Beyond Traditional Bureaucracy: Building Agile Public Organizations in an Era of Disruption Iskandar, Didik

Abstract

This study examines the transformation of public organizations from traditional bureaucratic structures to agile organizational models in response to digital disruption and evolving citizen expectations. Employing a sequential explanatory mixed-methods design, the research analyzed 45 public organizations across 12 administrative regions and six sectoral domains through quantitative surveys (n=127 respondents) and qualitative semi-structured interviews over a 24-month period. Results demonstrate that digital disruption serves as the primary transformation catalyst (78% of cases), with pilot-driven implementation strategies achieving significantly superior success rates (85.7%) compared to comprehensive redesign approaches (33.3%). Cross-sectoral analysis reveals substantial variation in transformation effectiveness, with service-oriented sectors (health: 89.3%, education: 87.1%) significantly outperforming traditional bureaucratic domains (regulatory: 58.7%, infrastructure: 54.2%). (F (5,39) = 12.47, p < 0.001, η² = 0.615). Post-transformation outcomes show statistically significant improvements in organizational performance, including a 45% reduction in response times and a 30% increase in citizen satisfaction scores, with large effect sizes (Cohen's d > 1.3) indicating practical significance. The findings suggest that successful agile transformation in public organizations requires adaptation rather than direct transplantation of private sector models, with sustainable change achieved through hybrid approaches that balance agile principles with democratic accountability requirements, establishing an empirical foundation for agile governance models in contemporary public administration.

Abstract

E-portfolios are increasingly common in developed countries, with over half of colleges and universities offering e-portfolio-based learning. This study aims to enhance the quality of education in vocational high schools (SMK) in Tangerang district by using e-portfolio-based assessments to evaluate and improve teacher performance. The result is an e-portfolio assessment instrument, accessible via a website, for both teachers and students. The development model employed is the ADDIE model (Analyze, Design, Development, Implementation, and Evaluation). Tools used in this study include validation sheets, project scores, and response questionnaires. Based on expert and user validations, the assessment instrument received a score of 86.00%, categorizing it as 'very valid'. The reliability analysis showed an average reliability coefficient of 0.783, which is considered high. To improve the quality of education in vocational high schools (SMK) in Tangerang Regency, it is recommended to use e-portfolios to evaluate and improve teacher performance. The inputs and indicators for developing teacher performance should be managed by an application that is user-friendly and comprehensive, covering everything from activities to evaluations. Therefore, the e-portfolio application was created to enhance teacher performance and facilitate the evaluation process.

Abstract

The implementation of effective anti-fraud strategies relies not only on clear policies and procedures but also on the involvement of all members across the organization. In this case, organizational citizenship behavior plays a very important role. This study aims to analyze organizational citizenship behavior in the implementation of anti-fraud strategies at Bank Sulselbar in South Sulawesi and West Sulawesi Provinces. This study uses a descriptive quantitative research approach with data collection methods, namely questionnaires and review documents. Samples in this research are Bank Sulselbar employees. Data sources consist of primary and secondary data. While the technique of data analysis uses inferential statistics. The results of the study show that organizational citizenship behavior in implementing anti-fraud strategies at Bank Sulselbar in South Sulawesi and West Sulawesi Provinces is 20,730 or 88% of the maximum percentage. If seen from the value range table it can be concluded that organizational citizenship behavior in implementing anti-fraud strategies at Bank Sulselbar in South Sulawesi and West Sulawesi Provinces is relatively very high.

Abstract

Flood disaster is a significant hydrometeorological risk in North Kalimantan Province, demanding effective management programs. This research aims to analyze the effectiveness of flood disaster management programs in North Kalimantan Province with a focus on collaborative governance aspects. Using a qualitative approach with a case study method, this research collected data through in-depth interviews, observations, and documentation from key stakeholders, including the BPBD, local government, TNI/Polri, and community elements. The analysis was conducted through a program effectiveness framework that includes input, process, output, and outcome stages. The results showed that the disaster management program was quite effective at the output stage, especially in the emergency response aspect. However, effectiveness at the input and process stages still faces significant obstacles. Limited resources (input) and weak coordination, incidental collaboration, and unstructured participation (process) are the main obstacles to achieving long-term outcomes, namely increased community resilience. This research concludes that the effectiveness of the program is hampered by the suboptimal implementation of sustainable collaborative governance. It is necessary to strengthen the joint commitment between institutionalized stakeholders to improve the overall effectiveness of the program.

Abstract

Organizational capacity development is a crucial element in improving the effectiveness of public services, especially for strategic institutions such as the Manpower and Transmigration Office (Disnakertrans). This research aims to deeply analyze the capacity development of the North Kalimantan Province Manpower and Transmigration Office in carrying out its duties and functions in the employment sector. Using a descriptive qualitative approach, this study adopted Potter and Brough's (2004) Systemic Capacity Building model which includes nine elements of capacity. Data were collected through in-depth interviews with key informants, observation, and documentation, then analyzed using an interactive model. The results showed that the Kaltara Disnakertrans has good capacity at the structural, system and role levels, characterized by the existence of collaborative forums and a clear division of tasks. However, significant challenges are still found in the foundational elements, namely performance capacity (limited human resources, budget, and equipment) and facility capacity (the absence of a provincial Vocational Training Center), which has implications for workload capacity. This study concludes that capacity development in the Disnakertrans of Kaltara has not been operationally optimized due to an unsound resource foundation, thus requiring a holistic approach that strengthens internal and external capacity simultaneously.

Abstract

This study aims to analyze the collaboration process and inhibiting and supporting factors in collaborative innovation in the proactive recruitment program for prospective members of the Indonesian National Police. The research design used is qualitative with a case study strategy. This research was conducted at 3 Regional Police (POLDA), namely the South Sulawesi Police, North Kalimantan Police, and Papua Police. Determination of research informants using purposive sampling. Data collection includes observation, in-depth interviews, and document reviews. Data analysis techniques use interactive data analysis. Validity and reliability use triangulation, combining various data sources, methods, or theories to verify and strengthen research findings. The results of the research on the process in the Proactive Recruitment Program involve complex collaboration between internal and external stakeholders, with major challenges such as limited access to information in remote areas, lack of coordination, and administrative barriers. The driving factors include competent human resources, good cooperation, and technology, while the obstacles are problems with coordination, infrastructure, data incompatibility, and social and cultural challenges.

Abstract

Digital transformation has become a key factor in enhancing the efficiency and competitiveness of entrepreneurial businesses. By implementing management information systems (MIS), entrepreneurs can optimize data-driven decision-making and manage resources more effectively. This study analyzes the role of digital transformation and innovation in MIS on business success, as well as the challenges faced in its implementation. The findings indicate that adopting digital technology improves operational efficiency, expands market access, and drives product and service innovation. However, budget constraints, lack of skilled human resources, and resistance to change remain major obstacles. Therefore, effective strategies are needed to overcome these challenges and maximize the benefits of digital transformation in entrepreneurial businesses.

Abstract

The development of information and communication technology in Indonesia has developed very rapidly. This can be seen in smartphone users, the number of bloggers in Indonesia, Facebook or other social media users, and internet users. One of the information and communication technologies that is starting to develop in Indonesia is Virtual Reality. This technology in Indonesia is still not much developed. Virtual Reality technology that has entered Indonesia is mostly only in the form of games. There are not many Virtual Reality developers in Indonesia. The Indonesian government itself is currently promoting the digitization of school (learning) materials, one of which is through the Electronic Book Series from the Ministry of Education and Culture for elementary school, junior high school high school and vocational school children. Electronic Series Books are still limited to masters or digitalized books, while the development of Virtual Reality in the education sector in Indonesia is still not large and has not yet developed. In Indonesia, almost no elementary schools utilize Virtual Reality technology in their learning process and mathematics is one of the school materials that is very feared by students, apart from English and regional languages ​​(Javanese). From the above background, researchers developed a mathematics learning application for the elementary school level based on Virtual Reality technology. With this Virtual Reality technology, children are invited to play and learn so that children are able to work on math problems in a fun way

Abstract

Educators as a type of profession are also required to have a certification of expertise. It is stated in Permendikbud No. 16 of 2007 that one of the competencies that must be possessed by an educator is proficiency in using information technology in the teaching and education process. The TPACK method is one method that is considered capable of boosting the competence of educators. The TPACK method can be optimally implemented if it is supported by good learning system management. Therefore, it is necessary to integrate the TPACK learning method with the learning management system. This study aims to describe the planning and design of the integration of the TPACK learning method into the management of the education system in Indonesia as an effort to increase the competitiveness of the workforce, especially workers in the education sector. The research method used is descriptive qualitative method with a literature study approach. The data used is secondary data derived from scientific publications. The results show that the core components of the TPACK method consist of technology, pedagogy, and content. These three components can intersect and synergize so as to create new conditions of understanding. TPACK requires educators to have a complete understanding related to technology operations and the use of technology in learning, demands to continue to develop pedagogical abilities, and increase educator competencies through increasing literacy and understanding of the field of study to be taught.

Abstract

Kegiatan pengabdian masyarakat ini dilaksanakan untuk memperkuat kapasitas Pemerintah Kabupaten Tambrauw dalam merumuskan arah kebijakan pembangunan lintas sektor berbasis konservasi dan kearifan lokal. Kabupaten Tambrauw, yang dikenal sebagai kabupaten konservasi di Provinsi Papua Barat Daya, memiliki potensi besar di bidang pariwisata, kelautan, pertanian, dan kebudayaan yang saling berkaitan serta berperan penting dalam mendukung pembangunan berkelanjutan. Pendekatan pengabdian dilakukan melalui beberapa tahapan, yaitu seminar awal, Focus Group Discussion (FGD), wawancara mendalam, serta analisis strategi menggunakan analisis SWOT.  Hasil kegiatan menunjukkan bahwa pengembangan potensi lintas sektor di Tambrauw menuntut sinergi antara pemerintah daerah, masyarakat adat, lembaga konservasi, dan akademisi. Melalui proses partisipatif, diperoleh sepuluh program strategis yang mencakup integrasi sektor pertanian, kelautan, pariwisata, kebudayaan, dan teknologi digital. Program unggulan seperti Jagung Laut Tambrauw, Penyu Protection Package, dan Tambrauw Smart Conservation menjadi contoh penerapan pembangunan berbasis konservasi yang mampu menghubungkan manfaat ekonomi dengan pelestarian lingkungan dan budaya lokal. Selain itu, kegiatan ini menghasilkan rencana strategis lima tahun (2026–2030) yang menempatkan Tambrauw Integrated Brand dan Tambrauw Economic Corridor sebagai payung identitas dan jalur ekonomi daerah. Kegiatan pengabdian ini membuktikan bahwa pendekatan lintas sektor merupakan langkah efektif dalam membangun model pembangunan berkelanjutan di wilayah konservasi. Sinergi antara ekonomi hijau, pelestarian budaya, dan transformasi digital menjadi fondasi penting bagi Tambrauw untuk mewujudkan kemandirian daerah sekaligus mendukung visi nasional menuju Indonesia Emas 2045.
