Abstract

The drafting of the Amendment to LKPP Regulation No. 7/2021 faces challenges in harmonizing with national policies and regional human resource and institutional needs. This study analyzes the drafting process, evaluates the substance and technical suitability, and identifies obstacles and alternative efforts. This study employs a descriptive qualitative method, with data collected through literature review, documentation, participatory observation, and semi-structured interviews. Data analysis uses the interactive model of Miles and Huberman (1992) with the 5W1H approach, analysis of the principles of good governance of the UNDP (1997), and Ministry of Law and Human Rights Regulation No. 23/2018. The results of the study indicate that the principles of participation, transparency, accountability, and strategic vision have been optimally implemented, while legal certainty, effectiveness and efficiency, fairness, and consensus orientation remain weak due to the absence of an Inter-Ministerial Committee (PAK), power imbalances, substantive disharmony, and inconsistencies in drafting techniques. Efforts undertaken LKPP include the formation of the PAK, cross-unit task forces, and strengthening internal harmonization. This study emphasizes the need to strengthen cross-sectoral coordination and the completeness of supporting documents to ensure a systematic, effective, and legally compliant legal drafting process.

Abstract

The provision of abstracts in legal products is an essential element in supporting public information transparency, as it serves as a summary of the rationale, legal basis, and content of the regulation. However, in the Legal Documentation and Information Network (JDIH) of the Secretariat of the Bandung City Regional House of Representatives, many legal products, particularly Mayor Regulations issued in 2015, are not yet accompanied by abstracts. This condition indicates that the management of legal documentation has not been optimized in accordance with the provisions of the Minister of Law and Human Rights Regulation No. 8 of 2019. This study aims to describe the implementation of abstract preparation by the JDIH unit, identify its supporting and inhibiting factors, and formulate efforts for optimization. A qualitative descriptive method was employed through observation, interviews, and literature review. The findings show that although abstract preparation refers to technical guidelines, limitations in human resources, facilities, and work systems remain the main obstacles. Supporting factors include clear regulations and adequate competence of legal personnel. In conclusion, strengthening internal policies, enhancing human resource capacity, improving infrastructure, and integrating digital systems are necessary to ensure that the provision of abstracts for legal products is carried out consistently, accountably, and in support of open legal information services to the public.

Abstract

Objectivity in performance assessment is a crucial indicator in the success of bureaucratic reform; however, its application often faces structural constraints within supporting units of high-state institutions. This research aims to analyze the barriers to the implementation of the Government Agency Performance Accountability System (SAKIP) and to formulate intervention strategies at the Secretariat of the Presidential Advisory Council (Setwantimpres). Utilizing a descriptive qualitative method, the research found a disparity between planning documents (de jure) and the reality of field workloads (de facto), which triggers window dressing practices. Furthermore, the validity of scores is distorted by recency effect bias and the ewuh pakewuh culture. As a concrete solution, this research formulates a revitalization of performance instruments that transforms 10 service elements into 25 measurable quality statements, as well as the formulation of a Technical Guideline Booklet. This intervention is designed to shift the assessment paradigm from subjective assumptions to evidence-based assessment through a standardized service detail validation mechanism.

Abstract

The institutional image of the House of Representatives of the Republic of Indonesia (DPR RI) is a crucial element of government administration, as it directly influences political legitimacy, the effectiveness of representative functions, and the quality of state–society relations. This study aims to examine the government public relations strategy of the DPR RI as an integral component of public communication governance in strengthening the image of the legislative institution. Using a descriptive qualitative approach, the research draws on field observations, in-depth interviews, document analysis, and literature review to explore how DPR RI Public Relations performs its strategic role in accordance with principles of public administration and government public relations standards. The findings indicate that the DPR RI’s communication strategy operates through four main instruments: digital communication, public information disclosure services through the Information and Documentation Management Officer (PPID), public education programs, and media relations. These instruments are implemented using the RACE (Research, Action, Communication, Evaluation) model as an operational framework for planning, executing, and evaluating public communication. Furthermore, the strategy reflects the Dynamic Government paradigm, particularly in terms of thinking ahead, thinking across, thinking again, and digital adaptation, emphasizing institutional adaptability, cross-unit coordination, and organizational learning. However, the study also identifies persistent challenges, including limited human resources, underdeveloped communication standard operating procedures, and high exposure to negative media coverage. Therefore, strengthening governance-based public relations strategies, enhancing communication capacity, and modernizing the digital ecosystem are essential to building a more credible, accountable, and sustainable institutional image of the DPR RI.
