Abstract

Abstract Public services in Indonesia still face challenges, such as the increasing number of complaints. Moreover, East Java province has the most protests in Indonesia, and the city of Surabaya also has the highest number of complaints in East Java. One of the public services in the city of Surabaya is population administration services at the Surabaya City Population and Civil Registration Service. However, some still are unaware of the importance of population administration documents, so the government launched the Population Administration Aware Community Environmental Area (KALIMASADA) program. As in the Pakal sub-district, 416 people do not have orderly population administration. This research uses program optimization theory to analyze how to optimize the Population Administration Awareness Area (KALIMASADA) program in Pakal District. This research design is descriptive qualitative using primary data through interviews with key informants determined by purposive sampling, observation, and documentation-data”data analysis techniques using interactive models by Miles and Huberman. The results of this research are as follows: 1) The aim is to show that there is coordination between officers, Kasipem, and Head of RT in the KALIMASADA program so that time and costs can be minimized. 2) Alternative decisions show that the collaboration between officers and the RT Head ensures that the community can access services easily. However, there are still officers and the public who do not understand KALIMASADA. 3) Limited resources indicate that there are still obstacles in sub-district budget allocation and a lack of skills of officers in Pakal Sub-district. Still, the availability of infrastructure, such as the RW/RT Hall and internet access, is quite good. Keywords: Optimization, Population Administration, RW Hall Services, Pakal District Abstrak Pelayanan publik di Indonesia masih menghadapi tantangan seperti meningkatnya jumlah pengaduan. Terlebih lagi provinsi jawa timur memiliki pengaduan terbanyak di indonesia dan kota surabaya juga memiliki jumlah pengaduan terbanyak di jawa timur. Salah satu pelayanan publik di Kota Surabaya adalah pelayanan administrasi kependudukan di Dinas Kependudukan dan Pencatatan Sipil Kota Surabaya. Namun, masih terdapat masyarakat yang kurang menyadari akan pentingnya dokumen adminsitrasi kependudukan sehingga pemerintah meluncurkan program Kawasan Lingkungan Masyarakat Sadar Administrasi Kependudukan (KALIMASADA). Seperti halnya di kecamatan pakal sebesar 416 jiwa yang belum tertib administrasi kependudukan. Penelitian ini bertujuan untuk menganalisis mengenai bagaimana optimalisasi program Kawasan Lingkungan Sadar Administrasi Kependudukan (KALIMASADA) di Kecamatan Pakal dengan menggunakan teori optimalisasi program. Desain penelitian ini adalah kualitatif deskriptif menggunakan data primer melalui wawancara dengan key informan yang ditentukan secara purposive sampling, observasi, dan dokumentasi. Teknik analisis data menggunakan model interaktif oleh miles and Huberman. Hasil penelitian ini adalah 1) Tujuan, menunjukkan bahwa adanya koordinasi antara petugas, Kasipem dan Ketua RT dalam program KALIMASADA sehingga dapat meminimalisir waktu dan biaya. 2) Alternatif keputusan, menunjukkan bahwa adanya kolaborasi petugas dan Ketua RT memastikan bahwa masyarakat dapat mengakses layanan dengan mudah. Namun masih terdapat petugas dan masyarakat yang belum paham terkait KALIMASADA. 3) Sumberdaya yang membatasi, menunjukkan bahwa masih terdapat kendala dalam alokasi anggaran kecamatan, kurangnya keterampilan petugas di Kecamatan Pakal, namun memiliki ketersediaan infrastruktur sudah cukup baik, seperti adanya Balai RW/RT dan akses internet. Kata kunci: Optimalisasi, Administrasi Kependudukan, Pelayanan Balai RW.

Abstract

Joyoboyo intermodal terminal needs to get optimal management after undergoing revitalization due to the decrease in the number of city transportation. The purpose of this study was to determine the role of the Department of Transportation in optimizing the management function of the Lyn city transportation route at the Joyoboyo Intermodal Terminal, Surabaya. This study uses a qualitative descriptive method with a focus based on the public sector role theory from Jones, namely: the regulatory role, enabling role, and direct provision of goods and services. The results of the study stated that the role of the Transportation Department in Surabaya was quite optimal in optimizing the management function of the Lyn city transportation route, characterized by: 1) regulatory role, through the preparation of control programs, renewal of the retribution payment system, division of route lanes, and rejuvenation of the transportation fleet in accordance with regulations. determined so that the role is carried out optimally. 2) enabling role, through the implementation of the control program, renewal of the retribution payment system, division of route lanes, and rejuvenation of the designated transportation fleet, the obstacles faced were caused by the decline in passengers, so that the implementation of the role was quite optimal. 3) direct provision of goods and services, through evaluation meetings and listening to driver complaints as a form of supervision and control role is carried out quite optimally, because the transportation fleet rejuvenation program is still lacking in coordination with city transportation drivers

Abstract

Sidoarjo Dinas Kependudukan dan Catatan Sipil Online Services (Plavon) is the application of e-government practices in the field of online population administration (adminduk) services carried out by the Sidoarjo Regency Population and Civil Registry Service in an effort to provide fast and easy population services. The aim of this research is to determine the application of Plavon Dinas Kependudukan dan Catatan Sipil Sidoarjo as an online population administration service using theory from the results of a Harvard JFK School of Government study consisting of Support, Capacity, and Value. This research uses a qualitative descriptive method with data collection using literature study, interviews, and observation. Involving the Sidoarjo Dinas Kependudukan dan Catatan Sipil Office and the community as Plavon users. The results of this research show that the implementation of Plavon as an online population administration service is good even though there are still obstacles in the document upload process.

Abstract

The waste problem shows the consequences of human life activities. Waste is defined as items that are no longer used, thrown away and come from human activities. Improper waste handling will have a negative impact on human health, environmental pollution and social problems. For this reason, there is a need for more effective waste management efforts through waste banks by involving the community as the main source of waste. One of them is Bintang Mangrove Waste Bank. However, in the process, the Bintang Mangrove Waste Bank faces various challenges, especially regarding commuity participation. This research aims to find out and describe how community participation is and how the principles of community participation are fulfilled in waste management activities at the Bintang Mangrove Waste Bank using the theory of participation. This research uses a qualitative descriptive research type. Data collection techniques through interviews, observation and documentation. The research results show that community participation in the Bintang Mangrove Waste Bank has fulfilled the principles of participation, namely the principles of equal partnership, transparency, equal powership, and sharing responsibility. However, there are still several things that need attention, such as the lack of activeness of waste bank customers in providing their ideas and need for regulations governing transparency in waste banks.

Abstract

Indonesia is a country that is rich in natural resources, such as abundant oil content so that if it is managed properly, Indonesia will become a very prosperous country. PT. Pertamina (Persero) RU-VI Balongan is a refinery company that processes state oil and natural gas to provide and serve the needs of oil and non-oil fuels for the wider community. As one of the companies that fall into the category of State-Owned Enterprises (BUMN), PT Pertamina is a company that has social responsibility as stipulated in the Law of the Republic of Indonesia No.40 of 2007. So this study aims to find out how the implementation of the CSR Program in the development of UMKM in Balongan District by PT. Pertamina RU VI Balongan. The research method used in this study is a qualitative research method with data collection techniques in the form of interviews and observations based on the Policy Implementation Theory of David C Korton with program indicators, implementing organizations, and target groups and . The research location is in Balongan District, Indramayu Regency. The research results show that the implementation of the CSR program by PT. Pertamina Persero has had an important influence on the development of MSMEs in Balongan District, especially for MSMEs with business actors, namely former female workers (ex-tkw) who are members of the creative air group.

Abstract

Empowering the poor as an alternative to overcoming poverty in the city of Surabaya with the aim of building community independence through utilizing their potential to meet their living needs independently. The purpose of this research is to determine the implementation of the process and achievement of community empowerment goals through the Prapen Work-Intensive Housing program, Tenggilis Mejoyo District, Surabaya City. This research uses descriptive qualitative research methods with data collection techniques through observation, interviews and documentation. The results of the research show that: (1) Pemungkinan theory were done through providing motivation, but motivation has not completely made the training participants aware. (2) Penguatan theory is carried out through training activities, however the provision of skills is not yet fully capable of improving the ability to manage the business. (3) Perlindungan theory is carried out through expanding market access, but market access is only for laundry businesses. (4) Penyongkongan theory is carried out through mentoring, however mentoring is not carried out intensively so that problems that hinder the business still cannot be resolved. (5) Perlindungan theory is carried out through monitoring and evaluation activities, but this does not yet fully maintain the balance of efforts and harmony of each workforce in running the Rumah Padat Karya Prapen business. In this case, the empowerment of poor communities through the Rumah Padat Karya program in Prapen has not run optimally, as there is no independence capability for the business workforce in managing and developing the business independently.

Abstract

Kawasan Tanpa Rokok (KTR) adalah area yang melarang aktivitas merokok, serta kegiatan memproduksi, menjual, mengiklankan, atau mempromosikan berbagai produk tembakau. Salah satu lokasi yang termasuk dalam KTR adalah tempat proses belajar mengajar, seperti perguruan tinggi atau universitas. Penelitian ini menggunakan metode pendekatan deskriptif kualitatif. Tujuan penelitian ini untuk mendeskripsikan dan menganalisis gambaran terhadap Implementasi Kebijakan Kawasan Tanpa Rokok Menurut Peraturan Daerah Surabaya Nomor 2 Tahun 2019 (Studi di UPN “Veteran” Jawa Timur). Teknik pengumpulan data menggunakan wawancara, dokumentasi, dan observasi. Informan pada penelitian ini adalah Civitas Akademika dan warga lainnya yang berada di lingkungan UPN “Veteran” Jawa Timur. Hasil penelitian ini dilihat dengan teori menurut Smith dengan empat indikator yakni : 1) Kebijakan Ideal, kebijakan tersebut belum berjalan dengan semestinya, karena tidak adanya sosialisasi intensif yang dilakukan pihak kampus; 2) Kelompok Sasaran, sasaran kebijakan KTR belum mengetahui secara menyeluruh terkait kebijakan larangan merokok di kawasan tertentu sehingga masih terdapat pelanggaran kebijakan yang dilakukan; 3) Organisasi Pelaksana, dalam hal ini dapat dilihat dari pelaksanaan kewajiban-kewajiban pimpinan yang masih belum optimal, terutama dalam hal pengawasan, penyediaan tempat merokok, dan penegakan aturan. Akan tetapi, untuk kewajiban berupa pemasangan tanda atau himbauan larangan merokok dan teguran sudah dilaksanakan; 4) Faktor Lingkungan, kurangnya kesadaran sosial dan budaya merokok dari kelompok sasaran juga turut mempengaruhi implementasi kebijakan ini.

Abstract

Upaya Pemerintah Kota Surabaya dalam mengatasi keresahan masyarakat akan keberadaan pedagang kaki lima di Kota Surabaya yakni dengan program penataan dan pemberdayaan Pedagang Kaki Lima melalui Sentra Wisata Kuliner. Penelitian ini bertujuan untuk menganalisis strategi yang dilakukan oleh Dinas Koperasi Usaha Kecil dan Menengah dan Perdagangan dalam Pemberdayaan Pedagang Kaki Lima pada Sentra Wisata Kuliner Convention Hall Kota Surabaya. Teori yang digunakan adalah analisis SOAR Stavross dan Hinrichs dengan metode penelitian deskriptif kualitatif. Hasil penelitian ini menunjukkan bahwa strategi yang dilakukan telah berhasil diwujudkan sesuai harapan yang dibuktikan dengan adanya pencapaian – pencapaian yang didapatkan SWK Convention Hall, para pedagang menjadi inovatif, kreatif dan berdaya saing serta SWK Convention Hall menjadi percontohan bagi SWK lainnya melalui kolaborasinya dengan IKD (Ikatan Karya Difabel).

Abstract

Klampid New Generation (KNG) merupakan bentuk inovasi yang diluncurkan oleh Dinas Kependudukan dan Pencatatan Sipil Kota Surabaya dalam upaya mewujudkan pelayanan prima. Pelayanan dapat dikatakan prima jika dapat memenuhi kebutuhan masyarakat dan memberikan kepuasan kepada masyarakat. Kecamatan Pakal merupakan salah satu lembaga penyelenggara pelayanan publik yang menerapkan KNG sebagai upaya pemberian pelayanan prima kepada masyarakat. Indikator yang digunakan dalam penelitian ini berdasarkan teori pelayanan prima yang meliputi kemampuan, sikap, penampilan, perhatian, tindakan, dan tanggungjawab. Penelitian ini bertujuan untuk mengetahui bagaimana penerapan pelayanan prima dalam penerbitan E-KTP melalui Klampid New Generation (KNG) di Kecamatan Pakal, Kota Surabaya. Metode yang digunakan yaitu metode kualitatif dengan pendekatan deskriptif. Hasil penelitian menunjukkan bahwa pegawai di Kecamatan Pakal telah memberikan pelayanan yang baik kepada masyarakat. Setiap indikator menunjukkan penilaian yang baik sehingga dalam penerbitan e-KTP melalui KNG di Kecamatan Pakal dapat dikatakan sudah optimal. Artinya, penerapan pelayanan prima sudah dilakukan oleh pegawai di Kecamatan Pakal. Namun hal tersebut harus selalu ditingkatkan dan dipertahankan agar pegawai dapat memberikan pelayanan yang lebih baik untuk masa mendatang.

Abstract

Untuk mencapai pelayanan publik yang memuaskan, pemerintah bertujuan untuk memberikan pelayanan yang berkualitas. Contoh lembaga yang memberikan pelayanan publik adalah Kantor Wilayah Kementerian Agama Provinsi Jawa Timur. Pertimbangan juga harus diberikan pada sumber daya aparatur untuk memberikan pelayanan publik yang berkualitas. Sebagai wujud rasa syukur atas jasa-jasanya kepada negara, pemerintah menerbitkan Peraturan Pemerintah Nomor 12 Tahun 2002 tentang Promosi, yang kemudian diubah menjadi Peraturan Pemerintah Nomor 17 Tahun 2020 tentang Manajemen Pegawai Negeri Sipil. Tujuan dari penelitian ini adalah untuk mengetahui pelayanan publik yang diberikan kepada PNS yang mengajukan kenaikan pangkat oleh Kanwil Kementerian Agama Provinsi Jawa Timur. Dengan menggunakan model Zeithaml, Berry, dan Parasuraman untuk menganalisis pelayanan promosi pada Kantor Wilayah Kementerian Agama Provinsi Jawa Timur, digunakan teknik studi kasus dengan metodologi kualitatif. Tiga metode yang digunakan untuk memperoleh data: dokumentasi, observasi, dan wawancara. Temuannya cukup baik dan memuaskan dalam pelayanan promosi, sesuai dengan hasil analisis penelitian.
