Abstract

This study aims to produce an accurate picture of the implementation of government policies in an effort to increase malino tourism through beautiful malino events in Gowa Regency as well as supporting and inhibiting factors in the implementation of government policies in an effort to increase malino tourism through beautiful malino events in Gowa Regency. This type of research is descriptive qualitative research with data collection techniques, namely interviews, observations, and documentation. The validity of the data is checked through source triangulation. Data analysis techniques use data condensation, data presentation, and conclusions. The results showed that the implementation of government policies in an effort to increase malino tourism through beautiful malino events in Gowa Regency has been carried out well and runs according to theory. This can be seen from the theory of George C. Edwards III which is used to describe and explain the implementation of government policies in terms of communication, resources, dispositions and bureaucratic structures.

Abstract

This research aims to find out the development of micro, small and medium enterprises in the Cooperatives and MSMEs Office in Tonra District. The research method is qualitative using a qualitative descriptive approach. The main instrument is the researcher himself with data collection techniques through observation, interview, and documentation techniques. The data analysis used in the study uses a qualitative interactive model with four flows, namely data reduction, data presentation and conclusion. The results of the study show that the development of Micro, Small, and Medium Enterprises at the Cooperatives and Micro, Small and Medium Enterprises (MSMEs) Office in Tonra District is considered to be quite well developed, where the findings of this research are supported from every dimension of SME development starting from the dimension of innovation promotion which the implementation of development by the Bone Regency SME Cooperative Office is carried out consistently by providing support to business actors to always innovate products and systems marketer.

Abstract

This study aims to find out the Implementation of the Complete Systematic Land Registration Program (PTSL) in the context of Accelerating Land Registration at the Makassar City Land Office as well as the supporting and inhibiting factors for the implementation of the Complete Systematic Land Registration Program (PTSL) at the Makassar City Land Office. This research uses a qualitative approach. Data collection was carried out through observation, interview, and documentation techniques. The data analysis technique used in this study is interactive data analysis through stages: data condensation, data presentation, and conclusion testing.The results of this study show that the Implementation of the Complete Systematic Land Registration Program (PTSL) at the Makassar City Land Office has been running well, although there are still some shortcomings in its implementation. This is seen from the standards and objectives of the policy, the characteristics of the implementing bodies/agencies, communication between organizations, the attitude of the implementers in the implementation of PTSL has been running well, but there are still shortcomings in policy sources and the economic, social, and political environment. The supporting factors in the implementation of the PTSL program are the existence of a clear legal basis, good communication between organizations, and support from the community. Factors that hinder the implementation of the Complete Systematic Land Registration (PTSL) program at the Makassar City Land Office include the lack of human resources, the existence of land in the dispute stage, the delay of the community in collecting administrative requirements, and the existence of land plots whose owners are unknown.

Abstract

This research aims to determine the Role of Local Government in Protecting Sustainable Agricultural Land in Bontoa District, Maros Regency. This research is a qualitative descriptive study. Data collection was carried out using observation, interview and documentation techniques. The data analysis techniques used consist of data collection, data reduction, data display, verification and validation. The research results show that the role of the Regional Government in Protecting Sustainable Agricultural Land in Bontoa District, Maros Regency is in the less effective category. Looking at the research focus, namely: 1) regulators in the poor category; 2) the dynamizer is in the poor category; 3) the facilitator is in the good category; 4) the catalyst is in the poor category

Abstract

Digital government or what is known as Electronic Government (e-Gov) has developed with the presence of Information and Communication Technology (ICT). This research aims to find out how effective E-Government is in the Population Identification Card (KTP) service at the Palopo City Population and Civil Registration Service. This research uses a qualitative approach. The data collection procedures used are observation, interviews and documentation. Checking the validity of the data using Triangulation. The results of this research show that effectivenessE-Government The Population Identification Card (KTP) service at the Palopo City Population and Civil Registration Service is running less effectively. This research uses elements of success based on the results of studies and researchHarvard JFK School of Government which consists of three indicators, namelySupport, Capacity andValue. Based on these three indicators, indicatorsCapacity in the poor category refers to the capacity or ability of the Palopo City Population and Civil Registration Service in the form of finance, information technology and human resources who have expertise in the IT field which is inadequate in KTP services.

Abstract

This study aims to determine the implementation of the street child development policy in Makassar City implemented by the Makassar City Social Office. Policy implementation is an administrative activity carried out after a policy is ratified. The policy of fostering street children in Makassar City is regulated by a regulation contained in Regional Regulation Number 2 of 2008 concerning the development of street children in Makassar City. This research uses a descriptive qualitative approach that examines objects and reveals existing phenomena contextually through data collection obtained by looking at dimensions as interrelated units of study objects to further photograph social situations thoroughly and deeply. The study was conducted at the location of the Makassar City Social Office and the Social Service's Protection and Trauma Center (RPTC). The research was conducted with a focus on six dimensions that become a benchmark for optimal policy implementation, namely policy standards/measures and objectives, policy sources, characteristics of implementing agencies/agencies, communication between related organizations, attitudes of implementers, and economic, social, and cultural environments. The results showed that the implementation of the street child development policy at the Makassar City Social Office based on these six dimensions has not been optimal due to dimensions that have not been optimally implemented as a whole due to several obstacles faced. The policy of fostering street children is important to be implemented optimally considering that it is the obligation and responsibility of the state and government.

Abstract

This study aims to determine the Implementation of the Bira Beach Tourism Sector Levy Management Policy in Increasing Regional Original Income in Bulukumba Regency. This research uses a qualitative approach and produces descriptive data. Data collection was carried out by observation, interview, and documentation techniques. The data was analyzed using qualitative analysis. The results of the study show that the Implementation of the Bira Beach Tourism Sector Levy Management Policy in Increasing Regional Original Income in Bulukumba Regency. based on 6 major variables that must be achieved, namely: Sources and objectives of policy in the tourism government, especially conducting regulations related to beach management and regulating permits and licensing. The objectives of tourism policy are a) Policy sources and objectives to increase the contribution of the tourism sector to the local economy, b) Policy Sources Local governments, tourism agencies, international organizations, and local communities are very important to achieve holistic and sustainable management. C Characteristics Characteristics An effective tourism implementing agency must have the ability to actively involve local communities in coastal management. d) Communication between organizations has a good impact on tourism managers and local governments in Regional Original Revenue, e) The attitude of tourism implementers includes friendliness, professionalism, and responsiveness. In addition, patience is also needed. Facing various kinds of tourists with different characters and needs, f) The economic, social and political environment has an important role in the development of tourism at the level of community participation and lack of knowledge about the procedures for managing tourist attractions. This causes these tourist attractions to not progress and even tend to regress.

This type of research is descriptive qualitative research with data collection techniques, namely interviews, observation, and documentation. Data analysis techniques use data condensation methods, data presentation, and conclusion drawing. The results of the study showed that the Implementation of the Online Single Submission (OSS) Policy on Business Licensing Services at the Sinjai Regency Investment and One-Stop Integrated Service (DPMPSTP) Office has been carried out well. Abstract

This study aims to find out the Implementation of E-Performance Policy in the Wajo Regency Regional Secretariat. This study uses a qualitative approach and produces descriptive data. Data collection was used by observation, interview, and documentation techniques. The data obtained from this study were analyzed using data reduction, data presentation, withdrawal and conclusion testing. The results of this study show that the implementation of the E-Performance policy in the Wajo Regency Regional Secretariat has not been optimally implemented. The four indicators of the success of the implementation of policies that are implemented optimally are disposition, because it is seen from the honest attitude of the apparatus and their commitment in working on the implementation of E-Performance in the Wajo Regency Regional Secretariat. Furthermore, communication indicators have not been implemented properly, this is due to socialization about E-Performance which has not included employees as a whole. Human resource indicators have not been implemented optimally, this is due to the absence of special companions and there are still many employees who still have difficulty understanding the use of E-Performance. The indicators of bureaucratic structure have not been implemented properly, this is because there are no special regulations or standard operating procedures that regulate the use of E-Performance in the Wajo Regency Regional Secretariat

Abstract

This study aims to find out how community participation and what factors affect community participation in paying Land and Building Tax (PBB) in Lujen Village, Buntu Batu District, Enrekang Regency. The research methods used are qualitative research and data collection techniques, namely observation, interviews and documentation. The results of the study show that community participation in paying Land and Building Tax (PBB) in Lunjen Village, Buntu Batu District, Enrekang Regency is still low, due to several factors, namely the level of education, employment and income and the length of stay so that it affects the community on the importance of paying Land and Building Tax (PBB) Therefore, it is hoped that tax officers and taxpayers can increase each other's self-awareness and do more often socialization of the importance of paying Land and Building Tax (PBB) in Lujen Village, Buntu Batu District, Enrekang Regency
