ABSTRACTThis study purposed to find out and analyze the Effectiveness of the Performance Accountability System of Government Agencies in increasing Local Government Accountability in Wajo Regency. The type of research used descriptive qualitative with data collection techniques through interviews and observations. The results of this study showed that the implementation of the Performance Accountability System for Government Agencies (SAKIP) at the Regional Secretariat of Wajo Regency had not effectively. As shown in the following three dimensions: 1) The overall goal achievement had been carried out in stages related to the implementation of SAKIP but was not optimal because it was still focused on improving the Planning and Measurement stage related to the implementation of SAKIP. 2) The integration of processes and procedures related to socialization were not according to expectations, and one of the obstacles was the response from the leadership of the Regional Apparatus to attend activities related to the implementation of SAKIP and only sent to be represented so that communication was not optimal. 3) The adaptation carried out in the implementation of SAKIP had not run effectively. This was because the availability of facilities and infrastructure based on IT connections was not adequate even though office equipment and supplies were adequate and there was still a lack of guidance on human resources. This study purposed to determine the Performance of Employees in Guiding Prisoners at Class IIB prison at Jeneponto Regency. This study used qualitative research. Data collection techniques used observation, interviews with 6 informants. Data analysis used an interactive analysis model. The results showed that the performance of employees in guiding prisoners was quite good but needed to be improved to be more optimal, this was seen from the aspect of quality, performance in guiding prisoners was still lacking even though in providing services and work in accordance with procedures and rules, but there were still a few prisoners get different treatment, quantity, ability of employees were quite good because the selection process was very strict by the state, punctuality and discipline were mandatory duties of employees and arranged time to be more organized and did not other activities that could be hinder employee performance so that activities could run well in accordance with the timeliness, the effectiveness of employees' performance was good, both in terms of work reports and task completion were run well because they worked in accordance with guidelines and directives, and work performance commitment had completed the task on time and accurately .

The purpose of this study was to determine organizational communication in the One Stop Investment and Integrated Service Office, to know the minimum service standards that exist in the One Stop Investment and Integrated Service Office, and to find out how strong influence organizational communication had on the improvement of minimum service standards at The Office of Investment and One Stop Services of Enrekang Regency. This study used quantitative methods. The research data were collected using data collection techniques using a questionnaire in the form of a checklist and documentation. The data were analyzed using descriptive statistics with a simple linear regression formula. The data was explained in the form of tables, the frequency and narrative results of the processed data with the help of SPSS. The results showed that there was an influence of organizational communication on improving the minimum service standards in the Office of Investment and One Stop Services in Enrekang Regency which was very significant, namely the value of t count t table = (10.473 1.675), so Ho was rejected, meaning that there was a significant effect. Pembangunan merupakan tolak ukur perkembangan suatu daerah. Otonomi daerah yang digencarkan pemerintah telah membuat Sebagian besar daerah-daerah seluruh Indonesia telah melakukan pembangunan disegala sektor baik informal maupun formal. Pembangunan jalan merupakan salah satu hal yang sangat penting sebagai pendukung utama dinamika dan aktivitas ekonomi baik dipusat maupun di daerah. Jalan juga memiliki manfaat strategis yaitu salah satunya menciptakan lapangan pekerjaan yang berskala besar. Penelitian ini bertujuan untuk mengetahui perencanaan pemerintah dalam pembangunan infrastruktur jalan di Kelurahan Tonrorita Kecamatan Biringbulu Kabupaten Gowa. Adapun metode penelitian pada penelitian ini adalah deskriptif kualitatif dengan tekkhnik pengumpulan data melalui pbservasi wawancara. Hasil penelitian diketahui bahwa pemerintah kelurahan tonrorita sudah memenuhi pedoman RPJM. Hal tersebut dapat dilihat dari peran pemerintah daerah dalam hal kelurahan dalam melakukan pembangunan jalan yang disesuaikan dengan rencana pembangunan jangkah menengah (RPJM). Namun berdasarkan hasil penelitian masih ada beberapa indikator yang belum berjalan dengan baik, seperti kurangnya sumberdaya manusia.

This study aimed to determine the Management of Tourism Sector Levies in Increasing the Original Revenue of Takalar Regency. The type of research used descriptive qualitative. There were 10 informants used in this study .data collection techniques were observation, interview and documentation . Data analysis used the analysis process which was carried out simultaneously with the data collection process. And used 3 types of triangulation in data validation. The results showed that the management of the tourism sector levies in increasing local original income showed quite good , this was seen from the indicators (1) Planning was optimal enough to carry out development and management so that the development of tourism could develop sustainably, (2) Organizing was quite well by dividing positions according to their skills and abilities (3) Directing sufficiently maximally by trying to make planning a reality through various directions (4) Supervision that had been carried out according to management functions.

This research aims to determine employee work motivation at PT. Firman Mulya Jaya Makassar City. This type of research uses qualitative methods with a case study approach research type, data collection techniques through observation, interviews and documentation. The research results show that employee work motivation at PT. Firman Mulya Jaya Makassar City has attempted to meet needs based on work motivation indicators according to Abraham Maslow, (1) Physiological needs, companies have not fully met these needs with various policies. (2) The need for security, the company meets employee needs by providing work safety equipment, health benefits and old age security. (3) Social needs or a sense of belonging through strong teamwork in a work environment that involves teamwork. (4) The need for appreciation has also been fulfilled through recognition and appreciation. (5) The need for employee self-actualization is reflected through a proactive attitude in finding new solutions.

This research tries to describe the theory of competence to see the performance of family program companion hope. Competence is needed to improve co-performance in Makassar city. Competence becomes one of the important factors to improve performance. This method uses qualitative methods with the type of deskriptif. The result of the research shows that there is an influence of competence of the accompanist of family program of hope to improve the performance of PKH assistant in Makassar city. It is viewed from two demension namely 1) Demand of intention in the form of personal character motivation, control of knowledge, 2) Dimension of action in the form of skill. it shows that greatly affect the performance performance of companion Program family hope with existence of competence possessed well can improve good performance.

This study examined the effectiveness of "Abbulogading" Village Enterprises (BUMDes) in 2018 in Bulogading Village, Bontonompo District, Gowa Regency. The purpose of this study was to determine the effectiveness of the management of village-owned enterprises in increasing community independence and strengthening the village economy. This study used Purpuporsive Sampling technique with the number of informants as many as 5 people through decision studies and field studies consisting of documentation interviews and observations then analyzed qualitatively The Results of this study showed that the presence of BUMDes in the village of Bulogading could help and increase productivity in the form of profits in 2018, aspects of the efficiency of the use of organizational resources for the development of BUMDes seen from cooperation between members, aspects of satisfaction in the form of meeting the needs of employees / administrators in managing BUMDes, aspects of adaptation included employee / management responses, to know how effective the BUMDes itself and community responses about the presence of BUMDes in serving the needs of the community and the survival aspects of the Bulogading village community.

ABSTRACTThis study aimed to analyze and describe the implementation of illegal parking supervision by the local company (PD) Parking Makassar Raya. This study used qualitative research with a descriptive approach. Number of informants were 9 people and data collection techniques used observation, interview and documentation techniques. Data validation were triangulation of sources, techniques and time. Data analysis used data reduction, data presentation and conclusions. The results of this study showed that the implementation of illegal parking supervision by the Regional Company (PD) Parking Makassar Raya was good. The process of implementing supervision included Preventive and Repressive supervision between pre-implementation and post-monitoring. Preventive Supervision of the implementation of supervision at PD Parkir in terms of checking the results of target revenues and the realization of the last five years so that the PAD of parking fees had decreased, to maximize parking PAD the Parking Area Company made a breakthrough in implementing online parking, especially on potential roads on Boulevard Street. Also for the implementation of direct field supervision through Repressive Supervision, including the TRC team (Quick Reaction Team) was tasked with monitoring the whereabouts of illegal parking attendants in terms of taking action, arranging, giving directions to illegal parking attendants so as not to take illegal actions. media @HumasPD Parking.Keywords: Implementation of Preventive and Repressive Supervision

Tujuan penelitian ini adalah untuk mengetahui efektivitas penggunaan aplikasi Simbakda dalam hal pencapaian tujuan, integrasi, dan adaptasi di Badan Pengelolaan Keuangan dan Aset Daerah Kota Makassar. Jenis penelitian ini menggunakan pendekatan kualitatif dimana penulis bermaksud untuk mendeskripsikan efektivitas penggunaan aplikasi Simbakda di Badan Pengelola Keuangan dan Aset Kota Makassar dengan menyeleksi orang-orang tertentu yang dianggap memiliki pengetahuan lebih tentang aplikasi Simbakda. Hasil penelitian menunjukkan bahwa efektivitas penggunaan aplikasi Simbakda di Badan Pengelolaan Keuangan dan Aset Daerah Kota Makassar dapat dikatakan berjalan dengan baik jika diukur dengan pencapaian tujuan, integrasi dan adaptasi dalam menggunakan aplikasi Simbakda. Hal ini dapat dilihat dari tercapainya tujuan bahwa aplikasi Simbakda dapat meningkatkan kinerja Badan Pengelola Keuangan dan Aset Daerah yaitu bidang aset, namun masih banyak aset yang tidak dikelola dengan baik yang menyebabkan aset tersebut mengalami masalah, mengenai integrasi telah berjalan dengan baik atau aplikasi ini tersosialisasikan dengan baik. adaptasi tersebut telah berjalan dengan baik karena seluruh karyawan di bidang Aset mampu menggunakan aplikasi Simbakda dan meminimalisir kendala dalam menggunakan aplikasi Simbakda.
