Abstract

This study aims to analyze licensing and local business legalization, collaborative governance, and simultaneous digitization of public services. This study takes a case study in Barru District, South Sulawesi. The reason for choosing this case study is because Barru Regency is one of the regencies that has implemented breakthrough innovations in the field of business licensing and has been recognized nationally. This research uses a qualitative approach by relying on online research methods (ORMs) to collect data and information through official government websites. The analysis tool used is Nvivo 12 Plus for data coding. The findings of this study indicate that the Government of Barru District has adopted the concept of collaborative governance and digitization of public services to encourage licensing and legalization of local businesses. It involves the involvement of local governments, the private sector and the general public in a more transparent, accountable and efficient licensing process and business management. The government has also explicitly set up a licensing agency to personally visit business actors. In addition, the government also initiated website-based digital services. The government's official website in Barru District has positively contributed to providing easy and fast access to public services, such as information on business licensing applications, investment opportunities, service standards, and sectoral data mapping. Complaint services and call centres are also available to assist the community in providing input and complaints related to public services regarding licensing and legalization of local businesses.

Abstract

This research discusses the Implementation Operational Assistance Program (BOP) at the local level as a fund management mechanism to support educational activities in schools, provide equitable access to education, encourage educational inclusion, and reduce disparities between regions. This study uses a qualitative approach with a focus on thematic analysis. This approach was chosen to guide researchers to find sources of analysis directly from the government by identifying several official government documents. This study's findings indicate several challenges in managing BOP locally, such as a need for more resources, infrastructure and technical capabilities. Several policy recommendations are suggested to overcome these challenges, namely by increasing monitoring and evaluation, transparency, management capacity, use of technology, and collaboration. With the implementation of the right policies, BOP management at the local level can be improved so that education can become a more inclusive, quality and sustainable means for all parties.

Abstract

Stunting is included in one of the SDGs agenda, which must be addressed immediately because it affects future human resources quality. This study aims to analyze the collaboration carried out by the Government of Bantaeng Regency in accelerating the reduction in the stunting prevalence rate. The research method used is qualitative with a case study type. Observation, interviews, documentation, and media reviews carried out data collection techniques. The data analysis techniques are data reduction, data presentation, and concluding. The data obtained were analyzed using Nvivo 12 plus software. The study results show that the principled form of involvement in stunting prevention collaboration in Bantaeng Regency is carried out by forming a discussion room to identify problems so that stakeholders have a good understanding of stunting and there is no individual interest in the collaboration that is carried out. The obstacles experienced in tackling stunting in Bantaeng Regency are that it needs to be more transparent and resources are still limited, so the role of the private sector and academics is needed.
