Abstract

This research aims to know and describe the Effectiveness of Christian Religious Extension Services (Analysis of Religious Harmony for Christians in Gorontalo City), which is studied from 1. Achievement of Goals, 2. Integration, 3. Adaptation. This research method uses the descriptive qualitative method, while the data collection techniques used are interviews, observation, and documentation. The results of this study indicate that in the effectiveness of Christian Religious Extension Services (Analysis of Religious Harmony for Christians in Gorontalo City) in achieving goals, integration, and adaptation. In general, the services of Christian religious instructors have been carried out well but are still not optimal. In the stage of achieving goals, Christian religious instructors still experience obstacles in reaching and providing counseling to Christian communities in Gorontalo City because the number of Christian religious instructors in Gorontalo City is very minimal. At the integration stage, which relates to procedures and socialization, the process of counseling in Gorontalo City has been carried out well. In the adaptation stage for capacity building, the Office of the Ministry of Religious Affairs of Gorontalo Province, especially the Christian Religious Guidance Office, has carried out various kinds of education and training and technical guidance in conducting counseling in Gorontalo City. However, the government needs to pay attention to the extension workers in improving the performance of the extension workers.

Abstract

This study aims to determine (1) the Application of Information Systems and Administration of Religious Teachers in the Regional Office of Gorontalo Province, (2)The Factors that Determine the Success of the Implementation of the Religious Teacher Information and Administration System (SIAGA) at the Regional Office of the Ministry of Religion of Gorontalo Province can be seen from several indicators such as being accurate, timely, and relevant. The research method used is a qualitative approach with a descriptive research type. Data collection techniques namely, interviews, observation, and documentation. Based on the results of the study, (1) the process of implementing the religious teacher information and administration system (SIAGA) at the regional office of the Gorontalo province can be seen from several aspects, namely the form of application for implementing tasks, governance, and technology that has been implemented properly. However, in using the SIAGA application, some obstacles are found, such as the network, when the network has problems, it will be difficult for them to upload data. (2) the factors that determine the success of implementing the religious teacher information and administration system (SIAGA) at the regional office of the Ministry of Religion in Gorontalo province include several aspects, namely accurate, timely, and relevant. It can be seen that it has been implemented properly.

Abstract

This study aims to find out how participatory village development is in Hulawa Village, Telaga District, Gorontalo Regency. The results of this study indicate that 1) To provide information, the Hulawa Village government is quite good at communicating with the community in providing information related to the planned development. 2) There is still a lack of community participation in terms of conducting consultations regarding village development, especially in terms of conveying what is their need. 3) In making joint decisions related to participatory development in Hulawa Village, Telaga District, Gorontalo Regency, it is good, that the community is active in participating in musrenbang for joint decision-making. 4) The joint action taken by the Hulawa Village government when there were obstacles faced by the Hulawa Village community was quite good. 5) In terms of providing this support, the Hulawa Village government has been good at providing support, especially in terms of increasing community participation related to village development. It can be concluded that community participation in development is still lacking, especially in conducting consultations related to participatory development. the community is active in participating in musrenbang for joint decision-making. The government of Hulawa Village has been good in providing support, especially in terms of increasing community participation related to village development.

Abstract

This study examines the functions and authority of the BPD as legislators, facilitators, and dynamizers in development planning in Ampera Village. The research approach is descriptive and qualitative, employing data collection techniques such as observation, interviews, and documentation studies. The analysis was carried out through several main stages, namely data reduction, data presentation, and conclusion drawing. The informants for this study consisted of BPD members, the village head, and the hamlet head as representatives of the community. The study's results indicate that the Village Consultative Body's legislative function in Ampera Village is still in the planning stage and has yet to produce a valid village regulation, making it suboptimal. However, the Village Consultative Body in Ampera Village has effectively carried out its functions and authority as a facilitator by connecting the aspirations of the community and the village government through a forum for participatory village development planning, which encourages their involvement in the development planning process. The Village Consultative Body in Ampera Village has also effectively carried out its functions and authority as a dynamizer. They not only act as a conduit for aspirations but also as supervisors of development and mediators in problem-solving. This active role contributes to increasing community trust in the village government and creates a conducive atmosphere for development.

Abstract

This study aims to determine how the Quality of Administrative Services of the Togean District Office of Tojo Una-Una Regency is seen from five dimensions, namely (a) tangibles (physical evidence), (b) reliability, (c) responsiveness, (d) assurance, and (e) empathy. This research uses a qualitative approach method with a descriptive qualitative research type while the data collection techniques used are observation, interviews, and documentation. Based on the research results obtained, it can be concluded that the results of this study are in the aspect of physical evidence, the Togean sub-district office has not fulfilled adequate service facilities, in the aspect of reliability, the community is satisfied with the services provided, in the aspect of responsiveness, employees are willing to help the difficulties experienced by visitors, from the aspect of assurance, especially the responsibility of each has not been maximized due to the lack of existing facilities, in the empathy aspect, which the Alla Sub-district gives by giving a pleasant impression. The author suggests that the sub-district government further improve the quality of service that is considered unsatisfactory in the service process, namely the dimension of physical facilities so that people can feel satisfied and comfortable when receiving services.

Abstract

This study analyzes the influence of workload on the effectiveness of public service delivery at the Gorontalo City Land Office. The research is motivated by concerns that increasing service volume, organizational constraints, and uneven digital readiness have created significant workload imbalances, potentially hindering optimal service performance. The study focuses on examining how excessive workload, limited organizational support, and partial digitalization collectively affect the timeliness, accuracy, responsiveness, and overall quality of land administration services. Employing a qualitative descriptive-evaluative design, data were collected through in-depth interviews, observation, and document analysis, and subsequently analyzed using the interactive model of Miles, Huberman, and Saldaña. The findings demonstrate that employees experience substantial role overload, time pressure, and dual workloads due to the simultaneous execution of manual and digital tasks. These conditions directly correlate with delayed service processes, increased administrative errors, weakened coordination, and declining public satisfaction. The study concludes that workload management is a critical determinant of public service effectiveness and a fundamental element of sustainable bureaucratic reform. The findings imply the need for data-driven workload evaluation, strengthened human resource planning, digital literacy enhancement, and improved technological infrastructure to ensure the provision of responsive, efficient, and citizen-centered public service.

Abstract

This study aims to determine and analyze the Quality of Public Services in Making Birth Certificates at the Population and Civil Registration Office of Gorontalo City. Viewed from the aspects: (1) Tangible (Physical Evidence), (2) Reliability (Reliability), (3) Responsiveness (Responsiveness), (4) Assurance (Guarantee), (5) Empathy (Empathy). This research method uses a Qualitative Approach with a Descriptive type. Data collection techniques used in this study are observation, interviews, and documentation. The results of the study indicate that in general the quality of public services in making birth certificates at the Population and Civil Registration Office of Gorontalo City has been running well, although there are still some obstacles. In the Tangible dimension, the infrastructure is adequate but still needs to be updated on technological devices. In the Reliability dimension, the service has followed the established procedures and completion times, although sometimes hampered by system disruptions. The Responsiveness dimension shows that employees are quite responsive in responding to community needs, but need to increase effectiveness when queues are high. In the Assurance dimension, employees are competent and maintain data security, supported by technical training in population administration management. Meanwhile, in the Empathy dimension, employees are friendly and caring, although individual attention to the public is reduced during peak hours.

Abstract

The Non-Cash Food Assistance Program (BPNT) is a government policy aimed at reducing the expenditure burden of poor households through the provision of food assistance in non-cash form. However, its implementation at the village level still faces various challenges. This study aims to analyze the effectiveness of the BPNT Program in Tolotio Village, Tibawa District, Gorontalo Regency, and to identify the factors influencing its implementation. This research employed a qualitative approach with a descriptive method. Data were collected through in-depth interviews, field observations, and document analysis involving village government officials, the Social Affairs Office, BPNT facilitators, and beneficiary communities. The results indicate that the implementation of BPNT in Tolotio Village is relatively effective in supporting food needs and enhancing the independence of Beneficiary Families (KPM). Nevertheless, several issues remain, including inaccurate targeting of beneficiaries, limited technological literacy, and insufficient transparency and updating of beneficiary data. The factors affecting program effectiveness include the availability of implementing resources, the support of physical facilities and technology, the effectiveness of communication among stakeholders, and the level of community acceptance and response. The findings imply the need for regular data updating, improved socialization, and strengthened coordination and supervision to ensure that the BPNT Program is implemented more fairly, accurately targeted, and sustainably.

Abstract

This study aims to determine the effect of transformational leadership on employee performance at the Bulango Selatan District Office, Bone Bolango Regency. The research method used was descriptive quantitative, with a sample of 30 employees drawn from all employees at the Bulango Selatan District Office. Data were collected through questionnaires and analyzed using simple linear regression. The results showed that transformational leadership had a positive and significant effect on employee performance, with a correlation coefficient of 0.833 and a coefficient of determination (R²) of 0.694. This means that transformational leadership contributed 69.4% to employee performance improvement, while the remaining 30.6% was influenced by other factors. This finding confirms that the better the implementation of transformational leadership, the higher the employee performance at the Bulango Selatan District Office.

Abstract

This student aims to determine how BPNT contributes community in Sipatana District, Gorontalo City. Method used is qualitative findings show that the implementation of BPNT in Sipatana District, particularly in Molosipat U and Tanggikiki sub-districts, has been carried out in accordance with the statutory regulations of 2019 regarding the indicators of power distribution and actor strategies, without any personal intervention in determining beneficiary eligibility. Regarding the characteristics of the implementing institutions, coordination among agencies from the district level to RT/RW has run well and has been conducted transparently and participatively to ensure that the assistance is well-targeted. However, on the indicators of implementer compliance and responsiveness, several obstacles are still found such as delays in disbursement, a lack of direct socialization to the community, and slow responses from the sub-district office in handling complaints from beneficiary families (KPM). These conditions lead to a lack of optimal understanding among beneficiaries regarding the mechanism of aid distribution. Additionally, the impact of BPNT on improving beneficiary welfare remains consumptive in nature and has not fully encouraged economic independence among poor households. Therefore, improvements in service effectiveness, two-way communication, and periodic evaluation are required to enhance BPNT’s contribution in reducing poverty rates and achieving sustainable community welfare.
