Abstract

Studies on gender and state politics demonstrate that public policy is never gender-neutral but is shaped by power relations and social representations that normalize particular gender norms. In Indonesia, despite post-reform democratic consolidation and expanded political participation, gender inequality remains embedded in both the processes and substance of public policymaking. Existing scholarship has largely focused on formal political representation and affirmative policies, while the discursive and symbolic dimensions of policy formation have received limited attention. This article examines how gender is constructed and represented in Indonesian public policy through contemporary practices of social representation. Drawing on critical feminist policy analysis and an intersectional perspective, the study conceptualizes public policy as a site of meaning-making and power negotiation. The analysis reveals that public policies not only regulate resource distribution but also normalize specific gender roles and identities, often overlooking the diverse experiences of women across social locations. This article contributes to debates on gender and state politics by highlighting the importance of discourse and social representation in understanding and advancing gender-just and inclusive public policymaking in Indonesia

Abstract

The 2024 Temanggung Regency Regional Head Election (Pilkada) presented a compelling political phenomenon, wherein a former village head successfully triumphed over two incumbent candidates. This study aims to analyze the role and mechanisms of utilizing social capital in Agus Setyawan’s victory in the 2024 Temanggung Election. This research employs a descriptive qualitative approach, utilizing a social capital analytical framework encompassing three primary dimensions: trust, social networks, and norms of reciprocity. Data collection is assumed through literature reviews, media analysis, and the candidate's track record.The findings indicate that the candidate's victory was deeply rooted in the social capital accumulated during his 16-year tenure as the Village Head of Campurejo. First, the trust dimension was established through an empirical track record in transforming human resources within his village, including reducing early marriage rates and advancing education. Second, the expansion of social networks was executed effectively by capitalizing on farmer groups, cultural arts associations (kuda lumping), inter-village head solidarity, and supported by structural political networks. Third, norms of reciprocity were fostered through a populist and grassroots approach that positioned the candidate as an equal to the common citizenry, thereby generating solid voter loyalty.In conclusion, the conversion of communal social capital and grassroots support proved capable of dismantling the political hegemony of incumbents. The phenomenon of the 2024 Temanggung Election reaffirms that a proven track record and social proximity at the village level can serve as a superior political modality compared to mere elite popularity.

Abstract

In the digital economy, the creative industry demands agile governance yet often encounters rigid regulatory frameworks. Estonia, a global digital pioneer, offers a "Smart Policy" paradigm that successfully disrupts traditional governance. This study analyzes Estonia's strategy as a model for accelerating creative industry growth. Employing a qualitative literature review, the research synthesizes data from scientific journals and policy papers to map critical success variables. Findings reveal that Estonia's effectiveness rests on three pillars: the XRoad integrated infrastructure, the e-Residency program which removes geographical barriers, and drastic administrative deregulation. This synergy fosters a transparent and efficient business climate. The study concludes that adopting the "Estonia Model" requires more than technology transfer; it necessitates a structural transformation in the bureaucratic mindset. Consequently, this research recommends an adaptive framework for policymakers to establish a sustainable ecosystem for the creative economy

Abstract

Program Pengabdian kepada Masyarakat ini bertujuan untuk menyelesaikan permasalahan identitas merek dan hambatan komunikasi pemasaran pada Binar's Parfume, sebuah usaha rintisan wewangian yang dikelola oleh wirausaha mahasiswa. Meskipun memiliki keunggulan produk berupa tingkat konsentrasi ekstrak wewangian yang tinggi, usaha ini menghadapi kendala kebingungan merek akibat tumpang tindihnya saluran promosi dengan entitas bisnis induk, serta rendahnya tingkat transaksi penjualan meskipun lalu lintas kunjungan profil tergolong tinggi. Pelaksanaan program ini menggunakan pendekatan Penelitian Tindakan Partisipatoris yang melibatkan mitra secara aktif. Intervensi akademik difokuskan pada pemisahan identitas media sosial secara mandiri, perancangan ulang pesan promosi untuk menonjolkan nilai keunggulan produk, serta pembakuan instruksi ajakan bertindak guna mengurai penyumbatan pada tahap akhir saluran pemasaran. Hasil unjuk kerja menunjukkan bahwa intervensi ini berhasil melampaui target penciptaan kesadaran merek secara masif dengan capaian akumulasi melampaui sepuluh ribu penayangan dan tingkat keterlibatan khalayak yang tinggi. Lebih lanjut, peran akademisi terbukti efektif dalam mentransformasikan kreativitas pembuatan konten yang semula hanya mengejar popularitas semu menjadi rancangan komunikasi yang terukur secara ilmiah. Sebagai jaminan keberlanjutan pascaprogram, tim pengabdi menyusun sistem tata kelola jadwal penerbitan materi yang disesuaikan dengan kesibukan akademik mitra, serta menyerahkan dokumen rancangan induk pedoman komunikasi pemasaran.

Abstract

Kemampuan komunikasi publik, khususnya penguasaan Master of Ceremony (MC) dan public speaking, merupakan kompetensi krusial bagi Tim Protokoler Fakultas Ilmu Sosial dan Ilmu Politik (FISIP) Universitas Pembangunan Nasional "Veteran" Jakarta dalam merepresentasikan citra institusi. Namun, hasil asesmen awal menunjukkan tingginya tingkat kecemasan komunikasi (communication apprehension) dan minimnya pengalaman pelatihan formal pada anggota tim. Kegiatan pengabdian kepada masyarakat ini bertujuan untuk meningkatkan kapasitas teknis, penguasaan panggung, dan kepercayaan diri mitra dalam memandu acara akademik. Metode pelaksanaan menggunakan pendekatan pelatihan partisipatif yang mengombinasikan pemaparan materi teoretis dengan simulasi praktik (roleplay). Evaluasi efektivitas program diukur menggunakan instrumen kuesioner pre-test dan post-test. Hasil analisis menunjukkan adanya peningkatan kapasitas yang sangat signifikan. Pada aspek manajemen kecemasan, pelatihan ini berhasil mereduksi demam panggung peserta secara drastis, bergeser dari skala rendah ke tingkat kepercayaan diri yang tinggi. Pada aspek kognitif dan teknis, seluruh peserta menunjukkan pemahaman yang komprehensif mengenai etika penyebutan jabatan formal, serta mengalami peningkatan drastis dalam kemampuan improvisasi saat menghadapi kendala teknis acara. Kesimpulannya, intervensi melalui praktik simulasi terbukti efektif membekali Tim Protokoler FISIP UPNVJ dengan keterampilan komunikasi profesional, sehingga mereka lebih siap ditugaskan dalam berbagai agenda seremonial kampus.
