Abstract

This study aims to design an information system for the long-term storage of outpatient medical records in hospitals, focusing on improving data management efficiency, especially in retrieving inactive records. The research method used is descriptive with a qualitative approach. Data collection techniques include interviews, observations, and literature reviews. The software development process adopts the V-Model method, which emphasizes verification and validation at each development stage. The main problem identified in the long-term storage process is the manual classification of active and inactive records, which is done by checking the patient's last visit date one by one. This manual process is considered inefficient, time-consuming, and potentially disruptive to effective medical record management. To address this issue, the study proposes the design of an application that systematically manages inactive medical records in a computerized manner. This system is expected to help hospitals optimize time and resources, as well as support digital-based data storage policies. By implementing this information system, medical record management can become more structured, efficient, and accurate, ultimately enhancing the quality of health information services in hospitals.

Abstract

Bidang rekam medis sudah memulai pemerataan rekam medis elektronik yang merupakan sebuah bagian dari perubahan era digital yang lebih luas, dan bertujuan untuk meningkatkan efisiensi, keamanan, dan kualitas pelayanan kesehatan. Saat ini beredar isu defisit BPJS Kesehatan dengan klaim yang melebihi daripada pemasukan iuran, dan diperkirakan berpotensi menyebabkan gagal bayar klaim pada beberapa tahun yang akan datang. Oleh karena itu pelaporan klaim berdasarkan poli ini dapat diharapkan membantu rumah sakit untuk meninjau data atau laporan klaim secara lebih terperinci sehingga dapat mendeteksi jika ada ketidaksesuaian atau potensi fraud lebih awal. Aplikasi laporan klaim ini dibangun berbasis WEB dengan Visual Studio Code dan XAMPP menggunakan metode pengembangan Rapid Application Development (RAD) guna mempercepat pengembangan aplikasi laporan yang efisien. Hasil dari penelitian ini merupakan suatu Aplikasi Laporan Klaim Berdasarkan Poli yang dirancang untuk mempermudah sistem yang digunakan oleh rumah sakit dalam meninjau data klaim agar dapat dilakukan secara lebih spesifik dan mudah diakses.     Abstract The medical records sector has begun the standardization of electronic medical records, which is part of a broader digital transformation aimed at improving the efficiency, security, and quality of healthcare services. Currently, there are concerns about a deficit in the BPJS Kesehatan (Health Care and Social Security Agency) with claims exceeding premium income, which is expected to potentially cause claim defaults in the coming years. Therefore, claim reporting based on this polyclinic can be expected to help hospitals review claim data or reports in more detail so that they can detect any discrepancies or potential fraud earlier This claim report application was developed based on WEB with Visual Studio Code and XAMPP using the Rapid Application Development (RAD) method to accelerate the development of an efficient report application. The result of this research is a Polyclinic Based Claim Report Application designed to simplify the system used by hospitals in reviewing claim data so that it can be done more specifically and easily accessible.

Abstract

Rekam Medis Elektronik (RME) memegang peranan krusial dalam menunjang efisiensi pelayanan kesehatan modern, namun sistem ini juga menghadapi risiko tinggi terhadap ancaman keamanan data sensitif. Keamanan data pasien, terutama di Unit Rawat Jalan (URJ) yang menjadi gerbang utama interaksi dengan sistem, sangat bergantung pada mekanisme kontrol akses yang andal. Penelitian ini bertujuan untuk menganalisis implementasi dan mengevaluasi efektivitas kebijakan penggantian password User ID RME yang diterapkan dalam rangka menjaga kerahasiaan dan integritas data pasien di URJ RS Hermina Arcamanik. Metode penelitian ini menggunakan pendekatan deskriptif kualitatif. Pengumpulan data dilakukan melalui wawancara mendalam dengan petugas URJ, staf teknologi informasi (IT), serta observasi terhadap praktik dan standar operasional prosedur (SOP) terkait penggantian password. Analisis difokuskan pada tingkat kepatuhan pengguna terhadap kebijakan yang berlaku, identifikasi kendala teknis maupun non-teknis dalam implementasi, serta dampak nyata kebijakan tersebut terhadap upaya pencegahan akses data secara ilegal. Hasil penelitian ini diharapkan mampu memberikan gambaran komprehensif mengenai kondisi keamanan data RME terkait password di lingkungan studi. Lebih lanjut, temuan yang diperoleh akan digunakan untuk menyusun rekomendasi strategis guna optimalisasi kebijakan penggantian password RME. Tujuannya adalah memperkuat tata kelola keamanan informasi dan meningkatkan perlindungan data pasien di RS Hermina Arcamanik.

Abstract

The development of information technology in the healthcare sector has driven the implementation of Electronic Medical Records (EMR) systems, which play a crucial role in the efficient and effective management of patient data. However, information security in these systems remains a major challenge, given the high sensitivity of patient data and the need to maintain confidentiality. This study aims to analyze the information security aspects of patient data in the Hospital Management Information System at Kebonjati Hospital. A descriptive qualitative approach was used, with data collected through semi-structured interviews with three hospital registration officers. The results indicate that SIMRS already implements user authentication and access control, but significant weaknesses exist, such as the lack of an auto-logout feature, a weak audit trail mechanism, and data validation and integrity issues. Furthermore, IT infrastructure constraints and a lack of staff training also impact patient data security. Based on these findings, it is recommended that the hospital update its system, enhance information security training, and adopt security policies based on international standards such as ISO 27001. Implementing these measures is expected to strengthen patient data security and improve the quality of healthcare services at Kebonjati Hospital.

Abstract

Background: Nur Ilahi Mental Health Clinic is a health care facility that has implemented service digitization. Currently, patient who are registered as health insurance (JKN) participants can register online through the Mobile JKN application provided by BPJS Health. This condition creates inequality in the queuing service experience of general patients an BPJS patients, especially in terms certainty of queue numbers and estimated service time received. Based on these problems, this study aims to design an android-based outpatient registration application that is easy to use by general patients (Non-BPJS). Methods: The research method used in this research in the prototyping method which is a software method in the form of a physical model directly involving the creation of an initial model of the software to feedback before final development begins. Results: The results showed a percentage of 100% on ease of use as well as satisfaction and availability of using the application. With the design of this android-based general patient registration application, it is hoped that it will be able to provide solutions to patients who do not have BPJS insurance to register for queues online. Conclusion: So that there is no gap between BPJS patient and Non-BPJS patients in registering at the Nur Ilahi Mental Clinic.

Abstract

The JKN mobile application offers features such as online registration and real-time notifications to address barriers such as manual registration, but long queue times can reduce service satisfaction and accessibility. This study employed a descriptive qualitative method, aiming to determine how long BPJS Kesehatan patients wait for outpatient services, the factors that cause delays, and whether the JKN mobile application can be optimized. This study used 15 patients as an incidental sample, with percentage analysis divided into categories of <60 minutes and >60 minutes. The results showed that 73.33% (11 patients) met the waiting time standard of less than 60 minutes, while 26.67% (4 patients) exceeded 60 minutes. This was primarily due to the new patient status and lack of space in the surgical polyclinic for 100% of cases. The neurology and orthopedics polyclinics achieved 100% compliance with the standard. This study suggests that the JKN mobile application can accelerate the registration process and reduce queues, supporting the BPJS system and national health policy, and increasing universal accessibility to services. Furthermore, the JKN mobile application, which includes online registration and instant notifications, is being encouraged to expedite the new patient process and optimize resource allocation, particularly in surgical polyclinics. The app aims to improve accessibility and patient satisfaction.

Abstract

This study aims to analyze the psychological and organizational factors that influence the implementation of Electronic Medical Records (EMR) by medical records staff at Welas Asih Regional Hospital. This research method uses a descriptive qualitative method in the Medical Records installation of Welas Asih Regional Hospital. A sample of 33 people was taken using a purposive sampling technique, namely officers who actively use the EMR system. Data were collected using questionnaires, observation, and documentation. Although the implementation of EMR aims to improve efficiency and quality of service, challenges that arise are changes in work culture and psychological factors such as initial anxiety. From the organizational side, the main challenges are the need for additional training and constraints on infrastructure/system smoothness. Quantitative results show that psychological factors in the form of internal motivation are at a very strong level (average score of 4.87), in line with the high awareness of officers regarding the benefits of EMR (average score of 4.67). However, aspects of initial anxiety were still identified (average score of 2.90). Organizationally, there was a strong indication of the need for additional training (average 4.41) and the persistence of technical operational barriers (average 3.31), indicating the need to optimize facility support. Optimizing RME adoption requires a holistic strategy, including the provision of psychological support programs to mitigate anxiety, as well as targeted organizational investments in improving the quality of practical training and maintaining a smoother and more stable system infrastructure.

Abstract

Digital transformation in Indonesia's healthcare sector is increasingly developing through the implementation of information system integration that supports accelerated service delivery, particularly in healthcare facilities with high visitor loads. This study analyzes the dynamics of interoperability between the Hospital Management Information System (SIMRS) and the JKN Mobile application in the patient registration process at Welas Asih Regional Hospital, a hospital with approximately 2,000 daily visits, of which approximately 1,500 use JKN Mobile. This study used a qualitative approach with a case study design, through in-depth interviews and direct observation of the registration process. The results indicate that the SIMRS–JKN Mobile integration is effective when the system is functioning normally, characterized by a fast barcode check-in process, automatic queue number synchronization without re-input, and consistent receipt number locking across all service stages up to claims. However, several obstacles still arise, particularly BPJS server disruptions, internet network instability, GPS reading issues, and limited patient digital literacy. Staff overcome these obstacles through adaptive strategies such as GPS calibration, switching to the hospital's Wi-Fi network, arrival time validation, and the use of the SIMRS approval feature. This study demonstrates that successful interoperability is determined not only by technological readiness but also by organizational readiness, staff operational competence, and patient capability in using digital applications. These findings provide a novel scientific contribution by providing comprehensive field evidence on the implementation of interoperability in high-volume healthcare facilities and providing recommendations for technical improvements and service governance for hospitals and policymakers.

Abstract

This study aims to evaluate the effectiveness of the implementation of the Hospital Management Information System (SIMRS) in the Medical Records Unit of Welas Asih Regional Hospital using the HOT-Fit model, which includes the Human, Organization, Technology, and Net Benefit aspects. The research method is a descriptive quantitative survey with a total sampling technique, involving all 41 medical record officers as active SIMRS users. The data collection instrument was a Likert scale questionnaire that has been tested for validity and reliability. Analysis was carried out descriptively by calculating the average value of each component. The results show that the implementation of SIMRS is in the very good category with an overall average value of 4.68. The highest value is found in the Net Benefit aspect, namely 4.73, which confirms that SIMRS provides direct benefits in accelerating service flow and improving data accuracy. The Organization aspect obtained a value of 4.70, Human 4.68, and Technology 4.62, which overall indicate user readiness, organizational support, and system reliability. However, respondents still noted the need to improve network stability and feature development to optimize SIMRS utilization in supporting the medical records service process.

Abstract

Tujuan dari penelitian ini adalah untuk mengetahui peran penggunaan rekam medis elektronik terhadap waktu tunggu dan dampak terhadap kepuasan pasien. Di era digital saat ini, teknologi informasi telah memegang peranan yang sangat penting dalam berbagai sektor, termasuk sektor kesehatan. Salah satu inovasi yang telah banyak diadopsi adalah penggunaan Rekam Medis Elektronik (RME). Metode penelitian yang digunakan dalam jurnal ini adalah metode penelitian kualitatif dengan pendekatan studi kasus. Pelayanan kesehatan yang bermutu sangat penting dalam meningkatkan kepuasan pasien. Mutu pelayanan tidak hanya ditentukan oleh hasil medis, tetapi juga oleh pengalaman pasien secara keseluruhan selama proses pelayanan, termasuk waktu tunggu dan interaksi dengan tenaga medis. Penerapan rekam medis elektronik (RME) memiliki potensi yang signifikan dalam mengurangi waktu tunggu dan meningkatkan efisiensi pelayanan, yang pada akhirnya berdampak positif terhadap kepuasan pasien. Oleh karena itu, rumah sakit perlu terus berinovasi dan meningkatkan sistem pelayanannya agar dapat memenuhi harapan pasien dan mencapai standar mutu yang telah ditetapkan.
