Abstract

The merit system is central to Indonesia’s bureaucratic reform agenda, which seeks professional, objective, and competency-based civil service governance. The assessment center is among the principal instruments developed to support it, yet many local governments still struggle to ensure that assessment results actually inform personnel decisions. This study analyzes the relationship between assessment center implementation and the utilization of assessment results in strengthening the civil service merit system in the Palembang City Government, and formulates a governance model integrating the two. A qualitative multi-case design was used. The first case examined assessment center implementation at the Palembang City Civil Service and Human Resources Development Agency; the second examined the utilization of assessment results. Data were collected through in-depth interviews, observation, and documentary analysis of regulations, official reports, and institutional records, and their credibility was established through source triangulation. The data were analyzed using thematic cross-case synthesis. The findings indicate that assessment center implementation is supported by institutional arrangements, regulations, and relatively adequate assessment mechanisms, but that assessment results are not yet fully utilized in personnel decision-making, resulting in a gap between the institutional capacity of the assessment center and the utilization of its outputs within the merit system. The study proposes an integrated assessment governance model comprising institutional capacity, competency intelligence, governance integration, and merit system strengthening, and offers it as a reference for competency-based talent management policy and for sustaining merit system implementation at the local level.

Abstract

Abstract

Women of reproductive age require adequate knowledge of reproductive and pregnancy health to support timely decision-making and appropriate health-seeking behavior. This community service program aimed to improve knowledge among women of reproductive age through interactive health education delivered by an obstetrics and gynecology specialist, supported by medical professional students and posyandu cadres. The program was conducted in the Family Fostered Area of Talang Putri, Palembang, using a one-group pre-test and post-test design. A total of 19 mothers participated, including pregnant women, breastfeeding mothers, and mothers of children under five. The intervention consisted of a 120-minute interactive session covering reproductive health, pregnancy, danger signs, and the safety of fasting during pregnancy. Knowledge was assessed using pre-test and post-test questionnaires. Data were analyzed descriptively and statistically using the Wilcoxon Signed Ranks test. The mean knowledge score increased from 55.8 to 85.8, with a mean increase of 30.0 points. All participants (100%) demonstrated improved knowledge scores after the intervention, and four participants (21.1%) achieved a perfect post-test score. No participant showed a decreased or unchanged score. The Wilcoxon Signed Ranks test showed a statistically significant difference (Z = –3.82; p < 0.001). Interactive reproductive and pregnancy health education effectively improved knowledge among women of reproductive age in Talang Putri and may serve as a practical, participatory, and sustainable model for community-based maternal health education.

Abstract

Congenital heart disease (CHD) is among the most prevalent structural birth defects, affecting approximately 8–9 per 1,000 live births globally. In Indonesia, delayed diagnosis remains a critical challenge due to limited parental awareness and inadequate knowledge of early CHD warning signs. Early recognition by mothers and primary caregivers is essential to improve referral rates and clinical outcomes. This community service program aimed to improve the knowledge of mothers regarding early detection of CHD in children through structured health education. A pre-experimental study using a one-group pretest–posttest design was conducted at Kelurahan Talang Putri Palembang city, in February 14th 2026. A total of 18 mothers of children aged 0–5 years participated. Educational interventions included a structured lecture, visual poster media, and physical examination demonstration by a pediatric specialist. Knowledge was assessed using a validated 10-item questionnaire administered before and after the intervention. Data were analyzed descriptively using mean scores, score differences, and percentage of improvement. total of 18 participants completed both pretest and posttest. The mean pretest score was 70.6, while the mean posttest score increased to 87.8. The mean score improvement was 17.2 points, corresponding to a 24.4% increase from baseline. Fourteen participants showed improved scores, four participants maintained the same scores, and no participant experienced a decrease. Health education using a multimodal approach—combining lectures, visual media, and clinical demonstration—effectively increased maternal knowledge of early CHD detection. Integration of such programs into primary healthcare facilities is recommended to support early identification and timely referral of children with CHD.
