Abstract

The purpose of this study was to determine the implementation and factors that support and hinder the implementation of academic policies regarding the teaching and learning process (PBM) at Bojonegoro University. This type of research is descriptive with a qualitative approach. The results of the study indicate that the academic implementation process of the Teaching and Learning Process (PBM) at Bojonegoro University includes: Policy interpretation based on the Rector's Decree of Bojonegoro University, its derivative regulations, human resources, budget, and facilities and infrastructure, policy socialization, policy implementation, and performance achievement. Meanwhile, internal factors that hinder policy implementation include: the absence of technical implementation guidelines, which affect the understanding, attitudes, and behavior of implementers; and external factors are the absence of government regulations that specifically regulate the academic implementation of the Teaching and Learning Process (PBM) at the university level and community participation within the Bojonegoro University environment to support academic activities.

Abstract

The phenomenon of globalization requires the government to continue to innovate in public policy in order to respond to rapid social, economic, and technological changes. This study focuses on the challenges and opportunities in implementing public policy innovation in Indonesia. The approach used is the Systematic Literature Review (SLR), which analyzes literature from the last 10-15 years related to innovations such as e-government, big data, and cross-sector collaboration through Public-Private Partnership (PPP). The results of the study show that public policy innovation can increase bureaucratic efficiency and public participation, especially through digital platforms that enable direct interaction between the public and the government. However, the implementation of this innovation faces a number of challenges, such as bureaucratic resistance to change, limited human resources, and the digital divide in various regions of Indonesia. Local governments are often less prepared to adopt new technologies due to limited infrastructure and lack of skills in managing big data and other digital technologies. The conclusion of this study emphasizes that bureaucratic reform and increasing human resource capacity are urgent needs to ensure the successful implementation of innovation in public policy. In addition, closer collaboration between the government and the private sector through mechanisms such as PPP can help accelerate infrastructure development and improve the quality of public services. The implications of this study indicate that the government needs to be more proactive in encouraging synergy between stakeholders, as well as developing a more equitable and inclusive digital infrastructure to support the sustainability of policy innovation in the future.

Abstract

Educational activities are a social reality in society. As a unit of activity, education is influenced by and influences the components of society. The increasing demands of society for education and advances in science and technology have made it no longer possible for education to be managed solely through traditional patterns, in addition to this method no longer being in accordance with the needs and demands of society. The revolution in technology and science, changes in society, understanding of how children learn, advances in communication media, and so on give their own meaning to educational activities and this is what makes the policy of utilizing technological media and technological approaches in managing education as part of culture a means of transmitting values and ideas, so that everyone is able to participate in the transformation of values for the progress of the nation and state. The reality of education in society is still shackled by policy and control by the hands of power, the political elite. As a capitalist system of color, the policy changes made still cannot answer social problems.

Abstract

This research aims to determine the implementation of the early marriage prevention program in Bone Regency and to identify the supporting and inhibiting factors in the prevention of child marriage in Bojonegoro Regency. The prevention of child marriage is useful to minimize incidents or actions carried out by young couples under the age of 19. The type of research used is qualitative research with a descriptive approach, in which the data were obtained through observation, interviews, and documentation. The informants in this study amounted to 11 people, consisting of 1 Head of the P3AKB Office, 1 PLKB Coordinator, 2 Task Force Cadres, 2 adolescents who married at a child age, and 2 adolescents who have not yet married. The results of the study show that the minimum age for marriage has been stipulated in Article 7 paragraph (1) of Law No. 16 of 2019; however, in practice, there are still many child marriages occurring in Bojonegoro Regency. Some adolescents agree with the program because it is considered to safeguard the future of young people, while others do not fully agree with the program because there are certain aspects that need to be considered once the matter has entered into legal proceedings.

Abstract

This research aims to identify and analyze optimization strategy of restaurant tax in increasing local revenue and strengthening the fiscal independence of Bojonegoro Regency. Abstract

This study aims to analyze environmental entrepreneurship practices in the public sector through a case study of the Rayasa Waste Bank in Kauman Village, Bojonegoro Regency, Indonesia. The research employs a descriptive qualitative approach to explore how environmental entrepreneurship is implemented through community-based waste management and circular economy practices. The study is grounded in the Circular Economy Theory proposed by the Ellen MacArthur Foundation (2013), which emphasizes three core principles: designing out waste and pollution, keeping products and materials in use, and regenerating natural systems. The findings indicate that Rayasa Waste Bank has successfully applied these principles through several innovative programs. The principle of designing out waste and pollution is reflected in the production of Mijel soap from used cooking oil, which reduces household waste while creating economic value. The principle of keeping products and materials in use is implemented through a waste savings system that encourages residents to treat waste as a valuable resource. Meanwhile, the principle of regenerating natural systems is realized through the production of eco-enzymes from organic waste, contributing to environmental restoration and ecological awareness. The collaboration among local government, waste bank managers, and community members demonstrates the important role of the public sector in facilitating green entrepreneurship. Despite challenges related to infrastructure, human resources, and market access, Rayasa contributes to SDG 12 (Responsible Consumption and Production) and serves as a sustainable model of community-based environmental entrepreneurship

Abstract

Perkembangan teknologi informasi dan komunikasi (TIK) mendorong perubahan signifikan dalam sistem pemerintahan, termasuk di Kabupaten Bojonegoro. Meskipun pemerintah daerah telah menerapkan e-government melalui Sistem Informasi Desa (SID) sebagai upaya mewujudkan good governance, pelaksanaannya di Desa Plesungan masih menghadapi kendala. Permasalahan empiris yang muncul meliputi keterbatasan sumber daya manusia, infrastruktur teknologi yang belum memadai, serta rendahnya literasi dan partisipasi masyarakat dalam memanfaatkan layanan digital. Kondisi tersebut menjadi alasan utama dilakukannya penelitian ini. Tujuan penelitian ini adalah untuk menganalisis dan merumuskan strategi optimalisasi e-government yang efektif dalam mewujudkan tata kelola pemerintahan yang baik di tingkat desa. Penelitian menggunakan pendekatan kualitatif dengan metode deskriptif melalui wawancara, observasi, dan dokumentasi terhadap lima informan yang dipilih secara purposive. Hasil penelitian menunjukkan bahwa penerapan e-government melalui Sistem Informasi Desa (SID) telah meningkatkan efektivitas pelayanan publik, namun masih terkendala keterbatasan SDM, infrastruktur, dan partisipasi masyarakat. Oleh karena itu, strategi optimalisasi yang diperlukan meliputi peningkatan kompetensi aparatur, penguatan infrastruktur digital.
