Abstract

Program Bank Sampah Sekar Mulya merupakan program yang didirikan oleh warga desa agar memiliki keterampilan dalam mengolah sampah. Penelitian menggunakan metode kualitatif yang bersifat deskriptif. Penelitian dilakukan di Bank Sampah Sekar Mulya di Desa Mulyodadi Kecamatan Wonoayu Kabupaten Sidoarjo. Adapun fokus penelitian ini adalah Evaluasi Program Bank Sampah Sekar Mulya di Desa Mulyodadi Kecamatan Wonoayu Kabupaten Sidoarjo. Dengan berdasarkan 3 Indikator Evaluasi Program (Wirawan, 2011) yaitu : Proses, manfaat, dan Dampak. Sumber data pada penelitian ini yaitu data primer diperoleh melalui data dari Pemerintah Desa Mulyodadi, pengurus Bank Sampah Sekar Mulya, nasabah Bank Sampah Sekar Mulya, masyarakat bukan nasabah. Data sekunder berasal dari buku, internet dan literatur yang berkaitan dengan penelitian. Instrumen yang digunakan dalam penelitian adalah pedoman wawancara, handphone dan lembar catatan. Teknik pengumpulan data yang digunakan yaitu wawancara, observasi, dan dokumentasi. Teknik analisis data dilakukan beberapa langkah yaitu pengumpulan data, reduksi data, penyajian data dan penarikan kesimpulan. Hasil penelitian ini yaitu proses belum sepenuhnya terlibat aktif dalam program bank sampah akibat keterbatasan waktu akibat rutinitas pekerjaan, upaya terus dilakukan untuk meningkatkan partisipasi dan kesadaran masyarakat tentang pentingnya pengelolaan sampah melalui bank sampah. Manfaat adalah peningkatan ekonomi masyarakat melalui kegiatan menabung sampah. Hal positif ini dirasakan tidak hanya oleh warga, tetapi juga oleh para pengelola program. Dampak ini mewujudkan perubahan positif dalam masyarakat dan lingkungan, termasuk peningkatan kesadaran masyarakat akan pentingnya pengelolaan sampah dan peluang ekonomi dari daur ulang sampah meningkatkan tingkat keberhasilan pelaksanaan program, disarankan agar pelaksana bank sampah melakukan sosialisasi secara merata.mengadakan pembinaan dan pelatihan. Kata Kunci: Evaluasi, Program, Masyarakat The Sekar Mulya Waste Bank Program is a program founded by village residents to have skills in processing waste. The research uses descriptive qualitative methods. The research was conducted at the Sekar Mulya Waste Bank in Mulyodadi Village, Wonoayu District, Sidoarjo Regency. The focus of this research is the Evaluation of the Sekar Mulya Waste Bank Program in Mulyodadi Village, Wonoayu District, Sidoarjo Regency. Based on 3 Program Evaluation Indicators (Wirawan, 2011), namely: Process, benefits and impact. The data source in this research is primary data obtained through data from the Mulyodadi Village Government, the management of the Sekar Mulya Waste Bank, customers of the Sekar Mulya Waste Bank, non-customer communities. Secondary data comes from books, the internet and literature related to research. The instruments used in the research were interview guides, cellphones and note sheets. The data collection techniques used were interviews, observation and documentation. The data analysis technique is carried out in several steps, namely data collection, data reduction, data presentation and drawing conclusions. The results of this research are that the process of not being fully actively involved in the waste bank program due to time constraints due to work routines, efforts continue to be made to increase public participation and awareness about the importance of waste management through waste banks. The benefit is improving the community's economy through waste saving activities. This positive thing is felt not only by residents, but also by program managers. This impact creates positive changes in society and the environment, including increasing public awareness of the importance of waste management and the economic opportunities from waste recycling, increasing the success rate of program implementation. It is recommended that waste bank implementers carry out socialization evenly, provide coaching and training. Keywords: Evaluation, Program, Community

Abstract

Sekolah penggerak berorientasi pada inovasi dan pembelajaran karakter anak yang sesuai dengan karakter profil pelajar Pancasila. Fokus program sekolah penggerak yaitu pada pengembangan hasil belajar siswa secara holistik yang mencakup kompetensi (literasi dan numerasi) dan karakter diawali dengan SDM yang unggul. Tujuan dari penelitian ini adalah untuk mendeskripsikan implementasi program sekolah penggerak SD Insan Mulya di Kecamatan Driyorejo Kabupaten Gresik. Metode penelitian yang digunakan adalah deskriptif kualitatif. Data dikumpulkan dengan menggunakan Teknik wawancara dan observasi. Hasil Penelitian menunjukkan bahwa implementasi program sekolah penggerak di SD Insan Mulya Kecamatan Driyorejo Kabupaten Gresik dari empat ketepatan kebijakan. Ketepatan kebijakan berdasarkan lima intervensi berdasarkan digitalisasi sekolah dengan adanya platform-platform yang mendukung baik dari guru, sumberdaya dan sekolah, maupun dalam pembelajaran di kelas. Intervensi pengembangan sumberdaya sekolah baik dari kepala sekolah pengawas dan guru, intervensi dalam pembelajaran paradigma baru, perencanaan berbasis data dan pendampingan konsultatif asimetris. Ketepatan pelaksana yang berfokus pada guru, kepala sekolah, dan komite pembelajaran. Ketepatan target yang mengacu pada kesiapan target dalam menjalankan program sekolah penggerak. Ketepatan lingkungan yang berasal dari komunikasi lingkungan internal dan komunikasi dengan lingkungan eksternal. Dalam implementasi sekolah penggerak menemui beberapa kendala yaitu sulitnya mengalokasikan jam pelajaran karena terdapat tambahan P5, terkendalanya pemakaian chromebook dalam pembelajaran, pelaksanaan assessment yang soalnya masih dibuat secara kolektif. Peneliti memberikan saran perlu adanya penyeimbangan dan penyesuain dalam pengaturan jam pelajaran siswa, perlunya penyesuaian sarana dan prasarana yang dapat memaksimalkan kegunaan dalam pembelajaran, dan pelaksanaan assessment yang dilakukan secara mandiri dan bukan kolektif. Sekolah Penggerak is oriented towards innovation and child character learning that matches the character of the student profile of Pancasila. The focus of the driving school program is on the development of student learning outcomes in a holistic way that includes competence (literacy and numeration) and character begun with superior SDM. The purpose of this research is to describe the implementation of the SD Insan Mulya mobilization school program in Driyorejo Gresik. The research method used is qualitative descriptive. Data collected using interview and observation techniques. The results of the research showed that the implementation of the mobilization school program in SD Insan Mulya Kecamatan Driyorejo Gresik of four policy precision. Policy accuracy is based on five interventions based on school digitization with platforms that support both teachers, resources and schools, as well as in classroom learning. School resource development interventions from both head of supervisory school and teacher, interventions in new paradigm learning, data-based planning and assisted consultative assistance asimetris. The executive's accuracy focuses on teachers, the head of school, and the awareness committee. Target accuracy that refers to the target's readiness in running a mobility school program. The environmental accuracy derived from the communication of the internal environment and communication with the external environment. In the implementation of the mobility school encountered some obstacles, namely the difficulty of allocating lessons hours because there are additional P5, at the very least the use of chromebooks in learning, the execution of assessments on which is still made collectively. The researchers suggested that there should be a balance and adjustment in the arrangement of student hours, the need for the allocation of means and facilities that can maximize equality in the education, and the implementation of assessments carried out independently and not collectively.

Abstract

Kepemerintahan yang baik (good governance) merupakan isu yang tidak lazim dalam pengelolahan administrasi publik dewasa ini. Seiring dengan perkembangan zaman, tentu tuntutan terhadap pola kepemerintahan yang baik (good Governance) sudah menjadi kewajiban bagi penyelenggara pemerintahan yang baik sejalan dengan meningkatnya tingkat pengetahuan masyarakat. Tuntutan tersebut sudah seharusnya direspon oleh pemerintah dengan melakukan perubahahan-perubahan yang terarah pada terwujudnya penyelenggaraan kepemerintahan yang baik. Tujuan dari penelitian ini untuk mengetahui penerapan prinsip-prinsip good governance pada layanan penyediaan akses informasi publik di Badan riset dan Inovasi Daerah Provinsi Jawa Timur. Jenis penelitian yang digunakan adalah deskriptif kualitatif dengan metode wawancara, observasi dan studi dokumentasi. Hasil dari penelitian ini menunjukan bahwa penerapan prinsip-prinsip good governance pada layanan penyedian akses informasi publik di Badan Riset dan Inovasi Daerah Provinsi Jawa Timur sudah berjalan dengan baik. Namun, ada beberapa prinsip good governance yang masih ditemukan kekurangannya. Harapannya penerapan prinsip-prinsip good governance yang dilaksanakan dapat diterapkan dengan baik guna mencapai apa yang dibutuhkan oleh masyarakat. Good governance is an issue that is not uncommon in the management of public administration today. Along with the times, of course, demands for good governance patterns have become an obligation for good government organizers in line with the increasing level of public knowledge. These demands should be responded to by the government by making changes that are directed towards the realization of good governance. The purpose of this study was to determine the application of the principles of good governance in the service of providing access to public information at the Regional Research and Innovation Agency of East Java Province. The type of research used is descriptive qualitative with interview, observation and documentation study methods. The results of this study indicate that the application of the principles of good governance in the service of providing access to public information at the Regional Research and Innovation Agency of East Java Province has been running well. However, there are several principles of good governance that are still found lacking. It is hoped that the application of the principles of good governance can be implemented properly in order to achieve what is needed by the community.

Abstract

This examination has expect to depict the execution of the recovery program, for appalling houses (Rutilahu) in Genteng Town, Surabaya City. The qualitative descriptive approach is utilized in this study. Policy accuracy, implementation accuracy, target accuracy, and environmental accuracy were the four indicators used in this study, according to Richard Matland's theory. The research results show that the first indicator, namely policy accuracy in policy implementation, has been implemented well. This is proven by the fulfillment of three aspects that make up policy accuracy, namely the effectiveness of policies to solve problems, harmony between policies and problems that arise, and harmony between policies that have been determined by authorized institutions and the character of existing problems because they have been implemented in accordance with existing Rutilahu guidelines. The second indicator is that the accuracy of the implementation of the Rutilahu Program implemented in Genteng Subdistrict is in accordance with the Surabaya Mayor's regulations Number 9 of 2022 relating to technical implementation, cost design and KTPR reporting techniques. The third indicator, the accuracy of the target of the Rutilahu program which has been implemented in the Genteng sub-district, is appropriate based on 3 reference indicators, namely suitability of the target, readiness of the target, and type of policy that refers to the target. The fourth indicator, in the implementation of the Rutilahu program in Genteng sub-district, Surabaya City, is that the policy environment is able to support the implementation process well by continuing to evaluate it in the form of reports as a form of monitoring this program. Keyword: Implementation, Policy, Rutilahu Penelitian ini bertujuan mendeskripsikan implementasi Rehabilitasi Program Rumah Tidak Layak Huni (Rutilahu) di Kelurahan Genteng, Kota Surabaya. Studi ini menggunakan metode deskriptif kualitatif. Ketepatan kebijakan, ketepatan pelaksanaan, ketepatan target, dan ketepatan lingkungan adalah empat ukuran yang digunakan dalam studi implementasi kebijakan oleh Richard Matland. Hasil dari studi memperlihatkan bahwa di indikator pertama, yaitu ketepatan kebijakan dalam implementasi kebijakan sudah diterapkan secara maksimal. Kondisi ini ditunjukkan dengan terpenuhinya tiga aspek penyusun ketepatan kebijakan, yaitu keefektifitasan kebijakan untuk memecahkan masalah, keselarasan antara kebijakan dengan masalah yang muncul, dan keselarasan antara kebijakan yang telah ditetapkan lembaga berwenang dengan karakter masalah yang ada karena telah dilaksanakan sesuai dengan pedoman Rutilahu yang ada. Indikator kedua, dalam ketepatan pelaksanaan Program Rutilahu yang diterapkan di Kelurahan Genteng telah sesuai dalam peraturan Walikota Surabaya Nomor 9 tahun 2022 berkaitan dengan teknis pelaksanaan, rancangan biaya hingga teknis pelaporan KTPR. Indikator ketiga, pada ketepatan target program Rutilahu yang telah diimplementasikan di kelurahan Genteng telah sesuai berdasarkan 3 indikator acuan, yaitu kesesuaian target, kesiapan target, dan jenis kebijakan yang mengacu pada sasaran. Indikator keempat, dalam pelaksanaan implementasi program Rutilahu di kelurahan Genteng Kota Surabaya bahwa lingkungan kebijakan mampu mendukung proses penyelenggaraan dengan baik dengan terus mengevaluasi dalam bentuk laporan sebagai bentuk monitoring program ini. Abstract

Innovative governance is a change in policy or management practice that results in improvement in the quality, quantity and level of services provided by an organisation. Innovation in waste management into electrical energy is a new breakthrough in reducing residual waste contained in TPS 3R Jambangan. Even in developed countries, it has been widely applied to reduce the volume of waste. However, it is different from the application found at TPS 3R Jambangan because it still has obstacles such as limited human resources, the community is not interested and the machine is damaged. The purpose of this research is to describe innovative governance of waste management into electrical energy at TPS 3R Jambangan. In describing innovative governance of waste management into electrical energy using the theory put forward by (Anttiroiko et al., 2011), namely democratic, managerial, development and service functions of government. This research method is descriptive qualitative. Where data is collected using observation, interview, and documentation techniques. The data that has been collected is then analyses by reducing data, presenting data, and drawing conclusions. The results of this study are in innovative governance of waste management into electrical energy at TPS 3R. The democratic and managerial indicators are quite good, although not optimal. Meanwhile, the development is going well, and the service functions of government are not so optimal.

Abstract

Program innovation is an effort to meet the needs of the community in accessing public services. In particular, the public services needed by the community are public services in the field of population administration, so that city and district governments continue to be encouraged to innovate. One of the program innovations that has been launched by the Surabaya City Government is the Lontong Balap program innovation. However, in carrying out the Lontong Balap program, problems were still encountered during its implementation. The purpose of this research is to examine further the implementation of the Lontong Balap Innovation Program. The type of research carried out was descriptive-qualitative. This research uses six indicators that influence the success of policy implementation according to Van Meter and Van Horn (1975), including policy standards and targets, resources, characteristics of implementing agents, inter-organizational relationships, dispositions, and economic, social, and political conditions. The methods used in collecting data are interviews, observation, and documentation. Then it is analyzed through several stages, such as data collection, data reduction, data presentation, and drawing conclusions. The research results show that the implementation of the Lontong Balap program is good but still not optimal. Such as human resources such as trial judges, verifiers, registration, and making determinations. The provision for sub-district employees often causes input errors, monitoring and evaluation processes in each sub-district are not running well, and the socialization process that has been carried out has not reached all levels of Surabaya city society.

Abstract

The management of simple flats for rent is an additional stage of organizing flats. In Surabaya, the management of simple rental flats is regulated in Surabaya Mayor Regulation number 93 of 2023. In the management of Rusunawa Sombo, there are several problems such as, residents whi are not in accordance with the requirements, which is are having a car, lack of staff, and many residents who violate the rules. The purpose of this research is to describe the implementation of the management of simple rental flats in Rusunawa Sombo, Surabaya. The method used is descriptive qualitative. The focus of this research uses the implementation model by Donald Van Meter and Carl Van Horn which has six indicators. The results showed that the implementation of the management of simple rental flats in Rusunawa Sombo Surabaya City as stipulated in Surabaya Mayor Regulation number 93 of 2023 has been running well. However, there are some obstacles that must be improved, such as the lack of UPTD Rusunawa Sombo field technical implementation staff, the weakness of supervision from UPTD Rusunawa Sombo staff, and residents who still commit many violations. Based on the research results, suggestions that can be given are 1) UPTD Rumah Susun and DPRKPP should conduct anuual evaluations of residents, 2) UPTD immediately added UPTD field technical staff in Rusunawa Sombo, 3) It is expected to immediately realize the improvement of physical conditions in the Sombo Rusunawa building, 4) It is expected that UPTD Rusunawa Sombo staff take firm action against residents who violate the rules.

Abstract

Tourism is one of the largest contributors to revenue that can help improve the economy from regional to national. Utilization and development of tourism potential can be used to increase regional economic income. In addition, tourism can create new jobs, drive the creative economy and open up opportunities for local businesses to grow. In 2018, the Rembang Regency Government continued to encourage villages to develop the potential of their tourism villages. Of the existing tourist villages in Rembang Regency, the one with the highest number of visitors is Punjulharjo Village with Karangjahe Beach Tourism as its main attraction. For this reason, this study discusses the implementation of the tourism village program in order to improve the community's economy in Punjulharjo Village, Rembang District, Rembang Regency. The purpose of this research is to describe the implementation of Karangjahe Beach Tourism Program in Punjulharjo Village. This type of research is descriptive with a qualitative approach. The focus of this research is the implementation of Karangjahe Beach Tourism Program in Punjulharjo Village which is reviewed using the theory of policy implementation according to Van Meter and Van Horn. Data collection techniques were conducted through observation, interviews, and documentation. The method used in this research is descriptive method. The results of the research are the implementation of the tourism village program, especially in Karangjahe Beach tourism, has been carried out well, the economic condition of the community has increased. In management, there are still obstacles, namely in the human resources development section and infrastructure facilities that need to be improved. Based on the research results, suggestions that can be given are 1) It is expected to create a culinary tourism area for specialty foods and drinks, 2) It is expected that the manager will increase the number of trash cans and emphasize cleanliness, 3) It is expected to pay more attention to the selfie spot facilities.

Abstract

The Dinas Pekerjaan Umum Bina Marga Province Jawa Timur has created an innovative public service for complaints about damaged roads, namely the Damaged Roads Self Report (Jalak Loewe) application. The positive impact of this application is that handling that was previously manual can be done online so that it can be more effective and efficient. However, the negative impact of the application being implemented is that there are still several problems related to the application, such as the application having errors when logging in, there is no information regarding provincial authority routes and socialization is considered to be lacking. People only need to download this platform on the Google Play Store, then enter their email for registration and add a photo and street address which will be reported, then the complaint will be immediately handled by the department within 1 x 24 hours. According to Indrajit, digitalization of services is defined as a new interaction mechanism (modern era) between the government and the community and other interested groups or stakeholders, namely involving the use of information technology (the internet) with the aim of improving the quality of ongoing services. The research results show that this application has been successful in dealing with damaged roads in the East Java region, although its implementation is still not optimal. This research method uses a qualitative descriptive method. Based on the research results, the suggestions that researchers can give are: 1) It is hoped that they can add information to the provincial authority road menu. 2) It is hoped that they can provide outreach through other social media. 3) It is hoped that they can increase the budget to improve the application system. 4) It is hoped that they can increase employee response.
