Abstract

This study analyzes the implementation of e-government as an instrument in increasing transparency and accountability of public services in the digital era. Using a qualitative approach and case studies in several government agencies, this study shows that the implementation of e-government has a significant impact on increasing transparency through easy access to public information and accountability through a more effective tracking and monitoring system. However, there are various challenges in its implementation, including the digital divide, limited technological infrastructure, and resistance to organizational change. This study recommends a comprehensive strategy that includes developing human resource capacity, improving technological infrastructure, and strengthening the regulatory framework to optimize the benefits of e-government in more transparent and accountable governance.

Abstract

Digital transformation of government has become a priority agenda in smart city development in Indonesia. This study analyzes the digital transformation strategies implemented by various local governments in adopting smart city technology through a comparative study approach. Using a qualitative methodology with multi-case analysis, this study examines five cities in Indonesia that have implemented smart city initiatives: Jakarta, Surabaya, Bandung, Yogyakarta, and Makassar. Data were collected through in-depth interviews with key stakeholders, field observations, and policy document analysis. The findings show that the success of smart city implementation is influenced by transformational leadership factors, digital infrastructure readiness, multi-stakeholder collaboration, and human resource capacity. Implementation failures are mainly caused by budget constraints, resistance to organizational change, and lack of system integration. This study provides theoretical contributions in the development of a digital transformation framework for government and practical contributions in the preparation of a smart city roadmap in Indonesia.

Abstract

Urbanization is a social phenomenon that continues to increase and has a major impact on rural communities. This study aims to examine the impact of urbanization on the social and economic life of the Puncak village community. The study was conducted using a qualitative approach and case study method in Puncak Village with data collection techniques through in-depth interviews, observations, and documentation studies. The sample in this study was the Village Head, Communities who carried out urbanization in various regions and community leaders. Based on this study, the author can conclude that the impacts that occur in society due to the influence of urbanization include; increasing income used by urbanists to build houses, buy land for assets, provide assistance to the community for self-reliance. Universally, urbanization has a positive impact on the lives of urbanists, although some urbanists are unable to survive and choose to return to the Village.

Abstract

This study aims to explain the strength of social capital owned by Nurdin in political contestation in 2016. This type of research is a descriptive qualitative study to explore the strength of social capital in the transformation of village head leadership. Meanwhile, the approach used is the phenomenological approach The results of this study indicate that the previous leadership style that the author limits only captures the leadership style for the period 2002-2009. During the 2002-2004 period, when Karaeng Oddang was in charge, in his leadership he tried to be more democratic, but the domination of his father (Karaeng Manna) was still strong at that time. Likewise with Aji Awaluddin 's karaeng leadership style, he was a typical leader who was considered by the community to be very good and realized democratic values ​​during his tenure as head of Kindang village for the 2004-2009 period. In 2009-2016, this was where leadership transformation took place. Photographing Nurdin's leadership style for the period of 2009 cannot be separated from appreciation and praise. However, this criticism did not have an impact on the 2016 village head election. Nurdin won the pilkades again. Nurdin's strength of social capital in the election has won him victory. The rise of primordial sentiment among ordinary people (tumaradeka) as Nurdin's strength, and on the other hand the rise of negative stereotypes against karaeng that spread to the issue of group identity and the strong strength of social networking capital, bonding, bridging and linking greatly colored the 2016 pilakdes. Social capital security control is a selling point for Nurdin so that he can get support from the community compared to other candidates who are deemed unfit and unable to anticipate security in Kindang village.

Abstract

This study examines the impact of bureaucratic reform through merit system implementation on political elite behavior and patronage politics practices in regional government. Using a mixed-method approach combining quantitative analysis of 150 regional governments and qualitative case studies in five provinces during 2019-2024, this research investigates how civil service recruitment reforms influence transactional political practices. The study employs New Public Management theory, political patronage theory, and institutional change theory to analyze the transformation of elite behavior. Results indicate that merit system implementation significantly reduces political patronage practices (β = -0.627, p < 0.001), with stronger effects in regions with higher institutional capacity and civil society oversight. However, political elites adapt by shifting patronage mechanisms from recruitment to procurement and project allocation. The study reveals that successful bureaucratic reform requires simultaneous strengthening of transparency mechanisms, political accountability, and civil society participation. These findings contribute to understanding the complex relationship between administrative reform and political behavior change in decentralized governance systems.

Abstract

Health Education on the Steps of Handwashing with Soap (CTPS) plays a crucial role in breaking the chain of germ transmission that can cause infections and diseases, especially in the Elementary School environment. The aim of this service is to enhance children's knowledge and attitudes to correctly apply the steps of handwashing with soap (CTPS) in their daily lives, both within and outside the school environment. This activity is expected to prevent the risk of infections and diseases transmitted through contaminated objects, thereby improving the children's health status. The method used in carrying out community service activities is to convey information through a lecture method, namely a presentation combining educational games and ending with the practice of washing hands with soap (CTPS). The service was conducted at SDN 03 Wera on May 31, 2023. The outreach activities carried out received quite high enthusiasm where the students of SDN 03 Wera were very interested in discussing the benefits of CTPS health education. CTPS health education at SDN 3 Wera is an extraordinary step. This shows a commitment to not only providing information, but also creating an environment where healthy practices like CTPS become a natural part of children's daily routines.

Abstract

This study aims to determine the effect of using a multiplication board as a teaching aid on improving mathematics learning outcomes for third-grade students at SDN Inpres Risa 1. The research employed a quantitative approach with an experimental method using a one-group pretest–posttest design. The sample consisted of all 23 students in the class, selected through total sampling. Data were collected through pretest and posttest essay questions (15 items) and analyzed using descriptive statistics, N-Gain calculation, normality test, and paired samples t-test with SPSS 26. The results showed that the average pretest score was 54.97, increasing to 79.42 in the posttest. The average N-Gain score was 0.54, categorized as moderate. The Shapiro–Wilk normality test indicated a normal data distribution (Sig. > 0.05), while the paired samples t-test revealed a significance value of 0.000 (< 0.05), indicating a significant improvement in students’ multiplication skills after using the multiplication board. This research confirms that concrete teaching aids can enhance student engagement, understanding, and achievement in mathematics learning.

Abstract

Digital transformation has fundamentally reshaped the landscape of public service delivery worldwide, with e-government emerging as a critical mechanism for enhancing government efficiency, transparency, and citizen engagement. This article provides a comprehensive analysis of e-government implementation in Indonesia, examining the trajectory of digital transformation in public services, the institutional frameworks supporting this transition, and the multifaceted impacts on service quality and governance outcomes. Through systematic literature review and critical policy analysis, this research explores the evolution of Indonesia's e-government initiatives from early adoption to current comprehensive digital service platforms, investigating both successes and persistent challenges. The findings reveal that Indonesia has made substantial progress in developing e-government infrastructure and applications across national and local government levels, with notable achievements including integrated digital identity systems, online business licensing platforms, and citizen complaint management systems. These initiatives have demonstrably improved service accessibility, reduced processing times, minimized corruption opportunities, and enhanced government responsiveness. However, implementation remains uneven across regions and government institutions, constrained by factors including digital infrastructure disparities, limited digital literacy among citizens and officials, organizational resistance to change, inadequate interoperability between systems, and cybersecurity vulnerabilities. The research identifies critical success factors for effective e-government implementation including strong leadership commitment, adequate resource allocation, comprehensive capacity building programs, citizen-centric design principles, robust legal frameworks, and collaborative partnerships between government, private sector, and civil society.
