Abstract

This study examines the challenges of implementing the Electronic-Based Government System (SPBE) in Sabu Raijua Regency, one of Indonesia’s frontier, outermost, and least developed (3T) regions located in East Nusa Tenggara Province. The selection of Sabu Raijua as the focus of analysis is grounded in its representative status as a 3T area, which faces structural and contextual constraints in advancing digital governance. Employing a qualitative approach, the research involved in-depth interviews, field observations, and document analysis with 33 informants, including heads of local agencies, staff, and citizens as service recipients. The findings reveal four significant challenges in implementing SPBE for realizing digital bureaucracy in Sabu Raijua: (1) policy-related barriers, (2) institutional limitations, (3) inadequate infrastructure, and (4) weaknesses in application systems. SPBE enhances bureaucratic innovation and digital governance, thereby improving efficiency, accountability, and public participation. However, the implementation of SPBE in this region encounters unique challenges that demand innovative and adaptive approaches to ensure effectiveness and inclusiveness. Accordingly, the study highlights the need for locally tailored policies, adaptive and collaborative digital architecture, bottom-up approaches, and strengthening local bureaucratic capacity.

Abstract

In the City of Kupang, East Nusa Tenggara Province, the development carried out by the government continues. One of them is the construction of a park which is a green open space for the community. One of the parks which is very popular as a recreation area in the City of Kupang is the Nostalgia Park, therefore researchers are interested in conducting research on the sustainability of the construction of green open spaces in the City of Kupang Nostalgia Park.The method utilized in this study is a descriptive research method with a qualitative approach, conducted in Kupang City with a total of 15 informants, and data gathering procedures include observation, interview, and document search techniques. The acquired data is then examined using data analysis techniques developed by Creswell (2016: 264-268). Abstract

82.3% of the population of Sabu Raijua Regency work as farmers with a high level of need for water but the geographical conditions of Sabu Island are not able to support this activity because the majority consists of dry land with a percentage of 97.51% and the number of rainy days is only approximately 100 days per year so that The Sabu Raijua Regency Government has built hundreds of reservoirs to meet agricultural activities, but the weak sustainability of the reservoir construction projects in Sabu Raijua Regency is a problem in itself. The method used in this research is a descriptive method with a qualitative approach with a total number of 76 people who were determined purposively then the primary and secondary data collected were analyzed using data analysis techniques from Creswell (2016). Water governance in the construction of reservoirs for water supply resilience for agriculture in Sabu Raijua Regency, NTT Province uses theory from Van der Kerk, et al (2013: 8) with research results in aspects (1) content layer which is hampered by the uneven flow of information, the absence of training to improve the knowledge and skills of reservoir water users as well as poor strategies/policies, whereas in aspect (2) the institutional layer from the organizational side there was no clear division of roles and responsibilities between institutions, the private sector and the community relating to the use of reservoir water and instruments that were not adequate and in aspect (3) the relational layer on the cooperation side was found not to involve existing policy stakeholders in making decisions about the water management process. The inhibiting factors for water governance in the construction of reservoirs for the resilience of water supply for agriculture in Sabu Raijua Regency, NTT Province consist of a minimal budget, lack of effective institutional governance and climate and geographical conditions.

Abstract

Village customary institutions were formed with the hope of creating an understanding in building villages according to local values, but this goal cannot be realized according to the character of the local community and tends to exist traditional institutions only to fulfill the village government structure formally but do not have a role in the community empowerment planning process. The research is a descriptive research with a qualitative approach with information determined purposively with a total of 23 people, then the researcher will carry out the stages of data collection according to Creswell (2016:254-255) as qualitative observation, qualitative interview, search for qualitative documents) and qualitative audio and visual materials. The data that has been collected is then analyzed using data analysis techniques from Creswell (2016). The results of the study found that the implementation of community empowerment policies by the indigenous institutions of Haumeniana Village based on the policy implementation model from Donald Van Meter and Carl E. Van Horn (1975) found that; (1) policy standards have been flawed so that they tend to be bad policies that have been bad since the beginning, (2) human resources, incentives and infrastructure facilities are insufficient, (3) communication between organizations and strengthening activities are still ineffective, (4) the characteristics of implementing agents are constrained at the vertical level, (5) economic conditions in jurisdictions or implementing organizations are not enough to support policy implementation, (6) The disposition of the implementer is always ready to support the village government as a partner in empowering the community.

Abstract

This study aims to analyze the quality of pension administration services for Civil Servants at PT. Taspen (Persero) Kupang, focusing on three main dimensions: tangible, reliability, and responsiveness. The research employed a descriptive qualitative method, with data collected through interviews, observations, and documentation involving eleven informants consisting of employees and Taspen participants. The findings indicate that the overall service quality at PT. Taspen Kupang is generally good, though several aspects require improvement. In the tangible dimension, office facilities and technology utilization are adequate, yet the waiting area and certain equipment need upgrading. In the reliability dimension, services are generally timely and accurate, but delays may occur during high participant volumes. Meanwhile, in the responsiveness dimension, staff are generally attentive and polite, though responsiveness decreases during busy service periods. The study concludes that improving facilities, optimizing technology, and enhancing employee training in public service are essential to strengthening the overall service quality of pension administration at PT. Taspen (Persero) Kupang.

Abstract

Abstrak: Bencana alam belum bisa diduga secara ilmiah. Mengingat masih sangat rendahnya pengetahuan dan kemampuan masyarakat dalam menghadapi kebencanaan maka perlu diadakan PkM untuk melakukan pendampingan dan pelatihan mitigasi bencana kepada masyarakat. Solusi yang ditwarkan kepada 30 orang mitra adalah dengan melakukan pemetaan daerah/wilayah yang berpotensi bencana serta melatih bagaimana melakukan mitigasi bencana berdasarkan jenis bencana yang terjadi. Metode yang digunakan adalah ceramah, praktik dan pendampingan selama program berjalan. Evaluasi PkM ini dilakukan dengan mengisi angket kuisioner yang telah disiapkan oleh tim PkM yang memperoleh hasil bahwa 20% merespon dengan positif adanya kegiatan ini meskipun dengan tingkat partisipasi yang hanya 20%. Serta 60% responden “setuju” bahwa pendampingan ini sesuai dengan kebutuhan, mampu menjawab dan memberikan solusi atas permasalahan yang dihadapi.Abstract: Natural disasters cannot be predicted scientifically. Considering that the community's knowledge and ability to deal with disasters is still very low, it is necessary to hold a PkM to provide disaster mitigation assistance and training to the community. The solution offered to 30 partners is to map areas/regions that have the potential for disasters and train them on how to carry out disaster mitigation based on the type of disaster that occurs. The methods used are lectures, practice and mentoring throughout the program. This PkM evaluation was carried out by filling out a questionnaire that had been prepared by the PkM team which obtained the result that 20% responded positively to this activity even though the participation rate was only 20%. And 60% of respondents "agree" that this assistance meets their needs, is able to answer and provide solutions to the problems they face.
