Abstract

This study aims to determine the role of Local Government in to curb the Ahmadiyah community in Sungai Meranti Darussalam Pujud Rokan Hilir Year 2008-2012. Knowing the limiting factors regulating Local Government against the Ahmadiyah community in Sungai Meranti Darussalam Pujud Rokan Hilir. According to Paul Conn in Ramlan Surbakti book, conflict is basically divided into conflict win-lose (zero-sum coflict) and a win-win conflict (non-zero-sum conflict). Conflict winning or losing is antagonistic conflict situations it is not possible to achieve a compromise between the parties involved in the conflict. Win-win conflict is a conflict situation in which the parties involved in the conflict is still possible to compromise and work together so that all parties will get part of the conflict. The method used in this research is qualitative methods of data that is manifested in the form of a portrait explanation state forms, processes and specific pristiwah. Data collection techniques used were Interviews, Observation, Documentation.From the data obtained findings that the presence of the Ahmadiyya Community in Sungai Meranti Darussalam then there was a conflict between the village of Sungai Meranti Darussalam By Ahmadiyya Chairman of the Indonesian Ulema Council in Rokan Hilir eager to join the Local Government to dismiss Ahmadiyya of Rokan Hilir particular in Sungai Meranti Darussalam. The regional government said one of the fathers Subdistrict: not I do not want to participate dismiss Ahmadiyya but it is very difficult when we asked questions about Islam, because they are memorized the Qur'an than in our Islamic religion. That shortage of Islam on his own knowledge of His religion and do not want to deepen the Qur'an Islam only as a symbol of national identity card (KTP).Keywords: Role of Local Government, Ahmadiyya, Assembly Ulamah Indonesia

Abstract

Increasing Labor Productivity in Micro, Small and Medium Enterprises, various MSME businesses is a program carried out by the Department of Manpower and Transmigration which consists of various types of businesses, such as culinary businesses, to manufacturing. However, in line with the development of the government's economic policy, MSMEs are currently faced with free competition from national to international scale companies. With the hope of being able to improve the economy in Pekanbaru CityThe purpose of this research is to find out the implementation of the Program for Increasing Labor Productivity in Micro, Small and Medium Enterprises in Pekanbaru City in 2018 and want to know the inhibiting factors in the implementation of this program. This study uses a qualitative approach with a descriptive method. `In collecting data, the author uses interview techniques, mass media, and documentation.The results of this study found that there are three elements called the conformity model, namely the program, program implementers, and program targets. In the first element, the alignment of the Workforce Productivity Improvement Program in Pekanbaru City with the needs of the program target, namely business actors where this program is designed and adapted to the acceleration of the regional economy. In the second element, the Program Implementer, namely the management of the implementation of the alignment of the Workforce Productivity Improvement Program in this case is not optimal, the program implementer is still lacking in related instructors. In the third element, in this case the business actors themselves as the target of the program, there are still many who do not have complete data and business permits as the main requirements for program recipients. There are still inhibiting factors in this program, both external and internal, making the implementation of the program to increase labor productivity in Pekanbaru City cannot be realized optimally.  Keywords: Increasing Labor Productivity, Programs, Program Implementation, Program Targets.

Abstract

This research is intended to find out the role of the regional environmental impact Control Agency of Batam City against the environmental problems that occur in industrial areas namely, Batam city, concerning sustainable development based upon the environment, the activities of the industry now aims to build an economic sector but has a negative effect that is the pollution of the environment. In this case in Batam city frequent occurrence of environmental pollution caused by industrial activity namely with disposal of waste which are not in place. This research is focused on environmental impact Control Agency area of Batam city authorities in the control of the environment . With the outline of the research issues namely how environmental impact Control Agency the role of the Regions in the control of pollution of the environment against industrial activity in Batam city in 2011-2014 and the factors restricting the role of the regional environmental impact Control Agency in controlling environmental pollution in Batam city in 2011-2014.Type of this research is a descriptive i.e. researchers provide a description and overview of the phenomenon or social symptoms examined by independent variables described in a systematic and accurate. Method of data collection is done by means of interviews and the documentation.The results of this research show that the role of environmental impact Control Agency area of Batam city in pollution control against industrial activity carried out according to its function but have not run well in accordance with the goals and targets that have been set. This is not in accordance with the duties and functions of the regional environmental impact Control Agency of Batam city, resulting in less the maximum role of Bapedalda itself in controlling pollution that occurred in Batam city. So it should be should be able to stake Bapedalda holder which is professional in the discharge of pollution control and must be capable of tackling the obstacles faced.Keywords: role, environmental pollution, Environmental Impact Control Agency (Bapedalda)

Abstract

Wan Asrida, M.Si In the current era of regional autonomy, there is a heavy burden on the local government and the House of Representatives, the burden is an effort to accelerate the growth and regional development, prosperity, absorb and run the expectations of the community. DPRD is an element of local government as a vehicle to implement democracy based on Pancasila. So in carrying out its duties and functions, the DPRD holds to the principles of regional autonomy within the framework of the Unitary State of the Republic of Indonesia. Based on the results of the BPK-RI audit of the Local Government Financial Statements, various issues concerning the fixed asset account which are commonly among them are fixed asset values presented in the balance sheet not yet supported by adequate records, fixed assets unknown, fixed assets held by other parties, fixed assets are not returned by former members of parliament. The purpose of this study is to describe the management of local assets and obstacles in Indragiri Hilir Regency DPRD Period 2009-2014. This research is a qualitative research. This research was conducted in Indragiri Hilir Regency DPRD Period 2009-2014. Techniques used to collect data in this study are (1) Interviews, (2) Library Studies, and (3) Documentation. The conclusions of this study indicate that 1) the management of regional assets in Indragiri Hilir Regency DPRD Period 2009-2014 has not been maximized. 2) Lack of DPRD members who really understand the process of asset management. 3) Limited capacity of DPRD members in the management of income, finance and regional assets. 4) The incomplete system and procedures of financial management and regional assets in Indragiri Hilir Regency DPRD. 5) There is still a lack of experts in the Indragiri Hilir Regional House of Representatives who is professional, namely in the management of regional assets (Regional Property).Keyword: management, assets

Abstract

Presidential Regulation Number 1 of 2016 concerning the Peat Restoration Agency in Article 1 explains that the Peat Restoration Agency is a non-structural institution that is under and responsible to the President. The Peat Restoration Agency was established on January 6, 2016 with the aim of accelerating the recovery and restoration of the hydrological function of damaged peat especially due to fire and drying. The Peatland Restoration Agency has a 3R program, namely rewetting (wetting), revegetation and revitalization of the community economy.            The purpose of this study is to describe the evaluation of the Peatland Restoration Agency program in restoring forests and peatlands in Kepenghuluan Teluk Nilap then also to find out the factors that influence the evaluation of the Peat Restoration Agency in restoring forests and peatlands in Kepenghuluan Teluk Nilap, Kubu Babussalam District, Rokan Hilir Regency in 2018. The theoretical concept used is the CIPP model program evaluation theory (Context, Input, Process and Product) by Daniel Stufflebeam. This type of research is descriptive qualitative. The data collection technique is done by interview and documentation.            The result of this research is that the evaluation of the Peatland Restoration Agency program, especially in the rewetting program (wetting) with canal blocking construction activities in Kepenghuluan Teluk Nilap have not been running optimally. The canal blocking construction has not been able to completely wet the peat so that hotspots are still found in the Kepenghuluan Teluk Nilap. The factors that influence the evaluation of the Peatland Restoration Agency program in canal blocking development activities are the lack of resources used, delays in budget distribution, inconsistencies in peat restoration plans, lack of regulations for peat restoration activities, the lack of a role for the Government of Kepenghuluan and the public mindset that many have not. understand about the peat restoration program. Keywords: Restoration, Rewetting, Canal Blocking, Evaluation

Abstract

Bengkalis government has the responsibility and authority to abrasion reduction, which is oneform of environmental control that isi part of the area under law No. 32 on 2004 regionalgovernment. With the reduction of abrasion expected Bengkalis coastal areas of abraded toreduce the impact arising from abrasion. But what happens at the moment still found the coastalareas are the still so widely abraded abrasion that is growing every year 7-8 meters/years. Thisis cause of negative impact to survival of society and undermine existing infrastructures. For thegovernment forest rehabilitation and contruction of retaining waves. Also, the governmentshould focus on the preventation of abrasion by allocating sufficient budgeting and more onimproving relationship and good coordination wint the community and coordination amonggovernment agencies that have the same mission in tackling abrasion. Abstract

                Domestic violence or more commonly referred to as domestic violence is a social problem, which can hamper national development programs, which should be felt equally between men and women without discrimination. This attracted the attention of researchers with the title "The Role of Integrated Service Centers for Women and Children Empowerment (P2TP2A) in Pekanbaru City in Handling Domestic Violence in Pekanbaru City in 2016-2017", The purpose of this study was to determine the role of Pekanbaru P2TP2A in handling domestic violence cases in Pekanbaru City 2016-2017.     This study uses a qualitative research approach. While this type of research is descriptive. The types of data used are primary and secondary data and supported by the results of interviews and other supporting documents for this study, the data will be analyzed in a qualitative descriptive way. The theoretical foundation used is role theory and coordination theory                Based on the analysis of the data obtained, the conclusion is the role of the Integrated Service Center for Women and Children Protection (P2TP2A) in Pekanbaru City in handling cases of domestic violence where the role of P2TP2A in handling domestic violence is still not optimal, namely; Facilitating the outreach of victims handling community complaints, Organizing temporary shelter services for victims, and Facilitating the return of victims to their home areas and family environment, this is due to budget constraints, human resources owned by Pekanbaru P2TP2A and still lack of cooperative attitude from reporters victims so that the process of handling cases of violence has not been optimal. In addition, P2TP2A coordinates with relevant agencies; police, Health Service / Puskesmas, Social Service / RPTC Riau Province, and Education Office. Keywords: Coordination, Facilitation, Mediation, Partnership

Abstract

Political consolidation is the process of combining elements of democracy to jointly facilitate political democracy. political consolidation aims to strengthen aspects of democracy in the form of political institutions or institutions, both political parties, political elites, interest groups and political communities so that the ongoing democratic arena process runs without any disabilities in its implementation. Political consolidation in the Pemulu election was seen from the local political contestation of the Kubu Hulu River Pengenguluan using the Political Consolidation Theory by Larry Diamond, namely, the elite agent / actor approach, institutional approach, political culture approach, civil society approach. Based on this theory, it can clarify the consolidation of local politics in the election contestation of the head of the 2016 Kubu Hulu River Kepenghuluan.The purpose of this study is to describe the political consolidation carried out by prospective female leaders in the simultaneous election of 2016 headners in Rokan Hilir District in Kepenghuluan Sungai KubuThe election of the headman in the Kubu Hulu River Kepenghuluan became a local political contestation in Kepenghuluan. The political consolidation of female head candidates in the election of headmen by utilizing their political power to achieve their political goals, while the political consolidation carried out by female head leaders is: a. The elite actor approach (local elite approach and non-local elite approach), b. Institutional approach (Institutional Institutional structure approach), c. Political culture approach (campaign approach, extended family approach, residence approach and religious approach) d. Abstract

The use of e-Government for the government is to create effective and efficient services. It is undeniable that every institution or higher education institution will carry out the provision of services as one of the main tasks for the smooth running of existing activities such as academics, student affairs, security and others. As for the formulation of the problem in this research, namely: First, How is the Service of the Technical Implementation Unit of Information and Communication Technology at the University of Riau in Filling the Student KRS at FISIP in 2017. Second, how are the obstacles to the Technical Implementation Unit of Information and Communication Technology at the University of Riau in Filling the KRS Students at FISIP in 2017.The objectives of writing this thesis are: First, to find out the services of the Technical Implementation Unit of Information and Communication Technology at the University of Riau in Filling Out Student KRS at FISIP in 2017. Second, to describe the constraints of the Information and Communication Technology Technical Implementation Unit of the University of Riau in Filling Out Student KRS at FISIP 2017. This research is a qualitative research. This research was conducted at UPT-TIK University of Riau. The techniques used to collect data in this research are (1) Interview, and (2) Document tracing.The conclusion of this study shows that the Service of the Technical Implementation Unit of Information and Communication Technology at the University of Riau in Filling the Student KRS at FISIP in 2017 uses six 6 aspects of which it is still not running effectively, the author gives suggestions that it is better to provide comfort in providing services, because UPT-TIK is the front line in supporting the success of an educational institution, apart from that, it is expected to pay more attention to the field of advice and infrastructure such as the provision of limited seats and the comfort of queuing rooms.  Keywords: UPT-TIK, in providing services.
