Abstract

ROLE OF GOVERNMENT REGULATION Kampar district in socialized LOCAL NUMBER 7 IN 2012 ON PUBLIC SERVICES LEVY (CASE STUDY IN CITY DISTRICT DISTRICT Bangkinang KAMPAR). And the purpose of this study was to analyze the role of Knowing and Kampar regency administration in Socializing Regional Regulation No. 7 of 2012 on Public service levies and Knowing and analyzing the factors causing maximal dissemination Regional Regulation No. 7 of 2012 on the General Services Levy. This study uses qualitative research methods to include an assessment of descriptive data f. By using the key resource of information. Based on the research that has been conducted based on the concept and theory of Hovland. Researchers conclude Whereas the Public Relations Kampar regency administration in accordance with the duties and functions implementing policy publications, events, actions and programs of government. The role of PR in general lead to management control efforts, especially with regard to organizational communication. Usually made concerning the role of the formulation of ideas or good ideas that can be presented to the overall subsystem within the organization with regard to public attitudes, feelings public, the public needs, and aspirations. Questioning then Bylaw No socialization. 7 of 2012 on the General Services Retibusi in Kampar district, especially in the District Bangkinang City, Public Relations Department had socialized in coordination with the relevant agencies. Abstract

This research was conducted in the village of Kuala Penaso Uptown District of Bengkalis district. In this study, the village chief who acts as coordinator, should be able to resolve the various problems during the activities undertaken for the development program that became the main tasks of the village government, of course, can not be running as well as you want, without any cooperation or coordination between the authorities and development it will not be accomplished with baiktanpa their participation and support of the entire apparatus of the village. This study using interview techniques.In doing construction in the village of Kuala Penaso village chief role in development activities is certainly need for a coordination between the Head of the Village, the Village, BPD, LKMD, LPM and Community Leaders that the planned development was right on target and the public can feel the benefits of development.Results of research transactions are carried out based on interviews with several informants found that the role of the village chief in the management of the fish auction belonged to the village has been done but still less effective where, according to the informant from the community (fishermen) socialization of TPI in the village of Kuala Penaso rarely done by the head of the village so that people TPI reluctant to occupy in the village of Kuala Penaso.Keywords : Policy, Management, Fish Auction, Kuala Penaso vilage

Abstract

This study aims to determine the implementation of Corporate Social Responsibility (CSR) of PT. Arara Abadi at a business owned by on (BUMKep) Tuah Serantau Kepenghuluan Rantau Bais, Tanah Putih District, Rokan Hilir Regency. The problem of this research is the assistance of Corporate Social Responsibility (CSR) conducted by PT. Arara Abadi at the Tuah Serantau State Owned Enterprise (BUMKep) did not have a positive impact.               This research is a descriptive study with a qualitative approach. The types of data are primary data and secondary data, primary data obtained directly from the informant. Meanwhile secondary data is supporting data or strengthening primary data. Data collection techniques carried out by interview and documentation. Data analysis techniques in this study used the Miles and Huberman model, which included data reduction, data presentation, and drawing conclusions.                             The results of this study indicate that the Implementation of Corporate Social Responsibility (CSR) of PT. Arara Abadi at the Tuah Serantau State Owned Enterprise (BUMKep) has been running with. But the Corporate Social Responsibility (CSR) assistance of PT. Arara Abadi at the Tuah Serantau State Owned Enterprise (BUMKep) did not give a positive impact on the welfare of the community. As for the obstacles to the success of the implementation of Corporate Social Responsibility (CSR) in this Entrepreneurship-Owned Enterprise is the Director of BUMKep, Experience and understanding of the Beneficiary, Weather and Land Availability Group. From these constraints resulted in the Implementation of Corporate Social Responsibility (CSR) of PT. Arara Abadi at the Teng Serantau State Owned Enterprise (BUMKep) Tuah Serantau did not have a positive impact on the welfare of the Rantau Bais Kepenghuan community.Keywords: Implementation, CSR, BUMKep

Abstract

This study , entitled The Role of Local Government in Rural Development inSub Rupat Disadvantaged Bengkalis 2012. This research was motivated by Act No. 32of 2004 on regional administration , which in the Act states that the development of theDistrict and City organized with attention to the principles of democracy, communityparticipation, equity and justice as well as attention to the potential diversity regionaldiversity. Law gives full autonomy to the District and the City to establish andimplement policies and initiatives according to the aspirations of its people.Problems contained in this sekripsi is still underdeveloped villages in thedistrict Rupat Bengkalis in 2012. For this study aims to determine how the localgovernment 's role in the development of underdeveloped villages, as well as toovercome the obstacles in the development of underdeveloped villages. Those used inthis research method is a method that describes the qualitative descriptive data. Datacollection techniques used are documentation and field study by interviewing while thedata sources used is primary data obtained from the study sites and is supported bysecondary data.Based on the results of research conducted, Bengkalis government has donesome role to promote development that improves the quality of education, economicinfrastructure development, infrastructure development liaison, communityempowerment and improved quality of plantation society, but not optimal in practice,because there are several factors inhibiting such limited sources of funding, poor qualityof human resources, guidance and supervision is lacking and not well targeted aid that isgiven.Keywords: Roles, Policies, Development, Local Government, Rural Disadvantaged.

Abstract

Based on Law 6 of 2014 concerning Villages, make it clear that villages can establish BUMDes is a Village-Owned Enterprise through direct statements from Village assets that are separated in order to manage assets, services, and other businesses to be managed into community welfare Village. which became the Problem Formulation in the study: first, how to evaluate the performance of the business fields of Muara Uwai Sejahtera BUMDes. second, what influences the performance of the Muara Uwai Sejahtera BUMDes business field.The research was carried out with the First objective, knowing the evaluation of the performance of the business fields of Muara Uwai Sejahtera BUMDes. Secondly, knowing what affected the performance of the business fields of Muara Uwai Sejahtera BUMDes. In its business performance, the Muara Uwai Sejahtera BUMDes do not go according to plan, whereas the only service unit is savings and loans. The theory used in this study is evaluation theory. This research mengunsksn Qualitative methodology with descriptive type of research. The type of data used in this study are primary virgin and secondary data obtained from the results of direct interviews with informants who are willing to know and understand the problems that exist in the field and with documentation.The type of business that is realized is only one in savings and loans for business services. In the Savings and Loans Unit, the delinquency has an impact on the performance of other business sectors, so that 2 (two) other business sectors do not run the trade business and credit businesses.Keywords: Evaluation, Performance, Business Field of BUMDes

Abstract

Local regulation of siak districts policy number 5 year 2015 about Vilage‟s forum institution, in article 3 explain the function of Vilage‟s forum institution is: 1. To Discuss and agree vilage draft regulations with headman.2. Accomodate and channel the vilager aspirations 3. Perform performance monitoring the headman based on Local regulation. The three functions of vilage regulation are expected to be realized well, considering the Village Consultative Agency as a vehicle for democracy within the village. But in the implementation still many the point cannt be realized and there are still many obstacles in the implementation.The purpose of this research is to know how the Implementation of function kandis Vilage‟s forum institution, and want to know what are the constraints that cause the implementation of vilage regulation function difficult to be realizedThe method in this research is qualitative descriptive, by using purposive sampling technique, there are 2 key informant that is headman and Chairman of Vilage‟s forum institutionThe results of this research is to shows that the implementation of Vilage‟s forum institutionfunction has not run maximally, this is indicated by the number of Village regulations be taken out is not balanced with the existing problems in the village. Abstract

This study wanted to know why the cadres of other political parties chose to move to the Democratic Party and also want to know how the contribution generated by the new members recruited Branch Council of the Democratic Party Singingi Kuantan District. The background of this study is as a consequence of the Parliamentary system where the threshold for political parties that do not mecapai threshold numbers can no longer follow the next general election but to join another political party if you want to follow the next general election. So that three cadres namely the Patriot Party, National Party Indonesia Marhaneisme, and Ulema National Awakening Party's seat in the House of Representatives District Kuantan Singingi and intend to advance in the general election of 2014 had to resign from the previous political party to move to the Democratic Party. This study used qualitative methods are implemented in the Democratic Party Branch Council Kuantan Singingi, data obtained either directly or indirectly, which is then analyzed using descriptive data analysis techniques.Based on the results of research in the field with the fact - the fact that it appears that this happened because of political recruitment peer relationships among members of the House of Representatives District Singingi Kuantan is the chairman of the Democratic Party with the three members who were recruited from the other party. Then the recruitment is done in order to fill vacancies for qualified cadres can be nominated at the 2014 general election in order to win the fight seats in the House of Representatives District Singingi Kuantan. This is due to the impact of the dualism of the internal leadership of the Democratic Party so that there is a cadre who came out as opposed to the legitimate leadership or management. Then the contribution of recruitment of new members nominated at the last general election in 2014 the Democratic Party is able to maintain the number of seats in the House of Representatives Regency Kuantan Singingi and also an increase in the acquisition of significant noise experienced by the Democratic Party which in 2009 only gained 8798 votes, while in 2014 were able to obtain 16 191 voice or sound 94% increase. Abstract

Scholarships are grants in the form of financial assistance provided to individuals, students or students who aim to be used for the sustainability of education pursued. The meaning of government management is a typical process consisting of acts of planning, organizing, mobilization and control are undertaken to determine and achieve the goals that have been determined. This study aims to determine the Roles and Obstacles of Local Government in the Education Sector: (scholarship assistance to poor people in Kuantan Singingi Regency Year 2013-2016).This research uses qualitative research method with descriptive research type, which can be interpreted as problem-solving process investigated by describing the circumstances of research subject based on facts that appear during the research which then continued with based on existing theories. Budget for scholarship assistance is less Capable of this is still decreased every budget, while in the role of government has not optimal because there is still a lot of cheating and aid is not right target due to many manipulation of data and game from unscrupulous government in choosing.The conclusion of this study states that the budget for scholarship aid for the underprivileged, especially for the education sector of university level students is still considered inadequate, this is because the amount of budget given by the local government is still fluctuating / decreasing in every budget year, the role of government based on The survey is known that in the distribution of scholarship aid is still found a lot of fraud and assistance that is not right target, especially in terms of supervision and selection of acceptance is still encountered some lack of much encountered data manipulation by the applicant as well as the game from the government itself who flew to vote on receiving assistance.Keywords: Role, Government Management, Beasiwa Help

Abstract

Pekanbaru is the capital of Riau province who have serious problems with waterlogging and flooding at any time of the rainy season. Puddles usually occurs in areas of the drainage system is not functioning properly. While flooding is generally found in the area adjacent to the river flow. One of the flooded areas are quite alarming in the district of Bukit Raya from 2012 s / d 2013 there were at Graha Asri Village Fauzan Tangkerang Labuai. In carrying out the functions of government, one of the ways the City of dealing with the problem is to provide assistance in the form of long-term flood management, dredging the river. The purpose of this study was to determine the role of the Department of Highways and Water Resources as the City Government agencies Addressing Flood In 2014 at Graha Asri Fauzan and examines the factors supporting and inhibiting the realization of handling.In this paper the authors study using qualitative analysis. While data analysis technique used is descriptive analysis of spoken words or behavior that can be observed from those studied. Based on the results of research conducted and followed by analyzing the data obtained by direct interviews with informants to produce 3 role in carrying out the implementation of government functions: (1) The role as a provider of public services, general services performed for the public who made the Department of Highways and Resources Air power in the form of the provision of administrative services. (2) The role as Executive Function Regulation, ie all flood mitigation work done by Regional Regulation No. 10 Year 2006 Pekanbaru on Water Resources and Infiltration Wells. (3) The role as Executive Planning and Coordination, the general handling of the flood which carried out the dredging of the River Sail which of the planning and the implementation is done by the Department of Highways and Water Resources in coordination with the village and sub-district. And in the implementation of the process there are factors that affect the supporting and workmanship.Judging from these three roles, some disadvantages and advantages that made the Department of Highways and Water Resources Pekanbaru in addressing the problem of flooding in Fauzan Graha Asri housing in the district of Bukit Raya namely the lack, not the passage of cooperation between donor agencies and the advantages of building permits is fast responsiveness of Highways and Water Resources in dealing with the flooding problem Sail River dredging solutions.Keywords: Role, Flood, Government

Abstract

This study wants to investigate and analyze the implementation of the NationalProgram for Urban Community Empowerment (PNPM-MP) Revolving Economic Groupsin the Village District of Tenayan Raya,Sail Pekanbaru in 2009-2013 The background Thisstudy is not yet implemented effective government policy in tackling poverty through theNational Program for Community Empowerment Urban (PNPM-MP) Revolving EconomicGroup in the period 2009-2013 originating from the target inaccuracy of loan programsthat are not based on the goals and objectives of the program that prioritizes the poor andthe occurrence of non-payment of loan funds by the community of users and also agrowing perception in the community to be one because people assume that it is a loanassistance program grant from the government so that there is abuse of the loan funds.This study aims to find out what are the factors that affect the implementation ofthe PNPM-MP group in the Village Economic Revolving Sail Year 2009-2013 is based onthe theory of public policy and public policy implementation. This study used qualitativemethods are implemented in the Village Sail, the data obtained either directly or indirectly,which is then analyzed using descriptive data analysis techniques.Based on the research that has been done is used the Theory of Edward III Policy.Researchers concluded the implementation of the PNPM-MP group in the VillageRevolving Economic Sail in 2009-2013 is not going well as what to expect in theGuidelines for the implementation of the program. The factors that affect theimplementation of the National Program for Community Empowerment (PNPM-MP)Revolving Economic Group of the Year 2009-2013 is the communication factor is the lackof socialization programs to the community, the resource factors such as office facilitiesand equipment inadequate support in the implementation of the program,disposition ofimplementing which is not supported with an incentive or reward by implementingprograms that it is still not enough of course affect motivation program implementers.Keywords: Implementation,PNPM-MP Revolving Economic Groups
