Abstract

Penelitian ini bertujuan untuk menggambarkan perencanaan komunikasi pemerintahan dalam pengelolaan konten media sosial di Dinas Komunikasi dan Informatika (Diskominfo) Provinsi Jawa Barat. Fokus utama penelitian ini adalah untuk mengetahui prosedur pembuatan konten media sosial, mengevaluasi kesesuaian prosedur tersebut dengan peraturan Presiden Nomor 9 Tahun 2015 tentang Pengelolaan Komunikasi Publik, mengidentifikasi strategi yang dapat diterapkan untuk meningkatkan daya tarik konten yang disajikan. Metode yang digunakan adalah deskriptif kualitatif, dengan pengumpulan data primer melalui wawancara dan data sekunder melalui dokumentasi dan studi literatur. Jumlah informan yang terlibat dalam penelitian ini sebanyak dua orang yang ditentukan berdasarkan purposive sampling. Hasil penelitian menunjukkan bahwa prosedur pembuatan konten di Diskominfo Provinsi Jawa Barat dimulai dari penyusunan materi oleh content creator, dilanjutkan dengan proses editing dan revisi oleh pimpinan, serta akhirnya dipublikasikan oleh admin media sosial. Meskipun prosedur ini sudah terstruktur, terdapat ketidakjelasan dalam arahan yang menyebabkan ketidaksesuaian antara konten yang dihasilkan dengan pedoman yang berlaku. Untuk meningkatkan daya tarik konten, diperlukan strategi komunikasi yang lebih terarah, seperti penggunaan bahasa yang ringan dan visual yang menarik bagi audiens. Selain itu, perlu adanya penyusunan panduan konten yang lebih rinci, keterlibatan lebih banyak stakeholder dalam proses pembuatan konten, penyesuaian bahasa dengan karakteristik audiens, dan evaluasi berkala untuk meningkatkan efektivitas komunikasi publik. This study aims to describe government communication planning in managing social media content at the Communication and Informatics Agency (Diskominfo) of West Java Province. The primary focus of this research is to examine the procedures for creating social media content, evaluate their alignment with Presidential Regulation Number 9 of 2015 on Public Communication Management, and identify strategies to enhance the appeal of the presented content. The study employs a qualitative descriptive method, collecting primary data through interviews and secondary data through documentation and literature review. The research involves two informants selected through purposive sampling. The findings indicate that the content creation process at Diskominfo West Java begins with material preparation by content creators, followed by editing and revision by the leadership, and ultimately published by social media administrators. Although the procedure is structured, there is a lack of clear direction, leading to inconsistencies between the produced content and the applicable guidelines. To enhance content appeal, a more targeted communication strategy is needed, such as using simple language and engaging visuals tailored to the audience. Additionally, developing more detailed content guidelines, involving a broader range of stakeholders in content creation, adjusting language to audience characteristics, and conducting regular evaluations are essential to improving the effectiveness of public communication.

Abstract

Penelitian ini dilatarbelakangi oleh belum optimalnya keterbukaan informasi publik di lingkungan legislatif daerah, khususnya terkait publikasi risalah rapat. Risalah rapat merupakan salah satu bentuk informasi yang wajib disediakan oleh badan publik sebagai bagian dari implementasi prinsip transparansi dan akuntabilitas. Penelitian ini bertujuan untuk mengkaji pelaksanaan keterbukaan informasi publik melalui praktik publikasi risalah rapat yang dilakukan oleh Sekretariat Dewan Perwakilan Rakyat Daerah Kota Bandung. Penelitian ini menggunakan pendekatan kualitatif deskriptif dengan teknik pengumpulan data melalui studi terhadap peraturan perundang-undangan, wawancara dengan pihak terkait, serta kajian literatur. Hasil penelitian menunjukkan bahwa publikasi risalah rapat oleh Sekretariat Dewan Perwakilan Rakyat Daerah Kota Bandung masih terbatas pada rapat paripurna saja, sedangkan jenis rapat lainnya yang bersifat terbuka belum tersedia untuk diakses publik. Kondisi ini menunjukkan masih adanya keterbatasan dalam penerapan prinsip keterbukaan informasi. Oleh karena itu, diperlukan penguatan sistem dokumentasi dan digitalisasi arsip risalah, publikasi yang dilakukan secara berkala melalui situs resmi, serta peningkatan kapasitas sumber daya manusia agar prinsip transparansi dan akuntabilitas dapat terwujud secara lebih optimal di lingkungan legislatif daerah.  This study is motivated by the limited implementation of public information disclosure within the regional legislative environment, particularly in the publication of meeting minutes. Meeting minutes are a mandatory form of public information that supports transparency and accountability. This research aims to examine how public information disclosure is practiced through the publication of meeting minutes by the Secretariat of the Regional House of Representatives (Dewan Perwakilan Rakyat Daerah) of Bandung City. A qualitative descriptive approach was used, with data collected through a study of laws and regulations, interviews with relevant stakeholders, and a review of related literature. The findings reveal that the publication of meeting minutes is still limited to plenary sessions, while other types of meetings that should be publicly accessible remain unpublished. This indicates ongoing limitations in the implementation of public information principles. Therefore, improvements are needed in documentation systems, digital archiving of meeting minutes, regular publication through the official website, and capacity-building for human resources to ensure more effective transparency and accountability in the regional legislative body.

Abstract

Background of the study: Libraries, as public service providers, have an obligation to provide excellent service. Evaluation of the quality of public services from a gender perspective can help policymakers to develop gender-based services, retain current service users, and attract new service users. Purpose: To evaluate the quality of library services at the Balai Yanpus DPAD DIY from a gender perspective and to prepare recommendations for improvements for the Balai Yanpus DPAD DIY. Method: This research uses quantitative methods and data collection techniques through questionnaires with 270 respondents. Data was analyzed using gap analysis, conformity analysis, and visualization using the Importance Performance Analysis (IPA) method via SPSS Version 26 software. Findings: Based on the gap and conformity analysis results, it is known that female and male respondents have different service quality indicators that are considered to meet users expectations. There are 5 indicators for female users and 6 indicators for male users that have succeeded in meeting the expectations. These indicators also have a level of conformity value exceeding 100%. The results of the IPA Matrix analysis of male and female service users also show that there are 5 indicators  in Quadrant 3 so that they require improvement even though they are not the main priority. Conclusion: This study concludes that the quality of library services at Balai Yanpus DPAD DIY still needs to be improved in order to achieve maximum public satisfaction and provide excellent services. This study contributes to the development of studies related to public services and library science by taking a gender perspective in its analysis.

Abstract

Kota Bandung sebagai ibu kota Provinsi Jawa Barat mengalami pertumbuhan ekonomi yang pesat dalam beberapa dekade terakhir. Perkembangan ini tidak hanya berdampak positif pada peningkatan taraf hidup masyarakat, tetapi juga menimbulkan berbagai permasalahan sosial dan tata kelola kota. Salah satu permasalahan utama yaitu meningkatnya aktivitas ilegal, seperti pemasangan reklame tanpa izin dan pelanggaran oleh pedagang kaki lima (PKL). Penelitian ini bertujuan menganalisis peran Satuan Polisi Pamong Praja (Satpol PP) Kota Bandung dalam menegakan Perturan Daerah untuk menjaga ketertiban umum dan memberikan perlindungan masyarakat. Studi ini mencakup pendekatan preventif dan represif yang digunakan, serta tantangan yang dihadapi dalam pelaksanaan tugas di lapangan. Metode Penelitian yang digunakan adalah metode kualitatif deskriptif, data dikumpulkan melalui observasi langsung, wawancara dengan petugas Satpol PP dan masyarakat, serta analisis dokumen resmi, seperti peraturan daerah dan laporan kinerja. Hasil penelitian menunjukkan bahwa meskipun Satpol PP telah menjalankan berbagai program, seperti patroli rutin, pembongkaran reklame ilegal, dan penertiban PKL, efektivitasnya masih terhambat oleh kendala seperti kebocoran informasi razia, kurangnya sarana dan prasarana, serta persepsi masyarakat yang cenderung negatif terhadap tindakan hukum yang dilakukan. The city of Bandung, as the capital of West Java Province, has experienced rapid economic growth in the last few decades. This development not only has a positive impact on improving people's living standards, but also raises various social and urban governance problems. One of the main problems is the increase in illegal activities, such as placing advertisements without permits and violations by street vendors (PKL). This research aims to analyze the role of the Bandung City Civil Service Police Unit (Satpol PP) in maintaining public order and providing community protection. This study covers the preventive and repressive approaches used, as well as the challenges faced in carrying out tasks in the field. The research method used is a qualitative method, data was collected through direct observation, interviews with Satpol PP officers and the community, as well as analysis of official documents, such as regional regulations and performance reports. The research results show that although Satpol PP has implemented various programs, such as routine patrols, dismantling illegal billboards, and controlling street vendors, its effectiveness is still hampered by obstacles such as leaks of raid information, lack of facilities and infrastructure, as well as public perceptions that tend to be negative towards the legal actions taken.

Abstract

Identitas Kependudukan Digital merupakan inovasi pelayanan administrasi kependudukan berbasis teknologi informasi yang dikembangkan oleh Kementerian Dalam Negeri. Penelitian ini bertujuan untuk menganalisis penerapan Identitas Kependudukan Digital sebagai bagian dari kebijakan e-Government di Kelurahan Ampel, Kota Surabaya. Metode yang digunakan adalah deskriptif kualitatif melalui observasi, wawancara, dan dokumentasi selama kegiatan magang. Hasil penelitian menunjukkan tiga permasalahan utama dalam implementasi Identitas Kependudukan Digital, yaitu: (1) belum adanya integrasi lintas sektor antara Identitas Kependudukan Digital dengan instansi pelayanan publik dan swasta, (2) keterbatasan infrastruktur dan kapasitas teknis pelayanan yang berdampak pada lamanya proses aktivasi, serta (3) rendahnya literasi digital dan kepercayaan masyarakat terhadap keamanan data. Permasalahan ini dianalisis menggunakan teori keberhasilan e-Government dari Indrajit yang mencakup elemen support, capacity, dan value. Ditemukan bahwa lemahnya dukungan kebijakan, keterbatasan sumber daya, dan resistensi masyarakat menjadi hambatan utama pelaksanaan Identitas Kependudukan Digital di tingkat kelurahan. Penelitian ini merekomendasikan penguatan regulasi integratif, peningkatan sarana pelayanan, serta strategi edukasi publik berbasis komunitas untuk mempercepat transformasi digital layanan administrasi kependudukan. The Digital Population Identity (Identitas Kependudukan Digital) is an innovation in population administration services based on information technology developed by the Ministry of Home Affairs. This study analyzes the implementation of Digital Population Identity  as part of the e-Government policy in Ampel Subdistrict, Surabaya City. A qualitative descriptive method was used through observation, interviews, and documentation during an internship. The findings reveal three main challenges: (1) the lack of cross-sectoral integration between Digital Population Identity  and public/private institutions, (2) limited technical infrastructure and service capacity, and (3) low digital literacy and public trust in data security. These issues are analyzed using Indrajit's e-Government success framework, focusing on support, capacity, and value. The study finds that weak policy coordination, limited resources, and community resistance hinder the local implementation of Digital Population Identity  . It recommends strengthening integrative regulations, improving service infrastructure, and adopting community-based digital literacy programs to accelerate the digital transformation of population administration services.

Abstract

Penelitian ini bertujuan untuk mendeskripsikan pelaksanaan tugas pembuatan abstrak produk hukum Peraturan Walikota Tahun 2015 yang dilakukan oleh bagian Jaringan Dokumentasi dan Informasi Hukum (JDIH) Sekretariat DPRD Kota Bandung tahun 2024, serta menganalisis faktor pendukung dan penghambatnya. Laporan ini juga memberikan rekomendasi upaya optimalisasi penyediaan abstrak produk hukum sesuai dengan standar pengelolaan dokumentasi hukum. Metode yang digunakan adalah deskriptif kualitatif dengan teknik pengumpulan data melalui observasi, wawancara, studi pustaka, dan dokumentasi. Hasil penelitian ini adalah Hasil penelitian menunjukkan bahwa pembuatan abstrak di JDIH Sekretariat DPRD Kota Bandung belum optimal, dengan masih banyaknya produk hukum yang tidak disertai abstrak. Meskipun didukung oleh pedoman teknis yang baku serta sumber daya manusia (SDM) yang kompeten, namun masih terdapat beberapa hambatan mencakup keterbatasan SDM dan sarana prasarana yang berakibat pada keterlambatan dan inkonsistensi output. Oleh karena itu, diperlukan upaya penguatan sumber daya manusia (SDM), perbaikan sarana prasana teknologi informasi, dan penguatan koordinasi kelembagaan untuk menjamin optimalisasi penyediaan abstrak hukum secara berkelanjutan.

Abstract

AbstrakInspektorat Daerah merupakan salah satu unit yang melakukan pengawasan terhadap dana desa demi terwujudnya pengelolaan yang akuntabel dan transparan.  Inspektorat Daerah berperan sebagai Aparat Intern Pemerintah atau APIP yang melakukan reviu, monitoring, evaluasi, pemeriksaan, serta bentuk pengawasan lainnya. Objek penelitian adalah Inspektorat Daerah Kabupaten Lumjang. Tujuan dari penelitian ini yaitu untuk menganalisis dan mengetahui faktor-faktor kendala Inspektorat Daerah Kabupaten Lumajang dalam proses pengawasan pengelolaan dana desa. Metode analisis yang digunakan adalah metode kualitatif dengan teknik triangulasi data. Hasil penelitian yang dilakukan bahwa terdapat beberapa faktor baik internal dan eksternal yang menjadi penghambat bagi Inspektorat Daerah Kabupaten Lumajang untuk melakukan pengawasan pengelolaan dana desa secara efektif. Faktor internal sendiri disebabkan karena kurangnya sumber daya manusia pada perangkat Inspektorat Daerah Kabupaten Lumajang dan pengurangan anggaran sejak tahun 2020. Sementara itu, faktor eksternal disebabkan oleh kurangnya koordinasi dengan pihak kecamatan dan sistem fraud risk control yang menimbulkan beberapa permasalahan baru dari pihak luar inspektorat. Sehingga masih banyak hal yang harus dibenahi dan ditingkatkan oleh Inspektorat Daerah Kabupaten Lumajang dalam menghadapi kendala-kendala tersebut. Kata kunci: Kendala, Pengawasan, Dana desa. AbstractThe Regional Inspectorate is one of the units that supervises village funds to achieve accountable and transparent management. The Regional Inspectorate acts as an Internal Government Apparatus or APIP which carries out reviews, monitoring, evaluation, inspections and other forms of supervision. The research object is the Lumjang Regency Regional Inspectorate. This research aims to analyze and determine the factors that constrain the Lumajang Regency Regional Inspectorate in the process of monitoring village fund management. The analytical method used is a qualitative method with data triangulation techniques. The results of the research showed that there were several factors, both internal and external, which became obstacles for the Lumajang Regency Regional Inspectorate to supervise the management of village funds effectively. Internal factors themselves are caused by a lack of human resources in the Lumajang Regency Regional Inspectorate and budget reductions since 2020. Meanwhile, external factors are caused by a lack of coordination with sub-district officials and the fraud risk control system which has given rise to several new problems from parties outside the inspectorate. So there are still many things that need to be addressed and improved by the Lumajang Regency Regional Inspectorate in dealing with these obstacles.Keywords:  Constraints, Supervision, Village Funds.

Abstract

Ensuring that library services strictly comply with national library standards is urgently essential. As a government institution responsible for managing library affairs, the Balaiyanpus DPAD DIY must deliver high-quality and fully standardized public services without compromise. Failure to meet these standards can directly undermine service effectiveness, whereas strong adherence will significantly enhance service performance and boost public satisfaction.. The descriptive and qualitative research method is implemented by systematically collecting data through literature reviews, direct observations, and documentation analysis. National Library Regulation No. 2/2024 serves as the main reference to operationalize a legalistic analysis, which is then compared with the empirical conditions observed in the field. Nine aspects with 18 success indicators are examined through a legalistic analytical approach. The findings urgently demonstrate that the Balaiyanpus DPAD DIY has complied with the national standards for provincial library services as mandated by National Library Regulation No. 2/2024. Given the critical role of standardization in ensuring accountable and high-quality public services, future research should promptly extend this analysis to encompass the full scope of national standards for provincial libraries stipulated in the regulation.

Abstract

Pangandaran West Beach is a popular destination visited by many tourists, both local and international. This study aims to analyze the tourism suitability index and carrying capacity of the West Coast of Pangandaran, West Java, as a beach recreation-based tourist destination. This research was conducted in April 2025. The method used was direct observation to collect primary data on environmental parameters, with 5 stations spaced 636 m apart. Data analysis was conducted using the tourism suitability index and the area's carrying capacity, categorized into three main types: beach recreation, camping, and swimming. The results showed that the tourism suitability index for Pangandaran West Beach in the categories of beach recreation, camping, and swimming tourism was 97.3%, 91.7%, and 85.9%, respectively, and is classified as "very suitable." Meanwhile, the carrying capacity of the area for beach recreation activities is 340 people per day, for swimming activities is 255 people per day, and for camping activities is 1,592 people per day. This value represents the hypothetical maximum capacity of visitors that can be accommodated without harming the beach ecosystem or compromising the quality of the tourist experience.

Abstract

The institutional image of the House of Representatives of the Republic of Indonesia (DPR RI) is a crucial element of government administration, as it directly influences political legitimacy, the effectiveness of representative functions, and the quality of state–society relations. This study aims to examine the government public relations strategy of the DPR RI as an integral component of public communication governance in strengthening the image of the legislative institution. Using a descriptive qualitative approach, the research draws on field observations, in-depth interviews, document analysis, and literature review to explore how DPR RI Public Relations performs its strategic role in accordance with principles of public administration and government public relations standards. The findings indicate that the DPR RI’s communication strategy operates through four main instruments: digital communication, public information disclosure services through the Information and Documentation Management Officer (PPID), public education programs, and media relations. These instruments are implemented using the RACE (Research, Action, Communication, Evaluation) model as an operational framework for planning, executing, and evaluating public communication. Furthermore, the strategy reflects the Dynamic Government paradigm, particularly in terms of thinking ahead, thinking across, thinking again, and digital adaptation, emphasizing institutional adaptability, cross-unit coordination, and organizational learning. However, the study also identifies persistent challenges, including limited human resources, underdeveloped communication standard operating procedures, and high exposure to negative media coverage. Therefore, strengthening governance-based public relations strategies, enhancing communication capacity, and modernizing the digital ecosystem are essential to building a more credible, accountable, and sustainable institutional image of the DPR RI.
