Abstract

Forest fires remain one of the most persistent environmental governance challenges in Southeast Asia, generating significant ecological, economic, social, and political consequences, including transboundary haze pollution. Despite the growing body of literature on forest fire management, a comprehensive understanding of the intellectual structure and development of forest fire governance research in the region remains limited. This study aims to map and analyze the evolution, thematic structure, collaboration patterns, and intellectual foundations of forest fire governance research in Southeast Asia using a bibliometric approach. Bibliographic data were collected from the Scopus database, resulting in a final dataset of 644 publications after applying systematic screening procedures. The analysis was conducted using VOSviewer, employing keyword co-occurrence, co-authorship, co-citation, and bibliographic coupling techniques. The findings reveal a substantial increase in scholarly attention to forest fire governance over time, reflecting the growing recognition of forest fires as complex socio-ecological and governance challenges. The thematic structure of the literature demonstrates a shift from predominantly ecological and technical perspectives toward governance-oriented approaches emphasizing institutional coordination, stakeholder collaboration, policy implementation, sustainability, and environmental management. Collaboration network analysis indicates that knowledge production remains concentrated among a limited number of countries and institutions, while regional scientific collaboration continues to exhibit fragmented patterns. The study further highlights the importance of state capacity, collaborative governance, and multi-level governance in addressing recurring forest fire crises and transboundary environmental problems. By integrating bibliometric mapping with governance-oriented interpretation, this study contributes to the literature on environmental governance, forest governance, and regional environmental politics in Southeast Asia while providing insights for policymakers seeking more adaptive and collaborative approaches to forest fire governance.

Abstract

Penelitian ini bertujuan menganalisis efektivitas penerapan aplikasi SEPEDA MAMI dalam meningkatkan kepatuhan Wajib Pajak Bumi dan Bangunan (PBB) pada Badan Pengelola Pajak dan Retribusi Daerah (BPPRD) Kabupaten Muaro Jambi. Penelitian dilatarbelakangi oleh upaya pemerintah daerah dalam mengimplementasikan e-government melalui digitalisasi pelayanan perpajakan untuk meningkatkan kemudahan, efisiensi, transparansi, dan kualitas pelayanan kepada masyarakat. Aplikasi SEPEDA MAMI merupakan inovasi pelayanan digital yang memungkinkan wajib pajak melakukan pengecekan tagihan dan pembayaran PBB secara daring tanpa harus datang ke kantor BPPRD. Penelitian menggunakan metode kualitatif dengan pendekatan studi kasus. Data diperoleh melalui wawancara, observasi, dan dokumentasi terhadap pihak BPPRD, operator aplikasi, serta pengguna layanan. Analisis data mengacu pada teori efektivitas Richard M. Steers yang meliputi indikator pencapaian tujuan, integrasi, dan adaptasi. Hasil penelitian menunjukkan bahwa penerapan aplikasi SEPEDA MAMI telah berjalan cukup efektif dalam meningkatkan kemudahan pelayanan dan mendukung kepatuhan wajib pajak. Hal tersebut dibuktikan dengan realisasi penerimaan PBB Kabupaten Muaro Jambi tahun 2025 yang mencapai 131,58% dari target yang ditetapkan. Pada aspek integrasi, BPPRD telah melaksanakan sosialisasi dan koordinasi dengan pemerintah kecamatan serta desa untuk memperluas pemanfaatan aplikasi. Pada aspek adaptasi, organisasi mampu menyesuaikan pelayanan berbasis digital melalui peningkatan kapasitas pegawai dan penyediaan sarana pendukung, meskipun masih terdapat kendala berupa rendahnya literasi digital masyarakat dan keterbatasan akses internet di beberapa wilayah. Oleh karena itu, diperlukan peningkatan sosialisasi, edukasi digital, serta optimalisasi layanan agar pemanfaatan aplikasi semakin efektif dalam meningkatkan kepatuhan wajib pajak dan kualitas pelayanan perpajakan daerah secara berkelanjutan.

Abstract

This study aims to analyze the interoperability of the One Data policy implementation by the Jambi Province Communication and Informatics Office (Diskominfo). The research uses a descriptive qualitative approach through observation, interviews, and documentation, analyzed based on the Interoperability Digital Government theory, which includes technical interoperability, semantic interoperability, organizational interoperability, and legal and policy interoperability. The results show that the implementation of the One Data policy has been supported by the establishment of the Jambi Data and Analytic Center (JDAC) and the Jambi Province One Data Website as a data management center. However, interoperability is still suboptimal because data integration still relies on manual processes, data updates are inconsistent, and the application of data and metadata standards is not yet uniform across Regional Apparatus Organizations (OPD). In addition, the coordination system still faces obstacles in aspects of human resources, organizational commitment, and supervision of policy implementation. Therefore, it is necessary to strengthen system infrastructure, human resource capacity, inter-agency coordination, and data standardization so that the interoperability of the One Data policy in Jambi Province can run more effectively and sustainably.
