Abstract

Faculty of Social Science and Political Science is one of the faculties in Riau University as spearhead of higher education services. This faculty provide services both academic and non”academic in accordance with Standard Operating Procedures (SOP) have been established by University. Therefore, sustaining it requires an ethics in the public service to civitas academica. The problem formulation in this research is (1) How is the application of ethics public service in Faculty Social Science and Political Science year 2015-2016? (2) What is the impact application of ethics public service to the quality of public service in Faculty Social Science and Political Science year 2015- 2016?. This research to aim (1) To describe application of type public service in Faculty Social Science and Political Science year 2015 -2016 and (2) To analysis of quality public service to quality public service in Faculty Social Science and Political Science year 2015-2016. The results of research to show is the services provided by Faculty Social Science and Political Science is of administrative services, facilities and infrastructure. Then, in terms of quality of service provide has met the minimum service standard in accordance with guidelines or regulations of the rector on public service on campus to the civitas academica. Nonetheless, still many types of public service which should be improved example academic portal and facilities and infrastructure in lectures. Therefore, the faculty take a strategy to optimize expectations the civitas academica and utilization of information technology to overcome it.

Abstract

This research attempts to analyze the forms of power in the utilization of communal land in Kampar Regency. The interests of indigenous peoples in terms of ulayat land tenure feel threatened by the existence of plantation corporations by bringing large investments which ultimately provide economic added value for the Government and Regional Government. This study uses qualitative research methods with a phenomenological approach. Data was obtained through interviews conducted with elements of the Kampar District Government, Lembaga Adat Kampar (LAK), the Archipelago Indigenous Peoples Alliance (AMAN) Kampar, and traditional leaders. Technical data analysis in this study was conducted interactively. The argument from this study shows that there are 2 (two) forms of power that influence the implementation of ulayat land use in Kampar Regency. The first is visible power, where the practice of power occurs in the formal sphere in the policy-making process of recognizing and protecting customary law communities in Kampar District. In addition, the practice of visible power is also evident from the interaction between actors in resolving communal land conflicts that occurred in Kampar District. While the second form of power in the utilization of communal land is hidden power. This hidden power practice is carried out by corporate actors who are suspected of taking over customary land by playing their power in licenses issued by the Government.

Abstract

Penelitian ini dilatarbelakangi pembangunan yang terjadi di desa sei putih Kecamatan Tapung, Kabupaten Kampar yang berjalan kurang efektif sesuai dengan musrenbang desa yang telah dibuat oleh Pemerintah Desa. Beberapa pembangunan yang direalisasikan tidak tercapai penyelesaian pembangunan sepenuhnya sehingga bangunan yang dibuat belum bisa digunakan oleh masyarakat. Penelitian ini akan membahas factor-faktor yang menghambat dalam pembangunan di desa sei baru dan menganalisis factor-faktor tersebut dilihat dari isi kebijakan dan lingkungan kebijakan.Jenis yang digunakan dalam penelitian ini adalah jenis penelitian deskriptif dengan pendekatan penelitian kualitatif. Jenis data penelitian adalah data primer dan data sekunder sesuai dengan regulasi . Teknik pengumpulan data dalam penelitian ini adalah dokumentasi dan wawancara. Teknis analisis data yang digunakan adalah analisis data deskriptif kualitatif. Hasil penelitian ini menunjukkan bahwa factor-faktor yang menpengaruhi dalam pembangunan di desa sei putih kecamatan tapung kabupaten Kampar dilihat dari indikator isi kebijakan dan lingkungan kebijakan menjelaskan bahwa pelaksanaan pembangunan masih belum optimal. Hal ini dikarenakan kepentingan-kepentingan yang mempengaruhi dalam pelaksanaan pembangunan yang tidak konsisten dan pengambil keputusan dari tingkat pimpinan dalam hal ini kepala desa yang belum mampu mengelola keuangan desa dengan baik dalam pembangunan dan pelaksana program yang tidak professional sehingga terjadi keterlambatan. Sedangkan melalui lingkungan kebijakan daya patuh masyrakat yang masih belum optimal di desa sei putih.

Abstract

This study intends to explain and elaborate on the quality of the Pilkada in the pandemic era which was held in Indragiri Hulu Regency in 2020. The Pilkada held in 2020 was very different from the previous Pilkada because it was threatened by the spread of the COVID-19 pandemic. Therefore, it is interesting to assess the quality of the Pilkada in Indragiri Hulu Regency during this pandemic. This study uses a qualitative approach with sources of information from research informants, documents, research journals, audio-visual materials, and data from online media. The data collected is then analyzed qualitatively by using the theory of the quality of elections and democracy. The results of the study show that the 2020 Regional Head Elections in Indragiri Hulu have not been carried out freely and fairly, there are still money politics practices, violations of health protocol rules which are important policies in the Pilkada during the pandemic. However, on the other hand, there are still positive results in the implementation of the Indragiri Hulu Pilkada, namely increasing the political participation of the community in exercising their voting rights. Based on these findings, it is concluded that the quality of the Pilkada in Indragiri Hulu Regency is still low and does not meet the principles of quality and integrity elections.

Abstract

This study aims to provide an explanation of the relationship between civil society, democracy, and democratization and to explain the contribution of civil society to democratization. The method used in this study is a literature study or literature study. Sources of information from this study are from books and journals of research results which are analyzed with relevant theories. The results of this study indicate that there is a close conceptual and practical relationship between civil society, democracy, and democratization. Civil society has both positive and negative implication in democratization. The positive implications of civil society for democratization are when it is able to play a role in bringing changes from authoritarianism to democratic consolidation by taking on the role of balancing state power, defending public interests, and being able to influence the state policy agenda for mutual prosperity. Civil society also has a negative side if it is dominated by ethnocentrism, radicals, and power oriented.

Abstract

Civic education aims to build and shape the character of citizens by Pancasila and the 1945 Constitution. One aspect of civic education that needs to be developed is regarding elections and politics which are fundamental elements of democratization. The targets of this activity are village government officials, village communities, and community leaders in Pantai Raja Village. This community service activity is carried out in the form of socialization politics with the stages of preparation, implementation, evaluation, and recommendations. The results of civic education in Pantai Raja Village are the results of increasing the community's ability to identify problems in elections and politics that are focused on identity politics, voter data, and black campaigning.

Abstract

This community service activity aims to increase the knowledge and skills of the PKK organization in managing groups and treating palm and livestock waste. This activity was motivated by the condition of Sialang Palas Village, Siak Regency in 2001 as a fast-growing area in Riau province. This area is one of the main targets of implementing the most intensive and extensive oil palm plantation development policy in Riau. But land use and palm oil waste patterns are not optimal. This condition has implications for community household income patterns. The question arises how can waste be utilized? To answer this question, training and counselling activities are carried out using training methods and counseling on open governance models and Appropriate Technology (TTG). Activities are conducted in groups with leadership, management and technology knowledge of sawot and livestock waste management. The results of the community service activities are: First, the knowledge and skills to manage the group. Second, the skills to process palm oil and cattle waste into plates, mats, briquettes and fertilizers. This waste declining product is expected to be an alternative household income for the community and independent smallholders, especially during the rejuvenation of oil palm (replanting).

Abstract

Kegiatan sekolah Pemilu ini berawal dari kekhawatiran akan dampak dari Pemilihan Kepala Daerah (Pilkada) Tahun 2020 yang tetap diselenggarakan pada masa COVID-19. Kekhawatiran ini tidak hanya mengenai penyebaran COVID-19 yang ditimbulkan akibat proses Pilkada, akan tetapi kekhawatiran tidak terwujudnya Pilkada yang berkualitas, berintegritas dan memenuhi prinsip-prinsip demokrasi. Oleh karena itu, diperlukan kemitraan bersama penyelenggara Pilkada baik Komisi Pemilihan Umum (KPU) dan Badan Pengawas Pemilihan Umum (Bawaslu) di Provinsi Riau. Metode kegiatan ini dilakukan dengan webinar series dengan menyiapkan kurikulum pembelajaran dan evaluasi secara komprehensif terhadap peserta sekolah Pemilu. Hasil kegiatan ini menunjukkan bahwa terdapat potensi yang dapat dikembangkan dari kader Pemilu yakni modal sosial, komitmen dan tanggung jawab, serta penguasaan terhadap teknologi informasi. Kesimpulan yang dapat diambil dalam kegiatan ini adalah keterlibatan multi-stakeholder mutlak diperlukan dalam mendukung pelaksanaan Pilkada serentak masa COVID-19 agar dapat berkualitas dan berintegritas. Penegakan disiplin protokol kesehatan menjadi kunci dari pelaksanaan Pilkada yang aman terbebas dari penyebaran COVID-19

Abstract

Each district only has a few villages that have a village library, and it is rare for a village that has a village library to have complete facilities as well as adequate books and services, and most libraries in the village are only for building displays. Riau Province. In the Regent's Regulation Number 55 of 2016 concerning the Job Description of the Kampar Regency Library and Archives Service in article 6, "The field of library development has the task of organizing the formulation of technical policy materials for library development", in this article it is explained that the Kampar Regency Library and Archives Service has duties in the field of development of libraries, especially the development of village libraries. The lack of role of the Kampar Regency Government in the development of village libraries has caused one of the libraries in Kampar Regency, namely the Rimbo Panjang village library, to not be able to implement the national guideline standard for village libraries.The purpose of this study is to describe the role of the Kampar Regency Government in the development of the village library in 2018-2020 and to describe the inhibiting factors of the Kampar Regency Government's role in the development of the village library in 2018-2020. This study uses a qualitative approach with a descriptive method. In collecting data, the author uses interview and documentation techniques.The results of this study found that the role of the Kampar Regency Government as a facilitator in the development of the village library was not maximized, especially the uneven distribution of education and training activities, assistance or funding, the role of the Kampar Regency Government as a regulator in the development of village libraries and the role of the Kampar Regency Government as a regulator has not been maximized. motivator in the development of village libraries, especially the lack of socialization and encouraging the community to participate. Keywords: Role, Village Library Development

Abstract

Gaduhan cattle is giving lending aid cattle to public repayment of cattle. The mechanism of assistance through gaduhan cattle that is the community joining the farmers only have to make proposals the seed assistance cattle to the office of fisheries and farms Rokan Hulu Regency. Farmers groups beneficiaries it will then known as recipients gaduhan. Recipients gaduhan would have a duty to return gaduhan cattle received earlier in the period 3 years seedlings cattle also, the son of gaduhan cattle formerly received earlier.. Gaduhan these animals more in prioritizing to cattle because the development of a cow in Rokan Hulu more effective and strategic so this way the goverments try to accelerate the recipient and equity cattle calf to every districts in the Rokan Hulu Regency and to achieve the target swasembada beef and program a million beef in Rokan Hulu Regency.Keywords: Management, Gaduhan,Target
