<![CDATA[In human life it is known that the land will not be separated from all human behavior because the land itself is a place for people to live and continue his life. Therefore, the land becomes a thing that is required by every member of society, so often there is a dispute between neighbors. In the Customary Law, this land is a very important issue. The relationship between man and the land very closely, because the land as a human being to live and continue his life.In this study the authors used qualitative research methods. Qualitative research is used in normal circumstances (natural setting) and data collected are generally qualitative. This qualitative research methods to understand and interpret the meaning of an event interaction of human behavior in a particular situation from the perspective of their own research.In 2010, a meeting between residents, PT. SSL, local officials and police. It aims to find the best solution so that this conflict can be resolved with good and peaceful. But over time until now there is no progress regarding this conflict. Only ever made by the community for the winning team Tangun village customary land isProblems that occur in dispute rural areas in Riau province are common and quite complicated because both sides are fighting over land has a special reason and we can not judge who is wrong directly. <![CDATA[This study wanted to see how the process of implementation of procurement of goods and services at the Department of Cooperatives and UMKM. The problem is the background of this research is Pekanbaru City Government in implementing the system of procurement of goods and services in the E-Procurement rated indecisive, this results in the lack of public information on the procurement of goods and services.This research is a qualitative descriptive study, the data collection techniques in this research is descriptive analysis. This research uses documentation (observation) and interview with key informants as an object of information that aims to achieve the goal to have the information in this study. Data used in this study are primary data and secondary data obtained through direct observation and interviews with key informants in this study.Based on the analysis results can be deduced that the announcement of the procurement of goods and services at the Department of Cooperatives and UMKM Pekanbaru is good enough. Department of Cooperatives and UMKM Pekanbaru City had reported all activities on the website page LPSE announced through the Public Procurement Information System Plan (Syrup). But reporting activities that have been carried out no reported, so the accountability of procuring goods and services at the Department of Cooperatives and UMKM rated yet to be done.Keyword: Procurement of goods and services, LPSE, and E-Procurement]]>

<![CDATA[The division moratorium village is the first step of the government to make the arrangement number of villages.village expansion proposal has been accepted by BPMPD, but the petition was in the process of considering the central goverment has not issued a decision lifting of moratorium. Therefore, the research wanted to see the expansion process village jaya preparation add Rokan Hulu in 2014-2015. The research objective: fist, to find out how the expansion process village tambah jaya preparation Rambah Hilir subdistrict Rokan Hulu in 2014-2015.second, to find out how a limiting factor not yet achieved the division village tambah jaya proparation in 2014-2015. Data collectected by way of interviews with informants and direct observation. While the analysis of data using qualitative methods to analyze data and use logic argument is based on data obtained in the field by connecting facts, data and information. The survey results that the village expansion preparation Tambah Jaya has become a redistricting process to be completed. In the village chief Rambah, head Rambah Downstream, and BPMPD thera is no problem in completing the requirements division of the village. Then, when seen from the village of inhibing proliferation village that has not been revoked, that village Tambah Jaya preparation add’ve done the preparation of the village expansion in accordance with Law No. 6 of 2014. <![CDATA[This study aimed to investigate the implementation of the Pelayanan Administrasi Terpadu Kecamatan (PATEN) in the Kecamatan Kunto Darussalam Kabupaten Rokan Hulu. As for the underlying implementation of these studies are still finding many obstacles in the population in the district administrative services Kunto Darussalam as the vagueness of service time (process and results), hospitality, comfort to the matter of cost. The study is based on theoretical analysis and implementation services. This study uses qualitative research. Unit data analysis by means of interviews to several sources, with data on primary and secondary research. The results of this study indicate that; First, the quality of service PATENT in Kecamatan Kunto Darussalam seen from the aspect of service attitude and procedures have been running well, but from the aspect of service time is less than optimal because of a lack of discipline from the concierge service, and from the aspect of care facilities, especially facilities for the public has not been met yet from the aspect of the service charge has been informed in accordance with the procedures in the District PATEN Kunto Darussalam. second, while the factors that affect the quality of service PATEN in Kecamatan Kunto Darussalam is the factor of communication policy, especially related to the authority to issue the e-ID card, resource factors, disposition and bureaucratic structures that are still unclear authority in issuing the e-ID cards that have an impact on the quality of service in Kecamatan Kunto Darussalam.Keywords: Implementation, PATENTS, Services]]>

This type of research is descriptive qualitative problem solving investigated by describing the state of the subject and object of research at the present time based on factors that looked or how it is. This research was conducted at the Department of Population and Recording Sipi (Disdukcapil) which is located Pekanbaru City street Musatafa Sari No. 1, Pekanbaru. Samples are informants in this study is the Head of Population Registration and Population Movements Section Chief and the people who take care of the Certificate Coming at the Department of Population and Civil Registration (Disdukcapil) Pekanbaru. The technique of collecting data through observation, interviews and documentation. This study was conducted to investigate the implementation of public services in the manufacture of Certificate Come to identify any obstacles encountered in the implementation of the Certificate Management Service Comes at the Department of Population and Civil Registration (Disdukcapil) Pekanbaru. The formulation of the problem as follows: How the Public Service of the Regional Government Affairs of Population and Civil Registration Pekanbaru City Year 2014 (Certificate of Management Studies Coming). <![CDATA[This study aim is to identify and analyze the performance of Dinas Bina Marga dan Pengairan Rokan Hulu Year 2015. The location of this research is at the Dinas Bina Marga dan Pengairan Rokan Hulu. Informants are formal leaders and informal leaders. Formal character is the head of the Dinas Bina Marga dan Pengairan Rokan Hulu, while the informal leaders that employees who are knowledgeable about research problems. In analyzing the data used descriptive method that analyzes the data by formulating and decipher and interpret based on the basic theories are closely related to the existing problems. The study states the performance of employees at the Dinas Bina Marga dan Pengairan Rokan Hulu in general can be said is good, based on the final value of the performance of each employee with the accumulated value of Target Employee Work and conduct overall job so that it can be concluded at the level " good". However, there are some shortcomings in some aspects that need to be addressed. There are also some shortcomings in the system of assessment under Regulation No. 46 of 2011 as in some aspects Appraisal that do not have clear criteria for measuring in the aspect causing a less accurate ratings, and the ratings are very subjective because it is only rated by the supervisor alone and does not involve other elements related. <![CDATA[Crash of regional autonomy has changed the paradigm of local governance. With these changes regions are given broad authority to regulate in the area of governance including managing the financial resources of existing sources. Income is one of the major sources ofregional funding within the framework of the implementation of decentralization. Regional taxes and levies have a very important role in supporting efforts to increase revenue (PA ). For collection of local taxes and levies are implemented by regulations issued local regulations.Impacts that arise then are number of new regulations to appear the regulation of taxes and charges of disrupting public and entrepreneurs created the conditions are not conducive to economic development and national investment. In addition, regulations that lead to the occurrence of new levies, which in turn creates a high cost economy the national economic burden. <![CDATA[Improve the financial capacity of village government in the administration of government and increase village income of rural communities through various economic activities if rural communities. Estabilished instituation namely village’s business entity (BUMDes) according to village’s needs and potential. BUMDes in Rokan Hulu regency are many that are progressing, especially the Sumber Rezeki’s BUMDes Kota Raya’s village. This BUMDes gets the first rank of the best BUMDes in Rokan Hulu of 2016. The regional government have to implement a strategy to improve the quality of village planning in each village so that the objectives of the formation of a BUMDes will be maximally achieved. The formulation of the problem in this research is how the success strategy of the Rokan Hulu regional government in the developing a village’s business entity Sumber Rezeki Kota Raya’s village Kunto Darussalam district in 2016? And how the impact of success BUMDes Sumber Rezeki as a best one BUMDes in Rokan Hulu in 2016?The purpose of this research is to knowing about success strategy of the Rokan Hulu regional government in the developing a village’s business entity Sumber Rezeki Kota Raya’s village Kunto Darussalam district in 2016 And the impact of success BUMDes Sumber Rezeki as a best one BUMDes in Rokan Hulu in 2016. This research use qualitative approach and type of research is descriptive. Data collection techniq are interview and documentation. Data analysis use qualitative analysis.The result of this research is strategy of the Rokan Hulu regional government in the developing a village’s business entity very welcome by administrator of Sumber Rezeki’s BUMDes. Besides accepting administrator also make use of regional government, strategy so that Sumber Rezeki’s BUMDes was advanced and gets first rank the best one BUMDes in Rokan Hulu at 2016. Than impact that was got by Sumber Rezeki as the best BUMDes is achieving the objectives of the formation the BUMDes according to Rokan Hulu’s regent regulation No. 64 in 2016 about implementation instructions of village’s business entity.Key word : Strategy, Regional Government, BUMDes]]>

This study aims to investigate the implementation of Regulation No. 13 Year 2012 regarding Business service levies Port Services and analyze the factors that affect the implementation of regional policy (Regulation No. 13 of 2012) Meranti Islands District.This study uses qualitative research methods with descriptive research, which can be interpreted as a problem-solving process was investigated by describing the state of the research subjects were based on the facts that appear during the study were then followed by the popularity of existing theories. Implementation of Regional Regulation (Perda) No. 13 of 2012 in implementation has not run optimally. <![CDATA[Based on the data of Pusat Statistik Kuantan Singingi, from the year 2012-2014 there were 221 140 inhabitants the number of births, but only 114 671 inhabitants who take care of the birth certificate. Public awareness in possession of a birth certificate in the Desa Sumpu Kecamatan Hulu Kuantan Kabupaten Kuantan Singingi. Community considers that “birth certificate” is not an essential requirement in life.The problem in this research are; What are the Factors that Affect Birth Certificates in the Desa Sumpu Kecamatan Hulu Kuantan Kabupaten Kuantan Singingi ?. This type of research in this paper by using descriptive qualitative data collection techniques in research, among others; interviews, observation, literature study and documentation. Sources of data in this study are primary data and secondary data.Based on the results of research conducted that the first factor; public awareness of the importance of birth certificates for children ananya along with their birth certificates will are conducive ditertib administration and will facilitate their children to continue their education. The second factor; because the public administration burdened with many requirements to take care of a birth certificate, birth certificate due to the care of the society must stop working three days for the sakta menguru. The third factor; limited access to much of people's homes with the Office of Civil Registry and make people have no desire to do the maintenance of a birth certificate, as well as the duration of the process to obtain the deed of births who need 60 working days by the Department of Population and Civil Registration. The cost factor of transport to get to ibukotaka regency require substantial funds, to one way only they need money for transport of one hundred thousand rupiah (Rp. 100,000.00).Keywords: Factors, Ownership, Akta Kelahiran]]>
