Abstract

Pulo Aceh is highly vulnerable to natural disasters, including earthquakes and tsunamis. The lack of awareness and limited knowledge among the community, particularly elementary school students, regarding disaster mitigation efforts poses a serious challenge in fostering local community resilience. This community service activity aims to enhance students' disaster awareness and preparedness at Lampuyang. Public Elementary School, Pulo Aceh. The methods used include interactive education, evacuation simulations, and emergency response training tailored to local conditions and participant age. The results show an increase in students' understanding of types of disasters, initial self-rescue steps, and the importance of individual and school preparedness in facing emergencies. Strengthening disaster mitigation capacity at the elementary school level has proven effective as an initial strategy for cultivating a disaster-aware culture from an early age. This activity is expected to serve as a model for school-based disaster education that can be implemented in other disaster-prone areas.

Abstract

This study aims to develop an effective disaster mitigation education model for children and adolescents in Banda Aceh City, focusing on enhancing awareness and preparedness against the threats of earthquakes and tsunamis. A qualitative research method was applied, utilizing contextual and emic approaches, combined with role-playing and various interactive media such as animations, educational games (SERGANA), disaster-themed songs, disaster simulations, and short educational videos. The program was implemented in several primary and secondary schools across Banda Aceh. The results indicate a significant improvement in students’ understanding of mitigation steps, risk awareness, and emergency decision-making abilities. These findings suggest that engaging and adaptive educational approaches can effectively foster a culture of disaster awareness from an early age.

Abstract

Kawasan pesisir Kota Banda Aceh, khususnya Istana Mangrove di Kecamatan Syiah Kuala, menghadapi tekanan ekologis akibat rendahnya kesadaran masyarakat serta alih fungsi lahan yang merusak ekosistem mangrove. Pengabdian kepada masyarakat ini difokuskan pada peningkatan kesadaran kolektif terhadap pentingnya fungsi ekologis mangrove sebagai benteng alami pesisir dan habitat biota laut. Tujuan utama kegiatan adalah menumbuhkan kepedulian serta membangun partisipasi aktif masyarakat dalam pelestarian lingkungan melalui penanaman mangrove. Metode yang digunakan adalah pendekatan Participatory Action Research (PAR) yang melibatkan masyarakat, perangkat desa, kelompok pelestarian mangrove, dan mahasiswa dalam seluruh tahap kegiatan, mulai dari identifikasi masalah hingga evaluasi. Kegiatan mencakup edukasi lingkungan, penyemaian bibit, gotong royong penanaman, serta pemantauan partisipatif. Hasil pengabdian menunjukkan peningkatan kesadaran ekologis masyarakat, keterlibatan lintas elemen dalam pelestarian, serta pemulihan ekologis awal kawasan mangrove. Kegiatan ini juga membangun kapasitas sosial dan mendorong keberlanjutan konservasi berbasis komunitas.

Abstract

Simeulue Regency faces geographical, infrastructure, accessibility, and human resource challenges that lead to low village data accuracy, reflected in its 21st ranking in population data entry throughout Aceh. The Village Information System (SIGAP) application was developed for data integration, but its implementation is hampered by minimal digital literacy and operator training. The objective of this community service is to improve operator capacity and data accuracy through training and direct assistance in using the SIGAP application. The approach used was Participatory Action Research (PAR) with intensive one-on-one mentoring, implemented from June 21 to August 5, 2025. The results demonstrated the effectiveness of the intervention strategy focused on improving human resources, with the main success being a drastic increase in the population data entry ranking of Simeulue Regency from 21st to 1st out of 23 regencies/cities in Aceh. This program proves that intensive training and assistance are strategic steps to realize good governance and support government digitalization efforts at the village level.

Abstract

Globally and in Indonesia, there is a concerning increase in the prevalence of mental health conditions like depression, anxiety, and stress (DAS) among teenagers. The dynamics of biological, behavioural, and environmental development make adolescents a sensitive age group for psychological problems. This study attempts to address this issue by describing the application of technology-based preventive and promotional techniques to raise teenagers' emotional awareness and self-regulation. The invention is a web-based program called CERDAS that attempts to facilitate the process of teenage mental health self-screening in a realistic, effective, and accessible manner. This project combines a participatory educational approach with a community service strategy. The exercise significantly improved participants' emotional awareness, their capacity to identify DAS symptoms, and their ability to use adaptive coping mechanisms on their own. These findings indicate that early detection and improved emotional regulation in teenagers have been successfully supported by digital-based interventions in conjunction with straightforward educational and psychological strategies. Because the CERDAS application is simple to use for educators, healthcare professionals, and communities that support adolescents, it may be a good way to support mental health promotion programs for teenagers.

Abstract

Tata kelola pemerintahan (good governance) merupakan prasyarat utama pembangunan berkelanjutan. Indonesia dan Singapura menunjukkan kontras signifikan dalam kualitas tata kelola, dengan kesenjangan yang tidak menunjukkan tanda penyempitan. Penelitian ini bertujuan menganalisis secara komparatif implementasi good governance di kedua negara menggunakan kerangka Worldwide Governance Indicators (WGI). Penelitian menggunakan pendekatan kualitatif berbasis studi literatur dengan teknik analisis dokumen. Literatur dipilih secara selektif dari artikel ilmiah, laporan lembaga internasional, dan dokumen resmi lima tahun terakhir, serta didukung data WGI World Bank periode 2021-2024 untuk menangkap tren pasca-pandemi. Analisis dilakukan melalui komparasi deskriptif-analitik terhadap enam dimensi WGI. Hasil menunjukkan bahwa Singapura secara konsisten unggul pada seluruh dimensi dengan selisih 1,5-2,7 poin, sementara Indonesia mengalami penurunan pada empat dari enam dimensi, terutama pada kualitas regulasi dan pengendalian korupsi. Temuan ini mengindikasikan bahwa kesenjangan tata kelola cenderung melebar, dipengaruhi oleh faktor struktural seperti pelemahan kelembagaan antikorupsi, fragmentasi regulasi, dan menurunnya akuntabilitas publik. Kontribusi utama penelitian ini adalah penyediaan analisis komparatif yang terintegrasi berbasis WGI, yang masih terbatas dalam studi sebelumnya, sehingga memberikan kerangka evaluasi tata kelola yang lebih sistematis dan berbasis indikator global. Temuan ini menegaskan pentingnya reformasi tata kelola yang terkoordinasi sebagai prasyarat perbaikan tata kelola yang berkelanjutan dan konsisten.

Abstract

Sabang through a qualitative approach based on literature studies. By reviewing various regulations, official documents, and scientific literature, this study found that the two regions implement significantly different governance models. Banda Aceh places more emphasis on an institutional approach that emphasizes strengthening regulations, formalizing halal branding, and legitimizing policies structurally. In constrast, Sabang City adopts a more adaptive, destination-based approach by organically integrating halal values into the marine and mature tourism sectors. These differences in strategy demonstrate that regional characteristics, institutional capacity, and local development orientation significantly determine the direction of tourism policy. Therefore, this study concludes that halal tourism development cannot be achieved with a uniform approach but must be addressed basd on the specific potential and conditions of the region. These findings contribute to the region’s contribution to strengthening the halal tourism ecosystem in Aceh

Abstract

While media freedom is traditionally framed within a democracy-authoritarianism dichotomy, emerging patterns of digital control suggest that state-media interactions are becoming increasingly complex. This study addresses the background problem of how varied political regimes in Muslim-majority nations instrumentalize media to maintain legitimacy and manage public discourse. The primary research objective is to develop a cross-regime typology by comparing media control mechanisms in Indonesia, an electoral democracy, and Saudi Arabia, an absolute monarchy. Utilizing a qualitative comparative case study design, the methodology involves the thematic analysis of official legal frameworks, international press freedom reports, and digital archive data from 2019 to 2025. The key findings reveal that Indonesia employs "competitive digital manipulation," where democratic legal apparatuses like the ITE Law are weaponized for "soft" repression and self-censorship. Conversely, Saudi Arabia utilizes "legal-institutional control," relying on absolute monarchical authority and pervasive surveillance to systematically dismantle independent dissent. The findings imply that a state’s "digital legal architecture" is a more significant predictor of media autonomy than formal regime labels. This research contributes to the field of political communication and democracy in a Muslim and Muslim majority country by providing a nuanced framework for understanding how power is consolidated through media in diverse institutional configurations, suggesting that democratic backsliding often manifests through the legalistic erosion of the digital public sphere.

Abstract

Penelitian ini bertujuan untuk menganalisis persamaan dan perbedaan fungsi serta kewenangan antara Wilayatul Hisbah (WH) di Provinsi Aceh dengan Satuan Polisi Pamong Praja (Satpol PP) yang beroperasi di seluruh wilayah Indonesia dalam kerangka pemerintahan daerah. Kedua lembaga tersebut sama-sama merupakan instrumen penegakan hukum daerah, namun memiliki karakteristik, landasan hukum, dan ruang lingkup kewenangan yang berbeda secara fundamental. Wilayatul Hisbah lahir dari keistimewaan Aceh sebagai daerah yang diberikan kewenangan menerapkan syariat Islam, sedangkan Satpol PP merupakan perangkat daerah yang bersifat nasional dengan fungsi penegakan peraturan daerah (Perda) dan ketertiban umum. Dengan menggunakan metode penelitian hukum normatif, penelitian ini menelaah berbagai peraturan perundang-undangan, dokumen kebijakan, serta literatur akademis yang relevan. Hasil penelitian menunjukkan bahwa meskipun terdapat tumpang tindih kewenangan di lapangan terutama di Provinsi Aceh, keduanya memiliki domain yang berbeda, dan harmonisasi kelembagaan menjadi kebutuhan mendesak demi efektivitas penegakan hukum daerah.

Abstract

Special autonomy in Aceh and Papua was granted to mitigate conflict and accelerate prosperity through substantial authority and funding. However, after two decades, its impact remains debated and has not been evenly felt by the community. The purpose of this study is to analyze differences in local government capacity in managing special autonomy funds and the indicators that influence their effectiveness. The method used in this study was library research, using sources such as journal articles, regulations, planning documents, and audit reports from the Supreme Audit Agency of the Republic of Indonesia in Aceh and Papua. The research "informants" were documents and literature. The results of the study indicate that the main obstacle is not the amount of funds, but the quality of governance at the regional level. Aceh is relatively strong in planning and regulation, but weak in coordination of implementation and oversight. Papua faces greater challenges in technical aspects of administration and reporting. These differences indicate that the effectiveness of special autonomy funds is largely determined by the institutional capacity of local governments to manage budgets accountably and transparently.
