Abstract

Kabupaten Tambrauw di Papua Barat Daya memiliki potensi besar di sektor pertanian dan perkebunan yang belum sepenuhnya dioptimalkan sebagai sumber pertumbuhan ekonomi lokal. Urgensi kegiatan ini terletak pada kebutuhan untuk mengembangkan model pertanian berkelanjutan yang tidak hanya meningkatkan produktivitas, tetapi juga menjaga keseimbangan lingkungan dan memperkuat kapasitas masyarakat. Pengabdian kepada Masyarakat (PkM) ini bertujuan untuk mengidentifikasi potensi unggulan sektor pertanian dan perkebunan, memperkuat peran kelompok tani wanita dalam kegiatan hortikultura, serta merumuskan strategi pengembangan tanaman industri yang berwawasan lingkungan. Kegiatan dilaksanakan melalui metode Focus Group Discussion (FGD) pada 9 Juli 2025 di Aula Bappedalitbang Tambrauw, dengan melibatkan perwakilan pemerintah daerah, dan stakeholder terkait. Diskusi difokuskan pada identifikasi potensi, tantangan, dan peluang pengembangan sektor pertanian berbasis keberlanjutan. Hasil kegiatan menunjukkan bahwa sektor pertanian dan perkebunan berperan penting dalam meningkatkan pendapatan masyarakat dan ketahanan pangan daerah. Hortikultura menjadi sektor strategis untuk pemberdayaan ekonomi perempuan, sedangkan pengembangan tanaman industri seperti kelapa, sawit, dan nilam perlu diarahkan pada sistem tumpangsari serta penggunaan pupuk organik untuk menjaga kesehatan tanah. Rekomendasi utama dari kegiatan ini adalah pembentukan Pusat Pelatihan Pertanian dan Perkebunan Terpadu sebagai sarana pelatihan, riset, dan penguatan ekonomi masyarakat Tambrauw.

Abstract

The development of the agricultural and plantation sectors in Tambrauw Regency is an urgent need considering the high biodiversity of the region which has not been followed by the availability of infrastructure, agricultural technology, and adequate market access. This study aims to formulate a strategy for developing regional superior potential that is able to connect ecological forces, structural challenges, downstream opportunities, and natural resource conservation needs. The study method was carried out through sequential stages ranging from preliminary preparation and seminars, primary and secondary data collection, cross-sector Focus Group Discussions, to potential analysis and clustering of areas validated through final seminars with local governments. The results of the study show that the acceleration of the development of the agricultural sector in Tambrauw requires an integrated strategy that includes the use of biodiversity for the creation of superior products, improving production infrastructure and technology, optimizing downstream programs to increase added value, and using digital media to expand market reach. This approach provides a foundation for the development of a more productive, inclusive, and sustainable local resource-based regional economy.

Abstract

Kegiatan PKM yang dilaksanakan bagi masyarakat bertujuan menciptakan pengetahuan dan keterampilan para siswa SMK YAPMI Makassar dalam memanfaatkan teknologi untuk pengembangan bisnis, Selain itu, tujuan dari dilaksanakannya kegiatan pelatihan ini ialah untuk menghasilkan sistem marketing dan planning bisnis bagi para siswa. Kegiatan pengabdian ini dilaksanakan dalam tiga tahap yaitu: (1) tahap perencanaan, (2) tahap pelaksanaan, (3) tahap evaluasi dengan jumlah peserta 40 orang. Hasil kegiatan pelatihan ini menunjukkan pertama, jumlah peserta pelatihan yang terlibat mencapai target yang telah ditentukan, yaitu 45 siswa yang aktif berpartisipasi dalam setiap sesi pelatihan hal ini menunjukkan bahwa para siswa memiliki antusiasme yang tinggi untuk mengikuti pelatihan dan mengembangkan pengetahuan serta jiwa wirausaha dengan menghasilkan rancangan bisnis sampai bentuk marketing dengan memanfaatkan berbagai platfom digital media sosial seperti watshaap bisnis, Instagram adss, dan youtube. Dari hasil kegiatan pengabdian ini juga memberikan konstribusi kepada pihak sekolah dengan mengembangkan bahan pembelajaran guru untuk memasukkan penguatan materi digital marketing sebagai keberlanjutan dari pelatihan yang telah dilaksanakan, dari pelatihan ini juga dilakukan proses evaluasi dan monitoring yang menunjukkan para siswa sebanyak 45 orang terdapat 25 orang yang telah mampu mengembangkan platform bisnisnya dengan memanfaatkan shoppe shop dan tentu dengan pelatihan ini akan berdampak juga pada pengembangan bisnis para siswa SMK YAPMI Makassar

Abstract

This study aims to analyze the effectiveness of human development policy implementation in North Kalimantan Province using Merilee S. Grindle's (1980) implementation model, which emphasizes two main aspects, namely policy content and implementation context. This study uses a qualitative approach involving various stakeholders involved in the implementation of the Human Development Index (HDI) improvement program. The results show that human development policies in North Kalimantan have become a top priority for the local government, Regional Medium-Term Development Plan (RPJMD) and supported by regional regulations in the fields of education and health. The implementation of this policy shows positive progress with an increase in the HDI from 71.01 in 2020 to 72.10 in 2024. However, its effectiveness is not yet optimal because it still faces various obstacles such as limited human resources, weak cross-sectoral coordination, interregional disparities, and unequal access to basic services in rural and border areas. Analysis based on the Grindle model shows that the success of the policy is greatly influenced by the ability of local governments to adaptively manage social, economic, and institutional dynamics. Thus, strengthening bureaucratic capacity, inter-agency synergy, and equitable access to education, health, and economic services are important steps to accelerate the improvement of human development quality in North Kalimantan Province.

Abstract

The implementation of economic affirmative action policies for Indigenous Papuans (OAP) in Sorong City operates within a polycentric governance landscape involving multiple centers of authority with different levels of legitimacy and capacity. This study examines how polycentric governance dynamics influence the effectiveness of affirmative action policies by applying a Polycentric Governance framework consisting of eight analytical dimensions: diversity of authority centers, institutional autonomy, cross-scale coordination, legitimacy of customary governance, institutional adaptability, democratic participation, integration of local knowledge, and sustainability outcomes. A descriptive qualitative approach was employed involving 45 policy actors and 158 Indigenous Papuan business actors through in-depth interviews, participant observation, and document analysis. The findings reveal that although 12 centers of authority are involved in policy implementation, cross-scale coordination reaches only 23.4% effectiveness due to the absence of institutional mechanisms integrating formal government authority with the customary Moi governance system. Customary institutions possess strong social legitimacy, with 87% of Indigenous Papuans recognizing their authority, yet their participation in policy formulation remains limited at only 12%. This disconnect contributes to overlapping authority in 34% of programs and unmet economic empowerment needs in 41% of cases. The study concludes that polycentricity without coordination mechanisms and recognition of plural legitimacy leads to institutional fragmentation rather than adaptive governance. It proposes prerequisites for productive polycentric governance, including clear authority boundaries, mutual recognition, and bridging institutional forums.

Abstract

To improve the skill of inmates, the Nunukan Class IIB Correctional Institution makes coaching program that is expected to be way for inmates to improve their abilities. in order to make the program success, adaptation from the Correctional Institution is needed. This research tries to explore further how the Correctional Institution adjusts and is adaptive in fostering prisoners in the Nunukan class IIB prison, especially from the aspect of Adaptive Governance. Adaptive governance includes adaptive capacity, Polycentric Institutions, Public Participation/Input, Social Learning, Bridging Organizations and Multilevel Networks. The data is then compiled in qualitative research. Data collection methods include observation, interviews and documentation. Data sources consist of primary and secondary data, data analysis with interactive methods.  The results of this study show that Lapas IIB Nunukan has implemented adaptive governance, but adaptive capacity has not been optimized. There is still a need to strengthen formal networks, increase human resource capacity, and cross-actor collaboration to be truly adaptive and sustainable.
