar IA-CSP, terutama pilar ketiga dan kelima. Dengan menggunakan pendekatan kualitatif serta wawancara dan studi pustaka sebagai metode pengumpulan data, artikel ini ditulis untuk menganalisis implementasi IA-CSP pasca pembentukan aliansi pertahanan AUKUS. Untuk memahami dan menjelaskan isu tersebut, penulis menggunakan teori kemitraan strategis, konsep aliansi pertahanan, dan konsep keamanan kolektif. Berdasarkan studi ini, penulis menemukan bahwa keberadaan aliansi ini tidak secara langsung menghambat implementasi IA-CSP karena kedua negara cenderung dapat menurunkan ego masing-masing dalam berbagai situasi dan kondisi untuk tetap bekerja sama pada isu-isu strategis.

Abstract

This paper describes the paradiplomacy of the Jember Regency. This paper shows that the Jember Regency’s paradiplomacy through city diplomacy can act as an actor who can cooperate with countries such as Japan and Canada in various fields in order to be a safe and comfortable regency. In doing so, the local government seeks to create international connections through sister cities and smart cities. This effort is a strategy to enter the digital era, which demands more innovative and creative regions. Jember Regency uses a conservative type of paradiplomacy which in line with the Ministry of Foreign Affairs as the foreign relations coordinator. Thus, the relationship built is in the form of a joint coordinator formula and parallel harmony between the capital city and the local government. In addition, educational cooperation was conducted by the University of Jember as a form of soft power to introduce many foreigners’ artistic identity, values, and local culture.
