Abstract

This research examines the implementation of the free nutritious meal program. The aim is to find out the content of this program and its implementation in the field. The method used is qualitative research with a descriptive approach. Data was obtained through various online media, ministry websites, and other documents. The results showed that the free nutritious meal program was implemented on January 6, 2025. This program aims to improve human resources, reduce stunting rates, and increase student learning motivation. The targets are students, toddlers, and pregnant women. The implementation of the free nutritious meal program faces challenges in communication, resources, executor disposition, and bureaucratic structure. The government has conducted extensive socialization with various media platforms and in person, but remote areas still experience problems accessing digital information. In terms of resources, the large budget allocation has not been fully matched by infrastructure readiness, causing constraints in distribution. The disposition of implementers also plays an important role, with support from lower-level implementers. However, cases of rejection in some areas show the need for increased readiness in the field

Abstract

The outbreak of Corona Virus Disease (Covid-19) cases in various countries, including Indonesia, resulted in the paralysis of most services, including in the government sectors. The enactment of Work from Home (WFH) policy for State Civil Servants (PNS) indicates the massive level of urgency for the spread of this deadly virus, leading to the Social Distance policy being also applied in the government environment. This article aims to examine civil servants' work effectiveness in implementing WFH during Covid-19 pandemic in Sleman Regency, with a case study at the Department of Social Service. This research uses an exploratory case study approach, emphasizing the exploration of a phenomenon such as WFH policy. Furthermore, semi-structured interviews and literature reviews were used to obtain reliable data analysis. The findings of this study show that the adaptation of civil servants in the Sleman Social Service to the WFH policy is seen as complex in several divisions, because they are not accustomed to working in a home environment where teleconference facilities may be urgently required and the dependence on communication and coordination between employees is crucial. Another issue is that in the Department of Social Service there are no sanctions for civil servants who do not work under the guidance of WFH policy. In addition, knowledge and skills needed to operate and administer online services are still limited, affecting civil servants' ability in delivering a community’s public service needs. Hence, the implementation of WFH policy may not be effective in all types of public operations.

Abstract

Excellent public service is a mandate of the Village Law No. 6 of 2014 to accelerate the achievement of general welfare in village communities. Standards of superior service that are transparent, accountable, effective, and efficient can be realized through the utilization of applications and information and communication technology (ICT), commonly referred to as e-government. The digital village program is one initiative to implement village information systems. This community service activity applied a Participatory Action Research (PAR) approach, fostering collaboration and enhancing stakeholders’ understanding of the importance of digital villages. The program was conducted by lecturers from UIN Sultan Thaha Saifuddin Jambi under the Kukerta Mandiri MBKM–Internship–Lecturer Community Service Conversion program, focusing on “Digital Village” in Simpang Sungai Duren Village, Jaluko District, Muaro Jambi Regency. As an initial implementation step, villages were assisted in activating and managing official websites with the desa.id domain, as well as Instagram, Facebook, and YouTube accounts as channels for information and village profile video updates, serving as digital-based information and service media. The results indicate that, despite existing limitations, the potential for villages to evolve into digital villages remains vast and can be further developed toward greater progress.

Abstract

The gap and limited global references in interpreting government bureaucracy (GB) studies have underpinned the urgency of this study. The purpose of this study is to identify thematic development trends in articles on government bureaucracy (GB). Through bibliometric analysis using the R Studio package Biblioshiny, this literature review examines articles on GB from 2016 to 2025. Using data from 109 journal articles retrieved from the Scopus database and focusing on subject trends, co-occurrence, thematic evolution, and international collaboration networks. The results of the study indicate that the development of government bureaucracy (GB) research themes reflects the changing circumstances that initially were mostly conducted at the national and international government levels, continuing to spread to local governments with the main subject keywords including bureaucracy, corruption, government bureaucracy, international development, and local government as rapidly growing topics in the study of GB. In addition, this study still has limitations because it only examines English-language publications from the last ten years on social science subjects and Scopus databases. The researcher recommends a more comprehensive data coverage, scope, and various other languages to emphasize the need for increased attention to the study of GB.
