Abstract

A change of centralized and decentralized governance system, marked by the issuance of law 23 of 2014 on regional governance. The change can be seen from the shift of status and position of an institution in the whole formation of local government system. Mayor of Pekanbaru as one of the municipal governments in Indonesia is not spared from the consequences, the problem until now delegation of some authorities that have been delegated to the sub district although it has been established according to the delegation of authority regulated in mayoral regulation Pekanbaru number 11 of 2013 about delegation of some authority of mayor Pekanbaru to sub to organize regional government affairs covering 8 aspects. But the delegation of authority to the subdistrict chief, especially the marpoyan subdistrict, is still not running optimally as a regional tool, especially in the aspect of coordination in the field of health.The implementation of the delegation of government authority in the field of health from the mayor of Pekanbaru to the marpoyan subdistrict peace is not running optimally. First, the system. The lack of coordination meetings with the regional apparatus unit made the coordination of the subdistrict heads with the regional apparatus working unit still less intertwined. Second, human resources. Camat is not fully able to perform its duties on the grounds of lack of human resources and existing training is less support the empowerment of existing human resources. Third, the relavant institutions. Abstract

This study aims to examine the strengthening of community capacity on the development of tourism object in Padang Melang Beach, Batu Berapit Village, where to encourage acceleration of regional tourism development realized through Anambas Islands Regent Regulation No. 34.a Year 2014 on the Guidance of Tourism Destination of Excellence in Anambas Islands Article 5 paragraph (3) has determined two strategic areas namely:A. Padang Melang Beach Area in Jemaja Sub-District; B. Temburun Waterfall Area in East Siantan District. Furthermore, through the Head of Department of Tourism Ministry of Youth and Sports Ministry of Anambas Islands no. 29 of 2014 on the Establishment of Village Tourism Area Anambas Islands District is a form of community empowerment, which supports the creation of an independent community that has the capacity related to the development of attractions in Padang Melang Beach in order to achieve prosperity. In analyzing and explaining the results of this study, the authors use qualitative research and analysis in this study using qualitative data analysis. The results of research on strengthening the capacity of the community on the development of attractions in Padang Melang Beach Batu Berapit Village shows that: 1. The determinant actors in the development of tourism object in Padang Melang Beach are the Regional Government of Anambas Islands District as the makers and implementers of the policy, the private sector / capital owners as the supporting providers of resources or facilitators and the community as internal actors directly involved in tourism development. 2. Relationship Cooperation between components or the deciding actors is still less than optimal. Due to the lack of support from external actors namely the government in empowering the community and has not involved the private sector / owners of capital as a supporter that helps the problem of providers of reliable human resources and adequate funds.Keywords: Strengthening Community Capacity, Tourism Development

Abstract

The implementation of social assistance on a non-cash basis has begun in 2017, the purpose of the implementation of social assistance is to reduce the burden of household expenditure through meeting some of the basic food needs in the form of rice and eggs, with the amount of aid disbursed as much as Rp. 110,000 for each recipient the benefits. Social assistance has an implementation mechanism that is, the process of legalization and opening an account, the implementation of education and outreach, the process of channeling, withdrawing money or purchasing goods. The implementation of social assistance is carried out according to the mechanism in Presidential Regulation No. 63 of 2017 which has been determined and carried out according to the procedure.Based on the data that the writer found, the formulation of the problem in this study is why the implementation of non-cash social assistance in Delima Village, Tampan District, Pekanbaru City in 2018 is not optimal due to lack of two-way communication between the manager and the recipient of aid and the disposition of the implementor who does not carry out responsibility answered in accordance with the provisions, the purpose of the study was to find out the implementation of non-cash social assistance in the Delima Village Tampan District Pekanbaru City in 2018 and to find out what factors influence the implementation of non-cash social assistance in the Delima Village Tampan District Pekanbaru City 2018.The concept of the theory I use is the theory of policy implementation. Broadly speaking, the implementation of the policy where the policy making stage between the formation of policies and the consequences of policies for the people affected, to find out how to implement good policies. This research uses qualitative approach with descriptive methods.The results of the study of the implementation of non-cash social assistance in Delima were not optimal due to the lack of two-way communication between the manager and the recipient where the communication was in the form of lack of socialization given by the sub-district facilitator to the beneficiary where the socialization provided was not carried out every month, but only in certain months. And the disposition or character of the implementor is not good enough in carrying out the task so that the disbursement of aid is not timely. Keywords : implementation, non-cash social assistance, implementation of public policies

Abstract

The high rate of population growth is a problem that is being faced in Indonesia. The rate of population growth often occurs in the provincial capitals in Indonesia. Pekanbaru city as the capital of Riau province also experienced a population growth rate caused by the high rate of fertilization that occurred in Pekanbaru City. To achieve a balance between the quality and quantity of population distribution and the environment as stated in Law Number 52 of 2009 concerning Population Development and Family Development, Pekanbaru City must coordinate in the field of population control and family planning in order to realize a quality population and population distribution. evenly distributed and controlled population in Pekanbaru City. Lack of coordination in population control and family planning, causes the number of fertilization rates to continue to grow and not be controlled.The purpose of this study was to determine the coordination of the BKKBN in controlling the fertility rate in Pekanbaru City in 2018 and to describe the obstacles to the coordination of the BKKBN in controlling the fertility rate in Pekanbaru City. This study uses a qualitative approach with a descriptive method. In collecting data, the author uses interview and documentation techniques.The results of this study found that communication between field lines and coordination in controlling fertility rates was still not maximized, further socialization of joint programs carried out together, and BKKBD had not been formed in Pekanbaru City.  Keywords: Coordination, Fertilization, Population.

Abstract

Village funds are a budget intended for villages to finance the government administration, development, community empowerment and community development. Village funds are the highest source of village income. Theerefore, guidance and supervision in the use of village funds in mandatory for local governments so that the target of village funds can be achieved, that are adequate development and independent community. The research aims to describe (1) the form of guidance and supervision carried out by the community and village empowerment and the government of Siak Sub-district and Inspectorate of Siak District, and (2) describe the inhibiting factors in the use of village funds in Siak Sub-district of Siak District in 2017.The result of the research show that guidance and supervision are carried out through several stages, namely pre-distribution stage, distribution stage, and post-distribution stage. The guidance and supervision in the use of village funds lies in the stages of palling and use, but n empirical conditions they are not implemented. Furthermore, supervision lies in all stages including the stages of planning, budgeting, distributing, using, reporting and accountability. However, only three stages are implemented. The inhibiting factors in guidance and supervision in the use of village funds are the delays in the implementation of data verification, lack of coordination with village facilitators and lack of time for supervision by Siak District Inspektorate. Guidance and supervision in the use of village funds in SIak District have not been implemented optimally, because until now there are still several aspects of it that have not yet been implemented and there are still several inhibiting factors in guidance and supervision in the use of village funds of Siak District.  Keywords : Guidance, Supervision, Village Funds

Abstract

Clean water is a source of survival for the whole society on the face of the earth. Therefore, monitoring of water contained in the Act of 1945, Article 33, paragraph 3 states that: "The earth, water and natural resources contained therein controlled by the State and shall be used for public welfare. Regional Regulation No. 5 of 2005 Article 7 paragraph 1 describes the "Supervision and inspection of water quality in use must be checked quality. Pekanbaru City Health Department is responsible for overseeing the full water standards in the city of Pekanbaru is managed by PDAM Tirta Siak Pekanbaru in its function is not maximal in Pekanbaru. Departing from the above phenomenon researchers interested in examining the Dept. of Health and taps Pekanbaru City sebagain institutions in carrying out its functions relating to the title "Water Quality Monitoring in Pekanbaru City Health Office (case study in the District Coastal Rumbai 2013)The fundamental problem in the actual monitoring process conducted by the City Health Department Pekanbaru where maximal surveillance conducted, should the Department of Health set up, develop and oversee the implementation of the use of water in order to maintain and improve public health and also improve service to the public and to prevent the use of water endanger public health from water quality does not meet the health requirements.But the phenomenon that occurs Monitoring is not running as it should, due to the fact that water quality in the District Coastal Rumbai not meet standards due to a lack of oversight conducted by the Health Department to take full responsibility in supervision. The theory which I use as a tool of analysis in this study is the theory of Supervision. While the methods used in this study is qualitative, ie trying to analyze the efforts and the factors and explain the data obtained from the observations and aim to reinforce and strengthen a theory so as to obtain information about the current situation. Data collection techniques in this study is to use interview techniques and documentation.It can be concluded, this lack of oversight of research conducted by the Department of Health on the quality of water distributed by Tirta Siak, hence the need for further scrutiny to follow the constraints that occur and realize the clean water standards to meet the needs of the community.Keywords: Control, Department of Health, Water Quality

Abstract

This research begins with the emergence of the phenomenon in the city of Bukittinggi, that in the 2019 legislative elections there were a majority of women in each electoral district of Bukittinggi, but only two women were elected. The author examines this phenomenon in order to describe and analyze the Political Orientation of Women Voters in the Legislative Election of Bukittinggi City in 2019. This study provides an objective picture of the political orientation of women voters. The political orientation of the female voters referred to in this study is how the orientation of the female voter thinks to choose or make a choice to a candidate in the 2019 Legislative General Election in Bukittinggi City. This orientation includes three aspects, namely cognitive, affective, and evaluative.            In this study, the authors used a quantitative approach to the type of descriptive research. The sample selection is done by area sampling technique. The measurement scale in this study uses a Likert scale. Data collection techniques are carried out by giving questionnaires directly to respondents to be answered. The data obtained is then presented in tabular form and discussed descriptively according to the existing theory.            The results showed that there was no influence on the number of female voters with women candidates being elected. The Political Orientation of Women Voters in the Legislative Election of Bukittinggi City in 2019 was influenced by the similarity of their hometown, residential area, religion and ethnicity with legislative candidates. Women voters in making their choices are purely their own choices, meaning that they are not influenced by others, whether they are husbands, immediate family members or local traditional leaders. Keywords: Political Orientation, Women's Voters, Legislative Elections

Abstract

This research was conducted in the village of Aursati District of Kampar Regency Mines. Based on the Kampar Regency Regulation No. 06 of 2008 concerning the organizational structure and working procedures Kampar District Local Government has the principal task of implementing regional government authority in the field of Tourism and culture. It is to know the role of the Department of Tourism and Culture Kampar district in the development of tourist attraction in the village of Lake Bokuok Aursati District of mine. This study used qualitative methods. Data collection techniques in this study were interviews and tracking documentation. Department of Tourism and Culture Kampar Regency has a strategic role in the effort to accelerate the development of an area, especially in the field of tourism. 7 In this study determined the informant is the Head of Tourism and Culture Kampar District, the Village Head and Head of Indigenous ninik Aursati Mamak Kenegerian Mine. Based on the research that the development of tourism development bokuok Lake has yet to be maximized, some contributing factor is the lack of budget priorities of the Government of Kampar district, the absence of village regulations on tourism, quality of human resources is still weak tourism actors. Thus the Department of Tourism and Culture should be an evaluation of existing service programs so that every potential that exists in the area can be maximized. So also with the village government and its Aursati ninik mamak Kenegerian Indigenous Mine also have to be more creative and cooperative in addressing any existing problems, especially concerning the cultural festival this Bokuok lake. Abstract

The background of this research is the formation of Kuansing FM radio as a medium of service and support the activities of local government, based on Kuantan Singingi Regent Regulation No. 7 of 2009 concerning Local Public Broadcasting Institution Kuansing FM. Kuansing FM Local Public Broadcasting Institution has been established since 2003 but in carrying out its function this radio has not been able to achieve the goal of the establishment of Kuansing FM radio. The non-optimal function of Kuansing FM radio is seen from several programs and activities of the 2016 Kuansing FM Local Public Broadcasting Institute which have not yet directly addressed the community such as the socialization program for public information disclosure, and rural broadcastsThis research directs how to optimize the function of FM Kuansing Local Public Broadcasting Institutions and the inhibiting factors that influence the non-optimal function of the Kuansing FM Local Public Broadcasting Institution. This study aims to describe the optimization of the functions of the Kuansing FM Local Public Broadcasting Institution and determine the inhibiting factors that influence the non-optimal functioning of the Local Public Broadcasting Institution Kuansing FM in 2016. This research is a qualitative approach research, this research was conducted in Kuantan Singingi District, the technique used to collect data in this study are interviews and documentation.The results showed that the Kuansing FM Local Public Broadcasting Agency disseminated development information to the public through electronic media, in accordance with District Head Regulation number 7 of 2009, it was still unable to perform its functions optimally as an electronic media information provider in Kuantan Singingi Regency. The legal power of the Kuansing FM Local Public Broadcasting Institute is still weak and seems to be ignored, this is indicated by the absence of broadcasting permits. The inhibiting factors in the optimization of the function of the FM Kuansing Local Public Broadcasting Agency are the lack of broadcasting permits that must be possessed, the quality and quantity of HR owned, lack of training, and lack of facilities and infrastructure.Keywords:Optimization, Public Broadcasting Institutions

Abstract

In achieving the vision of Pekanbaru City in 2012-2017 "Realizing Pekanbaru as a Metropolitan City that is Madani", the Pekanbaru city government brought up the idea of a Plenary Mosque. To support this vision, the Pekanbaru city government set the Pekanbaru Mayor Regulation Number 16 of 2017 concerning Guidelines for the Management of the Pekanbaru City Plenary Mosque. To see the Pekanbaru City government policy regarding the Pekanbaru Mayor Regulation, the researchers want to see the Implementation of the Pekanbaru Mayor Regulation Number 16 of 2017 concerning Guidelines for Al-Ukhwah Plenary Mosque Management in Air Putih Village, Tampan District In 2017,This study aims to (1) to describe the Implementation of Pekanbaru Mayor Regulation Number 16 of 2017 Regarding the Al-Ukhwah Plenary Mosque Management Group in Air Putih Village, Tampan District In 2017 (2) to find out the inhibiting factors Implementation of Pekanbaru Mayor Regulation Number 16 of 2017 Regarding the Al-Ukhwah Plenary Mosque Management Agency in Air Putih Village, Tampan District In 2017.
