Abstract

Administrasi Publik Reflektif (RPA) diusulkan sebagai paradigma baru yang mengatasi keterbatasan epistemik model tata kelola dominan, Manajemen Publik Baru (NPM), Layanan Publik Baru (NPS), dan Tata Kelola Digital. Meskipun paradigma ini telah meningkatkan efisiensi, partisipasi, dan kapabilitas teknologi, paradigma ini masih belum lengkap karena kurangnya mekanisme yang dilembagakan untuk penalaran moral, penalaran bukti, penalaran deliberatif, dan pembelajaran evaluatif. Artikel ini mengembangkan kerangka teori berbasis mekanisme yang berasal dari bukti komparatif di kantor layanan pertanahan Indonesia. Mengacu pada wawasan dari pembelajaran organisasi, etika administratif, tata kelola epistemik, dan teori sosial yang berorientasi pada mekanisme, RPA dikonseptualisasikan sebagai kapasitas kelembagaan, bukan sebagai sifat individu. Studi ini mensintesis temuan lapangan komparatif untuk mengelaborasi Kerangka Tata Kelola Reflektif (RGF) : sebuah model empat mekanisme—dan Sistem Tata Kelola Reflektif (RGS) : sebuah arsitektur operasional yang menanamkan praktik reflektif ke dalam rutinitas. Artikel ini berkontribusi pada teori administrasi publik dengan mengartikulasikan (1) logika berbasis mekanisme refleksivitas kelembagaan, (2) kondisi kausal yang mendasari munculnya atau kegagalan kapasitas reflektif, dan (3) serangkaian proposisi teoretis yang didasarkan pada pengalaman nyata dan dapat diterapkan di seluruh domain layanan publik. Temuan ini memposisikan RPA sebagai paradigma pasca-digital yang mampu memperkuat kualitas penalaran, konsistensi keputusan, dan keadilan administratif dalam lingkungan layanan yang kompleks.

Abstract

Penelitian ini menganalisis pengelolaan sampah di beberapa desa di Kecamatan Telaga Biru Kabupaten Gorontalo dan mengonstruksi Model Bank Sampah Terintegrasi sebagai Teknologi Sosial yang relevan dengan konteks pedesaan Indonesia. Melalui pendekatan kualitatif deskriptif–eksploratif, penelitian ini mengungkap bahwa produksi sampah didorong oleh dinamika sosial–ekologis rumah tangga, sementara praktik pemilahan masih terbatas akibat kuatnya paradigma buang-habis. Struktur kelembagaan pengelolaan sampah desa terbukti terfragmentasi, tidak memiliki SOP formal, dan belum membentuk tata kelola kolaboratif yang efektif. Namun, norma sosial, gotong royong, serta peran tokoh lokal menjadi mekanisme sosial penting yang mendorong partisipasi dan berfungsi sebagai fondasi teknologi sosial. Temuan ini menunjukkan bahwa model bank sampah terintegrasi harus menggabungkan mekanisme sosial, kelembagaan, dan kolaboratif untuk menciptakan nilai ekonomi sirkular yang berkelanjutan. Model ini menawarkan kontribusi teoretis bagi studi teknologi sosial dan implikasi praktis bagi penguatan tata kelola desa.

Abstract

Indonesian higher education institutions continue to face significant challenges in implementing the Government Agency Performance Accountability System (SAKIP), primarily due to fragmented information systems and manual reporting practices. At Gorontalo State University (UNG), these inefficiencies undermine accountability, delay decision-making, and compromise data accuracy. This qualitative descriptive case study explores how digital integration can address these institutional challenges. The findings revealed that a lack of system interoperability across planning, financial, and performance units leads to data redundancy, inconsistent reporting, and high administrative workloads. A simulation of the e-SAKIP workflow demonstrated a 65% reduction in reporting time and a 40% decrease in data duplication, underscoring its operational impact. In response, this study introduces a prototype of a centralized, cloud-based platform, e-SAKIP, that integrates planning, budgeting, monitoring, and reporting functions into a single digital ecosystem. The novelty of this study lies in developing the first API-based integrated governance model for Indonesian public universities, addressing the critical gap between siloed legacy systems and national SAKIP compliance requirements. Theoretically, the research contributes to digital governance literature by operationalizing Good University Governance (GUG) and New Public Management (NPM) principles through technological integration. Practically, the proposed e-SAKIP model offers a scalable solution for other universities facing similar challenges and provides actionable policy insights to strengthen institutional accountability, data reliability, and digital readiness across Indonesia’s higher education sector.

Abstract

This aims to examine and analyze the implementation of the cash transfer assistance policy in efforts to alleviate poverty in Moodu Urban Village, Kota Timur Subdistrict, Gorontalo City. This research employed a qualitative method. The findings indicate that the effectiveness of the policy implementation has not yet been optimal due to several influencing factors: (1) policy standards and target groups have not been fully accurate; (2) available resources, both in terms of the number of implementing personnel and supporting infrastructure, remain very limited; (3) inter-organizational communication and activity reinforcement are less effective; (4) the characteristics of implementing agents reveal that some officers do not yet fully understand the procedures and mechanisms for distributing cash transfer assistance; (5) the economic, social, and political environment of the Moodu community, which is predominantly engaged in the informal sector, presents additional challenges in ensuring program effectiveness; and (6) the attitudes of implementers, in the absence of continuous guidance and periodic supervision, increase the potential for administrative errors and inaccurate distribution.

Abstract

The problem addressed in this research is the suboptimal implementation of the Community-Based Drinking Water Supply and Sanitation Program (PAMSIMAS) in Koili Village. The objective of this research is to analyze the implementation of the PAMSIMAS Program based on Donald P. Warwick’s policy implementation theory, which includes organizational capacity, information, support, and the distribution of potential resources. This research employs a descriptive qualitative method. Data were collected through interviews, observations, and documentation involving informants from the local government, village officials, PAMSIMAS management, and community members, both beneficiaries and non-beneficiaries. The findings indicate that the PAMSIMAS Program has been implemented; however, it has not yet been fully optimized. Organizational capacity and information dissemination have been implemented, but limitations remain in implementers’ capacity and in the equitable distribution of information. Support from the village government and the community is relatively good; nevertheless, coordination and the distribution of potential resources still need improvement. This research recommends that future researchers examine the implementation of PAMSIMAS on a broader regional scale and incorporate a more in-depth analysis of sustainability and community participation.

Abstract

This study aims to analyze the implementation of the Village Fund (Dana Desa/DD) Program in Tote Village, Bolangitang Barat Subdistrict, North Bolaang Mongondow Regency. The study focuses on the implementation of the Village Fund policy as viewed from several aspects, namely (a) organizational capacity, (b) information dissemination, (c) community support, and (d) the distribution of village potential This study employed a qualitative, descriptive research approach Data sources were obtained through in-depth interviews with village officials and community members, supported by observation and documentation The results showed that the implementation of the Village Fund Program in Tote Village has not been fully optimal This is indicated by the lunited organizational capacity of village apparatus, uneven dissemination of information to the community, and relatively low community participation and support in several Village Fund programs. In addition, the distribution of village potential in program implementation has not been entirely well-targeted. Nevertheless, the Village Fund Program has contributed positively to infrastructure development and the economic empowerinent of the village community. It can be concluded that improving the implementation of the Village Fund Program requires strengthening village officials capacity, enhancing transparency and information dissemination, and actively involving the community in the planning, implementation, and supervision of the program.
