Abstract

Pasar tradisional Banjarejo di Kabupaten Bojonegoro merupakan salah satu pasar utama yang berperan penting dalam perekonomian lokal, namun mengalami tantangan dalam pengelolaannya. Latar belakang masalah ini mencakup infrastruktur yang kurang memadai, kebersihan pasar yang perlu ditingkatkan, dan persaingan dengan pasar modern. Penelitian ini bertujuan untuk menjawab pertanyaan tentang bagaimana manajemen pengelolaan pasar tradisional Banjarejo dari aspek perencanaan, pengorganisasian, pengarahan, dan pengendalian. Penelitian menggunakan metode deskriptif-kualitatif dengan wawancara dan observasi sebagai teknik pengumpulan data, yang melibatkan pengelola pasar, pedagang, dan pengunjung sebagai informan utama. Hasil penelitian menunjukkan bahwa perencanaan sudah mencakup zonasi yang baik serta fasilitas pendukung, namun evaluasi berkala terhadap fasilitas tersebut masih diperlukan. Pengorganisasian pasar telah berjalan dengan struktur dan pembagian tugas yang jelas, namun peningkatan koordinasi antarbagian di hari-hari sibuk disarankan. Dari aspek pengarahan, komunikasi antara pengelola dan pedagang berjalan efektif, namun pelatihan tambahan bagi pedagang diperlukan untuk meningkatkan daya saing. Pengendalian melalui pengawasan kebersihan dan keamanan dilakukan dengan ketat, meski apresiasi bagi pedagang patuh masih perlu ditingkatkan. Kesimpulannya, manajemen pengelolaan pasar Banjarejo secara umum berjalan cukup baik, namun terdapat beberapa aspek yang masih perlu diperbaiki. Saran yang diberikan termasuk peningkatan pelatihan pedagang dan evaluasi fasilitas secara rutin. Rekomendasi untuk penelitian selanjutnya adalah mengeksplorasi penggunaan teknologi dalam meningkatkan pengelolaan pasar tradisional dan strategi adaptasi pasar terhadap tren ritel modern.

Abstract

Program pengembangan kawasan agropolitan/minapolitan merupakan program unggulan Provinsi Jawa Timur dalam rangka meningkatkan potensi kawasan pedesaan berbasis komoditas hortikultura untuk memperkecil gap pembangunan antara pedesaan dengan perkotaan, pengembangan komoditas atau produk dari hulu ke hilir, mengurangi urbanisasi, serta meningkatkan pendapatan masyarakat. Semua Kawasan Agropolitan di Bojonegoro memiliki beberapa karakteristik yaitu salah satunya dengan memadukan sektor pertanian dengan pariwisata atau yang lebih dikenal dengan konsep agrowisata. Agrowisata termasuk dalam lingkup (ecotourism) yaitu perjalanan wisata yang tidak merusak ataupun mencemari lingkungan, dengan tujuan sebagai sarana edukatif pertanian serta sarana menikmati keindahan alam, tumbuhan, dan hewan liar lainnya.

Abstract

The purpose of this study was to determine the implementation and factors that support and hinder the implementation of academic policies regarding the teaching and learning process (PBM) at Bojonegoro University. This type of research is descriptive with a qualitative approach. The results of the study indicate that the academic implementation process of the Teaching and Learning Process (PBM) at Bojonegoro University includes: Policy interpretation based on the Rector's Decree of Bojonegoro University, its derivative regulations, human resources, budget, and facilities and infrastructure, policy socialization, policy implementation, and performance achievement. Meanwhile, internal factors that hinder policy implementation include: the absence of technical implementation guidelines, which affect the understanding, attitudes, and behavior of implementers; and external factors are the absence of government regulations that specifically regulate the academic implementation of the Teaching and Learning Process (PBM) at the university level and community participation within the Bojonegoro University environment to support academic activities.

Abstract

Grabagan District in Tuban Regency is an area that often experiences drought due to the geographical conditions of highlands and limestone soils, so that access to clean water is a chronic problem for the community. The local government initiated the Mas Lindra Berkibar Program as an effort to provide clean water assistance for affected residents. However, the effectiveness of this program is greatly influenced by the ability of leadership in responding to rapidly changing field conditions. This study aims to analyze the influence of agile leadership on the success of clean water assistance programs in Garabagan District. The study method used was quantitative descriptive using a survey approach to 110 respondents, consisting of beneficiaries and parties involved in the implementation of the program. The research instrument used a likert scale questionnaire of 1-5 and the data were analyzed using SPSS Version 26 through validity, realism, classical assumption test, and t-test. The findings of the study indicated that agile leadership had a positive and significant impact on the success of the program. This indicates that leadership that is adaptive, collaborative, quick to make decisions, and responsive is able to improve the accuracy of water distribution, coordination effectiveness, and community participation. These findings confirm that the implementation of agile leadership is a strategic factor in strengthening the effectiveness and sustainability of clean water assistance programs in drought-prone areas such as grabagan.

Abstract

The management of tourist destinations requires a governance pattern that involves various stakeholders so that it can run effectively and sustainably. Sedudo Waterfall Tourism in Nganjuk Regency is a natural tourist destination whose management involves local governments, village governments, and traditional leaders. The involvement of these various actors makes collaboration an important aspect in tourism management. This study aims to analyze the application of collaborative governance in the management of Sedudo Waterfall Tourism by focusing on initial conditions, institutional design, facilitative leadership, collaborative processes, and collaboration results. The research method used is qualitative with a phenomenological approach to understand the experience and dynamics of the interaction of the actors involved, and is supported by data analysis using NVivo 12 Pro. The results of the study show that collaboration has been relatively harmonious, but there is still an imbalance of authority and resources, especially between local governments and traditional leaders. These findings suggest that stronger institutional and regulatory design is needed to support sustainable tourism management from a public administration perspective.

Abstract

The phenomenon of globalization requires the government to continue to innovate in public policy in order to respond to rapid social, economic, and technological changes. This study focuses on the challenges and opportunities in implementing public policy innovation in Indonesia. The approach used is the Systematic Literature Review (SLR), which analyzes literature from the last 10-15 years related to innovations such as e-government, big data, and cross-sector collaboration through Public-Private Partnership (PPP). The results of the study show that public policy innovation can increase bureaucratic efficiency and public participation, especially through digital platforms that enable direct interaction between the public and the government. However, the implementation of this innovation faces a number of challenges, such as bureaucratic resistance to change, limited human resources, and the digital divide in various regions of Indonesia. Local governments are often less prepared to adopt new technologies due to limited infrastructure and lack of skills in managing big data and other digital technologies. The conclusion of this study emphasizes that bureaucratic reform and increasing human resource capacity are urgent needs to ensure the successful implementation of innovation in public policy. In addition, closer collaboration between the government and the private sector through mechanisms such as PPP can help accelerate infrastructure development and improve the quality of public services. The implications of this study indicate that the government needs to be more proactive in encouraging synergy between stakeholders, as well as developing a more equitable and inclusive digital infrastructure to support the sustainability of policy innovation in the future.
