Abstract

The right to health in tourism places is very necessary to guarantee the right to health for tourists. Health insurance at tourist attractions aims to prevent and overcome unexpected events that will have a negative impact on tourists' health. Tourism management in Magelang City does not have regulations related to tourism health. So, the Magelang City Government needs to prepare regional regulations regarding health tourism, which have a responsive legal character, namely according to community needs and there is community participation in every drafting process. This research aims to analyze the urgency of forming regional regulations on tourism health in Magelang City and the role of responsive law in forming regional regulations on tourism health in Magelang City. The type of research is empirical juridical research, the data sources are primary data and secondary data, the data analysis technique is the interaction analysis model. Research results the urgency of forming regional regulations regarding tourism health in Magelang City is in line with the right to health at tourist attractions based on philosophical, sociological and juridical aspects to guarantee the right to health for tourists, the community around tourist attractions, and tourist attraction managers. The role of responsive law in the formation of regional regulations on tourism health in Magelang City refers to the importance of the community participating in the formation of regional regulations on tourism health, in which case the regional regulations formed have a responsive character.

Abstract

The development of e-government is a key focus in realizing transparent, effective, and participatory governance. This study aims to analyze the maturity level of the Ladeni Rakyat digital service by DPRD Kudus Regency and identify supporting and inhibiting factors in its development. This research employs a qualitative approach using a case study method and purposive as well as snowball sampling techniques. Informants include platform administrators, technical staff, and service users. The analysis refers to the five pillars of e-government maturity by Fietkiewicz et al.: Information Dissemination, Communication, Transaction, Interoperability, and Participation. The findings show notable progress in Communication and Transaction aspects. However, there are deficiencies in Information Dissemination, Interoperability, and Participation. Enhancing information dissemination, cross-service integration, and public participation is necessary to achieve optimal e-government maturity.

Abstract

This research is motivated by the phenomenon of high participation of the younger generation as members of the KPPS in the 2024 Election in Kalirejo Village, Salaman District, Magelang Regency. This research uses a qualitative method. The results of the study show that the majority of the young generations participation as members of KPPS in Kalirejo Village is included in the type of participation compelled by socio-economic reasons. Then followed by spontaneous participation and induced participation. Other types of participation, such as participation compelled by custom/tradition only appear in a small percentage of the younger generation and are situational. Meanwhile, participation compelled by law can be said not to be found in the participation of the younger generation as members of KPPS in Kalirejo Village. The supporting factors for this participation are personal awareness or intrinsic motivation, support from other parties (extrinsic motivation), as well as the existence of financial incentives (honorarium) and the need for productive activities. Then, the inhibiting factors are lack of interest or political awareness, work constraints, obstacles to family licensing and having family members who cannot be abandoned, as well as incompatibility of educational qualifications.

Abstract

Perkembangan birokrasi digital menuntut SDM memiliki kemampuan untuk berpikir kritis dan inovatif yang kuat untuk mendukung tata kelola modern. Studi ini mengeksplorasi peran strategis Departemen Administrasi Publik di Universitas Tidar (UNTIDAR) dalam mempersiapkan mahasiswa untuk menghadapi tantangan transformasi tata kelola digital Indonesia. Dengan menggunakan studi literatur kualitatif, penelitian ini mengacu pada jurnal akademik, dokumen kebijakan, analisis kurikulum, dan bukti empiris dari kerja lapangan mahasiswa di wilayah Magelang. Temuan menunjukkan bahwa kurikulum departemen mengintegrasikan mata kuliah utama—seperti Sistem Pemerintahan Berbasis Elektronik (SPBE), inovasi sektor publik, analisis kebijakan, dan tata kelola digital—yang memperkuat kapasitas analitis, evaluatif, dan pemecahan masalah mahasiswa. Implementasi pembelajaran berbasis proyek lebih lanjut memungkinkan mahasiswa untuk merancang inovasi berbasis teknologi praktis, termasuk sistem layanan administrasi online, mekanisme layanan publik kode QR, dasbor data penduduk, dan model pengarsipan digital yang diterapkan dalam konteks administrasi perkotaan dan pedesaan. Inovasi-inovasi ini menunjukkan bahwa mahasiswa tidak hanya sebagai konsumen teknologi, tetapi juga secara aktif berpartisipasi dalam transformasi sektor publik. Studi ini menyimpulkan bahwa UNTIDAR memainkan peran penting dalam menghasilkan birokrat masa depan yang adaptif dan inovatif, serta merekomendasikan penguatan komponen kurikulum, perluasan kolaborasi antara universitas dan pemerintah daerah, dan pelembagaan laboratorium inovasi digital untuk mempercepat pengembangan SDM yang unggul dan mampu mendukung tata kelola cerdas.

Abstract

The Bersemi Jambon Gesikan Climate Village is a popular location for the climate village program in Magelang City. The initiative and nomination status upgrade from the main category to Sustainable. Obstacles faced included limited enrichment of climate change adaptation and mitigation activities, administrative procedures, and strengthening community institutions. Mentoring focused on increasing the capacity of administrators through socialization of the legal basis, administrative procedures, education on public awareness and participation, filling out the national climate change control registry system, preparing a five-year work program, and producing a profile video. Implementation methods included socialization and direct mentoring, so that administrators and community members could plan, implement, monitor, and periodically evaluate the program independently. The success of this activity included an increase in the assessment score for the climate village program category with a score of 91.07, the realization of sustainable adaptation and  mitigation actions, institutional strengthening, the formation of a partnership network, and increased awareness of sustainable residential environments.
