Abstract

Penelitian ini bertujuan untuk menganalisis pemanfaatan aplikasi SEPASI (Sistem Elektronik Pengelolaan Arsip Surat Internal) dalam mengoptimalkan peminjaman ruang rapat dan kegiatan lainnya di Kabupaten Tuban. Aplikasi SEPASI yang sebelumnya difokuskan untuk pengelolaan arsip surat internal kini diperluas penggunaannya untuk mencakup manajemen peminjaman ruang rapat dan kegiatan administratif lainnya. Metode yang digunakan dalam penelitian ini adalah pendekatan kualitatif dengan wawancara dan observasi terhadap pengguna aplikasi di lingkungan pemerintah daerah. Hasil penelitian menunjukkan bahwa penggunaan aplikasi SEPASI dapat meningkatkan efisiensi dalam proses peminjaman ruang rapat, meminimalisir terjadinya bentrokan jadwal, serta mempermudah koordinasi antar bagian dalam Pemerintahan Kabupaten Tuban. Aplikasi ini juga memberikan kemudahan dalam pengelolaan kegiatan lainnya yang memerlukan ruang, dengan sistem yang terintegrasi dan mudah diakses oleh pengguna. Secara keseluruhan, aplikasi SEPASI terbukti efektif dalam mendukung optimalisasi peminjaman ruang rapat dan kegiatan lainnya, serta meningkatkan kualitas pelayanan administrasi pemerintahan di Kabupaten Tuban.Kata Kunci: SEPASI, peminjaman ruang rapat, efisiensi, pemerintahan daerah, Kabupaten Tuban.

Abstract

The city of Surabaya is one of several cities that has a level of poverty which is a serious problem that is being faced and overcome. The Surabaya City Government is implementing a number of initiatives aimed at reducing poverty, including initiatives that meet the three main needs of underprivileged communities: housing, health services, and education. Madani villages were formed as an effort to mobilize residents and community leaders to improve economic conditions. The aim of this research is to determine the implementation of community empowerment through the Madani Village Program as an effort to improve living standards in Simokerto District, Surabaya City. This research uses a qualitative method with a case study approach. Documentation, interviews and observations were used to collect data. The results of this research show that with the ongoing empowerment program, it has been found that the community can be said to be independent and able to develop its business. This is proven by the stage of enthusiastic community participation, the stage of selecting locations that already have businesses, socialization which is able to provide understanding to the community about Kampung Madani, the empowerment process of forming KUBE and collaboration with CSR, then the stage of self-reliance by the community being able to produce products.

Abstract

The central government has passed Law Number 5 of 2014 concerning Civil Apparatus with the aim of realizing good governance and creating a state apparatus with high professionalism. The government is obliged to organize accountable management of apparatus resources through the management of Civil Servants. This arrangement is carried out through workload analysis, which is a stage for determining the number of working hours needed to complete a job within a certain time and determining the number of personnel, as well as the appropriate amount of responsibility or workload. Therefore, the Organization Section of the Surabaya City Regional Secretariat created a workload analysis website or e-ABK which has been implemented in each agency within the Surabaya City Government. This research uses descriptive qualitative research. Data collection techniques were carried out using observation, interviews and literature study methods. The results of the implementation of filling in e-ABK for employees in Krembangan District, Surabaya City have not run optimally because there are still problems with employees filling in supporting data on the ABK website which is not valid. Apart from that, they also still don't understand the analysis of workload implementation because the Organizational Section of the Surabaya City Regional Secretariat did not carry out outreach until they understood. However, they should take the initiative to carry out sharing activities between sub-district employees so that they understand more about the implementation of workload analysis.

Abstract

This research aims to analyze the implementation of population administration pick-up and drop-off services in supporting public services in Genteng sub-district. The main focus of this research is on the process of implementing strategies and efforts to overcome the obstacles faced during the implementation process of the population administration pick-up and drop-off program in Genteng sub-district in realizing good governance in Surabaya city government. This research uses empirical research with descriptive research characteristics and qualitative research methods. The data sources used in this research consist of primary data and secondary data. The data analysis techniques used include data reduction, data presentation, and drawing conclusions. The results of this research show that the implementation of digital population identity has gone well, especially based on analysis using implementation theory according to George C. Edward III. The indicators used to measure the success of this strategy include resources, disposition and bureaucratic structure, however the consistency of communication indicators is still not running optimally. The results of this research conclude that the population administration pick-up service utilizing digital technology runs smoothly and the implementation process improves and supports public services in the community of Genteng sub-district, Surabaya city. We can see obstacles that show that there were problems encountered during the implementation process, namely limited facilities and low community participation due to lack of socialization and public awareness of the importance of owning population documents is still low.

Abstract

In running a regional government, of course, costs or budgets are needed so that the government functions can run. Parking fees have a potential opportunity to become a contributor to regional revenue as well as APBD if it can be managed properly. Some people think that parking fees are the same as parking taxes. The purpose of this study was to determine the role of the transportation agency in parking management in order to increase parking fees in Gresik Regency. This research method is descriptive qualitative. Data collection was obtained from interviews, observation, literature review and documentation. The results of the study show that the Department of Transportation in managing parking has an important role in increasing parking fees in Gresik Regency. With the efforts made by the Gresik Regency transportation service with all its policies, regional income in the Gresik Regency parking retribution sector has increased.Dalam menjalankan suatu pemerintah daerah tentu diperlukan biaya atau anggaran agar fungsi pemerintahan tersebut dapat berjalan. Retribusi parkir memiliki peluang yang cukup potensial untuk menjadi penyumbang dalam penerimaan Pendapatan Asli Daerah sekaligus APBD apabila dapat dikelola dengan baik. Sebagian masyarakat mengira bahwa retribusi parkir sama dengan pajak parkir. Tujuan penelitian ini adalah untuk mengetahui peran dinas perhubungan dalam pengelolaan perparkiran guna meningkatkan retribusi parkir di Kabupaten Gresik. Metode penelitian ini adalah deskriptif kualitatif. Pengumpulan data diperoleh dari wawancara, observasi, kajian literatur dan dokumentasi. Hasil penelitian menunjukkan bahwa dinas perhubungan dalam mengelola perparkiran memiliki peranan penting guna meningkatkan retribusi parkir di Kabupaten Gresik. Dengan upaya – upaya yang dilakukan oleh dinas perhubungan Kabupaten Gresik dengan segala kebijakannya menjadikan pendapatan daerah  di sektor retribusi parkir Kabupaten Gresik meningkat.

Abstract

This research is based on the East Java Food Barn Market Operation Program aimed at solving problems faced by the community due to soaring staple prices and to suppress inflation. The solution offered from this program is the implementation procedure so that it runs properly. The form of activity is in the form of observation of the implementation of the East Java food barn market operation in the community. Descriptive research method with a qualitative approach, focusing on the problem on the basis of facts carried out by means of observation or observation, interviews, and studying documents. The results in the study show that Market Operation is a program whose purpose is to maintain and ensure sufficient food availability and stable prices among the community. This program is implemented to fight high food price inflation and overcome food scarcity problems that can disrupt the welfare of the community. The market operation procedure is one of the efforts to improve the welfare of the community in East Java which is going well by implementing Market Operations in East Java for Community Welfare in order to meet their daily needs.

Abstract

Trenggalek Regency has typical batik with the main motif of clove flowers. Currently the batik center in Ngentrong Village is the most famous center in Trenggalek Regency which is currently experiencing many problems regarding the development of existing Human Resources. This research aims to determine the empowerment of Batik Micro, Small and Medium Enterprises (MSMEs) in order to increase the competitiveness of regional superior products in Ngentrong Village, Karangan District, Trenggalek Regency. This research uses a qualitative approach with descriptive methods. The focus of this research uses the empowerment aspect theory, namely enabling, empowering, and protecting. The data collection techniques used in this research are interviews, observation, and documentation. The data analysis techniques used are data collection, data condensation, data presentation, and drawing conclusions and verification. In this research, the validity tests used are the credibility test, dependability test and confirmability test. The results of this research found that when viewed from the enabling, empowering and protecting aspects as a whole, it can be stated that the empowerment of Batik Micro, Small and Medium Enterprises (MSMEs) in order to increase the competitiveness of regional superior products in Ngentrong Village, Karangan District, Trenggalek Regency has not yet been achieved. done optimally.

Abstract

Salah satu wujud dari perkembangan e-government adalah hadirnya aplikasi TTE Kemenag untuk menyederhanakan birokrasi yang ada pada Kanwil Kementerian Agama Provinsi Jawa Timur, khususnya ketika mengajukan dokumen pengadaan Pegawai Pemerintah dengan Perjanjian Kerja (PPPK). Pelaksanaan penelitian ini memiliki tujuan untuk menganalisa dan mendeskripsikan implementasi kebijakan e-government di Kanwil Kemenag Provinsi Jawa Timur. Pendekatan penelitian menggunakan deskriptif kualitatif dengan observasi, wawancara, dokumentasi, dan studi kepustakaan sebagai teknik dalam mengumpulkan data. Berdasarkan hasil dan pembahasan pada penelitian diketahui bahwa implementasi e-government melalui aplikasi TTE Kemenag dalam proses pengajuan dokumen pengadaan PPPK untuk dilakukan pengesahan jika ditinjau dari teori Edward III yang meliputi faktor komunikasi, disposisi, dan struktur birokrasi telah terimplementasi dengan sangat baik meskipun pada faktor sumber daya masih disertai permasalahan kinerja dari para pegawai yang belum optimal serta kendala jaringan internet. Guna menyikapi permasalahan tersebut, pihak terkait harus memberikan optimalisasi pada jaringan internet, mengadakan monitoring, dan membuat pamflet informasi tentang penggunaan aplikasi TTE Kemenag.

Abstract

Penelitian ini didasarkan atas upaya pemerintah untuk meningkatkan pelayanan kesehatan dasar kepada masyarakat, menyiapsiagakan masyarakat menghadapi masalah kesehatan melalui program desa siaga. Tujuan penelitian ini untuk mengetahui Implementasi Program Desa Siaga di Kelurahan Jeruk Kecamatan Lakasantri Kota Surabaya. Jenis penelitian ini adalah deskriptif kualitatif. Teknik pengumpulan data dilakukan dengan cara wawancara dan observasi serta dokumentasi. Penentuan informan dengan cara purposive sampling dan analisa data menggunakan Model interaktif.

Abstract

Salah satu hak anak yang penting adalah hak pengasuhan. Salah satu hal penting dalam pengasuhan adalah mencegah keterpisahan anak dari lingkungan keluarga. Dengan meningkatnya kasus perceraian yang berpengaruh terhadap kualitas hubungan orang tua dengan anak, perkembangan anak baik. Sehingga program parenting class hadir di balai RW 8 Kelurahan Tandes sebagai unit layanan keluarga untuk memampukan para orang tua agar memiliki pola pengasuhan anak agar anak dapat tumbuh dan berkembang secara optimal, sesuai dengan usia dan tahap perkembangannya. Namun dalam pelaksanaannya masih terdapat beberapa kendala. Penelitian ini bertujuan untuk mengetahui menganalisis dan mendeskripsikan implementasi parenting class pusat pembelajaran keluarga (PUSPAGA) dalam mewujudkan pola pengasuhan anak di RW 8 Kelurahan Tandes. Pendekatan penelitian menggunakan metode deskriptif. Hasil penelitian ini adalah 1) Program, menunjukkan bahwa parenting class ini diharapkan dapat meningkatkan kesadaran dan pemahaman mengenai peran orang tua, manajemen ekonomi keluarga, dan pengawasan positif terhadap penggunaan teknologi informasi dapat membantu meningkatkan kualitas pendidikan anak di lingkungan keluarga sehingga anak dapat tumbuh dan berkembang dengan baik. Namun masih terdapat orang tua yang belum memiliki kesadaran dan pemahaman dalam mendidik anak. 2) Organisasi pelaksana, menunjukkan bahwa program parenting class dari DP3APPKB dapat meningkatkan pemahaman orang tua dalam mendidik anak melalui materi yang diberikan narasumber ahli pada bidang terkait pola pengasuhan anak. 3) Sasaran program, menujukkan bahwa program parenting class yang dilakukan oleh aparat pemerintah setempat, dapat berhasil jika terdapat kerjasama yang kuat antara masyarakat dan pihak pelaksana. Namun masih kurangnya peran aktif masyarakat dalam kegiatan parenting class disebabkan.
