Abstract

This research was motivated by the incomplete completion of the RI – RDTL state boundary in the Oekusi enclave area. Three segments are still problematic: the Noelbesi - Citrana segment, the Bijaelesunan - Oben segment, and the Haumeniana - Pasabe segment. On July 22, 2019, Wiranto (Coordinating Minister for Political, Legal and Security Affairs of the Republic of Indonesia) and Kay Rala The contents of the Agreement, among other things, stipulate that the Neolbesi – Citrana segment be divided into two, the Bijaelesunan – Oben segment to be completed by the 1904 Agreement between the Dutch and the Portuguese, and for the Haumeniana – Pasabe segment the boundary is determined by adjusting the line along the road according to the coordinate points of both parties. It will be determined later. This research was carried out in Haumeniana village, Bikomi Nilulat sub-district, North Central Timor district, focusing on the perceptions of the Haumeniana village community regarding the contents of the Wiranto. This means that the disputed area all belongs to RDTL. This research uses a descriptive qualitative approach. Data collection used interviews, observation and FGD techniques. This research concluded that all primary informants and FGD participants from elements of the Haumeniana community had negative perceptions of the contents of the Wiranto – Xanana Agreement.

Abstract

The tourism sector is the sector that has the most significant contribution in the world in every country. This research aims to examine and analyze the implementation of the hexa-helix principle in developing the tourism business and creative economy in West Sumba. The research was conducted using a descriptive qualitative model. The data collection method used interview and documentation mechanisms, then analyzed using triangulation-based qualitative methods. The results are classified, and coding is carried out to formulate data validation and reliability. This research found that academics, society and tourists answer that tourism in West Sumba has met the requirements in the context of education, meeting community needs and can attract quality tourists and has an impact on increasing local revenue. However, the hexa-helix concept in government, mass media and the business world is still being adjusted and needs to be fully operational. So, it has not reached the optimal level for marketing and developing sustainable tourism infrastructure.

Abstract

Abstrak: Malnutrisi dianggap menjadi faktor penting penyebab terjadinya stunting pada balita. Tujuan kegiatan ini adalah untuk meningkatkan pengetahuan dan keterampilan pemanfaatan serbuk kelor sebagai bahan tambahan dalam upaya pencegahan stunting. Solusi yang ditawarkan kepada 30 orang mitra TP PKK Kecamatan Sabu Tengah untuk mengatasi permasalahan kelompok adalah pengolahan nugget kelor, mie kelor dengan substitusi kelor/marungga. Metode yang digunakan adalah ceramah, praktik dan pendampingan selama program berjalan. Evaluasi PkM ini dilakukan dengan mengisi angket kuisioner yang telah disiapkan oleh tim PkM yang memperoleh hasil bahwa 20% “setuju” dan 80% “sangat setuju” bahwa materi yang disampaikan mudah dipahami, jelas dan terperinci. Serta 100% responden “setuju” bahwa pendampingan ini sesuai dengan kebutuhan, mampu menjawab dan memberikan solusi atas permasalahan yang dihadapi.Abstract: Malnutrition is considered to be an important factor causing stunting in toddlers. The aim of this activity is to increase knowledge and skills in using moringa powder as an additional ingredient in efforts to prevent stunting. The solution offered to 30 TP PKK partners in Central Sabu District to overcome the group's problems was processing moringa nuggets, moringa noodles with moringa/marungga substitution. The methods used are lectures, practice and mentoring throughout the program. This PkM evaluation was carried out by filling out a questionnaire that had been prepared by the PkM team which obtained results that 20% "agree" and 80% "strongly agree" that the material presented was easy to understand, clear and detailed. And 100% of respondents "agree" that this assistance meets their needs, is able to answer and provide solutions to the problems they face.

Abstract

Air availability has a very close influence on supporting food security. Air is an important input for agricultural production. Due to the dependence on water, during the dry season, many rivers and streams dry up and to overcome this community problem, the Kupang Regency government built a reservoir as a water reserve medium for. As one of the agricultural barns in NTT Province, it is necessary to conduct an analysis of water governance in the construction of reservoirs for the resilience of air supply for dry land agriculture in Kupang Regency, NTT Province. The method used in this study is a descriptive method with a qualitative approach with a total of 76 people who were determined purposively, then the primary and secondary data collected were analyzed using data analysis techniques from Creswell (2016). The results of the study found that water governance in the construction of reservoirs for air supply resilience for agriculture in Kupang Regency uses the theory of Van der Kerk, et al. (2013:8) with research results on aspects, 1) Uneven information flow, lack of training, and poor strategies hinder water use; 2) No clear roles between institutions, private sectors, and communities in management; 3) Policymakers are not involved in decision-making for water management processes.

Abstract

Abstrak: Stunting serta pencegahannya perlu dipahami oleh remaja, pemuda serta orang tua. Tujuan kegiatan ini adalah untuk memberikan pemahaman bagi mitra pada daerah kantong stunting tentang konsep stunting serta dampak dan penanganannya. Solusi yang ditawarkan kepada 38 orang mitra yang terdiri dari remaja, pemuda, orang tua dan ibu serta calon ibu untuk mengatasi permasalahan kelompok adalah perlunya pemahaman bahwa stunting bukan merupakan penyakit turunan, suanggi (sihir) ataupun genetik orang tua, selain itu diperlukan pamahaman tentang pemanfaatan berbagai pangan lokal yang melimpah di lokasi untuk pencegahan stunting. Metode yang digunakan adalah ceramah, praktik dan pendampingan selama program berjalan. Evaluasi PkM ini dilakukan dengan mengisi angket kuisioner yang telah disiapkan oleh tim PkM yang memperoleh hasil bahwa 20% “setuju” dan 80% “sangat setuju” bahwa materi yang disampaikan mudah dipahami, jelas dan terperinci. Serta 100% responden “setuju” bahwa kegiatan pengabdian ini sesuai dengan kebutuhan, mampu menjawab dan memberikan solusi atas permasalahan yang dihadapi.Abstract: Stunting and its prevention need to be understood by adolescents, young people and parents. The purpose of this activity is to provide an understanding for partners in stunting pocket areas about the concept of stunting and its impacts and handling. The solution offered to 38 partners consisting of adolescents, young people, parents and mothers and prospective mothers to overcome group problems is the need to understand that stunting is not a hereditary disease, suanggi (magic) or genetics of parents, in addition it is necessary to understand the use of various local foods that are abundant in the location to prevent stunting. The methods used are lectures, practices and mentoring during the program. The evaluation of this PkM was carried out by filling out a questionnaire that had been prepared by the PkM team which obtained the results that 20% "agree" and 80% "strongly agree" that the material presented was easy to understand, clear and detailed. And 100% of respondents "agree" that this community service activity is in accordance with needs, able to answer and provide solutions to the problems faced.

Abstract

This study examines the challenges of implementing the Electronic-Based Government System (SPBE) in Sabu Raijua Regency, one of Indonesia’s frontier, outermost, and least developed (3T) regions located in East Nusa Tenggara Province. The selection of Sabu Raijua as the focus of analysis is grounded in its representative status as a 3T area, which faces structural and contextual constraints in advancing digital governance. Employing a qualitative approach, the research involved in-depth interviews, field observations, and document analysis with 33 informants, including heads of local agencies, staff, and citizens as service recipients. The findings reveal four significant challenges in implementing SPBE for realizing digital bureaucracy in Sabu Raijua: (1) policy-related barriers, (2) institutional limitations, (3) inadequate infrastructure, and (4) weaknesses in application systems. SPBE enhances bureaucratic innovation and digital governance, thereby improving efficiency, accountability, and public participation. However, the implementation of SPBE in this region encounters unique challenges that demand innovative and adaptive approaches to ensure effectiveness and inclusiveness. Accordingly, the study highlights the need for locally tailored policies, adaptive and collaborative digital architecture, bottom-up approaches, and strengthening local bureaucratic capacity.

Abstract

82.3% of the population of Sabu Raijua Regency work as farmers with a high level of need for water but the geographical conditions of Sabu Island are not able to support this activity because the majority consists of dry land with a percentage of 97.51% and the number of rainy days is only approximately 100 days per year so that The Sabu Raijua Regency Government has built hundreds of reservoirs to meet agricultural activities, but the weak sustainability of the reservoir construction projects in Sabu Raijua Regency is a problem in itself. The method used in this research is a descriptive method with a qualitative approach with a total number of 76 people who were determined purposively then the primary and secondary data collected were analyzed using data analysis techniques from Creswell (2016). Water governance in the construction of reservoirs for water supply resilience for agriculture in Sabu Raijua Regency, NTT Province uses theory from Van der Kerk, et al (2013: 8) with research results in aspects (1) content layer which is hampered by the uneven flow of information, the absence of training to improve the knowledge and skills of reservoir water users as well as poor strategies/policies, whereas in aspect (2) the institutional layer from the organizational side there was no clear division of roles and responsibilities between institutions, the private sector and the community relating to the use of reservoir water and instruments that were not adequate and in aspect (3) the relational layer on the cooperation side was found not to involve existing policy stakeholders in making decisions about the water management process. The inhibiting factors for water governance in the construction of reservoirs for the resilience of water supply for agriculture in Sabu Raijua Regency, NTT Province consist of a minimal budget, lack of effective institutional governance and climate and geographical conditions.

Abstract

Village customary institutions were formed with the hope of creating an understanding in building villages according to local values, but this goal cannot be realized according to the character of the local community and tends to exist traditional institutions only to fulfill the village government structure formally but do not have a role in the community empowerment planning process. The research is a descriptive research with a qualitative approach with information determined purposively with a total of 23 people, then the researcher will carry out the stages of data collection according to Creswell (2016:254-255) as qualitative observation, qualitative interview, search for qualitative documents) and qualitative audio and visual materials. The data that has been collected is then analyzed using data analysis techniques from Creswell (2016). The results of the study found that the implementation of community empowerment policies by the indigenous institutions of Haumeniana Village based on the policy implementation model from Donald Van Meter and Carl E. Van Horn (1975) found that; (1) policy standards have been flawed so that they tend to be bad policies that have been bad since the beginning, (2) human resources, incentives and infrastructure facilities are insufficient, (3) communication between organizations and strengthening activities are still ineffective, (4) the characteristics of implementing agents are constrained at the vertical level, (5) economic conditions in jurisdictions or implementing organizations are not enough to support policy implementation, (6) The disposition of the implementer is always ready to support the village government as a partner in empowering the community.
