Abstract

Tujuan penelitian ini adalah untuk mengetahui peran strategi retensi karyawan dalam mengurangi turnover karyawan. Pendekatan penelitian ini mengumpulkan data melalui studi literatur, yang melibatkan pembacaan literatur dari berbagai sumber termasuk buku, jurnal dan laporan dengan menggunakan pendakatan kualitatif dan deduktif. Temuan dalam penelitian ini adalah terdapat strategi retensi karyawan dalam mengurangi turnover karyawan, seperti kompensasi yang kompetitif, pemenuhan harapan, program induksi, praktik sumber daya manusia, serta pelatihan dan pengembangan. Selain itu, ada juga terdapat beberapa cara yang dapat dilakukan suatu perusahaan dalam retensi karyawan untuk mengurangi terjadinya turnover, yaitu memperlakukan karyawan seperti memperlakukan pelanggan yang paling bernilai, membuat karyawan jatuh cinta kepada perusahaan, melakukan program rekruitmen dengan baik, dan menempatkan karyawan di posisi yang tepat.

Abstract

This study explores the implementation of digital transformation in civil service management through the "SITAGUH" application at the Regional Personnel Agency (BKD) of Central Kalimantan Province. As a digital civil service platform, SITAGUH is designed to enhance the efficiency, transparency, and accessibility of public services in the field of civil servant administration. The research adopts a qualitative descriptive approach, utilizing data collection methods such as interviews, observations, and document analysis to assess the effectiveness and challenges associated with the implementation of the SITAGUH system. The findings indicate that SITAGUH successfully improves service quality by streamlining manual processes and accelerating service delivery. Nevertheless, the implementation also encounters challenges, including a lack of IT-skilled human resources among civil servants and the need for ongoing system training and socialization. This study contributes to the broader discourse on e-government and underscores the importance of strategic planning and continuous improvement in achieving successful digital transformation within public service institutions

Abstract

Mass demonstrations are a form of expressing aspirations that are protected by the constitution in Indonesia. However, these actions often have the potential to disrupt public order, especially if they turn into riots or anarchic actions. The Mobile Brigade Unit (Brimob) of the Indonesian National Police has a strategic role in handling these situations to maintain the stability of security and public order. This study aims to analyze the role of Brimob in handling mass demonstrations, the strategies implemented, and the challenges faced. The research method used is a qualitative method with a descriptive-analytical approach, involving data collection through interviews, observations, and document studies. The results of the study indicate that Brimob plays an important role in controlling the masses, securing vital objects, and taking action against situations that have the potential to be anarchic. The strategies implemented include a preventive approach through intelligence, layered security, and proportional use of force. However, in its implementation, Brimob faces challenges such as mass dynamics, public pressure, limited resources, and coordination between agencies. This study recommends increasing Brimob's training capacity, strengthening operational equipment, and developing a humanistic and collaborative approach to support success in handling mass demonstrations. With these steps, it is hoped that Brimob can carry out its role more effectively, professionally, and in a balanced manner in maintaining security and order amidst the dynamics of society.

Abstract

This research aims to analyze the need for a new work culture in improving the capacity and capability of Civil Servants (ASN) at the Class IB District Court of Sampit. The research method used in this study was in-depth interviews and documentary studies. Research respondents consisted of officials and staff at the court. The results showed that there is a significant need for the adoption of a new work culture that is more open, inclusive, and oriented towards public service. A work culture that supports collaboration, innovation, and continuous learning was identified as a key factor in enhancing the capacity and capability of ASN. The implications of this research suggest the need for changes in management policies and practices in the court to create a work environment that supports the professional growth and development of ASN.

Abstract

In response to the growing need for effective governance and public service delivery, this study investigates the implementation of the E-Kinerja system at Bukit Biru Village, Tenggarong District, Kutai Kartanegara Regency. The system was introduced as part of the Regulation of the Minister for Administrative and Bureaucratic Reform of the Republic of Indonesia No. 6/2022, which mandates the use of electronic performance management systems within government institutions. The purpose of this regulation is to improve the efficiency, transparency, and accountability of public servants, thereby enhancing the quality of public services. The E-Kinerja system, designed to manage, monitor, and evaluate employee performance more effectively, is expected to streamline public service delivery and align it with organizational goals. This research employs a qualitative descriptive approach to explore the implementation process and its impact on public service quality in the Bukit Biru Village government office. The study includes interviews with government officials, staff observations, and document analysis of the E-Kinerja system's application. The findings suggest that while the system has shown potential in improving the tracking and evaluation of employee performance, its implementation has faced several challenges. These challenges include limited training opportunities, a lack of thorough understanding among employees regarding the benefits and features of the system, and inconsistent participation in using the E-Kinerja platform. Furthermore, the study reveals that some critical factors support the implementation process, including the leadership's commitment to adopting new technologies, the integration of the system with existing human resource management practices, and the alignment of the system’s objectives with the goals of the public sector. However, despite these positives, the study identifies several barriers that undermine the effectiveness of the system, such as insufficient communication regarding the importance of employee engagement, the complexity of the platform, and technical limitations such as inconsistent internet access. This study highlights the importance of providing continuous training and ensuring that all employees understand the advantages of using the E-Kinerja system for both their individual development and the overall improvement of public services. Additionally, a robust communication strategy is crucial to ensuring employee buy-in and effective implementation. The research concludes by suggesting several policy recommendations aimed at optimizing the E-Kinerja system, such as enhancing staff involvement in the decision-making process, improving access to resources, and reinforcing the commitment to public service quality through better managerial support. This paper contributes to the growing body of literature on public administration and electronic government systems, offering valuable insights into the implementation challenges and opportunities that come with digitizing government performance management. It also provides a case study for other governmental bodies in Indonesia and beyond that aim to implement similar E-Kinerja systems to strengthen public sector governance and improve service delivery.

Abstract

The purpose of this study is to determine the effectiveness of building branding through digital communication. This research approach collects data through literature studies, which involve reading literature from various sources including reports, books, articles, and journals using qualitative and deductive approaches. The results of this study are that building branding through digital communication is not just following trends, but a strategic need in facing the dynamics of the modern market. Digital communication allows brands to reach a wider audience, establish more personal relationships, and manage brand image efficiently and measurably. With the right strategies such as building a strong digital identity, optimizing social media, providing quality content, optimizing websites and SEO, email marketing, and collaborating with influencers can form strong branding

Abstract

Drugs, commonly called narcotics, are dangerous substances that, if consumed excessively, can result in addiction and even death. Drug abuse in Indonesia has reached a concerning stage. In 2017, the National Narcotics Agency detected 46,537 drug-related incidents, including methamphetamine, marijuana, and ecstasy. There are 4 types of substances that can affect drug users, such as hallucinogens, depressants, opioids, and stimulants. A machine learning approach can detect these substances using user symptom data as input. This study uses six different methods in classifying, including decision tree, C.45, K-nearest neighbor (KNN), random forest, and support vector machine (SVM). The dataset comprises 144 data and 21 attributes based on the user's symptoms. The evaluation method in this study uses cross-validation with K-fold values of 5 and 10 and uses three parameters: precision, recall, and accuracy. KNN yields the most optimal results by using K=1 and K-fold 10 in the Euclidean and Minkowski types. The model achieves precision, recall, and accuracy of 91.9%, 91.7%, and 91.67%, respectively.

Abstract

Pemerintah Provinsi Kalimantan Tengah berperan dalam meningkatkan kesejahteraan masyarakat melalui berbagai program, termasuk pembinaan spiritual. Biro Kesejahteraan Rakyat (Kesra) bertugas merumuskan dan mengoordinasikan kebijakan terkait kesejahteraan masyarakat, termasuk Subbagian Kelembagaan Bina Spiritual yang fokus pada penguatan lembaga keagamaan dan pembinaan spiritual. Penelitian ini bertujuan menganalisis peran subbagian ini dalam mendukung kesejahteraan spiritual serta tantangan yang dihadapi. Metode penelitian yang digunakan adalah kualitatif deskriptif dengan teknik wawancara, observasi, dan studi dokumentasi. Hasil penelitian menunjukkan bahwa Subbagian Kelembagaan Bina Spiritual memiliki peran strategis dalam membina kehidupan keagamaan dan menjaga kerukunan umat beragama. Namun, keterbatasan sumber daya dan teknologi informasi menjadi kendala dalam optimalisasi kinerja. Oleh karena itu, diperlukan strategi peningkatan kapasitas kelembagaan serta pemanfaatan teknologi untuk meningkatkan efektivitas program pembinaan spiritual.

Abstract

Kegiatan pengabdian masyarakat dilaksanakan pada Agustus 2025 di Desa Talopak, Kecamatan Tabulahan, Kabupaten Mamasa, melalui kolaborasi Universitas Muhammadiyah Mamuju, perangkat desa, dan tenaga kesehatan Puskesmas Tabulahan. Sasaran kegiatan adalah balita usia 1–4 tahun beserta orang tua/wali mereka. Seluruh balita hadir dan mengikuti rangkaian kegiatan, diawali dengan penyuluhan kesehatan yang dihadiri ±28 orang tua. Hasil pre-test menunjukkan 70% peserta belum memahami hubungan cacingan, imunisasi, dan stunting. Setelah edukasi interaktif, pengetahuan meningkat menjadi 90%. Pemeriksaan berat dan tinggi badan dilakukan pada semua balita untuk data awal pertumbuhan. Seluruh balita (100%) menerima obat cacing Albendazole dosis tunggal (400 mg) sesuai pedoman Kementerian Kesehatan, sementara imunisasi campak dilaksanakan sesuai prosedur. Tidak ditemukan efek samping serius, hanya beberapa kasus demam ringan pascavaksinasi. Perangkat desa memfasilitasi kegiatan dan mobilisasi peserta, kader kesehatan mendampingi keluarga, tenaga medis menangani aspek teknis, dan mahasiswa mendokumentasikan kegiatan. Program ini berhasil meningkatkan pengetahuan orang tua, cakupan imunisasi, serta pemberian obat cacing sebagai langkah nyata pencegahan stunting

Abstract

Tujuan penelitian adalah untuk mengetahui Kualitas Pelayanan Publik Di Kantor Kelurahan Nanga Bulik Kecamatan Bulik Kabupaten Lamandau dan untuk mengetahui faktor- faktor yang mempengaruhi Kualitas Pelayanan Publik Di Kantor Kelurahan Nanga Bulik Kecamatan Bulik Kabupaten Lamandau. Data di analisis secara kualitatif deskriptif untuk memberikan gambarkan mengenai permasalahan penelitian. Dalam pengumpulan data, metode yang dipakai adalah observasi, wawancara, dan dokumentasi. Hasil penelitian mengenai 5 indikator yang ada pada kualitas pelayanan publik pada Kantor Kelurahan Nanga Bulik Kecamatan Bulik Kabupaten Lamandau adalah Bukti fisik (tangibles), Keandalan (reliability), Daya tanggap (responsiveness), Jaminan (assurance), Perhatian (empathy). Selain itu yang menjadi faktor- faktor yang mempengaruhi Kualitas Pelayanan Publik Di Kantor Kelurahan Nanga Bulik Kecamatan Bulik Kabupaten Lamandau adalah Sumber daya manusia yang kurang sehingga kualitas pelayanan publik kurang maksimal. Berdasarkan hasil penelitian dapat disimpulkan bahwa kualitas pelayanan publik di Kantor Kelurahan Nanga Bulik Kecamatan Bulik Kabupaten Lamandau belum optimal dalam memberikan layanan kepada masyararakat karena masih terdapat pelayanan yang masih kurang baik sehingga masih perlu ditingkatkan
